Before buying land or signing a capacity reservation, require written, parcel-specific answers from the serving utility, transmission operator, water authorities, network carriers and permitting agencies.
Use the questions and comparison method below to test whether a candidate location can support your workload, what it will cost to energize and operate, and which risks could delay or constrain the project.

Why AI workloads make location selection unusually demanding
AI facilities can combine very high power density, continuous operation and rapid growth. Training runs may create large, sustained loads; inference may require low latency to users, sensors or business systems. Some workloads can move between regions or be scheduled for different times, while others must remain online at one fixed site. Those differences determine how much you should pay for proximity, redundancy and flexibility.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThe U.S. Department of Energy says, “Data center electricity demand has specific characteristics.” Its explanation notes that demand is growing rapidly, varies by region, may be constrained by latency and often requires firm power continuously. Treat those characteristics as design inputs, not assumptions to be filled in after a parcel is selected.

Lawrence Berkeley National Laboratory’s 2025 projection estimates that U.S. data centers could consume 9.5% to 15.3% of total national electricity use by 2030, with an 11.8% central estimate. This is a modeled range, not an observed 2030 result, and it cannot tell you whether a particular substation, feeder or water system has spare capacity.
First, define the workload and the facility envelope
Translate compute plans into electrical requirements
Document current and five- to ten-year expectations for accelerator servers, networking, storage and support systems. Express them as IT load in megawatts, both steady-state and peak. Then model the facility power envelope, including power usage effectiveness (PUE), cooling, pumps, UPS losses, lighting and other overhead. Ask designers to show assumptions for initial phase, ultimate build-out and each expansion block.
- What is the contracted IT load at launch, at each expansion milestone and at full build-out?
- What short-duration peaks occur during equipment startup, training clusters or failover events?
- What uptime target and maintenance model apply: concurrently maintainable, fault tolerant or another standard?
- Which loads can be interrupted, shifted in time or moved to another region, and which require continuous operation?
Set latency and data-location boundaries
Measure round-trip latency to users, data sources, control systems and any paired facilities. Specify maximum acceptable latency and jitter for inference, distributed training and storage replication. Confirm data-residency, security or contractual requirements that prevent moving workloads across borders or regions. A site with inexpensive power is not useful if network delay makes the service unusable.
Power: verify deliverable capacity, not nearby infrastructure
A visible transmission line or substation proves only that infrastructure exists. It does not prove that your parcel can receive firm capacity, that an interconnection is approved, or that upgrades can be completed by your target date.

Questions for the serving utility and transmission provider
- Firm capacity: What megawatts can be delivered to this exact parcel, at the proposed voltage and service configuration, under normal and contingency conditions?
- Interconnection status: Which feasibility, system-impact and facilities studies are complete? What study assumptions, queue position and expiration dates apply?
- Upgrade scope: Are new feeders, substations, transformers, transmission lines, protection systems or network upgrades required? Who pays, and what costs are refundable, capped or subject to change?
- Schedule: What is the earliest date for temporary construction power and for firm commercial energization? Obtain a milestone schedule tied to permits, equipment orders and outage windows.
- Reliability: What outage history, restoration assumptions, planned-maintenance windows and dual-feed options apply? Request the utility’s definition of firm service in writing.
- Commercial terms: What tariff, demand charges, energy charges, minimum bills, standby charges, curtailment rights and power-factor requirements would apply?
Ask for a signed or otherwise formally issued capacity letter that identifies the parcel, voltage, megawatt amount, conditions, study status, cost allocation and date assumptions. Have counsel check whether the document is binding, conditional or merely informational.
Evaluate supply strategies together
DOE describes system-level responses that include clean generation and storage, grid expansion, efficiency and demand-side flexibility. Compare those options in one model rather than treating on-site generation as a shortcut.
| Option | Questions to resolve | Risks to price and schedule |
|---|---|---|
| Grid service | Can the utility deliver the required firm load and redundancy at the target date? | Transmission or substation upgrades, queue delays, tariff changes and outage exposure. |
| On-site generation | What fuel, emissions controls, water, noise, safety and grid-connection design is permitted? | Air, water, building, fuel-storage and operating permits; fuel availability; community opposition. |
| Storage and demand flexibility | How many hours and megawatts are required, and can workloads actually shift? | Battery cost, degradation, fire protection, interconnection rules and uncertain flexibility value. |
| Clean-power contracts | Do contracts provide physical or financial delivery, firming and matching at the site? | Basis risk, transmission constraints, intermittency and contract-credit exposure. |
If an islanded generator is proposed, do not assume it is exempt from permitting. In a July 27, 2026 announcement, the U.S. Environmental Protection Agency described a narrow interpretation under which an islanded facility that is not connected to a public grid, does not sell electricity and is not required to report as a generating unit would be outside the Acid Rain Program. The same announcement said a later grid connection could bring it within the program. That interpretation does not settle other air, water, fuel, noise, construction or local approvals.
Water, cooling and heat must be modeled as one system
Cooling choices change both water consumption and electricity use. A design that minimizes water may increase compressor power; a water-efficient site may face drought restrictions or insufficient wastewater capacity. LBNL provides location-sensitive modeling resources that estimate water use under alternate cooling-system and power-supply scenarios. There is no single water threshold that fits every AI facility.

