1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteAsk six practical questions before you pay: Is the food cooked thoroughly and served piping hot? How are cooked and raw foods kept separate? Is the water and ice made from safe water? Can you see clean equipment, handwashing and protected food? How long has cooked food been sitting out? Is a local inspection record available? The answers and what you can observe help you choose more carefully, but no visual check can certify that a street-stall meal is safe.
Start with the temperature question
Ask: “Can you cook this fresh and serve it piping hot?”
Freshly cooked food is generally the easier choice to assess at a stall. Ask the vendor to cook your portion thoroughly and serve it immediately. Look for food that is visibly steaming or otherwise hot throughout, rather than warm at the edges and cool in the middle. This is especially important for meat, poultry, seafood, eggs and dishes containing several ingredients.

WHO and FAO guidance for street-food vendors says food intended to be sold hot should be held above 60°C. WHO traveller guidance also advises avoiding cooked food that has remained at room temperature for several hours. You usually cannot verify a stall’s exact holding temperature without a thermometer, so use the practical signal: choose food cooked thoroughly and served hot, and avoid lukewarm cooked dishes.

Ask how long the prepared food has been waiting
If a dish is already cooked, ask when the current batch was prepared and how it has been kept hot. A vendor who can explain the cooking and holding process gives you more useful information than a simple assurance that the food is “fresh.” Watch whether hot dishes are kept in a genuinely hot container or merely covered at ambient temperature.

Ask the question before the food is plated, when you can still choose another item. “When was this batch cooked?” and “Has it been kept hot since then?” are clearer than asking only whether it is fresh. If the answer is uncertain, request a portion from a batch that will be cooked now. Do not rely on reheating alone as proof of safety: reheating may not correct every problem created by prolonged storage or contamination after cooking.
| Food condition | Guidance to use | Practical choice at the stall |
|---|---|---|
| Food sold hot | WHO/FAO guidance: hold above 60°C | Choose food that is cooked thoroughly and served piping hot |
| Food sold cold | WHO/FAO guidance: keep below 5°C | Choose perishable cold food that is visibly kept chilled |
| U.S. outdoor-food guidance | Hot holding at or above 140°F (60°C); cold holding at or below 40°F (4°C) | Use these as U.S. consumer guidance, not a universal law |
| Perishable food in the U.S. | Do not leave in the 40°F–140°F (4°C–60°C) danger zone longer than two hours, or one hour when outdoor temperatures exceed 90°F (32°C) | Avoid food that appears to have been sitting in warm outdoor conditions |
The U.S. thresholds come from the FDA’s outdoor-food guidance and may not match the law where you are. They are useful context for judging risk, not a substitute for local requirements. The two-hour and one-hour limits apply to perishable food in that guidance; they are not a way to calculate a precise safe time for every dish at every climate or stall.
Cold food needs a real cold source
Cold food is not automatically safer because it was not cooked. Salads, cut fruit, dairy desserts and other perishables should be kept below 5°C under WHO/FAO guidance, or at or below 40°F (4°C) under the U.S. FDA outdoor guidance. Look for a functioning refrigerator, insulated container or a substantial bed of ice, not simply a shaded tray. If a cold dish feels warm or has been sitting in direct sun, choose a freshly cooked alternative.
Check separation of raw and cooked ingredients
Ask: “How are the cooked food and raw ingredients kept separate?”
Raw meat, seafood, eggs and unwashed produce can transfer microorganisms to food that is ready to eat. Ask whether the vendor uses separate containers and utensils for raw ingredients and cooked food. If the same tongs, knife, cutting board or tray is used for both, ask whether it is cleaned between tasks.
Observe the sequence of work. A safer setup keeps raw ingredients in their own containers, places cooked food on a clean surface, and avoids putting cooked items back onto a plate that held raw food. Separate storage matters even when everything will eventually be cooked, because ready-to-eat garnishes, sauces and serving utensils may not receive another cooking step.
Look for separation during serving, not only preparation
Cross-contamination can happen after cooking. Watch whether the vendor handles cash, raw ingredients and ready-to-eat food with the same unwashed hands. Notice whether serving utensils are left in the correct container or moved between dishes. WHO guidance identifies separating raw and cooked food as one of its Five Keys to Safer Food; the same principle applies at the serving counter.
Ask where cooked food is placed while you wait. A clean plate or paper wrap is preferable to a surface that just held raw meat. If a vendor uses a cutting board for several tasks, ask whether it is washed before a cooked item is cut. The question is reasonable and specific: “Could you use a clean knife and board for this cooked food?”
Verify the water and ice
Ask: “Is the water and ice made from safe water?”
Water can affect drinking, cooking, washing ingredients, making sauces and producing ice. Ask what water source the stall uses and whether the ice was made from potable water. WHO and FAO guidance says vendors should use potable water for drinking, cooking and ice, and should not reuse water that has already been used to wash food, hands or utensils.
Do not assume that clear water is safe. If the local drinking-water supply is uncertain, WHO traveller guidance recommends sealed bottled water when available. Check that the cap and seal are intact; a bottle that has been opened or refilled does not provide the same assurance. Use sealed water for drinking and, where relevant, for brushing teeth or mixing a drink.

