Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsA factory-built data-center module is not deployment-ready merely because it passed a factory test. Before delivery, verify that the destination site, utilities, structural supports, controls, network paths, fire protection, permits, and operating team are ready for the exact module configuration. Then use staged site commissioning to prove that the installed module performs as required, including during defined failures and recovery.
Use the Owner’s Project Requirements (OPR) as the acceptance baseline. ASHRAE defines commissioning as a process capable of verifying that a facility and its systems meet the OPR. The checks below turn that principle into practical gates for owners, facilities engineers, project managers, commissioning authorities, and operations teams.

1. Establish the design basis before fabrication
Start with an approved design basis that describes what the module must do at its destination. A vendor’s standard configuration is only a starting point; capacity, redundancy, environmental limits, interfaces, and acceptance tests must match the project.

Document the Owner’s Project Requirements
- Critical IT load, expected growth, and whether capacity is delivered as a complete block, an expandable phase, or a temporary installation.
- Resilience objectives, maintenance strategy, outage tolerance, and the failure scenarios that the owner expects the system to withstand.
- Electrical, thermal, humidity, air-quality, acoustic, water, fuel, fire, security, and communications requirements.
- Operating envelope, design weather conditions, elevation, seismic and wind criteria, and any restrictions imposed by the site.
- Acceptance criteria with measurable pass/fail limits, responsible witnesses, required records, and rules for closing defects.
ASHRAE’s Data Centers and Telecommunication Facilities chapter covers the thermal, air-quality, power, fire-protection, telecommunications, and commissioning subjects that commonly belong in this basis.

Assign every interface and approval
Create an interface register naming the party accountable for each connection and decision: module manufacturer, engineer of record, site civil and structural contractors, electrical and mechanical contractors, utility, controls integrator, network provider, commissioning authority, owner, and authority having jurisdiction (AHJ). An unassigned interface is a predictable source of delay and disputed responsibility.
Set document and hold-point gates
Before fabrication or shipment, require an approved submittal package containing general-arrangement drawings, equipment schedules, single-line diagrams, grounding details, piping and duct details, control diagrams, points lists, sequences of operation, fire and life-safety information, network pathways, lifting instructions, and a document register. Define signatories and hold points in the project schedule.
| Gate | Evidence to approve | Typical accountable parties |
|---|---|---|
| Design release | Approved drawings, calculations, OPR traceability, interface register and test strategy | Owner, engineer of record, module vendor |
| Factory acceptance | Witnessed procedures, calibrated instruments where applicable, results, defects and dispositions | Vendor, owner, commissioning authority |
| Pre-shipment | Open-item review, preservation plan, transport restraints and destination-readiness confirmation | Vendor, logistics lead, site contractor |
| Installation complete | Anchoring, connections, inspections, labeling and red-line records | Site contractors, engineer, AHJ |
| Energization | Approved switching plan, protection checks, safety clearance and utility coordination | Electrical contractor, owner, utility |
| Operational acceptance | Integrated test results, training, as-builts, procedures and closed commissioning issues | Commissioning authority, owner, operations |
2. Confirm the site is ready before shipping
Foundation, structure and environmental exposure
Verify that the pad, foundation, steel or platform supports the module’s dead, live, transport and equipment loads. Check anchor locations, tolerances, drainage, corrosion protection, seismic restraint, wind design, flood elevation and local environmental exposure against the engineered site design. Do not assume a module’s standard base works on every site.

Utilities, permits and outage windows
Match the module’s approved electrical service, fault level, protection scheme and connection schedule to the utility and site distribution. Obtain required permits, inspections and utility approvals before the planned energization date. Reserve outage windows for tie-ins and switching; an unavailable window can strand an otherwise complete module.
Where the design uses cooling towers, evaporative equipment, humidification, liquid cooling, generators or other supporting systems, verify makeup-water capacity, water quality, treatment, drainage, fuel delivery, exhaust routing and environmental permits. These requirements are design-dependent, not universal features of every module.
Access, maintenance and emergency response
Measure clearances with doors open and equipment extended. Confirm service aisles, filter and battery removal paths, lifting points, roof access, fire-department access, emergency isolation locations and safe egress. Check that replaceable components can be removed without dismantling critical infrastructure or blocking an emergency route.
3. Verify every module-to-site interface
Use a signed interface matrix. For each item, record the design value, field value, responsible party, inspection or test, and evidence location. Generic voltage, flow or temperature assumptions are unsafe; use the approved design and locally adopted requirements.

