Do not start by choosing a turbine model. Start with the plant heat balance, the driven duty, and the complete operating envelope. A defensible purchase specification states the steam conditions, required output and speed, extraction or exhaust requirements, load profile, interfaces, guarantees, applicable codes, and long-term service obligations. Only then can suppliers quote machines on a comparable basis.
Industrial turbines are engineered packages rather than interchangeable catalog products. The same rated megawatt figure can describe very different machines depending on inlet pressure and temperature, exhaust pressure, process-steam demand, cooling system, operating hours, and transient behavior.

1. Define the duty before comparing turbines
Write a one-page duty statement before sending an RFQ. Identify what the shaft power is intended to do and what the plant must still receive if the turbine trips.
Power generation
For a generator set, state the required net electrical output, generator voltage and frequency, synchronization method, power-factor range, export or islanding mode, and whether auxiliary consumption is included in the output guarantee. A quoted turbine rating is not the same as net plant export.

Mechanical drive
For a compressor, pump, fan, or other driven machine, provide the complete speed and torque curve, minimum and maximum operating speeds, starting torque, overspeed trip setting, coupling arrangement, and the driver’s response to rapid load changes. The turbine supplier needs the driven-equipment data, not only a nominal horsepower or megawatt value.
Process steam and combined heat and power
If process steam is valuable, specify its pressure, temperature, flow range, allowable variation, chemistry and quality, and required availability. A turbine can produce power while supplying process steam when its thermodynamic arrangement and extraction controls are designed around that demand. In a combined-heat-and-power plant, the heat balance normally determines the economically useful operating point more strongly than the generator nameplate.
State the consequence of a trip
Explain whether a turbine trip can interrupt a critical process, force a boiler shutdown, or require a bypass station. Include the required bypass capacity, relief path, fast-closing valves, and restart strategy. This information affects controls, extraction valves, redundancy, and the value of availability guarantees.

2. Supply the full steam and load envelope
Suppliers cannot make a meaningful selection from one design-point pressure and temperature. Give normal, minimum, maximum, startup, shutdown, upset, and transient cases, with the duration and frequency of each case.
Steam data to include
- Inlet pressure and temperature at the turbine stop valve, including allowable measurement uncertainty.
- Mass-flow range, design flow, minimum stable flow, expected wetness or superheat, and steam-quality limits.
- Steam chemistry, dissolved solids, carryover limits, contaminants, and any history of corrosion or deposition.
- Exhaust or back-pressure header pressure and temperature for every operating case.
- Extraction or induction pressure, temperature, flow range, control mode, and downstream pressure tolerance.
- Startup warm-up rate, permitted ramp rates, shutdown procedure, trips, and pressure excursions.
- Ambient design conditions, cooling-water temperature and fouling assumptions, or air-cooler performance limits.
Load and operating profile
- Required shaft power or generator output at normal, minimum, and maximum plant cases.
- Operating hours per year, seasonal variation, turndown, number of starts, trips, and hot, warm, and cold starts.
- Expected dispatch profile: baseload, variable load, daily cycling, island operation, or intermittent operation.
- Required speed, overspeed margin, torsional constraints, and allowable vibration.
- Ramp-rate requirements and the largest credible step change in load or steam conditions.
Put these values in a signed design-basis document. If a value is unknown, label it as an assumption and require bidders to identify the effect of that uncertainty in their quotation.
3. Choose the thermodynamic arrangement against the heat balance
Back-pressure, condensing, and extraction or controlled-extraction turbines solve different plant problems. None is universally the most efficient; the right choice depends on how much process heat is useful and how much electricity can be absorbed or sold.
| Arrangement | Best fit | Key design inputs | Important trade-off |
|---|---|---|---|
| Back-pressure | Plants with a dependable process-steam or heating demand | Required exhaust pressure, process flow range, header stability, and bypass capacity | Power output follows useful steam demand; surplus heat cannot be rejected through a condenser unless additional equipment is provided |
| Condensing | Maximum electrical generation when process-steam demand is limited or absent | Condenser pressure, cooling-water or air-cooling conditions, ambient design, and heat-rejection limits | Requires a condenser and heat-rejection system; performance changes with cooling conditions |
| Extraction or controlled extraction | Plants that must supply process steam while varying electrical output | Extraction pressure and flow range, control philosophy, downstream demand, and protection against over- or under-pressure | More complex controls and interfaces; power and process-heat guarantees must be defined together |
Back-pressure questions
Confirm whether the process header can accept the full turbine exhaust at minimum plant demand. Ask for the guaranteed exhaust pressure range, valve authority, bypass arrangement, and behavior during a sudden process load reduction. A back-pressure machine may be attractive where every unit of exhaust heat is useful, but its electrical output is constrained by the heat sink.

