A fixed one-mile or five-mile radius is rarely enough: the appropriate study area may extend along truck routes, waterways, drainage basins, prevailing-wind paths, utility corridors and emergency-response routes. The process below is a U.S.-oriented checklist, not a site approval or health-risk determination. Actual conclusions depend on the manufacturing process, chemical inventory, location and current local and state requirements.
1. Define the study area around real pathways, not an arbitrary radius
Start by mapping where the project could affect people and where people could affect project feasibility. The U.S. Environmental Protection Agency (EPA) recommends establishing a study area around potential direct and indirect impacts, collecting local property and community information, and revising the boundaries as engagement reveals new information.

Map physical and activity-based boundaries
- Direct-footprint area: the proposed parcel, adjacent properties, construction staging areas, access roads and utility connections.
- Transportation area: neighborhoods, schools, businesses and intersections along likely truck, rail or barge routes, including delivery and shift-change periods.
- Environmental pathway area: downwind communities, downstream drainage and watersheds, floodplains, wetlands and locations connected by stormwater or wastewater systems.
- Service and response area: fire, medical, hazardous-materials and evacuation resources that would serve the plant and surrounding residents.
- Community-character area: neighborhood blocks, activity centers, cultural sites and demographic, economic or social groupings that may not align with municipal boundaries.
Draw an initial map, document why each boundary was chosen, and update it when residents, engineers or agencies identify another route or exposure pathway. A community just outside a circular buffer may still be affected by heavy trucks, a river connection or emergency-planning zone.
2. Confirm that the location can support the proposed activity
Before comparing amenities or home prices, determine whether each candidate location is legally and physically capable of hosting the specific manufacturing process. Requirements differ by jurisdiction and facility type; a general EPA facilities manual identifies considerations but does not replace current permits or local approvals.

Zoning and land-development rules
- Check the zoning district, permitted-use table, conditional-use process, setbacks, height limits, lighting rules and screening requirements.
- Review comprehensive plans, redevelopment plans and planned changes that could put homes, schools or parks closer to the site.
- Identify local review stages, public-hearing dates, appeal rights and conditions that can be attached to approval.
Permits and operating constraints
List every permit that could apply to the actual process: air emissions, wastewater and stormwater discharges, water withdrawal, hazardous materials, solid or hazardous waste, construction, wetlands and floodplain work. Ask the relevant local and state agencies which applications are required, what baseline data must be submitted and whether permits are issued, pending, expired or subject to enforcement. Do not assume that a permit for one process covers a changed product, fuel, solvent or production rate.
Infrastructure and access
- Roads and bridges: verify weight limits, turning radii, rail crossings, school-bus conflicts, pavement capacity and plans for construction traffic.
- Utilities: obtain written confirmation of electric capacity, natural gas, process water, wastewater treatment, stormwater capacity, broadband and backup power options.
- Emergency access: confirm that fire and medical vehicles can reach all sides of the facility and that gates, bridges and private roads remain usable during outages or flooding.
- Construction feasibility: check soil, wetlands, drainage, geotechnical constraints and the availability of laydown areas without displacing public access.
3. Establish existing environmental and health conditions
A new plant’s incremental effect cannot be judged without knowing what is already present. Gather current monitoring, inspection and land-use information for every community in the study area.
Air, water and noise baseline
- Review existing air-quality measurements, permitted sources, odors, dust complaints and prevailing-wind patterns.
- Identify drinking-water sources, private wells, surface waters, wastewater outfalls, fish or shellfish areas and groundwater flow directions.
- Measure or document existing day and night noise, rail or truck activity, vibration and sensitive receptors such as homes, schools, hospitals and care facilities.
Past land use and contamination
Search local and state records for former industrial operations, landfills, dry cleaners, spills, underground storage tanks, brownfields and cleanup orders. A parcel that appears vacant may have historic contamination or fill that affects construction, vapor intrusion or stormwater management. Ask who is responsible for investigation, cleanup and long-term monitoring, and obtain those commitments in writing.

Health services and unequal burdens
Compare access to primary care, urgent care, hospitals, pharmacies, public-health departments, language services and transportation. Look at populations that may face greater exposure or have fewer resources to respond, including children, older adults, people with disabilities, outdoor workers, households without cars and residents with limited English proficiency. EPA siting guidance calls for considering cumulative effects and unequal environmental burdens; the same emission or traffic increase can have a different consequence where pollution or service gaps already exist.
4. Screen for floods, extreme weather and other release pathways
Resilience is a location question as well as a facility-design question. Review FEMA flood maps and local drainage studies, but do not stop at the mapped 100-year floodplain. Flash flooding, blocked culverts, storm-surge zones, wildfire, drought, extreme heat and ice can interrupt power, roads, water service or containment systems.
Trace where contaminants could travel
- Map areas downstream and downwind of storage tanks, process units, waste areas and wastewater infrastructure.
- Identify low points, culverts, wetlands and waterways that could carry a release beyond the property.
- Ask how heat, drought or low water levels could change chemical concentrations, fire risk, cooling capacity or emergency access.
- Check whether evacuation routes, shelters and communications remain available during the hazard most likely to affect the site.
EPA’s Handbook on Indicators of Community Vulnerability to Extreme Events: Considering Sites and Waste Management Facilities (2023) describes using socioeconomic, demographic and health indicators alongside hazard maps. That handbook addresses contaminated sites and waste-management facilities, so use its screening concepts carefully rather than treating it as a manufacturing-plant risk assessment.