Water and wastewater questions
- What annual and peak-day water volume is available, from which sources, at what pressure and quality?
- What drought stages, seasonal restrictions, allocation rules or curtailment rights could reduce supply?
- Can the wastewater plant accept peak flow, temperature, salinity, treatment chemicals and blowdown characteristics?
- Are reclaimed water, storage tanks, treatment systems or closed-loop designs feasible on this parcel?
- Who pays for mains, pumps, treatment upgrades and recurring connection or discharge fees?
Cooling and heat-reuse questions
- Which air, evaporative, liquid or hybrid cooling designs fit the climate and hardware specification?
- What are the design-day dry-bulb and wet-bulb temperatures, and how do they affect capacity and redundancy?
- What water-use, energy-use and maintenance assumptions are included in the PUE and operating model?
- Can waste heat be recovered at useful temperature, and is there a nearby off-taker with compatible demand and a route for the heat network?
Require the engineer to provide annual water withdrawal, consumption and discharge estimates for normal, peak and drought cases, alongside power demand for each cooling scenario. Review the assumptions with both the water utility and the electric utility; their constraints can interact.
Connectivity: prove diverse, usable network paths
Request a route-level fiber survey rather than a marketing map. Identify every carrier serving the parcel, the physical entry points, available strands or wavelengths, protected paths and lead times for construction. Confirm that “diverse” routes do not share the same conduit, bridge, road crossing or central office.
- How many independent paths reach the building meet-me room?
- Which carriers can provide the required bandwidth, latency, jitter and service-level agreement?
- Where are the nearest points of presence, cloud on-ramps and internet exchanges?
- What construction, right-of-way and recurring cross-connect charges apply?
- Can a single fiber cut, flood or utility outage isolate both supposedly redundant routes?
Land, hazards and buildability
Confirm that the parcel has enough developable area for the first phase, substations, cooling equipment, fuel or storage systems, stormwater controls, security setbacks and future buildings. Preserve expansion land legally; an adjacent parcel that is merely “available” is not a reliable expansion plan.
Technical site checks
- Survey terrain, grading balance, bearing capacity, groundwater, karst, expansive soils and seismic conditions.
- Map floodplains, wildfire exposure, extreme heat, wind, lightning, smoke, hurricanes or other region-specific hazards.
- Check air quality and existing emissions constraints that could limit backup generators or on-site generation.
- Verify access for oversized transformers, generators, cranes and construction traffic, including bridge and road limits.
- Reserve corridors for transmission, water, wastewater and fiber routes, with documented rights of way.
Federal siting criteria specifically call out terrain and soil durability, air quality, transmission access and upgrades, community health and resource access, proximity to communities seeking development, and permitting considerations. Use those criteria as a screening checklist, then commission parcel-level studies.