Condensing questions
Specify condenser type, design pressure, cleanliness assumptions, cooling-water inlet temperature and flow, air-cooler design ambient if applicable, tube materials, vacuum equipment, and allowable back-pressure rise. Require correction curves showing output and steam consumption at the specified cooling conditions rather than at an unstated reference condition.
Extraction and CHP questions
Define whether extraction pressure is fixed, controlled within a band, or allowed to float with process demand. State minimum and maximum extraction flow, the required response time, and the consequences of losing extraction demand. Ask whether the turbine can continue condensing or bypass extraction during a process upset and what output is guaranteed in each mode.
4. Use published product data correctly
Manufacturer portfolio pages illustrate the range of possible configurations, but a portfolio capability is not a project guarantee. Siemens Energy’s current industrial information describes a 2–250 MW range for power-generation and mechanical-drive applications. Within that range, the SST-200 brochure lists 2–25 MW, inlet pressure up to 120 bar(a), inlet temperature up to 540°C, and back-pressure exhaust values of 2–20 bar(a), with condensing and extraction configurations available. These are manufacturer-stated product limits, not an assurance that any particular plant can operate at those values.
Request the current product issue and a project-specific guaranteed data sheet. The bidder should show the selected casing, stages, extraction points, governing system, speed, and operating limits for your steam cases. Do not infer performance, life, or suitability from the broadest number on a product page.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchStandards language needs a precise contract meaning
The SST-200 brochure states: “The product design closely follows API 612 requirements.” Treat that as a manufacturer description of design intent. It does not identify the contractual edition, statutory pressure-equipment code, electrical rules, hazardous-area requirements, or permitted deviations for your jurisdiction. Ask every bidder to list the exact standard edition, clause-by-clause deviations, certification basis, and documents supplied for approval.
5. Make performance guarantees comparable
Two offers are not comparable if one guarantees output at nominal inlet conditions and the other guarantees it at the plant’s worst cooling-water temperature. Put the complete reference condition beside every guaranteed value.
Minimum guarantee schedule
| Guarantee | Condition that must be stated | What to request |
|---|---|---|
| Power or output | Inlet pressure and temperature, flow, exhaust or extraction pressure, ambient, auxiliaries, speed, and generator or driven-load losses | Gross and net values, tolerance, correction curves, and measurement uncertainty |
| Steam rate or heat rate | Same inlet, exhaust, extraction, cooling, and load conditions used for output | Units, inclusion of auxiliary steam and power, tolerances, and degradation assumptions |
| Exhaust or extraction performance | Header pressure, flow range, control mode, and transient case | Guaranteed pressure and flow limits, response time, and stable operating range |
| Availability or reliability | Defined operating period, planned outages, excluded events, and maintenance basis | Calculation method, exclusions, remedies, and required owner practices |
Require correction curves
Ask for curves or equations that correct output and steam consumption for inlet pressure and temperature, exhaust pressure, extraction flow, ambient conditions, cooling-water temperature, fouling, and load. The curves must cover the actual operating envelope, not only a narrow design point. Require the supplier to state interpolation limits and whether corrections are additive, multiplicative, or based on a test-code procedure.

Agree on the acceptance test before purchase
- Name the governing test code and the edition in the contract.
- Define the instrumentation, calibration, uncertainty calculation, stabilization time, and permitted test tolerances.
- Specify how net output is calculated and which auxiliaries are included.
- State how the plant will create or correct to the reference steam and cooling conditions if the exact point cannot be held.
- Set the procedure for retesting, correcting a failed guarantee, paying liquidated damages, or accepting a performance shortfall.
Product capability ranges are not independent, cross-vendor efficiency comparisons. The available manufacturer material does not establish a neutral ranking, so evaluate each bid against the same plant-specific test basis.

