What Should an E-Commerce Business Look for in a Last-Mile Delivery Partner?

What should an e-commerce business look for in a last-mile delivery partner? Choose the provider that can legally and reliably serve your actual destinations, meet the delivery promise shown at checkout, disclose the complete cost, integrate with your order and support workflows, and handle returns. Compare those capabilities against the same parcel profile and contract assumptions; there is no universally best carrier.

A carrier that looks inexpensive or fast on a public service page can still be unsuitable if it cannot serve a marketplace country, misses your promised date, adds dimensional surcharges, lacks usable tracking, or leaves returns to your staff. The framework below turns those risks into a repeatable selection process.

Start with eligibility, coverage and operating rules

Before comparing rates, establish where each provider may legally and operationally deliver. Build a country-by-country map of your customers, warehouses, marketplaces and return destinations. Coverage is not simply a list of countries: service may vary by postcode, parcel type, customs route, prohibited item and delivery option.

Check marketplace-specific carrier rules

Marketplaces can impose requirements that do not apply to a standalone web shop. Zalando’s partner guidance, updated June 15, 2026, says approved last-mile carriers are customer-facing for the final stage, permits one last-mile carrier per shop country under the stated setup, and may require a separate authorized returns carrier when the outbound carrier is not approved for returns. Those are Zalando rules, not an industry-wide standard. Obtain the current policy for every marketplace you use and record:

  • Which carriers are approved for outbound delivery in each shop country.
  • Whether one carrier, multiple carriers or a marketplace-managed service is permitted.
  • Whether the carrier must also be authorized for returns.
  • Required tracking events, label formats and handoff deadlines.
  • Consequences of using an unapproved service, such as listing restrictions or service-level violations.

Validate parcel and product restrictions

Give every candidate a representative product list. Ask about maximum weight and dimensions, dimensional-weight calculation, batteries, liquids, fragile goods, high-value items, temperature-sensitive products, age-restricted goods and remote-area delivery. Request the written definition of a parcel, oversize item and surchargeable shipment. A provider that accepts your average order but rejects your best-selling or promotional products is not a complete solution.

Define the customer promise before measuring performance

Your carrier must support the delivery date and window customers see during checkout, not merely publish an attractive transit time. Document the promise by destination, service, order cut-off, warehouse handoff time, weekends and holidays. Then ask every candidate for evidence using those same definitions.

Use comparable service-level measures

Request at least the following for a recent period that reflects your business seasonality:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • On-time delivery against the promised date, with the promise definition stated.
  • First-attempt delivery success and the treatment of failed attempts.
  • Transit-time distribution, not only an average.
  • Lost, damaged and misrouted shipment rates.
  • Exception categories and the time from exception to notification.
  • Claims response time and the evidence required to resolve a claim.

Do not accept “two-day delivery” without asking whether that means two business days after carrier acceptance, whether the clock pauses at weekends, and how remote postcodes are treated. Walmart Marketplace, for example, requires sellers to select a service and carrier that meet the Expected Delivery Date and to provide accurate tracking after handoff. That is a marketplace policy example, not a universal carrier standard.

Test the promise at checkout

Have each provider calculate delivery dates for the same sample orders: ordinary urban, rural or remote, cross-border, peak-period and address-correction cases. Compare the result with the date your storefront would display. If your platform cannot calculate a reliable promise, decide whether the carrier supplies a delivery-date feed or whether you need another planning method. Never advertise a faster window than the carrier’s documented service can support.

Compare total cost, not the headline rate

Ask for a quote built from your own shipment file rather than a generic price card. Include destination country and postcode, package length, width, height, actual weight, billed dimensional weight, monthly volume, service mix, residential percentage, remote-area share, declared value and expected returns. Keep those assumptions identical in every proposal.

Build a complete cost model

Cost area Questions to ask
Base transportation Is the rate per parcel, per kilogram, per zone or per service level? What volume tiers apply?
Accessorial charges How are fuel, residential, remote-area, oversized, address-correction, redelivery and peak surcharges calculated?
Dimensional billing Which divisor and rounding rules determine billable weight, and can measurements be audited?
Returns Are labels, collection, drop-off, inspection and transport priced separately?
Protection and claims What shipment protection is included, what exclusions apply and is extra cover available?
Technology and account fees Are setup, API, label, data, minimum-volume or platform fees recurring or one-time?
Contract exposure What term, notice period, volume commitment, annual increase and early-termination charges apply?

DHL’s U.S. help-center material identifies surcharges, service-level definitions, shipment protection and contract terms as business-help topics. Use that as a checklist, not as evidence that one provider is cheapest. A public service description cannot settle your merchant-specific total.

Model more than one demand scenario

Calculate landed delivery cost for normal volume, a promotion, peak season and a low-volume month. Include the cost of failed delivery, replacement shipments and customer-service contacts when the provider supplies those figures. If a proposal depends on a volume threshold, show the cost if you miss it. Keep taxes, duties and customs brokerage separate so that an apparently comparable cross-border quote does not hide different assumptions.

Check integration, tracking and exception visibility

A delivery partner is part of your order and support system. Confirm that order creation, label generation, shipment manifests, tracking events, delivery confirmation, cancellations and returns work with the platform you actually operate.

