What to Check Before Choosing an Identity Provider for Business-Critical Apps

Choose an identity provider (IdP) by testing whether it can securely and reliably connect the people who need access to your critical apps—not by counting features. Start with the impact of unauthorized or unavailable access, then verify app compatibility, assurance and MFA, the provider’s own security, continuity, data handling, and operational fit. The right choice depends on your apps, users, risk, jurisdictions, contracts, and existing directory environment.

Start with the consequences of access failure

Before comparing vendors, make an inventory of the applications that matter most and the people who use them. An IdP becomes part of the access path to those apps, so a compromise or outage can affect more than sign-in convenience.

  • Record each app, its user groups, the sensitivity of the data it exposes, and whether people access it through a browser, mobile app, native client, or API.
  • Describe the consequence of unauthorized access and of legitimate users being locked out. Consider privileged accounts separately from ordinary user accounts.
  • Note which directories, groups, roles, and lifecycle events the app relies on, including how access is granted and removed.

NIST SP 800-63-4 frames digital identity as a risk-management problem: requirements should reflect the service, the data accessed, and the impact of misuse or loss of access. It is the current NIST digital identity guideline suite, not a vendor ranking or product certification. NIST directs non-federal organizations to consider comparable standards; its assurance levels should be selected for each service and user context rather than copied mechanically.

Set assurance requirements for each service

NIST separates three assurance questions that are easy to conflate:

#1 Best Overall
Yubico - Security Key C NFC - Basic Compatibility - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-C or NFC, FIDO Certified
  • POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
  • WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
  • FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
  • TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
  • IAL (Identity Assurance Level): how confidently a person’s identity was established during identity proofing.
  • AAL (Authenticator Assurance Level): how strongly the person authenticates when signing in.
  • FAL (Federation Assurance Level): how strongly an identity assertion is protected as it is sent between the IdP and an application.

Decide which assurance requirements fit each service’s risk and the users who access it. For high-impact services, assess whether FAL2 or FAL3 is appropriate; do not assume every business application needs the highest level. Include both workforce and administrator access in the assessment, since their permissions and consequences may differ.

NIST SP 800-63C says federation security controls should be appropriately tailored and at least meet the moderate SP 800-53 baseline, or an equivalent standard selected for the protected systems. Use that as a basis for asking what controls and evidence apply to the service you will actually buy.

Confirm that the IdP works with every critical app

Do not treat a protocol name or compatibility logo as proof that an integration will work in your environment. Check each app’s supported protocol, client type, and implementation details against the identity flows your users need. SAML and OpenID Connect (OIDC) are both common federation protocols, but they are not interchangeable.

Yubico - YubiKey 5C NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-C or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5C NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
  • WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5C NFC secures 100+ of your favorite accounts, including email, password managers, and more
  • FAST & CONVENIENT LOGIN: Plug in your YubiKey 5C NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
  • MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
  • PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
Protocol What to verify Relevant guidance
SAML Confirm that the specific app and IdP support the required SAML integration and that it fits the app’s client and access needs. Do not assume a SAML login also provides API protection. NIST’s implementation guidance describes SAML as less suited to mobile login and API protection.
OIDC Confirm the app’s OIDC implementation and any client-specific requirements. For mobile or native apps, and where delegated API access is needed, verify that the intended flow is supported. NIST’s implementation guidance says OIDC can be used for mobile and native applications and can support delegated API access.

The protocol comparison comes from NIST’s Choosing Security Parameters implementation resource in the SP 800-63-3 hub, which predates the current SP 800-63-4 suite. Use it as protocol-selection background, then confirm current requirements in the application and IdP documentation.

Test representative integrations, including older or less common apps, rather than relying only on a provider’s compatibility list. Validate group and role mapping, provisioning and deprovisioning, and what happens when a user’s employment or access status changes.

Assess MFA, recovery, and privileged access

Require multifactor authentication (MFA) where the risk calls for it, with particularly strong protections for administrators and other high-impact accounts. CISA’s business guidance recommends MFA methods and lists security keys first, ahead of app prompts, one-time codes, biometrics used alone, and text or email codes. CISA identifies security keys as offering the best protection against phishing; this is guidance about the listed methods, not a claim that any single factor eliminates identity risk. See CISA’s MFA guidance for businesses.

Evaluate the complete MFA lifecycle, not just the strongest method advertised. Check whether the IdP supports the methods your policies require, how users enroll, what happens when a device or key is lost, and how account recovery and fallback are controlled. Confirm how emergency access works without creating a weaker route that attackers can exploit. If evaluating a physical FIDO/WebAuthn security key, verify compatibility with the IdP, browsers, devices, and recovery process before selecting a model.

Examine the provider’s own security and evidence

Your IdP is itself a high-value service. Ask how the provider protects both the federation protocol and the service that operates it. CISA’s Identity and Access Management: Recommended Best Practices for Administrators, published in December 2023, includes questions for evaluating SSO providers. Use those questions alongside current implementation guidance.

  • Request relevant independent assessments and assurance evidence. Check its date, scope, covered service, and applicability to your deployment; a badge alone does not establish that it covers your use case.
  • Review privileged administration, key management, logging, and whether logs can be exported in a form your security team can use.
  • Ask how vulnerabilities are handled, what incident notifications are promised, and what responsibilities belong to subcontractors.
  • Establish how the provider communicates incidents and how your team can escalate an urgent issue.

Evaluate evidence against the controls and systems protecting your apps. A provider’s assurance statement is useful only to the extent that its scope and timing match the service, configuration, and risks you are assessing.

Compare continuity, contracts, and data obligations

Availability, recovery, and exit should be evaluated before migration, not after an outage or a contract dispute. These are buyer checks: the cited standards and guidance do not establish the SLA, recovery performance, or terms of any particular provider.

  • Service commitments: Compare availability commitments, exclusions, planned-change terms, support hours, and escalation routes in the current contract and product documentation.
  • Outage and compromise: Ask how incidents are communicated, what recovery procedures exist, and how administrators can regain control if normal sign-in is unavailable or an account is compromised.
  • Data location and handling: Check the actual deployment’s regional architecture, data retention and deletion terms, and applicable jurisdictional obligations. NIST identifies the type of data accessed and the IdP’s location—including whether it is inside or outside the enterprise boundary—as risk considerations.
  • Portability and termination: Confirm what identity data and configuration can be exported, what migration assistance is included, and how data is handled when the service ends.

Validate regional and contractual details for your specific jurisdictions and deployment rather than inferring them from a provider’s general description.

Before migration, pilot ordinary and failure workflows with representative users and apps:

  1. Test normal login and the app’s required federation flow.
  2. Enroll users in MFA and exercise the intended recovery path, including a lost-device scenario.
  3. Test privileged access and verify the relevant logs are available to your security team.
  4. Remove or change a user’s access and confirm deprovisioning and role updates reach each app as expected.
  5. Exercise the documented IdP-outage and emergency-access procedures.
  6. Test migration and rollback steps, including export and restoration of the settings and data needed to resume access.

Use the pilot to identify integration gaps and operational dependencies while changes can still be made without disrupting the critical apps.