Ask about drinks, rinsing and ice separately
A stall may use one water source for cooking and another for washing or beverages. Ask whether ice is factory-made or made on site, and whether raw produce is rinsed with potable water. If the answer is unclear, skip ice and uncooked garnishes, and choose food that is cooked thoroughly and served hot. These choices reduce exposure but cannot guarantee safety.
Do not confuse a sealed drink with a safe cup of ice. The bottle may be sealed while the ice, straw or glass has been handled with questionable water. Ask for a drink without ice when the source is uncertain. Likewise, a sauce added after cooking can introduce a water-related hazard even when the main dish was cooked thoroughly.

Ask: “Can I see a clean place to prepare and serve the food?”
WHO/FAO vendor guidance advises keeping the vending unit, equipment and utensils clean and covered; sanitizing food-contact surfaces; washing hands with soap and clean water; and protecting displayed food from dust and customer reach. You can look for these practices before ordering.
- Utensils and preparation surfaces appear clean rather than coated with old food or grease.
- Cooked food is covered or otherwise shielded from dust, insects and customers’ hands.
- The vendor has a practical way to wash hands with soap and clean water.
- Raw ingredients are stored in containers instead of directly on dirty surfaces.
- Serving tools are kept with the food they belong to and are not repeatedly shared between raw and cooked items.
A tidy stall is an observable clue, not a safety certificate. Food can look appealing and still have been held at an unsafe temperature, exposed to unsafe water or contaminated during an unseen step. Treat cleanliness as one part of your decision alongside cooking, separation and water.
Notice hand hygiene at the moments that matter
Pay attention immediately before the vendor handles ready-to-eat food. Handwashing with soap and clean water is more meaningful than a quick rinse in a container that is already dirty. If the vendor handles money, touches a phone or handles raw food and then serves your meal without cleaning their hands or changing utensils, choose another item or stall.
Look for a repeatable setup rather than a one-time gesture. A handwashing station should have clean water and soap available when needed. Gloves are not a substitute for clean hands: a glove can carry contamination from cash or raw ingredients to cooked food if it is not changed. The useful question is whether the ready-to-eat food is protected at the moment it reaches you.

Ask whether a local inspection record exists
Ask: “Can I check the local inspection record?”
In the United States, FoodSafety.gov advises diners to check a restaurant’s inspection score through the local health department or posted information. Some cities extend inspection systems to mobile vendors or market stalls; others do not publish individual scores. Outside the United States, the responsible agency, grading method and publication rules vary.
Use the local health authority’s website or office rather than assuming that every stall has a public rating. An inspection record can show whether an authority found violations at a particular visit, but it is not a guarantee about the food being served today. A stall may have no publicly searchable record because of its location, licensing category or local policy.
What to do when no score is available
Do not treat the absence of a posted grade as proof of danger, and do not treat a displayed certificate as proof that every serving is safe. If no record is available, return to the observable checks: thorough cooking, hot or cold holding, raw-and-cooked separation, safe water and ice, handwashing and protection from dust and handling.

