One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchMoving a cloud workload to another data-center region is not a matter of changing one setting. It is a coordinated relocation of compute, data, networking, identities, security controls, monitoring, and operating procedures. Before approving the move, prove that the destination can run every required service, that data and regulatory obligations can be met, and that you have a tested cutover and rollback plan.
Start with the reason, scope, and success criteria
A region move should solve a specific business or technical problem. Common drivers include a corporate change, data-sovereignty or residency requirements, lower latency for a user population, or a capability available only in another region. Microsoft’s Azure relocation guidance, updated September 15, 2025, describes these as typical reasons to evaluate a move.

Turn the driver into measurable acceptance criteria before selecting a destination. Examples include keeping a defined data set within a jurisdiction, improving the experience for users in a particular geography, satisfying a contract’s locality clause, or obtaining a machine family that is unavailable in the current region. A vague objective such as “move closer to customers” is not enough; identify which customers, which transactions, and what latency or availability outcome matters.
Set ownership and priority
Name a workload owner and representatives from application engineering, infrastructure, security, networking, compliance, finance, and operations. Record the workload’s business criticality, permitted downtime, recovery point objective (RPO), and recovery time objective (RTO). Group related services that must move together, and decide which workloads are candidates now, later, or not at all. A region change that is technically possible may still be a poor business choice if the change window, testing effort, or operational burden is unacceptable.

Inventory the entire workload and its dependencies
Build a service-level inventory before choosing a migration technique. A resource list from a billing console is not a dependency map. Trace how users and internal systems reach the application, where state is stored, and which control-plane or third-party services are required for normal operation.
Capture every component
- Compute instances, containers, orchestration clusters, serverless functions, batch jobs, and scheduled tasks.
- Databases, caches, queues, object and block storage, file systems, and any data-processing services.
- Virtual networks, subnets, route tables, firewalls, load balancers, gateways, private links, interconnects, and VPNs.
- Identity providers, service accounts, role assignments, managed identities, secrets, certificates, key stores, and token issuers.
- Public and private DNS zones, IP addresses, connection strings, API endpoints, webhooks, and allowlists.
- External integrations, payment or messaging providers, software licenses, image registries, and deployment agents.
- Backups, replication jobs, log destinations, metrics, traces, alerts, dashboards, runbooks, and on-call ownership.
- Infrastructure-as-code modules, CI/CD pipelines, scripts, policies, naming conventions, and configuration files that contain the source-region name.
Separate stateless configuration from stateful data
Stateless compute and configuration can often be recreated from code. Databases, files, queues, and other stateful services require a data-movement plan and a consistency decision. Record data volume, write rate, retention, encryption keys, dependencies between data stores, and any ordering requirements. Do not assume that redeploying a template also moves application data; infrastructure-as-code creates target resources but does not, by itself, copy state.
Expect identities and addresses to change
Relocation can produce new identities, addresses, or resource names. Azure guidance notes that public IP addresses are region-specific and cannot be moved between regions. A private endpoint may receive a new address, requiring private DNS records and client configuration to be updated. A newly created resource with a system-assigned managed identity may need the same permissions that the source identity had. Treat each identity and endpoint as a migration item, not as an implementation detail to discover during cutover.

Compare candidate regions systematically
If more than one destination is viable, score each one against the same questions. The general guidance from Microsoft and Google Cloud does not identify a universally best region; the right answer depends on your workload and obligations.
| Decision axis | Questions to answer |
|---|---|
| Compliance and location | Where may data be stored, processed, backed up, and replicated? Which contractual, privacy, or sector rules apply? |
| Technical supportability | Are every required service, feature, machine platform, version, quota, and capacity option available? |
| User and service performance | Where are users, APIs, and dependent systems? What latency and cross-region traffic will the design create? |
| Network readiness | Which IP ranges, subnets, routes, firewalls, private links, DNS records, VPNs, or interconnects must change? |
| Data and continuity | How will state move? What consistency, RPO, RTO, backup, and recovery requirements apply? |
| Execution risk | Can components replicate, or must they be redeployed? What sequencing and downtime are acceptable? |
| Operations and cost | Are identity, monitoring, support ownership, regional operating charges, and cross-region transfer costs understood? |
Verify destination services, capacity, and locality requirements
Check the provider’s current regional support matrix for every item in the inventory. Regions do not necessarily offer identical services. Microsoft states in its relocation evaluation guidance that the services a workload needs must be available in the target region. Google’s architecture guidance similarly calls for confirming required compute services and CPU platforms.

