Today, comparisons depend on what counts as floating, how capacity is reported, and whether a project is planned, connected or operating.
Which plant did the 2017 headline describe?
It was Sungrow’s 40 MW floating photovoltaic (PV) plant in Huainan, Anhui province. Futurism reported in May 2017 that the plant was online and connected to the local grid. The headline’s “finally online” meant that grid connection had been reported; it should not be read as a claim about the plant’s present operating status. Futurism’s original 2017 report also described the site as a water-filled area affected by former coal mining and subsidence. Its characterization of the water as mineralized and mostly useless was the article’s framing, not a current environmental assessment.

Is it still the world’s largest floating solar plant?
Not on the evidence available for this comparison. The “world’s largest” phrase belongs to the 2017 headline, and it should not be reused as an unqualified current record. Recent large solar projects do not all belong to the same category: some are genuinely float-supported systems, while others are offshore arrays fixed to the seabed. Capacity units and project status also vary. The examples below show why a record claim needs a date, a defined project category and a clear measure.

Why “floating solar” needs a precise definition
A floating solar system supports its panels on floating structures. A fixed-pile offshore array is supported by foundations driven or set into the seabed, even if trade coverage loosely calls it floating PV. The distinction matters for comparisons: HG14’s builder describes steel pipe piles and steel trusses, so it is more accurately called fixed-pile offshore PV. By contrast, the Qingdao project is explicitly described as fully floating and operating in seawater.

Other details matter too. A reservoir installation and a coastal seawater project are different settings; MW and MWp are not interchangeable labels; and “announced,” “under development,” “grid-connected” and “operational” describe different stages. MWp denotes peak capacity, while some reports using MW do not specify whether the figure is AC or DC. A meaningful record should name its date, location, water setting, support type, capacity measure, operating status and scope—such as global, regional or dedicated to self-consumption.
What does the record landscape show now?
These examples establish that large floating and offshore PV projects have advanced since 2017, but they do not establish a comprehensive current worldwide ranking of float-supported solar plants. HG14’s reported 1 GW capacity is larger than the capacities listed for the floating examples, but it is a fixed-pile offshore project and should not be silently counted as a floating installation. Meanwhile, the Obourg claim is explicitly limited to European floating projects dedicated to self-consumption, and Chereh remains under development with an operation target of 2028.

For context on an operating reservoir system, Singapore’s Ministry of Sustainability and the Environment stated on August 4, 2026 that Tengeh Reservoir’s 60 MWp floating solar farm had been operational since July 2021. That is a specific national project example, not proof of a worldwide capacity ranking.
