The right payment infrastructure provider is the one that fits your actual payment flows, markets, risk obligations and growth plan—not the one with the longest feature list or lowest advertised fee. Start by documenting how money moves through your product, then compare candidates on coverage, reliability, integration, total economics, security responsibilities and support using identical scenarios.
This approach turns an open-ended vendor search into a decision you can defend to engineering, finance, compliance and operations. It also exposes trade-offs: a provider optimized for a narrow domestic card flow may be a poor fit for a marketplace with sub-merchants, multiple currencies and frequent payouts.

1. Define the payment job before reviewing providers
Write a one-page requirements brief before speaking with vendors. Include the business model, every pay-in and pay-out flow, customer channels, operating markets, expected volumes and the capabilities you expect to add. The brief becomes the reference point for an RFP and prevents a sales demonstration from defining your requirements for you.

List each transaction type separately. A subscription charge, one-time checkout, marketplace split, wallet top-up, refund, dispute and mass payout can have different method, settlement and compliance requirements. Record who is the payer, who ultimately receives funds, whether you control the funds temporarily, and which ledger or reporting system must record the event.

Ask each candidate to complete a capability matrix against these flows. Require it to identify what is available in the proposed service, what needs a separate product or provider, and what is only on the roadmap. “Supported” should mean supported for your legal entity, geography, channel and settlement model—not merely supported somewhere in the provider’s global product.
2. Test coverage against the customer journey
Coverage is more than a logo list of payment methods. Compare the complete journey from authorization through settlement, refund, dispute and reconciliation.
Methods, channels and markets
For every target market, document the methods customers actually use, the channels in which they must work, and whether the provider offers local acquiring or relevant local expertise. Confirm supported currencies for both charging and settlement; a method may accept a local currency while settling to an account in another currency, with conversion costs and timing that affect your economics.
| Coverage question | Evidence to request |
|---|---|
| Which payment methods work for our entity and channel? | Market-by-market method list, activation prerequisites and any separate contracts. |
| Which presentment and settlement currencies are available? | Currency matrix, conversion rules, settlement destinations and cut-off times. |
| Where does the provider acquire transactions? | Acquirer and processing arrangement by market, including local alternatives. |
| How are new methods or countries added? | Onboarding steps, technical changes, review requirements and typical lead-time commitments. |
Ask what happens when a method is temporarily unavailable. A fallback route, smart retry or alternate acquirer can matter more than the number of methods listed on a product page. Have the provider demonstrate how your application will receive status changes so that an authorization, asynchronous confirmation and final settlement cannot be confused.
Settlement and funds movement
For each flow, obtain the settlement currency, schedule, cut-off time, reserve or hold policy, minimum payout amount and treatment of weekends and bank holidays. Establish whether refunds and chargebacks are netted from future payouts or collected separately. Require examples showing how a single customer transaction appears in transaction reports, fee records and the eventual payout.

3. Compare reliability and capacity, not marketing claims
Payment failures become lost revenue and support cases, so evaluate operational performance directly. Request historical availability for the last 12 months where available, the contractual service-level agreement (SLA), exclusions, maintenance policy and the provider’s incident process. The available guidance does not establish a universal uptime threshold; the appropriate target depends on your customer promises, risk tolerance and fallback options.
Questions for the reliability review
- What availability is committed for each API and dashboard service, and how is it measured?
- Which outages, third-party dependencies, scheduled maintenance and force-majeure events are excluded?
- How are incidents detected, communicated and resolved? Who receives notices?
- What retry, queuing, idempotency and failover behavior is recommended during an outage?
- What evidence shows capacity at peaks comparable to our projected demand?
- How are provider, acquirer and network failures distinguished in reporting?
Ask for a load or peak-volume example that resembles your traffic rather than accepting a global transaction count. Review redundancy between data centers, processors and acquirers where relevant. If a provider cannot share sensitive details, request a third-party assurance report, an anonymized incident summary or a controlled technical briefing that still lets your architects assess failure modes.

