Before signing a Moroccan colocation order, verify the exact facility’s network routes, power and cooling design, access controls, support scope, and legal terms. Require measurable service levels and remedies in the signed schedules. A provider’s statement that several carriers or redundant systems are present is a due-diligence lead, not proof that your rack has independent paths or a customer-specific uptime guarantee.

Start with the exact site and service, not the provider’s general brochure

Colocation risk is determined at the address, building entrance, cage or rack, and service bundle you actually buy. A provider may operate facilities in Casablanca, Rabat and Tangier, while their power architecture, carrier entrances, maintenance practices and available circuits differ by site. Ask for the legal name and address of the facility, the room or cage assignment, the rack units reserved, the power feeds, and the connectivity products included in your order.

Review the master services agreement, order form, service-level agreement (SLA), security and acceptable-use schedules, data-processing terms, cross-connect orders and remote-hands rate card together. A marketing page can describe a capability; only the executed documents define what the provider must deliver to your equipment.

How to verify connectivity and physical route diversity

Carrier presence and path diversity are different questions. Orange Maroc’s hosting page says that “The three telecom providers are present in the DC” and describes redundant telecom adductions. That is Orange’s public statement, not an independently verified or contract-specific guarantee. Two carriers can enter through the same duct, terminate in the same meet-me room or share an upstream failure. Two circuits from one carrier can also use common equipment or a common outside route.

Request a written route schedule

Ask the provider to identify, for the selected facility and rack, the following items:

  • Each proposed carrier or upstream operator and the precise service type.
  • The building entry points, ducts, risers, meet-me rooms and demarcation points used by each circuit.
  • Whether the links use separate outside plant, street ducts, exchange points, edge routers and power systems.
  • Any shared points of failure, including a single building entrance, roof antenna, patch panel, optical distribution frame or upstream router.
  • The physical and logical handoff to your equipment, including port speed, optics, VLAN or cross-connect requirements and responsibility for configuration.

Request a diagram or route description that is specific enough for an engineer to challenge hidden commonality. If the provider will not disclose sensitive map details, ask for a signed statement identifying all shared components and the standard used to classify routes as diverse.

Separate bandwidth from availability

Confirm whether the quoted bandwidth is dedicated, shared, burstable or best effort. Orange’s current Business Hosting page lists a 100 Mbps best-effort option. That is a published offer detail, not a promise that the option is available at your chosen facility or that it will deliver 100 Mbps during congestion. Put committed information rate, burst policy, traffic caps, latency and packet-loss objectives (if relevant), maintenance windows, fault escalation and repair targets in the order.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask whether DDoS detection or mitigation is included, what traffic is diverted, who authorizes mitigation and whether charges apply. For BGP service, document autonomous-system numbers, address ownership, prefix limits, route filters, multihoming requirements and the provider’s notification process for route leaks or blackholing. For private connectivity, ask about cross-connect lead time, recurring fees, port charges and the exact demarcation.

Understand the available service categories

Orange’s wholesale material lists leased lines, connection links and black-fiber links. Treat these as categories to investigate, not evidence that a particular diverse route exists. Ask for a feasibility confirmation at the selected address, installation lead time, construction charges, term, repair target and any restrictions on customer-owned optical equipment.

Morocco’s Internet-exchange project is useful national context but does not prove that your facility connects to the exchange. ANRT announced on 21 December 2023 that a contract had been signed on 20 December 2023 by the three global operators and INTELCOM. Ask explicitly whether your proposed circuits use the exchange, which routes remain available if it is unreachable, and whether the statement is part of your service schedule.

