The State Department’s America 250 “Patriot Passport” is a commemorative version of the U.S. passport, not a replacement for the standard design. It features President Donald Trump’s portrait and signature inside the front cover, alongside Declaration of Independence and anniversary imagery. The Department says it has the same security features as its next-generation passport; applicants can seek one only through designated in-person appointments and events.
What the Patriot Passport looks like
The State Department describes the book as a special passport created for the country’s 250th anniversary. Its exterior front cover is dark blue, with gold-foil “United States of America” above the State Department seal and “Passport” below it. That reverses the standard cover’s visual hierarchy, which gives “Passport” the prominent top position. The Department’s commemorative passport page shows the official design.
Inside, the artwork is more overtly commemorative and includes the sitting president:
- Inside front cover: A portrait of President Donald Trump appears with Declaration of Independence text and a waving red, white, and blue flag. His signature and “United States of America” appear in large type at the bottom.
- Inside back: An image of the signing of the Declaration appears with flag imagery and the words “United States of America” and “250.”
- Outside back: A gold Freedom 250 logo draws on a 13-stripe flag and 13 stars.
The commemorative book has 26 pages, like the standard passport book. The separate 52-page large book continues to use the existing design; the commemorative artwork is not offered in that format, according to the Associated Press report on the expansion.

Security and existing passports
The Department says the Patriot Passport is a version of its next-generation passport, with the same advanced security features. Its description of next-generation books includes a polycarbonate data page, laser engraving, security fibers in the paper, and a perforated alphanumeric passport number. See the Department’s design and security information for its explanation.
The commemorative design does not provide a stated security or validity advantage over the standard book. The Department says older-design passports remain secure and usable for international travel when they are unexpired and undamaged. A valid passport holder does not need to replace it to get a new design.

How to apply for the Patriot Passport
As of the State Department page updated October 2, 2026, applicants can seek the commemorative passport through designated in-person opportunities at passport agencies and centers around the country. The Department lists appointments at the Washington Passport Agency and commemorative events. Because event dates and appointment capacity may change, consult the current listing before making plans.
- Check the State Department’s commemorative passport page for a listed event or Washington Passport Agency appointment opportunity.
- Call the passport number given on that page and follow the menu instructions to request an appointment. Appointments cannot be booked online.
- Apply in person using Form DS-11 or DS-82, depending on your eligibility, and follow the Department’s current instructions and regular fee schedule.
An online application, a mailed application, or an application submitted at a passport acceptance facility will not produce a Patriot Passport. Those channels remain options for a regular passport.

How the rollout changed
The initial plan was narrower than the current nationwide event approach. In April 2026, the Associated Press reported that the Department planned an initial 25,000–30,000 copies through the Washington, D.C., passport office shortly before July 4. That was a planned release at the time, not a confirmed final production total or a measure of remaining supply. In July, the Department announced 250,000 additional copies, and AP reported that availability would expand to agencies around the country. The live State Department listing now describes designated in-person appointments and events.

Five senators—Jeff Merkley, Chris Van Hollen, Jacky Rosen, Tim Kaine, and Angus King—sent Secretary of State Marco Rubio a letter dated May 20, 2026, urging him to halt the plan. They argued that putting a sitting president’s image on a passport could politicize a document used by people across political, cultural, and religious backgrounds, and turn a shared national anniversary into personal promotion. The letter said, “Using our nation’s semiquincentennial to elevate the profile of the current president risks turning a unifying national milestone into a vehicle for personal promotion.” The criticism is the signatories’ stated position, not evidence of a broader public consensus; the senators’ letter identifies their objections.
