1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesBefore supporting or opposing a data-center proposal, identify every approval involved, obtain the project’s power, water, generator, noise and site assumptions in writing, and test the promised benefits against infrastructure and public-service costs. The exact zoning, permits, setbacks, deadlines and appeal rights depend on the site’s jurisdiction.
A disciplined review separates local land-use decisions from state or federal utility and environmental authority. It also treats nearby homes and schools as measurable receptors rather than relying on general assurances.

1. Find out what decision is actually pending
Start with the parcel map, site plan, application, zoning designation, comprehensive-plan policies and proposed conditions. A project may require several approvals, and a hearing in one process does not settle issues assigned to another agency.
| Possible approval or review | Question to answer |
|---|---|
| Rezoning | Is the data-center use allowed under the proposed zoning district? |
| Conditional, special or special-use approval | Is the use discretionary, and what standards and conditions apply? |
| Site-plan approval | Who reviews building placement, access, buffers, lighting, drainage and landscaping? |
| Variance | Is the applicant seeking relief from a dimensional or use requirement? |
| Building permit | Which construction-code review remains after land-use approval? |
| Air permit | What permits and emission limits cover backup generators and other equipment? |
| Water, wastewater or stormwater authorization | Can the utility and receiving systems handle withdrawals, discharges and runoff? |
| Utility or transmission approval | Are new substations, lines or rate proceedings required? |
Ask the planning department for a written approval matrix showing the decision maker, filing status, notice method, public-comment period and appeal route for each item. Check whether substations, transmission lines, roads or water infrastructure receive separate review. Pennsylvania’s Department of Community & Economic Development organizes its Data Center Planning Toolkit around this progression from initial inquiry through zoning, permitting and long-term planning.

2. Require a complete project description
Request one standardized information package from the applicant and the relevant utilities. Written, comparable assumptions make it possible to test the application against agency records and enforceable conditions.
- Maximum and expected electricity demand, including each construction phase, expansion assumptions and the date each load is expected.
- Power-delivery plans: existing and proposed substations, transmission voltage, line routes, reliability equipment and the party paying for each upgrade.
- Annual and peak water demand, source, potable-versus-reclaimed mix, cooling technology, wastewater destination and available treatment capacity.
- Backup-power and storage technology, generator fuel and type, expected testing and emergency operation, emissions controls and permit numbers.
- Noise projections for normal operation, construction, maintenance, generator testing and emergency generation.
- Building dimensions and height, equipment yards, lighting, landscape buffers, access roads, construction schedule, stormwater facilities and proposed operating hours.
Florida Digital Infrastructure and Security Alliance’s “Community Considerations for Data Center Siting,” updated August 17, 2026, recommends documenting maximum power needs, water use, cooling, generators, noise projections and site design in a consistent format. Virginia law also calls for utility-submitted information about substations and anticipated transmission voltage for certain new high-energy-use facilities.
3. Measure noise at homes and schools
Map every residence, school building, outdoor school area and other noise-sensitive location around the property. A noise study should identify its measurement points, equipment included, operating scenarios, time periods, weather assumptions and sound metrics.

The Florida planning reference suggests A-weighted dBA measurements and, where feasible, C-weighted dBC measurements to reveal low-frequency or tonal hum. It also suggests considering both pre-construction baseline and post-construction verification studies. Those are planning recommendations, not universal legal requirements.
Virginia’s 100-megawatt example
Virginia Code § 15.2-2209.5 defines a high-energy-use facility (HEUF) as one anticipated to require at least 100 megawatts of utility power. Before specified approvals for a new covered facility, the locality must require a site assessment of the sound profile affecting residential units and schools within 500 feet of the HEUF property boundary. The locality uses that assessment when evaluating consistency with its comprehensive plan and applicable noise laws.

The 500-foot distance is an assessment radius under Virginia law, not a national setback, a universal no-build buffer or a national decibel limit. Check the actual local noise ordinance and any state requirements that apply to the proposed site.
4. Examine generators and air pollution
Backup generators can operate during outages, routine testing, maintenance and commissioning. Require the applicant to list each pollutant, operating scenario, proposed control equipment, hours or limits in the permit application, and the agency responsible for enforcement.

Compare the proposed controls with applicable state and federal air-permitting standards. Fairfax County describes Virginia’s Department of Environmental Quality as responsible for regulating air pollution from data centers and for certain cooling-water discharge permits. That allocation is Virginia-specific; identify the responsible air and water agencies for the actual project.
For a nearby school, use the U.S. Environmental Protection Agency’s School Siting Guidelines to frame exposure questions. The guidance identifies localized air pollution, including diesel exhaust, as a potential concern and also calls for attention to traffic, utilities, water quality, noise, lighting and public services. It is general school-siting guidance, not data-center-specific approval law.
5. Check water, wastewater and land constraints
Ask the applicant and water utility to document annual and peak demand, the source, treatment needs, cooling method, wastewater flows and receiving-system capacity. Distinguish air cooling, closed-loop cooling and open-loop cooling, and identify whether potable or reclaimed water is proposed.

Large withdrawals can trigger state consumptive-use procedures in some jurisdictions. The Florida planning reference discusses that possibility for Florida; do not assume the same permit system elsewhere. Confirm local drought rules, allocation limits and competing demands from residents, schools, industry and agriculture.
Review the full site, not only the building footprint:
- Stormwater volume, detention and discharge points.
- Floodplains, wetlands, streams and groundwater.
- Tree clearing, habitat and agricultural land.
- Registered historic sites, parks and forestland.
- Construction erosion, sediment and heavy-vehicle routes.
Virginia permits localities to require assessments of ground and surface water, agricultural resources, parks, registered historic sites and forestland for covered projects. EPA school-siting guidance likewise includes hydrology and water quality among topics for environmental review.
6. Determine who pays for power infrastructure
Ask the serving utility to state the requested load, delivery schedule, required substations and transmission upgrades, and the allocation of every cost among the applicant, utility and ratepayers. Identify any separate rate case, utility commission proceeding or transmission approval, and obtain its filing number and comment deadline.
Fairfax County’s description of Virginia’s process assigns energy matters such as rates and transmission lines to the State Corporation Commission and notes that some infrastructure costs can be recovered through rates. That is a jurisdiction-specific explanation, not a rule for every utility territory. Review the current utility and regulator records for the proposed site.

