What temperatures and steam pressures can industrial heat pumps deliver?

Short answer: Large-scale industrial heat pumps have an established operating range up to about 150°C. Systems below 120°C are already in commercial operation, and equipment for duties below 160°C is beginning to enter service. Higher steam temperatures are possible, but only in specific cycle designs or in hybrid arrangements that add steam compression; they are not universal heat-pump ratings.

Pressure must be read together with temperature and technology. A heat pump that supplies heat to a steam generator is different from mechanical vapour recompression (MVR), which compresses existing vapour, and from an electric boiler, which creates steam with direct electrical heating. The figures below identify which technology produced each published rating.

The established industrial heat-pump range

The International Energy Agency (IEA) describes large-scale industrial heat pumps as well established for delivery temperatures up to 150°C. That is the most useful broad benchmark for project screening, not a guarantee that every machine, refrigerant, heat source or integration can reach it. The IEA’s 2026 Heat Pump Monitor reports that systems below 120°C have entered commercial operation and that systems below 160°C are beginning to enter commercial operation. These statements describe market maturity, not a single maximum nameplate temperature.

Once a project moves above the established range, the answer becomes configuration-specific. Supplier pages and conference material describe systems in the 250–280°C class, but those values can include a second compressor, a steam-compression stage, or other equipment beyond a stand-alone closed-cycle heat pump. Treat them as engineered system ratings and verify the exact source, refrigerant, pressure basis and operating envelope.

For context, the IEA separately states that electric boilers can generate steam up to 350°C and around 70 bar. That benchmark belongs to direct electric steam generation, not to industrial heat pumps, so it should not be quoted as a heat-pump limit.

Published ratings and what each one represents

The following figures are published examples, not interchangeable guarantees. The pressure column preserves each source’s stated units; “bara” means bar absolute, while “bar” is left as the publisher presents it and must be clarified with the equipment supplier.

Why pressure cannot be separated from temperature

Steam pressure is a shorthand for saturation temperature only when the steam condition and pressure basis are known. A specification of 9 bara is not the same statement as 9 barg: absolute pressure includes atmospheric pressure, while gauge pressure is measured above the surrounding atmosphere. A project specification should therefore write “bara” or “barg” explicitly and identify whether the steam is saturated, superheated or part of a pressure-reducing system.

Pressure also depends on where the heat pump connects. A unit may heat boiler feedwater, provide heat to an external steam generator, raise the pressure of an existing vapour stream, or deliver hot water to a process heat exchanger. Those interfaces can produce different outlet temperatures even when the compressor package is similar. Ask for the guaranteed condition at the battery limit rather than relying on a headline “maximum temperature.”

Heat pump, MVR and electric boiler: three different jobs

Industrial heat pumps

An industrial heat pump extracts energy from a source such as waste water, cooling water, ambient air, a refrigerant loop or another process stream. A thermodynamic cycle upgrades that heat to a higher delivery temperature. The useful output may be hot water, hot air, steam or direct process heat. The achievable lift is constrained by compressor discharge temperature, refrigerant properties, heat-exchanger approach temperatures, oil management and material limits. The IEA explains the general industrial applications and cycle families in its heat-pump-type schematic.

Steam-generating heat-pump systems

In a steam-generating arrangement, the heat-pump condenser supplies energy to a steam generator. Feedwater quality, boiling pressure, allowable temperature difference in the heat exchanger and steam dryness all affect the design. A “steam temperature” in a brochure may therefore describe the generated steam, while the compressor and refrigerant operate at a different condensing temperature.

Mechanical vapour recompression

MVR takes vapour that already exists in the process and compresses it. Compression raises the vapour’s saturation temperature so it can be reused as a heat source, reducing the need for new steam. The IEA describes open-cycle MVR as producing higher-temperature steam from lower-pressure steam or condensate. Because MVR upgrades an existing vapour stream rather than creating all steam from a cold feedwater supply, it should be evaluated separately; the IEA’s China classification excludes MVR from its industrial heat-pump category.

Electric boilers

An electric boiler converts electricity directly into steam. It does not need a recoverable heat source and can be straightforward where grid capacity is available, but its efficiency and operating cost follow the electricity input rather than a heat-pump coefficient of performance. The IEA’s 2025 executive summary gives the high-temperature, high-pressure electric-boiler benchmark cited above; do not transfer it to a heat-pump specification.

Temperature lift controls efficiency and feasibility

Temperature lift is the difference between the useful delivery temperature and the temperature of the heat source, measured at the relevant heat-exchanger points. A warmer, steadier source generally means a smaller lift and an easier design. A cold or variable source forces the compressor to work harder, increases discharge temperature and can reduce capacity.