A turbine quotation can omit equipment that the plant must still buy, install, control, and maintain. Make the battery limit explicit and attach a responsibility matrix to the RFQ.
| Package element | Questions for the bidder |
|---|---|
| Turbine and valves | Which casing, stages, stop and control valves, extraction valves, drains, turning gear, and overspeed protection are included? |
| Generator or driven equipment | Is the generator or driven machine included? Who guarantees its losses, vibration, torsional behavior, and integration? |
| Gearbox and coupling | Is a gearbox required for speed matching? State ratings, lubrication, alignment responsibility, and spare-coupling scope. |
| Lubrication and hydraulics | List oil tanks, pumps, coolers, filters, jacking oil, emergency power, fire protection, and flushing requirements. |
| Controls and instrumentation | Identify governor, extraction control, turbine protection, vibration monitoring, overspeed trip, PLC or DCS interfaces, cybersecurity requirements, and cause-and-effect documents. |
| Piping and auxiliaries | Clarify turbine drains, steam traps, warming lines, bypasses, strainers, expansion joints, supports, and insulation. |
| Condenser and preheating | State whether condenser, vacuum equipment, feedwater preheating, gland sealing, and condensate systems are included or optional. |
| Foundations and installation | Define foundation loads, anchor bolts, baseplates, grouting, lifting points, rigging, alignment, erection, and site labor. |
| Electrical and control integration | Specify switchgear, transformers, protection, synchronization, cable termination, network protocols, and plant interlocks. |
| Commissioning and training | Require erection supervision, flushing and cleaning procedures, startup support, performance testing, operator training, and as-built documentation. |
Ask each bidder to mark every line item as included, optional, owner-supplied, or excluded. An explicit exclusion is easier to price than an implied assumption.
7. Check balance-of-plant constraints
Heat rejection
For condensing service, verify cooling-water availability, seasonal temperature, fouling, chemical treatment, discharge limits, or the capacity and noise constraints of an air-cooled condenser. The condenser pressure used in the turbine guarantee must be achievable after accounting for approach temperatures, fouling, and auxiliary equipment.
Preheating and condensate return
Determine whether extraction steam will preheat feedwater, whether condensate returns to the boiler system, and how contaminated or interrupted returns are isolated. Request a heat-and-mass balance showing drains, vents, flash steam, gland steam, and auxiliary consumption.
Site and civil requirements
Provide elevation, seismic criteria, foundation stiffness, floor loads, available headroom, lifting capacity, access route, noise limits, fire zones, hazardous-area classification, and maintenance removal paths. Require the supplier to identify rotor-removal clearance and the largest lift before the layout is frozen.
8. Put standards, quality, and documents in the RFQ
List the governing jurisdiction and the applicable editions of pressure-equipment, electrical, machinery, welding, materials, hazardous-area, and environmental standards. Product pages that reference DIN or API standards do not establish universal compliance for your project.

- Approved materials, traceability, heat-treatment records, weld procedures, and non-destructive examination.
- Inspection and test plan with hold points, witness points, and owner or third-party access.
- Rotor balance, overspeed testing, casing pressure tests, valve tests, control-system testing, and factory acceptance tests.
- Calibration certificates, inspection reports, manufacturing data books, and certificates required by the authority having jurisdiction.
- List of deviations from the specification and a formal change-control process.
Operating documentation
- Certified drawings, heat-and-mass balances, piping and instrumentation diagrams, wiring diagrams, logic narratives, and cause-and-effect charts.
- Installation, alignment, flushing, preservation, startup, shutdown, trip, and emergency procedures.
- Maintenance manuals, recommended inspection intervals, spare-parts lists, lubrication schedules, and troubleshooting limits.
- Software backups, configuration files, password and access procedures, and network documentation for digital controls.
9. Evaluate lifecycle support, not just delivery price
Before award, obtain project-specific commitments for local service coverage, response time, overhaul planning, spare-parts lead times, modernization, training, and support for the installed fleet.
Service questions
- Where are the nearest qualified field engineers, and what response time is contractually committed for a forced outage?
- What overhaul interval and scope assumptions apply, and which operating hours, starts, trips, or steam-quality events change that interval?
- Which parts are stocked locally, which are made to order, and what are the quoted lead times and obsolescence policy?
- Can the controls, instrumentation, generator, or communication system be modernized without replacing the turbine?
- What training is included for operators, maintenance staff, and condition-monitoring personnel?
- Is remote monitoring offered, what data is transmitted, who owns it, and what cybersecurity controls apply?
Service providers may use plant observations, operating behavior, and equivalent operating hours when defining overhaul scope. Require that the supplier state those assumptions and convert them into an enforceable inspection and pricing basis rather than relying on a generic marketing promise.