Map the required data flow

  1. Order release: identify which order fields the carrier needs, including address, phone, service, item details and declared value.
  2. Label and manifest: confirm supported label formats, printer requirements, batch processing, cut-off times and reprint controls.
  3. Handoff: define when the shipment becomes the carrier’s responsibility and which event proves acceptance.
  4. Tracking: list the events your customer-service team and storefront need, such as picked up, in transit, out for delivery, delivered, delayed and exception.
  5. Customer notifications: verify whether messages come from your brand, the carrier or both, and how customers change delivery instructions.
  6. Reconciliation: determine how you match carrier invoices, tracking records, claims and refunds to order IDs.

DHL documents platform and data integrations, but an integration listed on a service page is not proof that it supports your exact storefront, warehouse system or ticketing workflow. Request technical documentation, sandbox credentials where available, event samples and an owner for implementation issues.

Decide whether separate delivery software is justified

Shopify’s 2026 guide notes that some businesses are adequately served by built-in fulfillment and carrier coordination. A dedicated delivery-management or tracking system is justified only when your workflow needs exceed those native capabilities—for example, multiple carriers, complex routing, branded multi-channel notifications, exception automation or consolidated reporting. Price the operational benefit against implementation, data ownership and another system your team must maintain.

Specify the customer return journey

  • How a customer requests a return and receives a label.
  • Whether drop-off, collection, locker or pickup options exist in each market.
  • How return tracking is exposed to the customer and your support team.
  • Who pays for labels, refused parcels, exchanges and second attempts.
  • Where parcels are delivered, inspected, graded and routed for resale, repair or disposal.
  • How the carrier handles lost returns and evidence for a refund decision.

DHL’s U.S. service documentation describes multiple return-label and drop-off methods. Confirm which methods are available for your destinations and product category; do not assume a method offered in the United States exists in another country. If a marketplace requires an authorized returns carrier, obtain that approval independently of outbound approval.

Include protection, delivery choices and customer experience

Customers judge the delivery experience through control and clarity as well as speed. Compare the practical options your products and markets require: address changes, delivery-window selection, safe-place instructions, pickup points, lockers, signature, age verification and communication languages. Record which options cost extra and which are unavailable for particular parcels.

Ask for the written protection limit, exclusions, filing deadline and claim evidence. High-value or fragile goods may need packaging standards, signature or additional insurance. A low transport price is not low cost if a single uncovered loss creates a large replacement liability.

Criterion Evidence to collect Suggested decision question
Coverage and eligibility Country/postcode map, marketplace approvals, restrictions Can this provider serve every required lane under the applicable rules?
Promise and performance Definition of on-time, distribution data, exception reports Can it meet the date shown at checkout with measurable accountability?
Total cost and contract Parcel-level quote, surcharges, protection, term and exit clauses Is the cost predictable under normal and peak scenarios?
Integration and visibility API or platform documentation, event list, support process Will staff and customers see the events they need without manual work?
Returns Labels, collection/drop-off coverage, tracking and processing roles Can a customer complete a return in every relevant market?
Resilience and support Escalation contacts, contingency process and reporting cadence What happens when a depot, route or integration fails?

Run a controlled pilot with representative parcels and destinations before committing all volume. Measure the agreed events, scan timing, delivery outcomes, damage, returns and invoice accuracy. The pilot should test an ordinary week and, where possible, a known busy period. Put any service credit, reporting obligation or corrective action in the contract rather than relying on an informal promise.

Recognize red flags before signing

  • A quote omits parcel dimensions, destination assumptions or surcharge schedules.
  • “On-time” is reported without defining the promised date or the measurement clock.
  • Tracking consists only of label creation and delivery, with no actionable exception events.
  • The provider cannot identify who handles marketplace compliance or returns approval.
  • Protection exclusions, claim deadlines or liability caps are difficult to obtain in writing.
  • Integration is described as “supported” without documentation, event mapping or implementation ownership.
  • A long minimum-volume contract is paired with no practical exit or service-failure remedy.

Keep the decision current after launch

Carrier selection is not a one-time rate exercise. Review a monthly dashboard covering on-time delivery against the customer promise, first-attempt success, exceptions by cause, loss and damage, return cycle time, claim outcomes, cost per delivered parcel and invoice variances. Segment every measure by destination, service, warehouse, product type and marketplace so that an acceptable average does not conceal a failing lane.

Recheck marketplace policies, country coverage, surcharges, integrations and contract terms whenever you add a market, change your checkout promise, alter packaging or experience a major volume shift. The right partner is the one that continues to fit those documented requirements—not the one that won a comparison under assumptions that no longer apply.

What shopper-subscription data can and cannot tell you

DHL eCommerce reported in 2026 that 40% of surveyed shoppers globally currently pay a premium for delivery and returns subscriptions. In the same report, 37% said they had canceled such a subscription; among those respondents, 51% cited cost and 35% cited changes in delivery speed. These figures describe subscription behavior, not universal dissatisfaction with carriers and not proof that a subscription will improve your conversion rate. Use them only when deciding whether a subscription-style delivery offer fits your customers, and validate the economics with your own order and return data.