Get a real uptime SLA, not a resilience description

Public pages reviewed for Moroccan hosting describe redundancy, monitoring and services managed to SLAs, but they do not state a numerical, customer-specific uptime guarantee, a measurement method, exclusions or service credits for an individual colocation order. Request the SLA itself and make every definition testable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Terms the SLA must define

  • Covered service: distinguish facility power, cooling, cross-connects, Internet or private circuits and managed support.
  • Availability formula: state the numerator, denominator, measurement interval, aggregation method and whether availability is measured per rack, feed, circuit or service.
  • Monitoring source: identify the provider’s sensors, your monitoring rights, clock source, evidence retention and dispute process.
  • Exclusions: list planned maintenance, emergency work, customer equipment, carrier outages, force majeure, denied access and unpaid invoices. Each exclusion should have notice and documentation requirements.
  • Incident handling: specify notification deadlines, escalation contacts, restoration objectives, root-cause reports and post-incident review.
  • Remedies: set service-credit percentages, claim deadlines, automatic versus customer-claimed credits and any right to terminate after repeated failures.

Do not allow one aggregate availability number to hide separate failures. A facility can have power available while a cross-connect is down, or an Internet circuit can fail while the cooling system remains within limits. Seek separate schedules and remedies for each service that matters to your workload.

Inspect power and cooling as systems with dependencies

Power questions for the technical schedule

Orange describes protection and redundancy of electrical supply and generator autonomy for its housing service. That description does not establish the design serving your rack. Request single-line diagrams or an equivalent written schedule covering:

  • Utility feeds, substations, transfer switches and every common failure point.
  • UPS topology, capacity at the contracted load, battery autonomy, bypass arrangements, maintenance intervals and test records.
  • Generator rating, tested autonomy, fuel storage, refill contracts, priority during prolonged outages and start-test procedures.
  • Available amperage and power density per rack, voltage, phase, breaker ratings and whether A/B feeds are genuinely independent.
  • Metering method, billing interval, power-factor rules, overage prices and the process for increasing capacity.
  • Who is responsible when a customer power distribution unit, facility breaker or downstream panel fails.

Have the provider state how planned maintenance and generator tests are announced, how much notice is given, and whether the SLA is suspended during those events. Require alarm thresholds, notification recipients and the evidence supplied after a power incident.

Cooling and environmental limits

Orange describes active/standby redundant cooling with temperature and humidity control. Ask for the actual environmental range at the rack inlet, sensor location, alarm thresholds, redundancy mode, maintenance policy and remedy when limits are exceeded. Confirm whether the design supports your rack’s heat load at the contracted density, not merely the average room load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Specify who receives alarms, the response and stabilization targets, and whether the provider will supply sensor histories after an incident. If your equipment has a narrower operating range, put that requirement in the order rather than relying on a generic facility specification.

Check security, access and remote operations

Ask for the exact access-control policy: badge issuance and revocation, visitor escort, emergency entry, access hours, video-surveillance retention, guard coverage and customer audit evidence. Identify every subcontractor with physical access and require advance notice of changes where feasible.

Orange’s public material says access is controlled by badge and video surveillance. Its business-hosting page describes 24/7 on-site support and tasks such as server restart, card replacement and cable checks. Confirm the binding scope, authentication method and charges in your order. Define who may authorize remote-hands work, how instructions are verified, what records are kept and when completion evidence is delivered.

Define support by severity

Item Put in writing
Critical outage 24/7 contact method, acknowledgement target, escalation ladder, restoration objective and update frequency
Standard remote hands Permitted tasks, authorization method, minimum billing unit, parts handling and completion evidence
Emergency access Who can approve entry, identity checks, escort rules and out-of-hours charges
Incident evidence Logs, photographs where appropriate, sensor data, timeline and root-cause report deadline

Comparison axis Questions to normalize
Network diversity How many independent carriers, entrances, ducts, meet-me rooms and upstream paths serve the rack?
Power What amperage, voltage, density, A/B-feed arrangement, UPS autonomy and generator-tested autonomy are contracted?
Cooling What inlet temperature and humidity range, redundancy mode, alarm threshold and remedy apply?
SLA What is measured, by which clock and sensor, with what exclusions, credits and termination rights?
Support and security What access controls, surveillance evidence, remote-hands tasks, response times and charges apply?
Connectivity cost Which bandwidth is included, and what are installation, cross-connect, port, burst and overage charges?
Commercial exposure What are the minimum term, renewal, indexation, taxes, deposits, liability cap and insurance requirements?
Exit How much notice is required, who pays removal and shipping, and how are media deletion and prepaid fees handled?