7. Test fiscal claims against public costs
Compare projected taxes and employment with the services and infrastructure the project will require: roads, fire and emergency response, water and sewer capacity, inspections, stormwater work and grid upgrades. Request the assumptions behind revenue forecasts, the duration of any incentive, equipment-depreciation schedules and the effect of later expansions.
One local figure illustrates why geography matters. Fairfax County reports that data centers contributed approximately $110.6 million in tax year 2026, equal to approximately 1.9 percent of FY 2027 general-fund revenue. The county says most of that amount came from business personal-property taxes on data-center equipment. Those figures describe Fairfax County alone and are not a forecast for another locality.
Pennsylvania DCED identifies infrastructure, fiscal, economic and service impacts as core evaluation topics. A credible fiscal review should show both the revenue case and the cost case under the same time period.
8. Turn promises into enforceable conditions
If an approval includes noise limits, landscaping, generator controls, water restrictions, construction-hour rules or reporting duties, each condition should be measurable and assigned to a responsible party. Ask:
- What measurement method and compliance location apply?
- How often must monitoring results be reported, and to whom?
- Who pays for independent verification?
- What corrective action and deadline follow a violation?
- Do the conditions cover construction, routine operation, testing, emergencies and future expansions?
- Do they bind successors if the facility is sold?
A general promise to “minimize impacts” is difficult to enforce. The public record should identify the permit, condition or ordinance language that makes a commitment legally operative.

9. Keep the school context visible
When a school is nearby, map the building, athletic fields, playgrounds, bus areas, arrival and dismissal routes, walking and cycling paths, and likely construction-truck routes. Review when outdoor activities occur and whether generator testing, deliveries or construction would coincide with those periods.
Use EPA’s school-siting topics as a structured checklist: localized air pollution, utilities, traffic and pedestrian safety, hydrology and water quality, noise and lighting, public services and access to community resources. The guidance helps identify questions about exposure and context; it does not create a data-center permit requirement.
10. Compare sites or designs using identical assumptions
If officials are considering more than one site, cooling design or power-delivery option, require the applicant to report the same baseline, forecast year and operating scenarios for each.
| Comparison axis | Evidence to place side by side |
|---|---|
| Distance and receptors | Homes, schools, outdoor areas and any applicable assessment distances. |
| Noise | Predicted sound at receptors, time of day, tonal or low-frequency content and post-construction verification. |
| Air | Generator type, emissions, controls, permit limits and operating scenarios. |
| Water | Source, annual and peak use, cooling method, wastewater and stormwater capacity, and effects on other users. |
| Power | Requested load, delivery timeline, new infrastructure, reliability and assigned costs. |
| Land and design | Zoning compatibility, footprint, height, lighting, buffers, traffic, habitat and flood risk. |
| Public value and cost | Tax and employment assumptions compared with infrastructure and service obligations. |
The reviewed authorities identify these as relevant review subjects, but they do not establish one national scoring system or universal threshold. A local government can still require a transparent matrix so residents can see why one alternative performs better on a specific criterion.
11. Use a hearing-ready question list
Written questions help expose missing assumptions and create a useful public record:
- How much power will the facility draw at launch, at full build-out and during each phase?
- What substations and lines are required, and who pays for them?
- How much water will it use annually and on a peak day?
- Which cooling method and water source are proposed?
- What will backup generators emit, how often will they run, and which permit limits apply?
- How loud will normal operation, testing and emergency generation be at the nearest homes and school areas?
- Which approvals allow public comment, and what are the notice and appeal deadlines?
- How will construction traffic affect school arrival, dismissal and pedestrian routes?
- What tax and job assumptions support the public-benefit claim?
- Which conditions are measurable, monitored and enforceable?
12. Follow a practical review sequence
- Obtain the parcel map, complete application, site plan, zoning record and comprehensive-plan policies.
- Build an approval calendar listing every local, state and federal decision, public-notice date and comment deadline.
- Send the applicant and utilities a written request for power, water, generator, noise, site-design and cost-allocation data.
- Map homes, schools, outdoor activity areas, roads, utilities, waterways, floodplains and other sensitive receptors.
- Read the noise, air, water, stormwater, traffic and fiscal studies for stated assumptions and missing operating scenarios.
- Separate local land-use findings from utility, air and water decisions made by other agencies.
- Compare alternatives using one set of assumptions and identify who bears each infrastructure cost.
- Propose conditions with defined metrics, monitoring, reporting, enforcement, expansion rules and successor obligations.
- Submit focused questions and evidence before the applicable hearing or written-comment deadline.
What remains location-specific
No single national rule determines whether a data center may be built near a home or school. Zoning status, discretionary-review standards, noise limits, air and water permits, utility territory, infrastructure cost recovery, notice requirements and appeal rights all depend on the project’s jurisdiction and design.
Virginia’s 100-megawatt definition and 500-foot sound-assessment requirement demonstrate how a state can create a specific review trigger. They should not be presented as a nationwide setback or noise standard. Likewise, Florida’s planning material and EPA’s school-siting guidance are useful frameworks, not substitutes for the ordinances and permits governing the proposed site.
