Short answer: a mobile-internet shutdown may leave ordinary phone calls and carrier SMS working, but it does not have to. Wi‑Fi calling and messaging apps work only when another internet connection remains. Emergency calls may roam to another carrier in some countries, subject to coverage, device compatibility and local rules. Treat the scope as unknown until an official notice confirms it, and keep non-internet options ready.
What “mobile internet shutdown” actually disables
The label is not precise enough to tell you which services will work. Mobile data is the operator’s internet service: web browsing, app traffic, cloud services and other data carried over a cellular connection. Authorities or operators may block only mobile data, filter particular websites or apps, restrict one provider, or interrupt several communications networks at once.

Carrier voice calls and carrier SMS are separate mobile-network services. A data-only restriction can leave them available, but a broader shutdown can remove them too. Fixed broadband, public Wi‑Fi, landlines and broadcast radio may be affected differently. The Internet Society Pulse shutdown tracker records incidents by affected service and scope, while UK outage guidance warns that a disruption can affect one network or all networks. Do not infer the technical scope from the phrase “internet shutdown.”

Intentional restrictions also differ from an accidental outage, a power failure or a network technology retirement. A phone can show signal bars while data is blocked, or show no service because the radio network itself is unavailable. The remedy depends on which layer has failed.

Which communication methods depend on which network?
| Method | What it needs | Could it work during a mobile-data shutdown? | Main limitation |
|---|---|---|---|
| Ordinary carrier voice call | Reachable cellular voice service and a compatible phone | Yes, if the operator left voice available | Not guaranteed during a broader or deliberate shutdown |
| Carrier SMS | Cellular signalling and SMS service | Yes, under a data-only restriction | Fails if cellular service or SMS is blocked; delivery can be delayed |
| Wi‑Fi calling | Working Wi‑Fi internet, supported phone, enabled feature and compatible carrier account | Yes, even when the mobile radio network is down, if Wi‑Fi internet works | It is still internet-dependent and may be disabled by the provider |
| Messaging apps | Any working internet path, such as fixed broadband or public Wi‑Fi | Yes, when that separate internet path remains available | Cannot bypass a complete internet shutdown |
| Emergency call over another carrier | Local emergency-roaming rules, another carrier’s coverage and a compatible device | Sometimes | Not a guarantee if all accessible networks or emergency access are blocked |
| Broadcast radio | Radio reception and a battery, wind-up or vehicle-powered receiver | Often, when telecommunications are down | Provides information, not two-way phone service |
Will ordinary phone calls still work?
They may. If the restriction targets mobile data while the operator continues its voice network, a normal dialler call can connect. This is fundamentally different from calling through an internet app. However, general outage guidance cannot promise that carrier voice will survive any particular intentional shutdown. A local order may include voice, a provider may shut down a whole radio network, or congestion and power loss may make calls unreliable even when the service is technically enabled.
How to tell whether voice is available
- Check an official local announcement for the stated scope and affected operators.
- Look at the phone’s status indicator, but do not treat signal bars as proof that calls will complete.
- Place a normal non-emergency call only when you genuinely need to contact someone. Repeated test calls consume capacity during a crisis.
- If your operator is unavailable and local rules permit emergency roaming, the phone may select another network for an emergency call; that does not mean ordinary calls will roam.
Keep important numbers on paper. If a call fails, leave a short SMS when SMS is available rather than repeatedly redialling. Agree in advance on who will call whom and when, because a functioning service can still be congested.
Can you text during an internet shutdown?
Carrier SMS can work during a mobile-data restriction because it uses the cellular signalling network rather than the web. It may therefore be the simplest way to send a short status message when browsing and apps fail. The condition is that the operator has kept both cellular access and SMS available; a wider shutdown can remove either.

Do not confuse carrier SMS with an app message that looks like a text. Messages sent through internet services require mobile data, fixed broadband or Wi‑Fi internet. If mobile data is blocked but home broadband still works, the app may function over Wi‑Fi. If all internet paths are blocked, it will not.
Make SMS more useful under pressure
- Use concise messages with your name, location at a safe level of detail, status and intended next contact time.
- Send to one or two essential contacts instead of a large group.
- Expect delays and avoid sending sensitive information if you cannot verify the recipient.
- Keep contacts in the phone’s address book and on paper in case the handset battery fails.
Does Wi‑Fi calling work if mobile data is blocked?
Wi‑Fi calling can work when the mobile network is down but an independent internet connection remains available. Norway’s Directorate for Civil Protection (DSB) and the Norwegian Communications Authority (Nkom) specifically advise that Wi‑Fi calls and other communications may work in that situation. UK Prepare gives the same conditional advice: “If your mobile network is down but you have a working internet connection (Wi‑Fi) you may still be able to make calls over Wi‑Fi by enabling WiFi Calling on your device.”
Wi‑Fi calling is not a radio workaround. The phone establishes the call through an internet connection to the carrier. It needs a supported handset, an account and carrier that offer the feature, and Wi‑Fi with enough internet access to reach the carrier’s systems. A local Wi‑Fi signal with no upstream internet will not be sufficient.