10. Build the RFQ in a sequence suppliers can price
- Freeze the design basis. Issue the duty statement, steam envelope, heat balance, load profile, site conditions, codes, and required completion date.
- Define operating modes. Identify startup, normal, minimum, maximum, extraction, condensing, bypass, trip, and emergency modes.
- Set the battery limits. Attach a single-line diagram, P&IDs, plot plan, electrical interface schedule, and responsibility matrix.
- Write the guarantee schedule. Use common reference conditions, correction curves, tolerances, test code, acceptance method, and remedies.
- Request a technical deviation list. Require bidders to identify every exception, assumption, owner supply, and optional item.
- Request a lifecycle schedule. Include warranty, spare parts, overhaul assumptions, response times, training, software support, and modernization.
- Evaluate on a common total-cost basis. Compare purchase price, installation, auxiliaries, cooling, electrical losses, fuel or steam consumption, planned outages, spares, service, and disposal over the buyer’s chosen evaluation horizon.
- Close technical clarifications before commercial ranking. Do not rank a low bid until its exclusions, guarantee basis, standards compliance, and schedule are resolved.
11. Avoid common purchasing mistakes
Choosing by megawatts alone
Why it fails: A rated output does not reveal steam conditions, extraction duty, exhaust pressure, speed, cooling requirements, or net output.
Fix: Compare guaranteed performance at identical plant conditions and include the driven-load or generator interface.
Assuming a standard automatically applies
Why it fails: A statement that a design closely follows API 612 does not name the contractual edition or statutory requirements.
Fix: Put the exact edition, jurisdiction, deviations, certification, and document list in the purchase specification.
Ignoring the process header during turbine selection
Why it fails: A turbine may meet electrical output while failing to maintain process-steam pressure during a load change.
Best Value
Fix: Model extraction, exhaust, bypass, trip, and restart cases in the plant heat balance and guarantee each required mode.
Leaving auxiliaries outside the comparison
Why it fails: Condensers, oil systems, controls, preheaters, cooling equipment, foundations, and installation can materially change capital cost and net output.
Fix: Use a package boundary table and require an included, optional, owner-supplied, or excluded designation for every item.
Accepting an untestable guarantee
Why it fails: A number without reference conditions, correction curves, uncertainty, or an acceptance procedure cannot be fairly verified.
Fix: Agree the test code, instrumentation, stabilization, corrections, tolerances, retest process, and remedies before signing.
12. What a complete supplier quotation should contain
Require one indexed submission with separate technical and commercial sections. At minimum, it should include:
- Guaranteed data sheet for every operating mode and a statement of all reference conditions.
- Heat-and-mass balance, performance curves, correction curves, and auxiliary-load schedule.
- General arrangement, foundation loads, maintenance clearances, lifting plan, and plot-space requirements.
- Piping and instrumentation diagrams, electrical single-line diagram, control architecture, I/O list, and cause-and-effect matrix.
- Materials, standards editions, inspection and test plan, certification basis, and deviation schedule.
- Delivery schedule with engineering, manufacturing, factory testing, shipment, erection, commissioning, and performance-test milestones.
- Spare-parts list with prices and lead times, recommended overhaul scope, warranty terms, service geography, and emergency response commitment.
- Clear commercial exclusions, escalation rules, taxes and duties, payment milestones, performance remedies, and validity period.
13. A final bid-review decision framework
Score each technically compliant offer against the same questions:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Does the arrangement match the plant’s useful heat demand and cooling limits?
- Does it meet every normal, minimum, maximum, startup, shutdown, and transient case?

- Are generator or driven equipment, gearbox, oil system, controls, condenser, preheating, foundations, installation, and commissioning assigned clearly?
- Are the stated standards and certifications valid for the project jurisdiction and named by edition?
- Can the supplier support the site with documented response times, spare parts, overhaul planning, training, and modernization?
- Does the total evaluated cost remain acceptable when auxiliaries, outages, cooling, spares, and service are included?
If any answer depends on an unstated assumption, return the bid for clarification. A qualified engineering review and a completed heat-balance study should precede the final specification and purchase order.
