What to Check Before Choosing a Credit Card-as-a-Service Provider

By Freedom251 Team · · 9 min read

Choose a credit-card-as-a-service provider only after you have identified the product, launch markets, issuing bank, card network, processor, program manager, servicer, funding model and compliance owners. An attractive API cannot compensate for an issuer that will not approve your product, unsupported geography, unclear credit obligations, unworkable settlement terms or an unpriced exit.

Use the sequence below to turn a provider demonstration into documented diligence. Require named parties, written responsibilities, measurable technical tests and a fully itemized commercial proposal before selecting a platform.

Understand what “card-as-a-service” actually includes

Card-as-a-service is a bundle of functions, not a single regulated role. An issuer processor supplies technology for card creation, authorization messages, controls, ledgers and operational data. A separate issuing bank may hold the account relationship, sponsor participation in a card network, approve the program, provide credit or settlement accounts, and retain regulatory authority. Other parties may underwrite applicants, manage the program, service cardholders, provide fraud tools or operate outsourced compliance functions.

Draw the complete chain before comparing features. A provider that markets one integrated platform may still rely on several contractual entities, each with its own approval rights, fees and failure responsibilities.

Function Questions to answer
Issuing bank Which legal entity opens the account, extends credit or holds funds? In what jurisdictions is it licensed?
BIN sponsor and network Who sponsors the bank-identification number and network participation? Which networks, currencies and countries are supported?
Issuer processor Who handles authorization messages, card lifecycle events, controls, ledger data and webhooks?
Program manager Who designs the operating rules, coordinates approvals, manages vendors and owns day-to-day program governance?
Underwriter and servicer Who makes credit decisions, sets limits, sends statements, handles payments, complaints, disputes and collections?
Settlement and funding parties Where are prefunded balances, reserves, collateral and settlement accounts held? Who bears a shortfall?
Security and compliance vendors Which subcontractors process cardholder data, perform identity checks, monitor fraud or provide customer support?

Ask for a legal-entity chart, contract flow and responsibility matrix. “Our platform does everything” is not a substitute for identifying the party accountable for each outcome.

Write the program brief before requesting demos

Every provider should receive the same written brief. It prevents a feature-rich demonstration from obscuring a basic eligibility mismatch.

Define the product precisely

  • Consumer credit card, commercial credit card, charge card, debit card or prepaid card.
  • Physical cards, virtual cards or both, including replacement and renewal requirements.
  • Revolving credit, fixed-term credit, spend-from-balance or another funding model.
  • Underwriting, line-management, rewards, instalment, employee-spend or other distinctive requirements.

Do not apply consumer-credit conclusions to debit or prepaid products. The account type determines licensing, disclosures, underwriting and servicing obligations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Specify geography and money movement

  • Countries and states where users reside, merchants operate and cards will be used.
  • Issuing entity and regulatory regime for every launch market.
  • Supported currencies, foreign-exchange handling and cross-border transaction policy.
  • How users fund accounts, how merchants settle, and where prefunding or reserves sit.
  • Expected card counts, authorization volumes, peak traffic and growth assumptions.

Coverage is provider-specific. For example, Adyen’s issuing documentation describes support for the EEA, the UK and the US, along with card creation, balance accounts, payment instruments and webhooks. That documented footprint is an example, not evidence that another provider supports the same markets. Obtain written confirmation for each country, currency, network and customer type in your brief.

Map the parties and decision rights

The issuing bank can constrain your product even when the processor supplies modern APIs. Ask who may approve, reject, pause or change the program, and what notice or cure period applies.

Questions for the issuing arrangement

  • Which bank is the issuer, and can it be replaced during the term?
  • Does the bank approve the product, underwriting policy, marketing, disclosures, restricted industries and customer-eligibility rules?
  • Who may suspend authorizations, freeze accounts or stop onboarding?
  • Who submits applications and solicitations for approval?
  • Who handles cardholder complaints, regulatory responses, disputes, fraud losses and chargebacks?
  • What happens if the bank, network or processor terminates its relationship?

A Marqeta filing describes arrangements in which the bank ultimately approves each program and may provide card issuance, network sponsorship, lines of credit and settlement accounts. Its June 2025 terms state: “The Parties understand that under Applicable Law, the Issuer is responsible for monitoring and enforcing the regulatory compliance of the Card Program.” Treat this as an illustration of possible authority, not a universal contract rule. Your agreement should identify the actual decision-maker and the exact trigger for every intervention.