4. Treat integration and operations as part of the product
An API that is elegant in a demo can still create months of work if documentation, testing and operational data are weak. Have engineering test the documented flows in a sandbox before contract signature.
Integration checklist
- Inspect the API model: check authentication, versioning, idempotency, pagination, error codes, rate limits and backward-compatibility policy.
- Test the full lifecycle: create a payment, handle synchronous and asynchronous outcomes, issue a refund, simulate a dispute and retrieve the final record.
- Verify event delivery: test webhook signatures, retries, ordering, replay, duplicate events and your ability to reconcile missed notifications.
- Evaluate alternatives: compare SDKs, hosted checkout, embedded components and direct API integration for control, accessibility and maintenance burden.
- Review implementation support: obtain a named implementation plan, sandbox credentials, test data, migration approach and escalation contacts.
Documentation should explain real failure responses, not only successful examples. Confirm whether test mode reproduces 3-D Secure or other authentication paths, asynchronous bank methods, partial refunds and currency-specific behavior. Establish who owns upgrades when an API version is retired.
Reporting and reconciliation
Finance needs transaction-level records that connect gross amount, authorization result, fees, refunds, disputes, currency conversion and payout. Ask whether reports can be downloaded or delivered through an API, what time zone and accounting date they use, and whether records have stable identifiers across payment, refund and settlement events. Test a payout-to-transaction reconciliation using representative data; do not assume that a dashboard total is sufficient for your ledger.

5. Compare total economics using the same scenarios
Headline processing rates rarely describe the cost of a fintech’s actual payment mix. Request an itemized schedule covering transaction, cross-border, currency-conversion, settlement, refund, dispute, chargeback, payout and optional service fees. Ask which fees are fixed, percentage-based, tiered, pass-through or subject to minimums.
Build comparable pricing cases
Give every candidate the same scenarios: a domestic card payment, an international payment, a local alternative method, a refund, a disputed payment and a payout. Specify transaction value, currency, country, expected volume and settlement destination. Require the provider to show the calculation, not just an effective rate. Include reserves, rolling holds, accelerated settlement, additional fraud tools and premium support if they could apply to your design.
Compare costs at normal and peak volumes. A tier that looks attractive at one volume may be less favorable after minimums, foreign-exchange spreads or per-payout charges. Ask whether prices can change when you add markets or methods, and what notice and termination rights apply. Keep authorization or acceptance metrics separate from cost: a cheaper transaction that fails more often may produce a higher cost per successful payment.
6. Make security and PCI DSS responsibilities explicit
Outsourcing card processing does not outsource your accountability. PCI Security Standards Council guidance says PCI DSS applies to entities handling cardholder data, including when processing is performed by a third party. Even when a merchant does not itself store, process or transmit cardholder data, “this does not remove the merchant’s responsibility to ensure account data is properly protected by the third party.”
Verify evidence for the service you will use
Request current PCI DSS evidence that covers the exact services, environments and regions in your proposed arrangement. A general statement that a company is “PCI compliant” is not enough if it does not identify the assessed service or the responsibilities left to you. Confirm how tokens, logs, credentials, keys and support access are handled, and how incidents involving your data are reported.

Document shared responsibility
Put the allocation of controls in the contract and implementation design. Identify who secures hosted pages or SDKs, configures authentication, manages user access, monitors suspicious activity, preserves logs, responds to incidents and completes required validation. Confirm your obligations with the entity managing your compliance program, such as your acquirer or payment brand; PCI guidance is not a substitute for a full legal or regulatory analysis of your fintech model.
PCI SSC’s third-party service-provider FAQ describes oversight as “performing due diligence, having appropriate agreements in place, identifying which requirements apply to the customer and which to the TPSP, and monitoring the compliance status of TPSPs at least annually.” Set an owner and calendar for that monitoring. Obtain updated evidence, review material service changes and record remediation when a provider’s status or scope changes.
7. Assess fraud, disputes and customer protection operations
Ask how the provider measures authorization, acceptance, fraud and chargeback performance, and request definitions and denominators before comparing figures. Determine which controls are included and which are optional: rules, machine-learning scores, step-up authentication, velocity limits, device signals, representment support and dispute alerts can all change both conversion and operating cost.
Clarify who makes a risk decision, who bears a fraudulent-loss liability, and how a legitimate customer can challenge a decline. Review refund permissions, dispute evidence workflows, response deadlines and access to the underlying reason codes. A provider should explain how risk controls vary by market and method without forcing you to treat every customer as a high-risk transaction.

