For buyers, the chart can show what is attracting spending now; for developers, neither a high ranking nor the reported threshold predicts what an individual game will earn.
What does “record sales” on Steam actually mean?
The phrase can refer to different measures: platform revenue, copies sold, active players, or the number of games crossing an earnings threshold. Those measures answer different questions. The available Steam documentation describes how its live Top Sellers rankings work, while the 2025 figure reported by PC Gamer counts games above a revenue threshold. Neither establishes a comparable all-time Steam sales record or a growth rate.

Steamworks says it calculates Top Sellers by rolling up player spending over the trailing 24 hours and giving extra weight to spending in the last three hours. The chart therefore indicates revenue momentum over a short window, not lifetime sales or a verified number of buyers. Valve’s Steamworks documentation explains the ranking approach.

Does a Steam top seller mean the game sold the most copies?
No. The ranking is based on spending, and Steam says it can include purchases of the base game, downloadable content (DLC), and in-game transactions. A game with substantial add-on or in-game spending may rank highly without selling the most copies. Free-to-play games can appear when players spend on paid add-ons; Steam may also combine multiple editions to avoid duplicate chart entries.

Rankings are available globally and for popular countries, so a game’s position can differ by region. Steam also says the lists respect users’ content preferences; users can filter out games they already own or free-to-play titles. Those settings can affect what a buyer sees.
What should PC gamers take from the chart?
Treat the chart as a snapshot of where spending is concentrated, not as a verdict on quality, value, or suitability. Before buying, check the current price, which edition is listed, reviews, and whether paid DLC or in-game purchases matter to the experience you want.

- Look beyond rank: a high position does not establish how many copies sold or whether the game suits you.
- Check what the price includes: compare the base game and edition contents, and note relevant paid add-ons.
- Read reviews for your priorities: consider the game’s genre, technical performance, and the kind of play experience you want.
- Check the chart’s scope: a country-specific ranking and the global view may tell different stories.
What does Steam’s reported 2025 earnings figure tell developers?
PC Gamer reported on March 11, 2026, that Valve said 5,863 games earned more than $100,000 in revenue on Steam in 2025. This is a Valve figure reported secondhand from a GDC presentation, not a full earnings distribution published in the material available here. It shows that thousands of games crossed that particular threshold; it does not show what a typical game earned or what any developer took home.
The threshold is revenue, not profit or payout. It does not account for a particular game’s development and marketing costs, taxes, refunds, or the amounts due under platform terms. The report also does not establish a comparable year-to-year record or the likelihood that a new release will cross the threshold. PC Gamer’s report on Valve’s 2025 figure provides the source and context.

Can developers use Steam sale pages to improve sales?
Valve’s Steamworks materials describe an option for developers to organize third-party sale events on Steam sale pages. The documented process includes applying for review and allowing a few business days for that review; it is a process, not a promise of placement, additional visibility, or higher sales. The materials also emphasize presenting sale pages for customers. Steamworks’ sale-page documentation outlines the option and review process.

When a headline or chart calls something a “record,” identify the measure before drawing a conclusion. A live revenue rank, annual revenue threshold, unit count, and concurrent-player figure are not interchangeable.