The IEA reports that industrial heat pumps can achieve a coefficient of performance (COP) above three for lifts of 30–50°C. COP generally falls as the lift increases, so a published COP must always be tied to source temperature, outlet temperature, load, part-load operation and whether auxiliary pumps or fans are included. The underlying explanation is in The Future of Heat Pumps.

Do not use a high-temperature headline and a favourable low-lift COP as if they were one operating point. A machine may reach its maximum outlet temperature only at reduced capacity, with a warmer source, or with a supplemental compressor. Require a performance map or guaranteed points covering design, minimum and maximum source temperatures and the expected turndown range.

How to determine the right system for a site

A reliable answer for a plant comes from matching process conditions to a cycle, not from selecting the largest number in a brochure. Use this sequence during concept design:

  1. Define the process duty. Record required outlet temperature, steam pressure, steam quality, mass flow, heat load and allowable variation. State absolute or gauge pressure and identify whether the requirement is continuous, batch or seasonal.
  2. Characterise the source. Measure source temperature, flow, composition, fouling potential, available hours and minimum temperature. Document how the source changes during start-up, cleaning and production changes.
  3. Calculate the lift. Use the actual source and delivery temperatures at the heat exchangers, including approach differences. A nominal 50°C lift can be materially larger once those approaches and distribution losses are included.
  4. Choose the process arrangement. Decide whether the plant needs newly generated steam, hot water feeding an existing boiler, direct process heat, MVR of an existing vapour stream, or a hybrid heat-pump-plus-steam-compressor system.
  5. Set capacity and operating requirements. Specify peak and base load, turndown, ramp rate, redundancy, start-up time and integration with existing boilers or compressors. Ask for guaranteed capacity at the coldest source condition, not only at a nominal test point.
  6. Check utilities and safety. Confirm electrical connection capacity, water treatment, cooling or heat-rejection requirements, refrigerant classification, pressure-vessel obligations, noise limits and space for separators, pumps and controls.
  7. Model economics and emissions. Compare electricity and fuel prices, demand charges, carbon accounting, operating hours and backup requirements for the actual country and tariff. The IEA notes that economics are site-dependent; no universal cost or savings percentage can be applied.

The IEA’s Renewables for Industry material provides the broader industrial context for this screening approach.

Common specification mistakes

Using the maximum temperature as a continuous rating

A maximum may apply only at a particular source temperature, flow, pressure or load. Request a guaranteed operating envelope and the associated capacity and COP, including start-up and high-ambient conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mixing bara and barg

Require every pressure in the process datasheet to carry its basis. If a vendor writes only “bar,” obtain written confirmation before comparing it with another offer.

Calling MVR a heat pump

MVR can be the best answer when a plant already has a compatible vapour stream, but it cannot be evaluated from a heat-pump COP or source-temperature assumption. Confirm vapour composition, inlet pressure, compression ratio, non-condensables and condensate handling.

Ignoring source degradation

Waste-heat streams can cool, foul or disappear when production changes. Design controls and backup heat for the minimum source condition, and include cleaning access and bypasses in the mechanical layout.

Comparing COP values without boundaries

Check whether the quoted COP includes source pumps, distribution pumps, fans, cooling water, defrost or steam compression. Compare like-for-like net delivered heat, not compressor-only figures.

What to request from suppliers

  • A process flow diagram showing the heat source, heat sink, steam generator, compressor stages and battery limits.
  • A table of guaranteed outlet temperature, pressure, capacity and COP at several source conditions.
  • Pressure basis (bara or barg), steam condition (saturated or superheated) and allowable pressure fluctuation.
  • Performance at design, minimum and maximum load, including turndown and ramp limits.
  • Refrigerant, compressor technology, expected maintenance intervals and replacement strategy.
  • Electrical demand, heat rejection, water quality requirements, noise data and control-system interfaces.
  • Evidence status for each claim: independently tested, witnessed acceptance test, demonstration result or supplier estimate.
  • Integration requirements for existing boilers, MVR equipment, condensate return, safety valves and emergency shutdowns.

When a heat pump is the wrong first choice

A heat pump may be unsuitable when the required lift is very large, the source is intermittent, the process demands rapid high-temperature start-up, or the site cannot provide electricity and heat rejection. An electric boiler can be simpler for occasional steam peaks; MVR can be more efficient when a large compatible vapour stream already exists; a conventional fuel-fired or waste-heat boiler may remain necessary for backup and very high-temperature duties. These are integration decisions, not judgments based on outlet temperature alone.

Bottom-line decision rule

Use 150°C as the broad, commercially established industrial heat-pump benchmark. Treat conditions above that level as project-specific and verify whether a steam compressor or MVR stage is included. For every proposal, match the required temperature and explicitly stated pressure basis to the source temperature, lift, capacity, operating profile and net efficiency. That method prevents an electric-boiler figure or a supplier’s maximum demonstration point from being mistaken for a universal heat-pump capability.