8. Evaluate support, escalation and the product roadmap
Support quality matters during launch, a live incident and a regulatory or method change. Obtain support hours, channels, language coverage, severity definitions, response and restoration commitments, and the escalation route for unresolved cases. Ask whether your account receives named implementation or technical contacts and whether incident communications reach engineering, finance and compliance stakeholders.
Best Value
Discuss roadmap fit without treating planned features as current capability. Have the provider identify dependencies, target availability, migration work and whether your contract protects access to existing methods if priorities change. References from customers with a similar business model can reveal operational realities that a feature list cannot.
9. Run a disciplined RFP and decision process
Send every candidate the same requirements, volumes and scenarios. Require written answers and evidence, then validate critical claims in a sandbox or workshop.
- Baseline requirements: mark each flow, market, method, currency, channel and compliance obligation as mandatory, preferred or out of scope.
- Issue the RFP: include the capability matrix, reliability questions, integration tests, settlement examples, pricing cases and responsibility schedule.
- Normalize responses: convert fees, SLAs, availability metrics and support commitments into the same units and assumptions.
- Score evidence: separate demonstrated capability, contractual commitment, roadmap item and unverified assertion.
- Run technical and operational tests: include failure, duplicate, delayed-webhook, refund, dispute and reconciliation scenarios.
- Review contract risk: check data use, audit rights, incident notice, subcontractors, service changes, price changes, exit assistance and data portability.
- Approve with owners: document the decision, residual risks, monitoring cadence and the person accountable for each open action.
| Decision axis | What to compare | Minimum evidence |
|---|---|---|
| Business and product fit | Flows, channels, model and roadmap | Completed capability matrix identifying gaps and dependencies. |
| Coverage | Methods, countries, currencies, acquiring and settlement | Market-by-market support and activation details. |
| Reliability and scale | Availability, SLA, redundancy, incidents and peak capacity | Service history, SLA exclusions and comparable load evidence. |
| Integration and operations | APIs, SDKs, sandbox, webhooks, reporting and reconciliation | Successful test flows and sample transaction-to-payout records. |
| Economics | Effective cost, settlement, refunds, disputes and optional tools | Itemized prices applied to identical scenarios. |
| Security and oversight | PCI DSS scope, controls, incidents and responsibilities | Service-specific evidence, written allocation and annual monitoring plan. |
| Support and roadmap | Coverage, escalation, response and planned capabilities | Named routes, commitments and documented dependencies. |
10. Recognize common warning signs
- A provider answers a market-coverage question with a global method list but will not confirm support for your legal entity.
- Availability is quoted without a measurement window, exclusions or service-specific SLA.
- Pricing omits currency conversion, settlement, refunds, disputes, minimums or payout charges.
- “PCI compliant” is offered without evidence for the services you will use or a responsibility matrix.
- Sandbox behavior differs materially from production and no test plan explains the gap.
- Reports cannot connect transaction, fee and payout identifiers, leaving finance to reconcile manually.
- Roadmap promises are presented as committed features without dates, dependencies or contractual treatment.
- There is no named incident escalation route or clear process for notifying you of security and service events.
11. Match the decision to your fintech’s stage
Narrow domestic launch
Prioritize dependable coverage for the primary method, simple integration, transparent settlement and responsive launch support. Avoid paying for international capabilities you cannot use, but confirm that the architecture will not block your next market.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsMulti-market expansion
Weight local methods, acquiring, currencies, conversion economics, local support and the process for adding markets. Model operational and compliance work in each jurisdiction instead of assuming one contract removes local obligations.
Platform or marketplace model
Focus on split payments, sub-merchant onboarding, identity and access controls, negative-balance handling, payout flexibility, dispute allocation and reporting that can reconcile activity by seller. Verify which responsibilities remain with your platform.
High-volume or peak-sensitive service
Demand comparable peak-load evidence, tested failover, queueing and retry guidance, incident communications and a contract that defines measurable service commitments. Evaluate the cost of a failed or delayed payment, not only the unit processing fee.
12. Questions to put in the final RFP
- Which payment flows, channels, countries, currencies and methods does the proposed service support today for our entity?
- How are settlement timing, settlement currency and every fee determined for each flow?
- What are the stated API availability commitments and historical service levels, and what exclusions apply?
- How does the service operate through outages or peak demand, and what evidence covers loads comparable to ours?
- Which APIs, SDKs, hosted or embedded options, sandbox environments, documentation and implementation resources are included?
- Can reports link transaction activity, fees and payouts for reconciliation, and which integrations are available?
- What security and PCI DSS evidence covers the exact services we will use?
- Which responsibilities remain with us, how are they documented and how will compliance status be monitored at least annually?
- How are costs calculated for our payment mix, including cross-border activity, settlement, refunds, disputes and optional services?
- What support hours, escalation routes, response commitments and roadmap priorities apply to our launch and operating needs?
Use the answers to make a documented, scenario-based choice. No source establishes a universally best provider, a universal uptime target or current pricing for every fintech. Those conclusions require your own requirements and current, service-specific diligence.