What to check before a disruption
- Open your phone’s cellular settings and find the carrier’s Wi‑Fi Calling option; labels and menu locations vary by device.
- Enable it while you have normal service, then confirm that your carrier supports it for your account and location.
- Connect to a trusted home or workplace Wi‑Fi network and make a routine call to verify registration.
- Know how to recognise the Wi‑Fi-calling indicator so you can distinguish it from a normal cellular call.
Public Wi‑Fi may also allow internet messaging when cellular calls do not, but public networks can be congested, captive-portal restricted or unsafe for sensitive traffic. Use only networks you trust and follow local instructions.
Can you call emergency services if the network is down?
Emergency access is jurisdiction-specific and should be treated as a possibility, not a promise. An emergency call can require only one reachable mobile network in some systems, but it still depends on radio coverage, the phone’s supported bands and emergency-calling technology, and the local rules governing unauthorised-network access.
United Kingdom
UK guidance says a mobile emergency call can automatically roam to an available network when your own network is unavailable. That fallback cannot overcome a situation in which no usable network remains or emergency access itself is restricted. UK guidance also supports Emergency SMS, but registration is required in advance: text register to 999 and follow the reply instructions. This procedure is specific to the UK and should not be assumed elsewhere.

Australia
Australian government guidance states that 112 requires mobile coverage from at least one carrier. Emergency voice calls also depend on a compatible device and support for VoLTE emergency calling. The guidance warns people not to place test calls to Triple Zero: a test can create false confidence about compatibility and add congestion. Follow that warning and call only for a real emergency.
Why handset compatibility matters
Network changes can affect voice, data and emergency calling differently. Australian communications and legislation material concerning the 3G network shutdown demonstrates that a handset may lose ordinary voice service or emergency capability depending on its configuration and VoLTE support, even when other functions appear to work. That commercial network transition is not the same as an intentional internet shutdown, but it illustrates why the phone model and software matter.

When every accessible telephone and internet path is unavailable, a charged smartphone cannot create connectivity. UK guidance notes that phone and internet services may be unusable in a combined network or power failure. In that case, independent broadcast radio, municipal information points and an agreed in-person plan become more valuable than another connectivity setting.

A battery-powered or wind-up FM radio can receive official updates when cellular and broadband networks are unavailable. It supplies one-way information, not a way to call relatives. Keep spare batteries if the radio requires them, and learn which local stations carry emergency announcements. Canadian government preparedness advice also recommends a battery-powered radio for local weather and emergency information.
How to identify the shutdown scope safely
- Read an official notice. Look for the affected service (mobile data, selected sites, voice, SMS, fixed broadband), geographic area, operators and start time.
- Check a second information channel. Use a battery radio, a municipal information point or another trusted source. Do not rely on an unverified social-media post.
- Separate phone symptoms. “No internet” with signal bars suggests a different problem from “no service.” A Wi‑Fi icon without internet access is different again.
- Try the least demanding available method. If voice is available, call; if SMS is available, send a short text; if fixed internet works, use Wi‑Fi calling or an internet message.
- Stop experimenting in an emergency. Use the locally designated emergency number for a genuine emergency and follow instructions rather than cycling through networks.
Prepare before a shutdown or outage
- Keep independent information: store a wind-up or battery FM radio and suitable spare batteries.
- Preserve contacts: write essential phone numbers, addresses and medical contacts on paper.
- Store offline navigation: download maps or print the routes you may need.
- Agree on a meeting point: choose a physical location and a time window if calls and messages fail.
- Plan for vulnerable people: check how medical-alert, monitoring and other personal devices operate without connectivity, and coordinate with neighbours or carers.
- Charge a power bank: it extends handset life but cannot restore a blocked network.
- Enable supported features: configure Wi‑Fi calling while service is normal and complete any country-specific emergency-SMS registration.
What to do during the disruption
- Follow official local instructions and conserve phone battery by lowering brightness, disabling unnecessary radios and closing background apps.
- Use the communication route that matches the available network: carrier voice, carrier SMS, Wi‑Fi calling, internet messaging over functioning Wi‑Fi, or another accessible operator where lawful.
- Keep messages short and include a next check-in time so contacts do not repeatedly call.
- Monitor the battery radio or an official information point for restoration notices and safety instructions.
- For an immediate danger, use the emergency route supported by your jurisdiction. Do not substitute a connectivity tip for emergency services.
How widespread are shutdowns?
The Internet Society Pulse tracker reported 978 shutdowns tracked since 2019, accessed in 2026. As of 13 October 2026, it listed 10 ongoing shutdowns. It also recorded 71 total or partial shutdowns across eight countries since October 2025, representing 17,666 hours of lost internet access. These are dated tracker counts that change as incidents are added or reclassified; they are not a prediction of how long a particular shutdown will last or proof that every service in every incident failed.
Quick Recap
Common mistakes to avoid
- Assuming “internet shutdown” means only mobile data, or assuming it means every network.
- Calling an app message “SMS” when it actually needs internet access.
- Believing a power bank or signal-boosting accessory can restore a blocked service.
- Promising that emergency calls will roam when all carriers are inaccessible.
- Testing emergency numbers, especially Triple Zero in Australia, instead of consulting official compatibility guidance.
- Relying on a single phone, contact list or online map.
