What to Ask at a Public Meeting About a Proposed Data Center

By Freedom251 Team · · 8 min read

Ask for written, project-specific answers—not general assurances—about electricity and water demand, utility capacity and upgrade costs, cooling and wastewater, noise limits, backup-power safety, environmental review, approval authority, and which jobs or tax benefits are enforceable. The exact permits, deadlines, and hearing rights depend on your city, county, state or province, and the project’s application, so begin by asking officials to identify the local process.

Bring the questions below, request the studies behind every number, and record who is responsible for each commitment, where it will be published, when compliance will be checked, and what remedy applies if a condition is missed.

Start by mapping the local decision process

There is no single national approval pathway for data centers. A proposal may involve zoning, site-plan review, building permits, utility approvals, water or wastewater authorizations, air permits for generators, fire-code review, environmental assessment, road access and tax agreements. The same agency may not control all of them.

Ask who decides what

  • Which permits, rezoning decisions, variances or public hearings are still pending?
  • Which agency or elected body has authority over each decision?
  • What are the application, hearing and written-comment deadlines?
  • Are there appeal rights, and what starts the appeal period?
  • Will unanswered questions and the applicant’s responses be added to the public record?

Salisbury, North Carolina’s public-meeting page describes multiple review stages and says responses to questions raised at a meeting are posted publicly; that is an example of a local practice, not a rule that applies everywhere. See the city’s October 12, 2026 update at salisburync.gov/Government/Administration/Public-Meeting.

Ask for the complete application file

Request a single index or web page containing the site plan, power and water studies, noise model, environmental documents, emergency plans, draft conditions, staff reports and any development or tax agreement. Ask whether later revisions will be versioned and dated so residents can tell what changed.

Electricity, grid capacity and your bill

Demand at opening and full build-out

Ask: “How much electricity will the facility use when the first phase opens, and how much at full build-out?” Require the units (such as megawatts), the distinction between peak demand and annual consumption, the number of buildings or servers assumed, and the date of the estimate. Ask what happens if the operator expands beyond the stated phases.

Utility evidence and reliability

Ask which utility-load study models the connection, peak demand, transmission or distribution constraints, voltage support, backup arrangements and reliability impacts. Request the study’s assumptions, scenarios and publication date. If the utility has not completed a study, ask when it will and whether approval is conditioned on its results.

Who pays for upgrades?

Ask for an itemized list of substations, lines, transformers, roads or other infrastructure upgrades, their estimated cost and the party responsible for each payment. Clarify whether any amount can be recovered through general rates, connection charges, municipal borrowing or taxes. Toronto’s July 30, 2026 council motion specifically identifies energy use, grid pressures, utility costs and who pays for upgrades as review questions; read it at secure.toronto.ca/council/agenda-item.do?item=2026.MM43.75.

Ask directly, “Will this raise my electricity bill?” The answer should identify the tariff, cost-allocation rule and regulator decision that would determine any effect. Do not accept a promise that bills will not change without a document showing how costs are assigned.

Water, cooling and wastewater

Cooling design and water source

Ask: “How much water will it use in typical and peak conditions?” Request daily and annual volumes, the assumptions behind hot-weather operation, and the source: municipal supply, reclaimed water, groundwater or another system. Ask whether the estimate covers only cooling or also kitchens, sanitation, fire storage and construction.

Drought and operating restrictions

Ask what the facility will do during drought, heat emergencies, water-main restrictions or a supply interruption. Identify any priority status, curtailment plan, storage capacity and trigger for reducing computing load. A projected average is not a guarantee during the hottest or driest periods.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Wastewater and watershed effects

Ask what blowdown, treatment chemicals or other wastewater the cooling system produces, where it will be discharged, what pretreatment is required and whether the local plant has capacity. Ask for modeled effects on streams, groundwater and watershed withdrawals. Toronto’s motion lists water demand, cost, watershed effects and wastewater as review topics.

Batavia, Illinois, says its August 31, 2026 project update includes information on closed-loop cooling and municipal water-use limits. Those details describe that proposal only; use the page at bataviail.gov/o/ed/article/3102661 as an example of the documents a local government may publish, not as a benchmark for another site.

Noise, night-time operation and monitoring

What the noise study actually models

Ask which noise study was submitted and whether it models ordinary computing, cooling equipment at maximum output, construction, alarms, maintenance and emergency generators. Request sound levels at the nearest homes, schools and other sensitive receptors, with the measurement units, averaging period, weather assumptions and locations shown on a map.

Limits and enforcement

Ask what legal limit applies during the day and at night, whether low-frequency or tonal noise receives separate treatment, and whether limits differ by zoning district. Ask who will measure compliance after opening, what equipment and method will be used, how often measurements occur and whether results are public.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Complaints and corrective action

Ask how residents file a complaint, what information a complaint must include, the response deadline and the remedy if readings exceed a limit. Possible remedies might include equipment changes, operating restrictions or penalties, but only the local approval documents establish what is available. Salisbury’s process records a request for monitoring that keeps noise at or below a proposed limit; ask your officials whether a comparable condition will be written into the permit.

Backup generators, batteries and emergency safety

Equipment and fuel

Ask what backup generators, batteries, flywheels or other systems are proposed; their capacities; fuel type and storage volume; and where tanks, vents and exhausts will be located. Request the layout showing distances from homes, property lines, waterways and evacuation routes.