Check more than a service name
- Confirm the exact managed-service tier, API version, operating-system image, machine series, accelerator, storage class, and availability-zone support.
- Verify subscription or project quotas, regional capacity, reservation availability, and any request lead time for increases.
- Check feature differences such as encryption options, customer-managed keys, private access, autoscaling limits, backup support, and maintenance controls.
- Determine whether the region participates in a provider-recommended regional pair or other continuity arrangement, and whether that arrangement fits your disaster-recovery design.
Availability on a product page does not guarantee capacity for your required size at migration time. Obtain a quota and capacity confirmation, then test provisioning in the destination account or subscription before scheduling the move.
Map legal and contractual boundaries
List every location where information is stored, processed, backed up, replicated, cached, logged, or temporarily staged. Moving a workload to another country can change the laws and industry standards that apply. Google Cloud advises reassessing those obligations when workloads run in a different country. Provider documentation can identify regional behavior, but your legal, privacy, and contractual requirements still need an organization-specific determination.

Prepare the regional foundation before moving application components. The target should be an operational environment, not an empty account into which production resources are dropped.
Design networking and connectivity
Choose non-overlapping address ranges and document routing between the new region, other regions, offices, and on-premises systems. Create subnets, route tables, firewall rules, security groups, private DNS, ingress and egress controls, and service endpoints. Google notes that subnets are regional and that Interconnect attachments are region-specific; equivalent constraints exist across providers. Establish and test private links, VPNs, or dedicated connections before data synchronization begins.
Parameterize the region in infrastructure definitions and deployment pipelines. Search code, policies, scripts, certificates, hostnames, and dashboards for the old region name. Plan new names and URLs where the provider embeds location in a resource identifier.

Recreate security and operations
Provision role assignments, groups, managed identities, secrets, keys, certificates, vulnerability controls, and policy assignments. For a newly created identity, grant only the permissions required by the workload and verify them with an end-to-end test. Register the target with logging, metrics, tracing, alerting, incident management, configuration management, and asset inventories.

Create or register regional backup destinations and define who owns daily operation, patching, incident response, capacity management, and compliance evidence. Some services are themselves regional. Azure’s migration guidance gives Log Analytics as an example in which a new regional workspace may be required; the former workspace can be retained read-only or its data exported according to the service procedure. Confirm the equivalent behavior for each provider service you use.
Choose a migration method for each component
There is no single “move workload” operation. Select a method per service, based on support, state, criticality, and downtime tolerance.
| Method | Suitable when | Questions and risks |
|---|---|---|
| Infrastructure-as-code redeployment | Compute, networking, policies, and other reproducible resources can be created in the target. | Which settings are regional? How will secrets, identities, certificates, and state be supplied? Code does not copy application data. |
| Replication | The service supports cross-region replication and the required RPO. | Is replication synchronous or asynchronous? What are lag, consistency, throughput, failover, and promotion limits? |
| Backup and restore | Recovery windows allow a restore and the service supports the required target region. | Do recovery points exist in the target? Backups may not transfer to a new vault or region; test restore speed and permissions. |
| Export and import | The service has a supported export format and a manageable data set. | How are incremental changes, relationships, encryption, large objects, and validation handled? |
| Provider migration tooling | A service-specific tool supports the source and destination combination. | Confirm version, limits, downtime behavior, rollback, and whether dependent resources are included. |
Document the method, owner, prerequisite, estimated transfer duration, validation test, and rollback action for every stateful component. Avoid promising a fixed downtime or data-loss result without service-specific evidence and a tested procedure.
Set data consistency, RPO, RTO, and recovery controls
Define the maximum acceptable data loss and restoration time for each workload, then select a method that can meet those objectives under realistic load. For asynchronous replication, measure lag and identify which writes can be lost or reordered. For export, import, or restore, identify the point at which writes must be paused and how long validation will take.

