The 3-2-1 backup rule means keeping at least three copies of your data in total—your working copy and two backups—on at least two types of storage media, with at least one backup stored off-site. The expanded 3-2-1-1-0 version adds a copy that is offline, air-gapped, or immutable, plus recovery verification that produces zero errors in Veeam’s described implementation.
What each number in the 3-2-1 rule means
Veeam’s Backup Copy user guide describes the classic rule as a guideline for protecting data from disasters and machine failures. Its page was updated on 2025-03-17 and says it applies to build 13.1.1.18.

- 3 copies: Keep at least three copies in total: the production data you use and two backups.
- 2 media types: Store the copies on at least two different types of storage media. Veeam gives local disk and cloud as examples.
- 1 off-site copy: Keep at least one backup away from the primary location, such as in cloud storage or at a remote site.
As Veeam puts it, “The main backup purpose is to protect your data against disasters and virtual or physical machine failures.” A backup-copy job can create copies in different locations and maintain the restore points you choose; the rule itself does not prescribe a universal retention period.
What the extra “1” and “0” add
Veeam’s security best-practice guide describes an expanded formulation, 3-2-1-1-0. It adds two safeguards beyond copy count, media variety, and an off-site location:
#1 Best Overall
- Easily store and access 2TB to content on the go with the Seagate Portable Drive, a USB external hard drive
- Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
- To get set up, connect the portable hard drive to a computer for automatic recognition no software required
- This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
- The available storage capacity may vary.
- The extra 1: Keep at least one backup copy immutable, air-gapped, or offline. These are alternative ways to make a copy harder to alter or reach; the guide does not say every copy must meet all three conditions.
- The 0: Aim for zero errors in automatic recoverability verification. Veeam maps this part of its formulation to SureBackup jobs.
Veeam summarizes the objective this way: “The ultimate goal of Data Protection is to have backups available when a restore is needed.” Having backup files is not proof that they can be restored successfully, which is why verification is a separate step.
How to think about backup options
The storage choices named in Veeam’s guidance include local disk, cloud, another remote site, tape, object storage, and hardened repositories. Evaluate an arrangement by what it actually achieves rather than by the medium’s name:

- Copies and locations: Does it leave at least three copies on two media types, with one away from the primary site?
- Isolation or immutability: Is at least one copy offline, air-gapped, or immutable if you are following the expanded version?
- Recovery evidence: Can you test the backup and complete a restore, rather than only confirm that files exist?
- Operational fit: Do the restore points and retention arrangements suit how much data you can afford to lose and how long you can wait to recover? The rule does not set those targets for you.
A local external drive can provide a local-disk backup copy, but it does not, by itself, put a copy at another location or establish that recovery works. A separate off-site copy and a successful recovery test address different needs.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →What the rule does not guarantee
The classic rule is a planning guideline about copies, media, and location—not a guarantee of recovery. By itself it sets no recovery-time target, retention period, or proof that a backup can be restored. Even the expanded formulation depends on carrying out the verification it calls for; the digits alone do not demonstrate ransomware protection or a successful restore.

Veeam’s FAQ frames common reader questions as “Is the 3-2-1 backup rule still relevant today?”, “What is the modern version of 3-2-1 backup?”, and “Can I use only cloud storage for the two-media requirement?” Those questions do not change the basic distinction: 3-2-1 specifies two media types and an off-site copy, while 3-2-1-1-0 is Veeam’s expanded formulation with an isolated or immutable copy and error-free verification. The cited guidance does not provide neutral comparative prices, speeds, or independent test results for the storage options.