ASHRAE identifies telecommunications pathways, cabling, entrance rooms, cabinets and carrier coordination as data-center design subjects. It also notes that monitoring commonly combines building-management and electrical-power systems, so controls ownership must be settled before points are wired.
4. Commission in levels, with evidence at every stage
Factory testing is one acceptance stage, not proof that the unit was delivered correctly, installed correctly, integrated with the site or accepted for service. Uptime Institute’s building-characteristics review lists factory tests; receipt, installation and pre-functional testing; functional testing; start-up/OEM testing; and integrated systems testing as distinct commissioning documentation stages.
ASHRAE’s Commissioning & Performance Validation resource describes five practical levels:
Recommended Free Tools
| Level | Purpose | Examples of evidence |
|---|---|---|
| L1 — Factory acceptance | Check components and assemblies against design expectations before shipment | Witnessed factory procedures, measured results, software versions, punch list and release decision |
| L2 — Delivery and installation | Verify that the correct equipment arrived undamaged and was set, anchored and connected as designed | Receiving inspection, shipping-damage report, anchor and connection records, labels and red-lines |
| L3 — Pre-functional checks | Confirm each component and subsystem is ready for operation | Checklists, rotation and direction checks, valve and breaker positions, sensor calibration, safeties and startup prerequisites |
| L4 — Functional testing | Test each system under normal, alternate and abnormal conditions | Observed sequence steps, setpoints, capacity response, alarms, trips, interlocks and trend data |
| L5 — Integrated systems testing | Prove that electrical, mechanical, controls, fire and IT-supporting systems work together, including failure and recovery scenarios | End-to-end scripts, time-stamped logs, witness signatures, nonconformance records, retests and final disposition |
Write risk-based test scenarios
Adapt scripts to the actual architecture. Possible scenarios include normal operation; loss and return of utility power; transfer to standby power; UPS and battery behavior; loss or changeover of cooling equipment; control or alarm failure; communications loss; emergency isolation; and recovery to stable operation. These are examples, not a universal script. The commissioning authority and owner should define pass criteria, safe test boundaries, prerequisites and abort conditions.

Control evidence and defects
Every test should identify the procedure revision, equipment identity, instrument and calibration status where applicable, initial conditions, measured results, trends, witnesses and deviations. Log each nonconformance with an owner, due date, risk classification, corrective action, retest and final disposition. A factory report can support L1, but it cannot replace site installation checks, OEM startup, or L4/L5 integrated testing.
Modular projects often repeat a design. ASHRAE recommends close construction and commissioning coordination, a commissioning scheduler, controls and measurement validation, and operations integration. If modules are commissioned in phases, preserve safe boundaries and dependencies, test the interfaces that connect phases, and feed lessons from the first block into later blocks without weakening the acceptance gates.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.5. Confirm codes, listings and approvals for the actual jurisdiction
Identify adopted requirements
With the engineer of record and AHJ, identify the locally adopted editions and amendments for electrical, building, fire, structural, environmental and occupational-safety rules. Confirm inspection sequencing, permit conditions, utility requirements and any special rules for a transportable or prefabricated enclosure.
The NFPA document available for modular data-center terminology is a 2022 NEC committee proposal report. Its definition and sample configuration are proposal text, not proof that a particular jurisdiction adopted that language. Verify the code edition and amendments that legally govern the project.

Check product certification and installation scope
Confirm that product listing or certification covers the delivered configuration, options, wiring method, environmental conditions and intended installation. Follow the manufacturer’s installation instructions, but do not treat a prefabricated enclosure as exempt from site inspections, interconnection rules, fire requirements or permits.
Set any reliability or certification target early
If the project requires a reliability classification or third-party review, define the exact target, scope and evidence before design freeze. Uptime Institute states that its Tier Standards address topology and operational sustainability, while constructed-facility certification checks construction against design and performance requirements. Its Tier-Ready Pre-Fabricated and Modular Data Centers program addresses pre-validation of prefabricated and modular designs; applicability and scope must be confirmed for the specific project. Do not promise a universal “best” tier: the appropriate target depends on business impact, outage tolerance, architecture, operating model and budget.
6. Make operations part of acceptance
Acceptance is incomplete if operators cannot safely run, isolate, maintain and recover the module. Involve operations staff during later commissioning levels and validate procedures while systems are being tested, rather than discovering gaps after handover.

ASHRAE’s Commissioning page describes a Commissioning Stakeholders’ Guide with more than 50 customizable checklists. Such a guide can help structure field work, but it is not a substitute for the project’s OPR, contract requirements, adopted codes or AHJ decisions.
7. Compare deployment options against the same requirements
When evaluating two or more module designs, score them against identical OPR criteria and require evidence, not marketing claims.
| Decision axis | Questions to answer |
|---|---|
| Delivered capacity | What critical load is available now, what growth is supported, and what equipment limits the expansion? |
| Resilience behavior | Which components can be maintained or fail without exceeding the specified load loss, and where is that behavior demonstrated? |
| Site fit | Will footprint, structure, ambient conditions, power, cooling, water or fuel, delivery route and lifting plan work at the chosen site? |
| Maintainability | Can staff reach, isolate, replace and test equipment safely, and what training, spares and service coverage are required? |
| Interface and evidence quality | Are drawings, sequences, factory tests, site tests, integrated tests and defect closure complete and unambiguous? |
| Phasing and expansion | Are connection points, protection, controls and shutdown impacts defined for future blocks? |
| Code and certification fit | Does the actual configuration satisfy adopted rules, listings, permits and any required third-party scope? |
| Lifecycle risk | What are the energy, water, maintenance, schedule, support and obsolescence consequences over the planned life? |
Final deployment decision
Release a factory-built module for service only when the destination site is physically ready, every interface has an accountable owner, local approvals are confirmed, staged commissioning evidence meets the OPR, and operators have the documents, training and authority to run it. If any of those conditions is unresolved, classify the item explicitly as a hold point or an accepted residual risk; do not hide it behind a successful factory test.