Permits, community effects and workforce
Build a permit matrix before selecting a preferred site. Include zoning and land-use approvals; building and electrical permits; environmental review; stormwater and wetlands authorizations; water withdrawal and discharge permits; air permits for generators; fuel storage; noise; transmission and substation approvals; and any cultural-resource or protected-species review.
Find the critical path
- Ask each authority for the complete application list, required studies, review sequence, statutory time frames and opportunities for pre-application meetings.
- Identify approvals that depend on one another, such as an air permit that requires final generator specifications or a water permit contingent on treatment capacity.
- Mark public-hearing, appeal and seasonal survey windows that could add months.
- Obtain written confirmation of assumptions from the authority, not just an informal statement that a use is “likely permitted.”
Assess local effects and acceptance
Quantify expected changes in electricity demand, water access, traffic, construction noise, operating noise, air emissions, land disturbance and public services. Ask whether the project could affect local electricity prices or compete with existing water users. Identify workforce availability, training partners, emergency services and housing capacity. Prepare mitigation commitments—such as sound controls, traffic plans, water conservation, emissions limits, hiring and community-benefit programs—before public review begins.
Compare sites with a delivered-cost and schedule model
Use the same assumptions for every candidate and separate one-time capital cost from recurring operating cost. Include the cost of risk, not only the quoted land price or energy rate.
| Comparison axis | What to measure |
|---|---|
| Time to energize | Utility milestones, interconnection studies, equipment lead times, permits, construction and contingency. |
| Firm power and reliability | Deliverable megawatts, voltage, redundancy, outage assumptions and curtailment rights. |
| Delivered power cost | Energy, demand, standby and transmission charges plus customer-funded upgrades and generation. |
| Water and wastewater | Connection, treatment and discharge capital; recurring charges; drought exposure; storage or reuse systems. |
| Cooling burden | Equipment, electricity, water, maintenance, climate performance and heat-reuse value. |
| Network performance | Latency, bandwidth, carrier diversity, route construction and recurring connectivity costs. |
| Permitting critical path | Required approvals, review sequence, public participation and appeal risk. |
| Land and hazards | Acquisition, grading, foundations, resilience measures, insurance and access constraints. |
| Community and environmental impact | Mitigation commitments, potential opposition, health and resource effects, and compliance costs. |
| Expansion headroom | Available land, future utility capacity, water rights, transmission corridors and incremental cost. |
Ask every vendor, utility and authority to state inclusions, exclusions, escalation assumptions and confidence ranges. National demand statistics provide context, but they cannot substitute for parcel-specific capacity, pricing or schedule evidence.

A practical diligence sequence
- Write the workload brief. Record IT load, growth, latency, uptime, data-residency and workload-mobility requirements.
- Screen regions. Eliminate areas that fail latency, hazard, water or workforce constraints before spending on detailed studies.
- Request written utility data. Obtain firm-capacity, interconnection, upgrade, tariff and energization information for each parcel.
- Model power, water and cooling together. Compare grid, generation, storage and cooling scenarios under normal and stressed conditions.
- Commission site investigations. Complete geotechnical, flood, wildfire, seismic, environmental, air-quality, fiber-route and access studies.
- Map permits and community impacts. Get pre-application feedback, identify the critical path and prepare mitigation commitments.
- Score and stress-test candidates. Weight the comparison axes according to the workload; run delays, higher demand, drought, outage and expansion cases.
- Make commitments enforceable. Condition land acquisition, financing or construction starts on capacity reservations, permits, rights of way and milestone dates that are documented in contracts.
Dated federal examples: useful context, not ready-made sites
In April 2025, DOE identified 16 potential federal sites and invited input on development approaches, technology, operations and economics. In July 2025 it announced four sites to advance toward solicitations: Idaho National Laboratory, Oak Ridge Reservation, Paducah Gaseous Diffusion Plant and Savannah River Site. These were dated federal initiatives, not completed projects or a universally available list of locations. Any team considering a federal property would still need to verify current availability, utility capacity, water, permits, network access and contracting terms.
What a credible site decision looks like
A defensible decision file contains the workload envelope; utility and transmission letters; interconnection studies and upgrade estimates; water and wastewater confirmations; cooling and water models; fiber route evidence; geotechnical and hazard reports; a permit matrix with dates; community-impact analysis; a delivered-cost model; and an expansion plan. It also records which assumptions remain conditional and who owns each next action.
Choose the location whose documented power, water, connectivity, approvals and expansion path match the workload and schedule. Do not award the project because a broker, utility map or economic-development brochure describes infrastructure as nearby. For AI workloads, deliverability and proof matter more than distance.
