Travel-agent registration and cancellation rights vary by location and booking type, so check the rules where you live and where the seller operates.
What should I check before booking with a travel agency?
Start by separating the seller from the companies that will actually provide each part of the trip. A booking site or agency might sell travel as the contracting business, act as an intermediary, or simply compare offers from other sellers. Ask which company you are contracting with and who operates each flight, stay, tour, transfer, or rental. Japan’s Tourism Agency advises checking a booking site’s role, counterparties, registration status, and contract conditions; those distinctions can affect who handles a change or complaint (Japan Tourism Agency guidance, updated July 1, 2025).

- Seller identity: Record the full legal or trading name, address, phone number, and working contact channels.
- Trip details: Match destination, dates, passenger names, transport, accommodation, room type, transfers, tours, meals, baggage, and other promised inclusions.
- Price and payment: Request an itemized total showing taxes and additional charges, the deposit, balance due date, and payment method.
- Conditions: Get change, cancellation, refund, insurance, minimum-group-size, and relevant passport or visa requirements in writing before authorizing payment.
Compare offers on the same basis: identical dates and destination, equivalent lodging and transport, the same inclusions, and comparable cancellation terms. A low headline price may not include all fees or services. The U.S. Federal Trade Commission’s 2019 travel-scam guidance warns that resort or amenity fees can add $50 or more per night; that figure is a caution in that dated U.S. consumer article, not a current universal estimate (FTC travel-scam advice).
How do I know a travel agency is legitimate?
There is no single global travel-agent license. Check the official consumer or tourism authority for the jurisdiction relevant to the seller and the trip, then verify that the business details match. Requirements differ: Western Australia says travel agents do not need a license in Australia, California requires sellers of travel to register, Canada says requirements vary by province or territory, and Mexico advises consumers to verify an agency’s current National Tourism Registry entry and applicable consumer-contract registration.

Registration is a check, not an endorsement. California’s Department of Justice explicitly says, “registration as a seller of travel does not constitute approval by the State of California.” Check the exact business name in the relevant official source and confirm that the name, address, and contact details match the seller you are considering. See Western Australia Consumer Protection, California Department of Justice travel guidance, California seller-of-travel information, Government of Canada travel-agency guidance, and Mexico Profeco guidance.
- Search the exact company name with terms such as “complaint” or “scam,” and look for consistent independent recommendations.
- Treat positive reviews, trade-association membership, and registration as useful signals rather than guarantees. Canada notes that association membership may provide an additional measure of security but does not ensure there will be no problems.
- Ask for the names of the final service providers and the party responsible for changes, cancellations, and refunds.
What should be in a travel booking contract?
Read the full written offer and contract before paying, not just a summary page or verbal assurance. The contract, invoice, and confirmations should let you see exactly what was sold, by whom, for what price, and on what terms. Mexico’s consumer guidance addresses written contracts and reservation proof; the FTC also advises getting cancellation and refund terms in writing (Profeco; FTC).

Keep a durable copy of the contract and invoice, along with written promises made during booking. Where package-travel rules apply, specific information and protections can depend on how the trip is structured and on local law. France’s DGCCRF describes distinct rules for package holidays and linked travel arrangements, including pre-contract information and a contract on a durable medium. Under the French rules described by the agency, there is no general right of withdrawal for a package holiday; do not treat that France-specific rule as universal (France DGCCRF guidance, March 16, 2026).
Are travel agency bookings refundable?
Not necessarily. Refund rights and deadlines depend on the applicable law, the booking structure, and the terms of the agency and each provider. An agency, airline, hotel, tour operator, and transport company may each have separate rules. Do not assume that a package trip has a general cooling-off or withdrawal period; ask which party receives a cancellation request, who processes any refund, and what fees or supplier penalties may be deducted.

Before paying, identify nonrefundable parts, cancellation cutoffs, service fees, and the procedure for requesting a refund. Read insurance wording separately: a policy may cover specified events, such as certain medical costs or cancellation reasons, while excluding others. Coverage for baggage or document loss and destination-specific requirements also varies by policy. Western Australia’s guidance discusses supplier terms and insurance, while France’s DGCCRF explains package-specific information duties and French withdrawal rules (Western Australia Consumer Protection; France DGCCRF).
How can I confirm the agency actually booked my trip?
After receiving confirmation, verify the reservation with each provider rather than relying only on the agency’s receipt. Check passenger names, dates, itinerary, room or service type, and booking reference. Ask the airline, hotel, rental company, or tour provider to confirm that the booking exists and that the rate and amenities match what the agency promised. California and the FTC both advise consumers to check reservation details and retain confirmations (California Department of Justice; FTC).

- Collect the provider’s name, confirmation number, dates, and the specific services shown on the agency’s paperwork.
- Contact the provider through its own official website or published phone number, not solely through contact details supplied in an unexpected message.
- Ask the provider to confirm the reservation, passenger or guest names, dates, room or service type, and included features.
- Save the provider’s confirmation and any corrected details with your contract and invoice.
How should I pay and keep records?
Use a payment route you understand and retain evidence of what you authorized. The FTC says paying by credit card may make it easier to dispute unauthorized charges; California advises checking with the card issuer about whether and when a charge can be reversed. Neither is a guaranteed refund if a trip or seller causes a problem.