5. Compare daily disruption and emergency coordination
Normal operations
Request an operating profile: truck and rail counts by hour, shift schedules, delivery windows, employee parking, idling controls, loading locations, outdoor work, lighting, odors and expected construction duration. Model queues at intersections and school crossings instead of relying on an annual traffic average. Ask businesses how blocked driveways, visibility, parking loss or delivery conflicts would affect them.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Incident response
Ask the facility and local responders to review the same maps and scenarios. Coordination should cover contact points, notification methods, hazardous-materials information, shutoff locations, water supply, specialized equipment, mutual-aid agreements, evacuation or shelter-in-place decisions and access during severe weather. Request evidence of exercises or drills, while recognizing that an emergency plan is not proof that an incident cannot occur.
6. Engage residents before choices become irreversible
Hold accessible engagement during site screening and continue through design, permitting, construction and operation. Meetings should offer plain-language materials, translations, disability access, online and in-person options, and enough notice for shift workers and caregivers to participate.

Residents may identify informal truck routes, seasonal flooding, historic land uses, cultural values, private wells, customary fishing or gathering areas and conflicts between the project and existing businesses that desktop data misses. Record questions, who answered them, what changed and what could not be changed. EPA’s Revitalization-Ready Guide: Chapter 2: Community Needs and Concerns states: “Early engagement demonstrates that community input is valued and not just an effort to gain acceptance for the project after key decisions have been made.”
For hazardous-waste facilities, EPA’s Social Aspects of Siting RCRA Hazardous Waste Facilities (April 2000) says: “EPA strongly encourages permit applicants and authorities to reach out to communities in advance of site selection and permit filing.” That statement is specific to RCRA hazardous-waste facilities, but its timing principle is useful for broader manufacturing proposals.

7. Compare candidate communities with a documented scorecard
Do not assign universal weights. A community with excellent utilities may have severe flood exposure; another with fewer existing burdens may lack emergency capacity. Set weights with residents, agencies and technical advisers, and show the evidence behind every rating.
Best Value
| Comparison axis | Questions to answer | Evidence to collect |
|---|---|---|
| Regulatory and physical feasibility | Is the use allowed, and can roads, utilities and emergency vehicles support it? | Zoning map, development code, permit list, utility letters, traffic study and site plans |
| Environmental conditions | What are current air, water and noise conditions, and are there wetlands, floodplains or contaminated parcels? | Monitoring data, cleanup records, flood and wetland maps, drainage studies and baseline surveys |
| Community burden and health context | Who is already exposed or underserved, and how would added emissions or traffic change that burden? | Demographic and health indicators, service inventories, complaint records and cumulative-impact analysis |
| Resilience and response | What happens during flood, fire, heat, drought, outage or a release, and can responders reach the site? | Hazard maps, emergency plans, drills, mutual-aid agreements, evacuation routes and dispersion information |
| Local impacts and benefits | How will traffic, noise and access affect residents and businesses, and what jobs or services are expected? | Operating profile, route maps, economic commitments, business interviews and construction schedule |
| Process quality | Were residents involved early, in accessible formats, with responses documented? | Meeting notices, attendance, translated materials, comment logs, response matrix and design changes |
Mark each item as verified, unresolved or contradicted by available evidence. “Not stated” is a finding, not a favorable assumption. Keep a separate list of conditions that must be secured before approval, such as a road upgrade, monitoring station, emergency-equipment purchase or enforceable operating limit.
8. Follow a practical due-diligence sequence
- Describe the project precisely. Record products, raw materials, fuels, maximum production, storage quantities, operating hours, waste streams, utilities and transportation modes. Analyze the largest credible operating case, not only the first phase.
- Build the initial affected-area map. Add the parcel, routes, watersheds, downwind and downstream areas, sensitive sites, service areas and demographic or cultural boundaries.
- Request official records. Obtain zoning and comprehensive-plan documents, permits and enforcement history, utility-capacity statements, traffic data, flood and wetland maps, emergency plans and known-contamination records.
- Document existing conditions. Establish air, water, noise, traffic, health-service and community-burden baselines before construction changes them.
- Test scenarios. Evaluate routine operations, construction, maximum traffic, power loss, flood, wildfire, extreme heat, drought and a plausible release. Identify who is affected, how quickly, and what protective action is available.
- Engage affected people. Provide accessible information, collect local knowledge and publish responses. Expand or redraw the study area when credible information shows that the original boundary was too narrow.
- Compare alternatives transparently. Use the same evidence standard for every community, disclose missing data, apply agreed weights and show trade-offs rather than a single unexplained score.
- Set go/no-go conditions. Proceed only when legal feasibility, infrastructure, environmental safeguards, emergency coordination and meaningful engagement are adequate—or when binding improvements, monitoring and enforcement mechanisms close the identified gaps.
Common mistakes that produce a misleading choice
- Using distance as a substitute for exposure: a nearby community may be upwind and upstream, while a more distant one may sit along a truck route or drainage channel.
- Counting permits without reading conditions: an issued permit may limit hours, emissions, discharge, storage or monitoring in ways that affect feasibility.
- Treating averages as lived conditions: annual traffic or regional air data can conceal peak congestion, odor events, flooding and block-level disparities.
- Assuming emergency plans equal capacity: verify personnel, equipment, communications, access and mutual aid through exercises or documented readiness.
- Engaging after the site is effectively chosen: late consultation can identify problems but cannot realistically influence alternatives.
- Promising benefits without enforceable terms: jobs, road upgrades or monitoring should have responsible parties, deadlines, funding and public reporting.
How to make the final decision
Select the community whose project-specific risks can be understood, reduced and monitored while meeting current legal requirements and community-defined priorities. If a critical exposure pathway, permit condition, utility constraint or emergency capability remains unknown, pause the choice and resolve that uncertainty rather than averaging it away. General EPA guidance supplies a useful screening structure; local and state agencies, qualified technical professionals and affected residents must determine what is actually allowed and safe for the proposed plant.
