A very cheap electric scooter can be a reasonable buy only if its safety evidence, condition, charger, support and legality check out. Before paying, verify certification for the complete scooter—not just a battery or charger—inspect the actual unit, and confirm that you can get compatible parts and service.
Check safety certification for the exact scooter
Ask the seller for documentation or a listing that identifies the scooter’s exact make and model as certified to UL 2272. UL Solutions says UL 2272 covers electrical systems in personal e-mobility devices, including pathway e-scooters: UL 2272 overview. A battery or charger certification alone does not establish that the complete scooter has been certified.

Certification has a scope. UL 2272 addresses electrical-system safety; it does not evaluate whether a rider can maintain control. You still need to assess brakes, tires, steering, rider fit and the conditions where you plan to ride. The U.S. Consumer Product Safety Commission (CPSC) has said compliance with relevant UL standards “significantly reduces the risk of injuries and deaths from micromobility device fires.” That describes a reduction in fire risk, not a guarantee that an individual scooter is safe in every respect. Inspect the scooter before you buy
If possible, inspect the specific scooter you will receive, rather than relying on listing photos. For a used or refurbished scooter, ask about battery history, repairs, crashes and storage, and look for signs of damage or improvised modifications. - Brakes and steering: Check that the brakes engage and release properly, handlebars are secure, and steering moves freely without looseness or binding.
- Tires and frame: Look for worn, cracked or damaged tires and a bent, cracked or loose frame. Small scooter tires can stop suddenly when they hit debris or uneven surfaces, so consider whether the route suits the scooter.
- Controls and visibility: Check the throttle, bell, lights and cables for damage and confirm controls respond as expected.
- Limits and fit: Find the maker’s age and weight limits. Do not assume a low-priced model will suit every rider or trip.
- Recall status: Search for recalls for the exact make and model before purchasing. If you buy it, register it with the manufacturer where that option is available so you can receive recall notices.
CPSC recommends a bicycle helmet for scooter riders. Include appropriate safety gear in the real cost of buying and using the scooter.
Confirm the charger and battery are compatible
A plug that fits is not proof that a charger is safe for a particular scooter. CPSC warns that universal micromobility chargers can be incompatible even when they connect. It received 156 reports of fire and thermal incidents involving universal micromobility chargers from January 1, 2023, through May 16, 2024; those reports are not all scooter incidents and are not a measure of the risk for any one charger or scooter. Check that the included charger is specified for the scooter model. If it is missing, damaged or needs replacing, use a replacement the manufacturer confirms is compatible. Follow the charging instructions, stay present while charging, and unplug when the charging cycle is complete. Treat replacement batteries the same way: confirm they are genuine or manufacturer-authorized and intended for the exact scooter.

Check the seller, warranty and repair options
A bargain is less useful if a failed component leaves the scooter unrepairable. Before paying, establish who sold the scooter, whether it is new, refurbished or used, and who will handle a warranty claim. Manufacturer support and parts availability vary by model and market; do not assume a low price includes useful after-sales service.
- Read the warranty terms, including its duration, exclusions and claim process.
- Ask whether a local service provider can work on the model and whether genuine replacement parts are available.
- For a second-hand, refurbished or converted scooter, ask who performed the work and whether the battery, charger and other replacement parts are manufacturer-authorized.
- Prefer a reputable retailer and register the scooter with its maker if possible, so recall communications can reach you.

Do not assume a scooter that can be bought can also be ridden on public roads or paths where you live. Check current local rules before buying if your intended trips depend on public access; requirements differ by jurisdiction.

The UK Department for Transport guidance published February 1, 2024, applies to England, Scotland and Wales. It says privately owned e-scooters outside official rental trials may be used only on private land with the landowner’s permission. That rule should not be generalized to other countries or to U.S. states and cities; check the rules for your own location.

Use the same checks for every scooter you are considering. A low purchase price does not establish that a scooter is safe or economical to own.
- Evidence of complete-device certification for the exact make and model.
- Condition of brakes, steering, tires, frame, cables, lights and controls; battery history and repair record for used or refurbished units.
- Manufacturer age and weight limits, and suitability for your planned terrain and trips.
- Warranty terms, claim support, local service access and genuine parts availability.
- Correct included charger and access to manufacturer-approved replacements.
- Legality where you will actually ride.
- Total ownership cost, including safety gear, maintenance and likely replacement parts.
CPSC reported at least 208 micromobility fire or overheating incidents across 39 states and at least 19 fatalities between January 1, 2021, and November 28, 2022; five fatalities were associated with e-scooters.