If you ask about licensing, be precise about what you want to know: which local authority inspects the stall and whether records are public. A score may describe a previous visit, while a permit may show authorization to operate; neither replaces observing current food handling. Local health authorities are the appropriate source for interpreting a grade or certificate.
Compare two stalls using the same questions
When several vendors sell similar food, apply a consistent set of observations instead of choosing solely by queue length or appearance. The comparison below turns WHO’s Five Keys to Safer Food into a quick decision aid.
| What to compare | Stronger signal | Warning sign |
|---|---|---|
| Fresh cooking | Your portion is cooked thoroughly and served hot | Cooked food is lukewarm or has sat at room temperature |
| Temperature control | Hot dishes are kept hot; cold perishables are kept chilled | Perishable food is exposed in warm conditions without effective chilling |
| Raw and cooked separation | Separate containers and utensils, or cleaning between tasks | Raw and ready-to-eat foods share tools or surfaces |
| Water and ice | The vendor can identify potable water for drinks, cooking and ice | The source is unclear, or wash water is reused for food-related tasks |
| Cleanliness | Clean utensils, covered food, handwashing with soap and clean water | Food is exposed to dust, customer reach or visibly dirty equipment |
| Inspection information | A current local record is available through the responsible authority | No information is available and the vendor cannot explain licensing or inspection arrangements |
This is a practical comparison, not a formal ranking system. A stall that performs well on visible cues can still have an unseen problem, so use the complete pattern rather than one favorable feature. A long line may indicate popularity, but it does not establish safe temperatures, water or separation.
Use the Five Keys as a pre-purchase checklist
WHO’s Five Keys to Safer Food provide a compact way to remember what to ask:
- Keep clean: Look for clean equipment and utensils, handwashing with soap and clean water, and protection from dust and handling.
- Separate raw and cooked: Ask about separate containers and utensils, including during serving.
- Cook thoroughly: Request food cooked through and served piping hot.
- Keep food at safe temperatures: Prefer hot food held above 60°C or cold food held below 5°C under WHO/FAO guidance; avoid lukewarm food.
- Use safe water and raw materials: Ask about potable water and ice, and use sealed bottled water when drinking-water safety is doubtful.
WHO describes food safety as a shared responsibility in which consumers and food handlers play a major role in preventing foodborne disease. Its global statistic that one in nine people became ill from unsafe food in 2021 is a worldwide estimate, not a street-food-specific rate. The WHO Five Keys page states that “While food safety is a shared responsibility, individual consumers and food handlers play a huge role in preventing foodborne diseases.” That principle explains why a short conversation and a careful look can matter without predicting the safety of any particular stall.
Use a short script when the stall is busy
You do not need a long interview. A compact sequence keeps the questions practical: “Can this be cooked fresh and served hot?” “How are the raw and cooked ingredients kept separate?” “Is the water and ice from potable water?” Then look at the handwashing setup, food covers and holding containers. If a local inspection record is relevant, ask where it can be checked.
Ask politely and accept that a vendor may be unable to answer immediately during a rush. The response still gives you information. A clear explanation of the cooking, water and holding process is more useful than a generic claim that everything is safe. If several answers are vague and the food is lukewarm or exposed, you have enough information to decline without arguing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do when the answers are vague
If the vendor cannot answer about cooking
Choose a dish that will be cooked to order, ask for it to be served immediately and avoid food that has been sitting at room temperature. If the vendor cannot reheat or cook it thoroughly, select another item or leave.
If water or ice safety is uncertain
Skip ice, untreated drinks and uncooked garnishes. Use an intact sealed bottle for drinking if one is available, and choose food that is cooked thoroughly. Do not assume that boiling one ingredient makes every sauce, garnish or utensil safe.

