A foreign financing offer is not proof that an infrastructure project is worthwhile, affordable, or ready to build. Before accepting it, test the project’s strategic fit, economic value, lifetime public cost, procurement and contract terms, environmental and social effects, delivery readiness, and governance. Then identify the exact rules attached to the country, financier, instrument, and delivery model.
Start by defining what “foreign-funded” means
The label covers very different arrangements. A project may use a sovereign loan, grant, export credit, development-bank financing, private investment, or a blended structure combining several sources. Each can impose different eligibility rules, disclosure duties, procurement methods, safeguards, repayment obligations, and remedies for breach.

Write down the proposed financier, borrower, currency, maturity, interest basis, grace period, guarantees, co-financing, and delivery model before evaluating the project. A loan to the national government creates a different exposure from a private concession with a government payment guarantee. Do not apply one institution’s rules to every foreign-funded project. For example, the World Bank’s Procurement Framework governs projects financed through its Investment Project Financing operations; it is not a universal procurement code.

Use a decision gate, not a financing-first process
Require a written pass or fail decision at each gate below. If a project fails an early gate, renegotiate, redesign, defer, or reject it rather than allowing attractive financing terms to drive the decision.

- Need and strategic fit: confirm that the project addresses a documented public problem and fits approved national, sector, and infrastructure plans.
- Economic case: compare realistic alternatives and test whether benefits justify total costs under uncertainty.
- Affordability: disclose every fiscal obligation over construction, operation, refinancing, and decommissioning.
- Integrity of procurement and contract: establish a competitive process and allocate risks to the party best able to manage them.
- Safeguards: identify and mitigate environmental, land, labor, community, biodiversity, and climate impacts.
- Readiness: verify that design, permits, land, procurement documents, responsibilities, and operating arrangements are mature.
- Accountability: make selection, funding, audits, monitoring, and public reporting traceable.
1. Confirm strategic need and compare alternatives
Ask what public problem the project solves, who needs the service, and why this intervention is a priority now. Check the national development plan, sector strategy, spatial plan, climate plan, and published capital-investment pipeline. A project that is not connected to those documents may still be justified, but the sponsor should explain the exception and the decision authority that approved it.
Require a genuine options analysis
The appraisal should compare a range of feasible responses, not merely a preferred design against “do nothing.” Depending on the sector, alternatives may include a smaller facility, rehabilitation of existing assets, phased construction, demand management, distributed systems, or a no-build option. The World Bank’s public-private partnership appraisal guidance treats the economic case as an assessment of options and of political, economic, social, technical, legal, and environmental factors. OECD guidance similarly calls for economic, social, fiscal, environmental, and climate costs and benefits to be assessed over the asset’s life cycle.
Check who benefits and who pays
Map expected users, regions, income groups, businesses, and public agencies. A project can produce aggregate benefits while imposing concentrated land, tariff, or environmental costs on particular communities. Record distributional effects and explain any proposed subsidies or compensatory measures.

2. Test the economic value and the assumptions
Request the complete appraisal, not just an executive summary. It should show demand forecasts, capital and operating costs, benefits, discount rates, implementation timing, residual value, and the treatment of taxes and transfers. Require the model, definitions, data sources, and a list of assumptions so another analyst can reproduce the result.
Stress-test uncertainty
Run sensitivity and scenario analyses for lower demand, construction delays, cost escalation, exchange-rate movements, higher interest rates, climate damage, tariff shortfalls, and changes in regulation. Identify the break-even demand or price at which the project ceases to be economically or fiscally acceptable. A forecast is an estimate, not a guaranteed outcome; present ranges and confidence limits where the evidence supports them.

Obtain independent review for major projects
Large or technically complex projects should receive an independent expert review of costing, fiscal sustainability, timing, risk management, and governance. OECD guidance recommends transparent independent assessment. Publish the reviewer’s scope, findings, disagreements, and the sponsor’s responses rather than treating “independent review” as a label without evidence.
3. Calculate the full public cost and fiscal exposure
Evaluate affordability across the entire life of the asset. The headline loan amount or grant does not capture counterpart funding, guarantees, subsidies, availability payments, tax concessions, foreign-exchange losses, refinancing, operations, maintenance, renewal, or eventual closure.

| End-of-life costs | Who funds decommissioning, remediation, asset transfer, or major rehabilitation? |
Include multi-year commitments in budget, debt, and fiscal-risk reports. OECD guidance calls for disclosure and monitoring of spending commitments, including off-balance-sheet commitments and contingent liabilities, and for life-cycle costs to be considered. The terms of any particular foreign loan cannot be inferred from the financier’s name; obtain country- and project-specific legal and debt analysis.
Check debt sustainability and budget capacity
Model the project alongside existing debt, planned capital works, and realistic revenue. Identify the annual payment profile in both the financing currency and domestic currency. Confirm that the responsible ministry can fund operations after the foreign disbursement ends. A project that can be built but not maintained is not affordable infrastructure.
4. Verify procurement and contract integrity
Identify the procurement regime in the financing agreement, national law, and any co-financier arrangement. State which rule prevails if requirements conflict. Obtain the procurement plan, notice, bidding documents, evaluation criteria, contract award, beneficial-ownership disclosures, and records of complaints or challenges.