Create backups and recovery points before migration and verify that they can be restored. A backup’s existence in the source region does not prove that it is usable in the destination. Test encryption-key access, retention policies, and restore permissions in the target. Keep a recovery copy independent of the migration process.
Before cutover, synchronize changes and verify that target data is current. Microsoft’s migration guidance states: “Before the cutover to the workload in the target region, you must ensure that the related data is in sync with the source region.” Resolve conflicts, check row or object counts where meaningful, validate application-level invariants, and record the final synchronization point.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Design the cutover and rollback runbook
Traffic changes are part of the migration, not an afterthought. Map every client-facing and internal endpoint, including hard-coded connection strings, service discovery records, partner allowlists, mobile configurations, and scheduled integrations.
- Lower DNS time-to-live values ahead of the change where appropriate, while recognizing that resolvers and clients may cache records beyond the nominal TTL.
- Deploy the target and complete functional, integration, security, data, performance, and operational tests with production-like configuration.
- Confirm health checks, load-balancer listeners, gateway routes, firewall rules, private DNS, certificates, and dependent-service reachability from the target.
- Choose a traffic strategy: a controlled DNS or load-balancer switch, a staged percentage shift, or another method supported by the architecture.
- Freeze writes or use the service’s write-management mechanism, perform final synchronization, and record the source recovery point.
- Authorize the change during an agreed window. Switch traffic, watch error rates, latency, saturation, queues, replication status, logs, and business transactions.
- Apply the predefined rollback trigger if health or data checks fail. Redirect traffic to the source, preserve evidence, and reconcile any writes made in the target according to the runbook.
- Keep the source environment and its backups available until the target passes an agreed observation period and all owners approve decommissioning.
Google’s architecture guidance emphasizes preparing before decommissioning the source and recommends extended testing, rollback monitoring, and retaining source backups for a limited period. Set that period explicitly; do not delete the only proven recovery path immediately after a successful DNS change.
Validate the target after traffic moves
A green health check proves only that a probe received an expected response. Validate the workload at several levels:
Best Value
- Functional: critical user journeys, background jobs, scheduled tasks, and administrative actions complete successfully.
- Integration: databases, queues, payment or messaging partners, identity providers, webhooks, and internal APIs connect with the expected credentials and allowlists.
- Data: records, indexes, object counts, timestamps, permissions, and application invariants match the accepted migration point.
- Performance: latency, throughput, error rate, autoscaling, connection pools, and quotas remain within the agreed criteria for representative load.
- Operations: logs arrive in the correct regional destination, alerts fire, dashboards are populated, backups complete, and on-call staff can diagnose and recover the service.
- Security and compliance: policies, encryption, key access, audit trails, retention, and residency controls are demonstrably active.
Common failure modes to catch early
Assuming the region is a single switch
Changing a deployment parameter without recreating regional services leaves data, endpoints, identities, and operational controls behind. Use the inventory and dependency map as the migration boundary.
Discovering an unsupported feature late
A destination may offer a service name but not the required tier, machine platform, zone option, quota, or feature. Provision a representative target early and obtain capacity confirmation.
Breaking private connectivity
New subnets, private endpoint addresses, routes, and regional interconnects can make an apparently healthy application unreachable to internal clients. Test from every network that consumes the workload, not only from an administrator workstation.
Losing permissions or observability
New identities and regional monitoring workspaces require explicit setup. Test least-privilege access, alert delivery, log retention, and incident procedures before production traffic moves.
Deleting the source too soon
Migration success is not established by the first few minutes of traffic. Retain source backups and a rollback-capable environment until functional, data, operational, and business checks remain clean for the agreed observation period.