Put accountability in a RACI-style schedule

For onboarding, authorization, fraud review, disputes, billing, complaints, data incidents, regulatory examinations, card production and program shutdown, name the party that is responsible, the party that approves, the parties consulted and the parties merely informed. Include response times, escalation contacts and records each party must retain.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run a separate credit and regulatory diligence track

Credit functionality creates obligations that an issuer-processing API does not satisfy by itself. For a US consumer credit-card program, review the issuing institution’s ability-to-pay process, credit-line policy, pricing, applications, solicitations, account-opening disclosures, billing, complaints and servicing model with counsel and the bank.

Application and solicitation disclosures

CFPB Regulation Z §1026.60 requires specified disclosures with covered credit- or charge-card applications and solicitations. Confirm who drafts them, who approves them, how versions are controlled and how disclosures vary by channel, state and product.

Ability-to-pay and credit-line changes

Regulation Z §1026.51 requires the card issuer to consider a consumer’s ability to make required minimum payments before opening covered consumer open-end accounts or increasing credit limits. The process uses income or assets and current obligations. Ask which legal entity performs the assessment, what data it uses, how exceptions are governed and how decisions are documented for examination.

Broader compliance ownership

  • Customer identification, beneficial-owner checks and sanctions screening.
  • Fair-lending, adverse-action and marketing controls where applicable.
  • Statements, payment allocation, late fees, interest calculations and error resolution.
  • Complaints, vulnerable customers, accessibility and language requirements.
  • Record retention, model governance, audit access and regulator communication.

These cited Regulation Z requirements are US rules. A program serving other countries needs a jurisdiction-by-jurisdiction review; do not represent a provider’s general compliance statement as a legal opinion.

Card and account lifecycle

  1. Create a customer, account and funding balance in a test environment.
  2. Issue virtual and physical cards, then test activation, replacement, expiration, suspension and closure.
  3. Apply merchant-category, amount, geography, velocity and customer-level controls.
  4. Change a control while an authorization is in flight and record the resulting decision.

Authorization, events and ledger integrity

  • Measure decision latency, timeout behavior, retries and fallback approval rules.
  • Force duplicate, reversed, partial and offline transactions.
  • Verify webhook signatures, ordering, replay, idempotency and dead-letter handling.
  • Reconcile authorization, clearing, refunds, disputes, fees and balances to a general ledger.
  • Export complete transaction, card, account and audit histories in a usable format.

Operations and customer support

  • Open a dispute, represent it, receive a decision and test the accounting entries.
  • Trigger fraud alerts and determine who contacts the cardholder and who absorbs losses.
  • Test statement generation, payment posting, delinquency, collections and complaint escalation.
  • Review dashboards, role-based access, case notes, reporting schedules and support handoffs.

Translate every promise into an acceptance criterion, service-level target, remedy and test evidence. Stripe’s issuer-processor guidance highlights reliability, API and feature depth, real-time controls, reporting, service levels and technical support as comparison areas. A provider-reported figure of more than 275 million cards created for Stripe Issuing, stated in a December 23, 2025 update, is a dated company claim—not an independent reliability benchmark.

Define PCI DSS and security responsibilities

Outsourcing processing reduces some technical scope but does not eliminate the buyer’s oversight. Start by requesting the provider’s current PCI DSS Attestation of Compliance (AoC), its scope statement and any executive summary of testing.

Document your cardholder-data environment

  • List every system that receives, stores, processes or transmits cardholder data.
  • Identify your cloud services, call centers, analytics tools, fraud vendors and support platforms in scope.
  • Record whether data is tokenized, who can detokenize it and where keys are managed.
  • Assign each relevant PCI requirement to your organization, the processor, the issuer or another named provider.

Adyen’s compliance guidance notes that outsourcing tasks does not remove the customer’s ultimate responsibility. It recommends due diligence, written acknowledgment of responsibilities, collecting an AoC, checking payment-scheme listings and monitoring the arrangement annually. A Marqeta PCI DSS 4.0.1 matrix marks many controls as shared and directs processor-only customers to the issuing bank for guidance. Visa explains that registry inclusion reflects PCI DSS validation and relevant Visa program requirements. Verify current listings and AoCs at procurement and on a recurring schedule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PCI DSS v4.0.1 was released June 11, 2024, according to the cited compliance guide. That date identifies the release referenced there; it is not a guarantee that it will remain the current standard. Write the version and validation date into your contract review record.