Operating scenarios

Ask how often generators will be tested, how long they may run during an outage, and which combinations of generators and cooling equipment operate simultaneously. Ask for modeled emissions during a routine test, a prolonged outage, a black-start or another emergency scenario.

Fire and emergency response

Ask which agency reviews air emissions, fire protection, hazardous-material storage and emergency-response planning. Find out whether the local fire department has inspected the design, received training, obtained equipment or negotiated reimbursement. Salisbury lists fire protection among its public-information topics, while Toronto’s motion asks that emergency-power scenarios be included in noise review. The specific requirements must be verified in your jurisdiction.

Environmental and neighborhood effects

Reviews and public documents

Ask which environmental assessments, air permits, tree or habitat reviews, stormwater plans and health assessments apply. Request the underlying reports, not just a staff summary, and ask whether independent review or peer review is required.

Construction and permanent impacts

  • How many construction trucks, worker vehicles and delivery trips are expected, on which routes and during what hours?
  • What are the plans for dust, vibration, street closures, lighting and nighttime work?
  • How much land will be cleared, and what vegetation, habitat or wetlands will be affected?
  • What heat, noise, glare, air-emission and stormwater changes are expected after opening?
  • What setbacks, landscaping, sound walls or operating limits protect nearby homes?

Toronto’s motion identifies heat, climate, tree canopy, biodiversity, community health and other environmental effects as subjects for municipal review. Ask officials to state which of those topics are within their legal authority and which belong to another agency.

Costs, taxes, jobs and community benefits

Separate projections from guarantees

Ask for projected construction jobs, permanent jobs, local hiring, apprenticeships, training, tax revenue and community payments, with the time period and method used to calculate each figure. Then ask: “How many local jobs are guaranteed?” A projection becomes enforceable only if a public agreement, permit condition, development covenant or other binding document says who must do what and what happens if they do not.

Public costs

Request an itemized estimate for power, water, wastewater, roads, policing, fire protection, emergency equipment and other services. Ask whether the project receives tax abatements, grants, discounted land, utility incentives or fee waivers, and identify the public body approving each benefit. Ask who pays if costs exceed the estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Read the proposal’s own terms

Batavia says its updated materials include employment projections, projected revenues and infrastructure-reimbursement terms. Salisbury’s project FAQ distinguishes its specific tax and incentive claims from general statements about community benefits. These are project-specific examples, not evidence that another proposal will deliver the same results. Ask for your project’s signed terms and the office responsible for auditing them.

Turn every answer into an enforceable record

Use a five-part follow-through question

  1. Owner: Who is responsible—the applicant, utility, planning department, regulator or another body?
  2. Document: Where is the commitment recorded: permit, resolution, development agreement, tariff, monitoring plan or public response?
  3. Standard: What measurable limit, quantity, deadline or performance target applies?
  4. Check: When and how will compliance be measured, and will results be published?
  5. Remedy: What happens if the commitment is missed, and who can enforce it?

For example, if an official says noise will be controlled, ask for the decibel limit, receptor location, measurement method, monitoring schedule and corrective action in the approval conditions. If an official says the operator will reimburse a substation, ask for the signed reimbursement terms and payment schedule.

Request written answers after the meeting

Before leaving, ask when unanswered questions will receive written responses and where those responses will appear. Send a concise follow-up email listing each question, the official who took it, any promised document and the expected date. Keep the agenda, presentation, application versions and response log together; they help you compare later revisions with what was presented publicly.

If there are multiple designs or sites, compare them on one scorecard

Do not let each alternative use different assumptions. Ask officials to publish the same measures for every option.

Measure What to request
Electricity Peak megawatts, annual consumption, opening phase, full build-out and reliability assumptions
Water Peak and annual use, source, drought plan, cooling method and wastewater volume
Noise Levels at the nearest sensitive receptor during normal, maximum-cooling and backup operation
Emissions and environment Generator emissions, heat, stormwater, trees, habitat, traffic and construction effects
Infrastructure cost Upgrade list, total cost, payer, reimbursement terms and any ratepayer or taxpayer exposure
Enforceability Permit conditions, monitoring, reporting, penalties and appeal or complaint routes
Benefits Projected and guaranteed jobs, local hiring, training, tax revenue and community payments

The cited municipal materials identify these categories as relevant questions but do not provide a universal set of measured values across projects. A comparison is useful only when the units, time periods, weather assumptions and build-out stages match.

A meeting-ready checklist

  • Bring the parcel map, agenda, application number and a notebook or recording device if local rules allow recording.
  • Mark the nearest homes, schools, hospitals, waterways and roads on the site plan.
  • Ask for the peak and annual electricity and water numbers, plus the studies behind them.
  • Identify cooling equipment, wastewater handling, generators, batteries and fuel storage.
  • Get the night noise limit, monitoring method, complaint route and remedy in writing.
  • Ask which agency controls each permit and the next date residents can comment.
  • Separate projected jobs, revenue and benefits from binding conditions.
  • Before the meeting ends, ask where written answers and final conditions will be posted.

Plain-language prompts that keep the discussion focused include: “How much water will it use?” “Will this raise my electricity bill, and under which tariff?” “Who pays for the power upgrades?” “How loud will it be at night?” “What happens when the backup generators run?” “How many local jobs are guaranteed?” and “What can residents still influence?” Follow each with a request for the document, measurement and responsible agency behind the answer.
