The 57th GST Council meeting is reported to be scheduled for Thursday, 8 October 2026, with advance coverage pointing to procedural and compliance reforms rather than a confirmed broad review of tax rates. The reported items are proposals the Council may consider—not approved changes. No official agenda or post-meeting decision was available in the reporting reviewed as of 7 October.
What is on the reported agenda?
Advance reporting describes possible changes across registration, returns, refunds, input tax credit (ITC), exports and tax disputes. The Economic Times reports that the Council may consider the following proposals; some details in its account are attributed to unnamed sources:

| Reported proposal | Who or what it could affect | Status |
|---|---|---|
| Allowing small e-commerce vendors to register using platform warehouses | Small sellers using e-commerce platforms and their registration process | Reported as under consideration by The Economic Times; not confirmed as adopted |
| Protecting genuine buyers’ ITC when a supplier fails to remit tax | Buyers claiming credit on purchases from suppliers that do not pay the tax | Reported proposal; not confirmed as adopted |
| Clarifying export classification for services supplied through overseas branches of Indian firms | Indian businesses providing services through foreign branches | Reported proposal; not confirmed as adopted |
| Ending the IGST exemption for imports of gold, silver and platinum by designated banks and nominated agencies | Designated banks and nominated agencies importing these metals | Reported proposal; not confirmed as adopted |
The same report describes a wider compliance agenda involving refunds, registration and disputes. Other contemporaneous coverage mentions possible return changes, automated processing of low-risk refunds and enforcement or prosecution rules. The exact scope of those items is not established by an official agenda, so businesses should treat them as reported possibilities rather than settled policy.

That is the stated direction of the advance coverage, but the practical effect depends on what the Council recommends and how any recommendation is later implemented. For example, warehouse-based registration could matter to small sellers operating through platforms, while a change to refund processing could affect exporters or other businesses awaiting eligible refunds. Neither example establishes that a new procedure will be available after the meeting.

A 7 October opinion article in ThePrint characterizes the expected discussion as process-focused rather than a new broad rate review. Its author says procedural changes could benefit agriculture, MSMEs, exporters, e-commerce, logistics, infrastructure, automobiles, financial companies, hospitality and tourism, healthcare and pharmaceuticals, real estate and construction, shipping and ports, telecommunications, and manufacturing. This is the author’s assessment, not an official Council list of affected sectors.
What should taxpayers do before any decision?
Do not change registration, return filing, refund, ITC or export treatment solely on the basis of advance reports. The reports describe possible Council consideration; they do not establish a rule that is currently in force. Even a Council recommendation may need a subsequent notification or other implementation step. Check official Council and government releases for the exact decision, effective date and any required procedure before acting.

Mint reported that the meeting was moved from 7 October to 8 October after a second postponement, citing a Secretariat memorandum that gave “unavoidable circumstances” as the reason. ThePrint also referred to 8 October. Because this coverage was published before the scheduled meeting, check the GST Council Secretariat for any further schedule change or the final outcome.