Test competition and contractor capability
- Allow enough time for qualified firms to prepare bids.
- Use objective, published technical and financial criteria.
- Check similar-project experience, staffing, equipment, safety record, financial capacity, and subcontracting plans.
- Apply conflict-of-interest and anti-collusion controls.
- Evaluate lifecycle cost and performance, not only the lowest initial price.
Read the risk-allocation clauses
The contract should assign construction, design, demand, operating, political, currency, force-majeure, and change-in-law risks to the party best able to control or price them. Look for termination payments, compensation events, indexation, foreign-exchange pass-through, performance security, defects liability, step-in rights, dispute resolution, and rules for amendments. A contract that leaves the public sector responsible for every downside can turn a nominally private project into a hidden public liability.
5. Complete environmental and social due diligence
Request impact assessments and the underlying surveys before approval. Review alternatives considered, land acquisition and resettlement plans, livelihood restoration, labor and working conditions, community health and safety, biodiversity, cultural heritage, pollution controls, and physical and transition climate risks.
Check consultation and grievance arrangements
Consult affected people early, in accessible languages and formats, and disclose what changed as a result. The World Bank’s Environmental and Social Framework contains ten Environmental and Social Standards and emphasizes timely disclosure, ongoing consultation, and grievance mechanisms for operations covered by that framework. Other financiers may apply different standards, so identify the governing policy in the financing documents.
A usable grievance process names intake channels, response deadlines, escalation routes, protection against retaliation, and an independent review option. Budget the mitigation and monitoring measures; an unfunded management plan is not a safeguard.
Examine high-impact export-credit cases
OECD official export-credit due-diligence guidance distinguishes potentially high-impact Category A projects from medium-impact Category B projects. Classification, disclosure, and review obligations depend on the applicable framework and its adherents. Confirm the category, required studies, and publication timetable rather than assuming that all export-credit projects follow the same process.

6. Check whether the project is actually ready to build
Financing approval should not substitute for preparation. The World Bank Public Investment Management Reference Guide identifies steps between appraisal and construction such as detailed design, tender documents, procurement arrangements, approvals, and land acquisition.
Use a readiness checklist
- Design is sufficiently complete for a reliable cost estimate and tender.
- Required land is acquired or access rights are legally secured.
- Environmental, social, planning, safety, and utility permits are obtained or have a credible timetable.
- Procurement documents, evaluation teams, and complaint procedures are ready.
- Implementation responsibilities, reporting lines, and decision authority are written down.
- The schedule includes seasonal constraints, utility relocation, resettlement, and permit dependencies.
- Disbursement conditions and domestic counterpart funds are available when needed.
Plan operation before construction
Name the future operator and define staffing, training, maintenance contracts, spare parts, data systems, insurance, tariff collection, and performance targets. Demonstrate how recurrent costs will be paid after completion. Include handover tests, commissioning standards, defects correction, and an asset-management plan.

Document who proposed and selected the project, which criteria were applied, who approved the appraisal, and how conflicts were managed. Publish, subject to lawful protections, the appraisal summary, financing agreement, procurement plan, contract, beneficial ownership, safeguards instruments, implementation reports, and audit findings.
IMF Public Investment Management Assessment questions whether major appraisals are centrally reviewed, selection criteria are published and followed, procurement is open and monitored, and donor-funded capital projects are integrated into government accounts. Use those questions as a governance test even when the IMF is not the financier.
Track money and performance
Reconcile lender disbursements, government contributions, contractor payments, physical progress, and results. Assign an auditor and publish a schedule for financial and performance audits. Define corrective actions for delay, cost growth, safeguard breaches, or missed service targets, with named officials responsible for follow-up.

How to compare two projects or delivery options
Score every alternative against the same evidence requirements. Do not let a project with easier financing avoid scrutiny applied to a project funded domestically.

For a public-private partnership, separate the economic, commercial, and financial cases. World Bank PPP appraisal guidance addresses options, market testing, bankability, affordability, funding, and risk allocation; OECD guidance adds full-life-cycle, fiscal, climate, and governance considerations.
Warning signs that should stop or pause approval
- The financing offer is available only if the government accepts an unexamined design or supplier.
- Demand, cost, or benefit forecasts are presented as certain and cannot be independently reproduced.
- Repayment, guarantees, or operating subsidies are absent from published fiscal documents.
- Land, permits, safeguards, or counterpart funds are described as future “conditions to be resolved.”
- Procurement is restricted without a documented legal and value-for-money justification.
- Contract amendments, termination payments, or currency protection are confidential or undefined.
- No institution accepts responsibility for operating and maintaining the completed asset.
- Audits, complaints, or community consultation are treated as optional.
A practical approval record
Before signing, assemble one decision file containing the strategic justification, options analysis, appraisal model and assumptions, independent review, fiscal-impact statement, financing and guarantee terms, procurement plan, draft contract, safeguards instruments, readiness assessment, operating plan, governance approvals, and a public-disclosure schedule. Record unresolved risks, their owners, deadlines, and the approval authority’s rationale for proceeding.
