What Texas Residents Should Know About the Proposed Long Mott Nuclear Project

If “nearby” means the project now moving through federal review in Texas, it is probably the proposed Long Mott Generating Station in Calhoun County. Long Mott Energy, LLC has applied for permission to build four Xe-100 small modular reactors, but the Nuclear Regulatory Commission (NRC) project page showed no construction approval on October 13, 2026. It listed the construction-permit decision as not yet decided.

Which nuclear project is this?

The title does not identify a county, town or plant, so “nearby” cannot be established for every Texas resident. The strongest current match is Long Mott Generating Station, a proposed facility in Calhoun County. That identification is an inference, not proof that Long Mott is the project closest to your home.

Texas also has two operating commercial nuclear facilities, Comanche Peak and South Texas Project. If you live near one of those sites, you may be asking about an existing plant rather than Long Mott. Their operating records and emergency-planning documents are not interchangeable with records for a proposed project.

Facility Status in the reviewed material What the record applies to
Long Mott Generating Station Proposed; construction-permit decision listed as not yet decided An NRC application for four Xe-100 modules in Calhoun County
South Texas Project Operating commercial nuclear plant Existing plant operations, inspections and state emergency preparedness
Comanche Peak Operating commercial nuclear plant Existing plant operations and its applicable NRC and state records

The available NRC and project information does not provide enough information to calculate your distance from Long Mott or determine whether your address would fall inside any future emergency-planning area. Those questions require a specific location and, eventually, site-specific regulatory documents.

What Long Mott is proposing

Long Mott Energy applied to the NRC for a construction permit covering four Xe-100 reactor modules. The Federal Register description identifies them as small modular, high-temperature reactors. They would use solid tri-structural isotropic, or TRISO, fuel and helium gas for cooling.

TRISO fuel and helium cooling

TRISO fuel consists of fuel particles protected by multiple ceramic layers. The Long Mott application describes that fuel technology as part of the proposed reactor design. Helium is the proposed coolant. These technical characteristics explain what the applicant is proposing; they do not establish how the finished plant would perform, what its final design would be, or whether the NRC will authorize construction.

Four modules is a proposal, not an operating fleet

The four-module figure comes from the construction-permit application. It should not be read as four operating reactors already under construction. A construction permit, if issued, would authorize the next stage of building under the conditions in that permit. A later authorization would be needed before the facility could operate.

Is the nuclear plant approved?

Not on the evidence currently available. The NRC project page checked on October 13, 2026, records an environmental assessment and a finding of no significant impact issued on May 18, 2026. The same page lists the construction-permit decision as not yet decided.

The environmental finding is part of the NRC’s environmental review for considering the construction-permit application. It is not the construction permit itself. Treating the finding as permission to build would collapse two separate regulatory decisions into one.

The three decisions residents should keep separate

  1. Environmental review: The NRC evaluates environmental effects associated with the proposed action. For Long Mott, the project page records the May 18, 2026, environmental assessment and finding of no significant impact.
  2. Construction-permit proceeding: The NRC considers whether to issue permission to construct the proposed facility. The project page had not recorded a final decision and displayed not yet decided.
  3. Authorization to operate: Building permission is not operating permission. Any later operating authorization would be a separate step with its own technical, safety and regulatory requirements.

Because the project page may change after the hearing and comment period, check the current NRC docket before relying on the status in a local meeting, news report or social-media post.

What happened in the public hearing and comment period?

The NRC scheduled an uncontested construction-permit hearing for September 22, 2026, at the Bauer Community Center in Port Lavaca. The hearing allowed members of the public to comment on the record, with each speaker limited to five minutes.

Written comments remained open through October 6, 2026. Both dates had passed by October 13, 2026, when the notice was checked. That means a new comment cannot be assumed to be timely under that specific notice. The docket may contain later instructions or additional opportunities, so verify the current record rather than relying on an old deadline.

Where to find the record

The hearing notice identifies docket NRC-2025-0079 and the Long Mott docket 05000614. Search those identifiers in the NRC’s public docket system to review filings, notices and any subsequent decision.

The notice also warns that comments may become public, including identifying or contact information submitted with them. Remove information you do not want placed in a public record, while still providing whatever information is required for the comment to be accepted.

How close is Long Mott to your home?

The available material establishes a proposed site in Calhoun County, not an individualized distance for every Texas household. Without your county, city or address, no responsible answer can say that Long Mott is “near” you.

Even knowing that you live elsewhere in the county would not by itself establish an emergency zone, evacuation route or notification boundary. Those designations depend on site-specific planning and official maps. Do not substitute a generic radius from another nuclear plant for a Long Mott determination.