Compare economics, funding and settlement in writing

Request an itemized quote based on your forecast and a stress case. Do not compare a headline platform fee with another provider’s all-in price.

Cost or obligation What to request
Implementation Setup, integration, certification, migration and launch-support charges.
Platform and usage Monthly minimums, per-card, per-account, per-authorization and per-transaction prices, including volume tiers.
Bank and network Issuer-bank fees, network assessments, BIN costs, currency and cross-border charges.
Physical cards Production, personalization, shipping, replacement and expedited-delivery charges.
Risk and disputes Fraud tools, chargebacks, representment, losses, collections and investigation fees.
Revenue share Interchange or other revenue sharing, calculation basis, deductions and payment timing.
Funding and collateral Prefunding, minimum program funding, reserves, collateral, top-up triggers and permitted investments.
Settlement Settlement cycle, cut-off times, reconciliation, failed funding and overdraft treatment.
Exit Data-export, migration, card replacement, wind-down, termination and post-termination support fees.

A Marqeta SEC filing describes volume- and transaction-based issuing-bank and network fees; its June 2025 terms describe program funding, a minimum program funding amount and potential additional transfers. Exact amounts and triggers are contract-specific. Public documentation does not establish a universal market price, average launch cost or standard reserve.

Make service continuity and exit testable

Review the service-level agreement alongside the technical architecture. Require uptime and latency definitions, maintenance windows, support tiers, incident-notification deadlines, recovery objectives, status communications, service credits and remedies for repeated failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Continuity questions

  • Can authorizations continue during an API, network or issuer outage, and under what limits?
  • Where are backups, recovery environments and operational runbooks located?
  • How are cards and accounts migrated if the processor, issuer or bank relationship ends?
  • Who owns tokens, transaction history, customer records, dispute files and audit logs?
  • What export format, assistance period and deletion certification apply at termination?

Include a documented exit test in implementation planning. A theoretically portable API is not portable if the replacement issuer cannot accept the data, tokens or account history.

Use a written comparison scorecard

Score each candidate against the same evidence, weighting the categories according to your risk appetite. A useful scorecard contains these axes:

  • Product and geography: exact credit product, customer type, issuing markets, currencies and networks.
  • Bank and program structure: issuer identity, BIN sponsorship, approval path, eligibility rules and decision rights.
  • Credit and operations: underwriting, servicing, authorization controls, fraud, disputes, support and reporting.
  • Integration: APIs, data model, webhooks, sandbox, reconciliation, implementation support and migration.
  • Security and governance: PCI scope, current AoC, scheme status, shared-responsibility matrix, audit rights, incident notice and subcontractors.
  • Economics and contract: all-in cost, assumptions, funding, collateral, revenue share, SLA remedies, change rights, termination and portability.

For every score, attach evidence: a contract clause, current policy, test result, certification, pricing schedule or named reference. Mark unsupported claims as open items rather than awarding partial credit.

Red flags that should stop procurement

  • The provider will not identify the issuing bank or the entity with final program approval.
  • Geographic support is described as “global” without a country, currency and network matrix.
  • Credit, servicing or complaint responsibilities are left to “the partner” without a named party.
  • An AoC is supplied without scope, date, service-provider designation or shared-responsibility detail.
  • Pricing excludes bank, network, funding, reserve, dispute or termination charges.
  • There is no tested webhook replay, reconciliation, incident-escalation or data-export process.
  • The contract permits unilateral product changes or suspension without clear notice and recovery terms.
  • Marketing claims substitute for measurable SLA remedies and acceptance criteria.

Documents to request before signing

  1. Legal-entity, issuer, BIN-sponsor, network and subcontractor map.
  2. Country, currency, product and customer-eligibility matrix.
  3. Program approval workflow and responsibility schedule.
  4. Credit policy, ability-to-pay process and servicing operating model, where applicable.
  5. API specifications, sandbox credentials, event catalog, reconciliation files and test plan.
  6. Current PCI DSS AoC, scope statement, scheme-registration evidence and responsibility matrix.
  7. Itemized pricing, funding and settlement schedule, reserve terms and sample invoice.
  8. SLA, business-continuity plan, incident procedure, audit rights and insurance evidence.
  9. Termination, migration, data-export and deletion provisions.

The right provider is the one whose regulated parties, technical behavior, control ownership and economics remain understandable under normal operation and during a failure. Select only after those facts are documented and the issuing bank confirms that it will approve the product you intend to launch.