If raw and cooked foods share equipment
Ask whether the utensil or surface will be cleaned before your food is handled. If not, choose a different item only when it can be prepared with clean equipment, or choose another stall.
If food is exposed or the stall cannot wash hands
Exposure to dust and customer handling, combined with no practical handwashing setup, is a reason to decline ready-to-eat food. A personal wipe or sanitizer can help with your own hands, but it does not clean the vendor’s utensils or make exposed food safe.
If the food is already plated
Ask whether a fresh portion can be prepared and whether the plate or serving paper is clean. If the vendor cannot separate a ready-to-eat item from a surface used for raw ingredients, choose a different dish or stall. Avoid tasting food to judge whether it is safe; smell, appearance and flavor cannot certify the absence of harmful contamination.
Questions travelers should settle before ordering
Travelers should check the destination’s local health-authority advice because water standards, inspection systems and legal temperature requirements differ. Ask whether the local tap water is considered safe for visitors, and plan how you will obtain intact sealed drinking water if it is not. Remember that “bottled” is useful only when the seal has not been tampered with.
Recommended Free Tools
When you cannot communicate easily, point to the cooking process, show that you want the food served hot and ask about the water used for ice. Keep the request simple: fresh, thoroughly cooked, served hot, no ice unless it is made from safe water. These requests address the main hazards identified in WHO traveller and street-vending guidance without pretending to remove all uncertainty.
Carry the local health authority’s advice on your phone when practical, especially if you are visiting a place with unfamiliar inspection categories. Do not assume that a rule from your home country applies at the destination. Local guidance can explain whether a market stall is inspected through a city, regional or national system and whether records are published.
What these questions cannot establish
No customer can observe every part of a stall’s supply chain, storage routine or earlier preparation. A vendor may answer correctly while a different batch was mishandled, and a clean-looking counter may conceal unsafe water or inadequate refrigeration. Conversely, a cramped stall may still prepare a safe meal when it consistently controls temperature, separation, water and hygiene.
Use the questions to reduce avoidable risk, not to assign a guarantee. If the food is lukewarm, the water source is doubtful, raw and cooked foods are mixed, or basic handwashing and protection are absent, the safest decision is not to buy that item. Local health authorities remain the appropriate source for rules and inspection information in a specific place.
Frequently Asked Questions
What is the single most important question to ask at a street stall?
Ask whether the food can be cooked thoroughly and served piping hot. Hot food is a practical cue, although it cannot guarantee safety by itself.
Best Value
Is street food safe if it is cooked in front of me?
Cooking in front of you helps you see the final cooking step, but also check that raw and cooked foods use separate or cleaned utensils, the food is served hot, and water and surfaces are safe.
Can I trust ice in a street-stall drink?
Only when the vendor can confirm that it was made from potable water. If the water source is uncertain, skip the ice and use an intact sealed bottle for drinking.
How hot should food be kept?
WHO/FAO street-vending guidance says food sold hot should be held above 60°C. U.S. FDA outdoor guidance uses at least 140°F (60°C). Diners usually cannot measure this, so avoid lukewarm food.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Should I avoid all cold food from a stall?
Not necessarily. Perishable cold food should be kept below 5°C under WHO/FAO guidance, or at or below 40°F (4°C) under U.S. guidance. Choose it only when it is visibly and reliably chilled.
What if a stall has no inspection score posted?
Inspection records are not universal. Check the responsible local health authority if records are published, then rely on current observations of cooking, temperature, separation, water, handwashing and food protection.
Do gloves make a vendor’s food safer?
Gloves do not replace handwashing or clean utensils. A glove can transfer contamination if it handles money, raw food or dirty surfaces before touching ready-to-eat food.
Can sanitizer or travel cutlery make street food safe?
They may help with your own hands or reduce contact with shared utensils, but they do not make unsafe water, contaminated food or poor temperature control safe.