Compare like with like: a best-effort 100 Mbps service is not equivalent to a committed circuit, and a single power feed is not equivalent to independently protected A/B feeds. Record whether each item is included, optional, charged per event or subject to feasibility.

Build an enforceable colocation contract

Name the facility, rack or cage, usable rack units, power feeds, metering point and expansion process. Attach the route schedule, floor or access description, equipment-handling rules and any approved design assumptions. State the bandwidth type, IP and BGP terms, cross-connect fees, maintenance windows and provider obligations for carrier coordination.

Commercial schedules should itemize installation, recurring space, power, bandwidth overage, remote hands, shipping, storage, taxes, indexation, renewal and minimum-term charges. Define invoice disputes, suspension rights and what happens to equipment if an account is terminated for non-payment.

These are negotiation points, not a statement that every item is required by Moroccan law. Have counsel assess the final documents, especially where personal data, sensitive systems, regulated operations or cross-border administration are involved.

Check Moroccan regulatory scope with qualified counsel

ANRT’s published index includes the 2009 implementing decree for Law 09-08 on personal-data processing and Decree 2-24-921 dated 22 October 2024 concerning cloud-service providers used by vital-importance entities with sensitive information systems or data. Those listings identify potentially relevant instruments; they do not decide whether your colocation arrangement is a cloud service, whether your organization is covered or whether a transfer is permitted.

Give counsel the actual facts: data categories, controller and processor roles, administrator access locations, subprocessors, backup geography, incident procedures and sector rules. Ask for a written position on retention, access by foreign personnel, government requests, breach notification and deletion at exit.

ANRT also lists consolidated telecommunications texts on operation of public networks and interconnection, and Joint Order 1114-25 dated 29 April 2025 on minimum telecom infrastructure specifications for new subdivisions and buildings. The order’s listed scope concerns connecting buildings to public telecom networks; do not assume it governs every data-center customer contract.

A practical diligence sequence before signature

  1. Identify the service boundary. Record the exact address, room, rack, power density, circuits, support tasks and responsible legal entity.
  2. Obtain technical schedules. Request route diagrams, demarcations, power one-lines, cooling limits, maintenance policies and security procedures.
  3. Test failure assumptions. Ask what happens if one carrier, utility feed, UPS module, generator, cooling unit, cross-connect or access-control system fails.
  4. Negotiate measurable SLAs. Add formulas, monitoring evidence, exclusions, notice rules, credits, restoration objectives and repeat-failure termination rights.
  5. Price the whole service. Include installation, cross-connects, power, bandwidth, remote hands, storage, taxes, indexation and removal costs.
  6. Review regulatory exposure. Have Moroccan counsel assess privacy, vital-importance systems, sector obligations and cross-border access.
  7. Condition signature on evidence. Make route confirmation, capacity reservation, insurance certificates and any site inspection deliverables conditions of the order.
  8. Plan exit before deployment. Define notice, removal access, secure media handling, shipping, transition operation and prepaid-fee treatment.

Questions that should stop the deal until answered

  • Can the provider name every shared physical component between supposedly diverse circuits?
  • What exact percentage of uptime is guaranteed for each service, and how is it measured?
  • What evidence will you receive after a power, cooling or connectivity incident?
  • Which remote-hands actions are authorized, logged and included in the recurring fee?
  • What happens to your equipment and data if the contract ends during a dispute?
  • Which regulatory assumptions have been confirmed for your data and sector, rather than inferred from a general facility description?

If the answers remain verbal, the capability is not yet a dependable commitment. Convert each answer into a named schedule, acceptance criterion or SLA obligation before installing production equipment.