A practical way to identify the relevant project

  1. Confirm your county and the facility name used by your local officials or utility.
  2. Check whether the reference is Long Mott, South Texas Project or Comanche Peak.
  3. Use the facility’s NRC docket number and the latest project page, rather than an undated article or reposted hearing notice.
  4. Look for an official site map or emergency-planning document before making decisions about distance, routes or protective actions.

What happens if there is an emergency?

Texas has a Radiological Emergency Preparedness program that works with commercial plant licensees, local jurisdictions, county emergency managers, the Texas Department of State Health Services (DSHS), FEMA Region VI and NRC Region IV. That description shows how preparedness is coordinated around commercial nuclear plants in Texas.

It does not establish that a Long Mott-specific emergency plan is already complete or in force. Long Mott is a proposed facility, and the available preparedness information does not document site-specific arrangements for it.

What the existing South Texas Project program illustrates

DSHS says its Radiation Control Program conducts environmental surveillance outside the South Texas Project boundary and participates in emergency-response exercises. NRC and FEMA determine whether those exercises are successful. DSHS also describes the state’s Radiological Emergency Plan and the roles of health physicists, field-monitoring teams, public-information specialists, medical-facility liaisons and a mobile laboratory.

Those details describe the South Texas Project and Texas’s existing state program. They are useful examples of the kinds of functions a preparedness system can include, but they are not proof that Long Mott has the same plan, boundaries, equipment or staffing.

What residents should wait for

For a proposed site, look for official, site-specific notices identifying who would issue alerts, how protective-action decisions would be communicated, what local agencies would do and which public information channels would be used. Until such documents are issued, do not infer an emergency zone or response instruction from the South Texas Project’s arrangements.

What existing-plant safety reports do—and do not—tell you

Existing-plant performance information cannot be used as a safety result for Long Mott. The NRC’s May 14, 2026, notice concerned the operating South Texas Project. It stated: “The NRC concluded that the South Texas Project plant operated safely throughout 2025.”

The same notice said all Unit 1 findings and performance indicators were of very low safety significance. It also said Unit 2 was under increased oversight after one low-safety-significance finding involving preventive maintenance in the fourth quarter of 2024, with the NRC planning a supplemental inspection to confirm resolution.

Those statements are NRC findings about South Texas Project operations. They do not describe Long Mott, validate the Xe-100 design for this site or predict the outcome of the pending construction-permit proceeding.

What to monitor next

The construction-permit decision

The most important unresolved item is whether the NRC issues, denies or otherwise disposes of the construction-permit application. The NRC project page still showed the decision as not yet decided. A final decision could change the project’s regulatory status, but it would not automatically authorize operation.

Docket filings after the hearing

Review docket NRC-2025-0079 and docket 05000614 for hearing records, agency correspondence, applicant responses and any decision document. Pay attention to the date of each filing; older summaries may describe an earlier stage of the proceeding.

Site-specific emergency planning

Watch for official documents that identify local jurisdictions, public-notification methods, monitoring responsibilities and protective-action guidance for Long Mott. The current state-program description does not supply those site-specific details.

Common mistakes to avoid

  • Calling the project approved: The environmental finding is not a construction permit, and the NRC project page listed the permit decision as not yet decided.
  • Assuming “nearby” means Long Mott: The title does not identify a location, and Texas has two operating commercial nuclear plants as well as the proposed Calhoun County project.
  • Using another plant’s emergency plan: South Texas Project preparedness information illustrates an existing program but does not establish Long Mott’s arrangements.
  • Using operating-plant performance as a design verdict: NRC statements about South Texas Project operations concern that facility, not the proposed Long Mott modules.
  • Relying on expired participation dates: The September 22 hearing and October 6 written-comment deadline had passed by October 13, 2026. Check the current docket for later opportunities.
  • Inventing a distance or risk number: The available material does not establish a household-specific distance, population count, risk estimate or emergency-zone boundary.

What Texas residents can conclude now

Long Mott is best described as a proposed four-module nuclear project in Calhoun County, not an operating or construction-approved plant. The NRC has completed an environmental assessment and issued a finding of no significant impact, but the construction-permit decision was still listed as not yet decided in the project information available on October 13, 2026.

Residents who want to follow the proceeding should identify which facility is actually relevant to their community, use the NRC docket numbers in the hearing notice and check for a current decision. Texas has established radiological-preparedness coordination for commercial plants, yet the available sources do not document a Long Mott-specific emergency plan. Until that information is published, no one should claim a precise distance, emergency zone or household instruction for the proposed site.
