Before expanding an AI pilot, measure whether it performs the intended task in realistic conditions, how it changes human work, what harms or failures it creates, and whether the benefits justify the operating cost and residual risk. Start with a documented baseline, set performance and risk limits in advance, test with representative users and inputs, and make a recorded go/no-go decision. There is no universal pass score: acceptable results depend on the use case, affected people, and the organization’s risk tolerance.

Start with the decision the pilot must support

A pilot is useful only when it answers a deployment question. Write down the proposed use, intended users, affected people, operating environment, and the decision that follows the trial. For example, the decision might be whether a support team can use an assistant for draft replies, whether a claims workflow can use automated extraction, or whether a model should remain limited to internal experiments.

Translate the purpose into observable outcomes. “Use AI to improve productivity” is too broad to score. A measurable statement identifies the task, the acceptable result, the comparison process, and the consequences of an error. The NIST AI Risk Management Framework (AI RMF) Measure guidance says organizations should define performance or assurance criteria, document how they are tested, and show that results apply to conditions resembling deployment.

  • Task: what the system is expected to do, such as classify, retrieve, summarize, draft, recommend, or take an action.
  • Users and context: who will rely on the output, what tools they use, and what time or workload constraints apply.
  • Success condition: what counts as correct, useful, complete, timely, or safe.
  • Failure consequence: what happens when the output is wrong, missing, delayed, biased, insecure, or misunderstood.
  • Decision: expand, restrict, redesign, repeat the pilot, or stop.

This framing prevents a high average score from hiding a failure that is unacceptable in a particular case.

Build a baseline before testing the AI

Measure the current process before introducing the pilot. Depending on the task, the baseline may be a human-only workflow, a simpler rules-based system, an existing model, or a relevant benchmark. Use the same task definition and comparable inputs for the baseline and the AI condition. If the pilot saves time by shifting work to reviewers, measure the reviewers’ added effort rather than counting only the model’s response time.

Record the baseline period, sample selection, workload, staffing, tools, and existing error rates. A fair comparison may require a controlled assignment of similar cases to the baseline and pilot processes, or a before-and-after design that accounts for seasonal changes. Document uncertainty instead of presenting a small sample as a precise estimate. The NIST AI RMF Playbook’s Measure function recommends documenting test sets, metrics, methods, tools, and limitations so decision-makers can judge whether a result is dependable.

Measure task performance and output quality

The first scorecard category is whether the system actually completes the intended task. Select metrics that fit the output and the cost of mistakes; do not default to a generic “accuracy” number.

Task characteristic Evidence to collect Why it matters
Correctness Rate of outputs judged correct against an agreed reference or expert rubric Shows whether the system meets the core task requirement
Usefulness and completeness Expert or user ratings, required fields present, actionable content, and edit distance from an accepted result A technically plausible answer can still be unusable or incomplete
Error type and severity Counts and examples of omissions, wrong answers, fabricated content, unsafe recommendations, and formatting or routing errors Average performance can conceal rare but consequential failures
Timeliness Response time, queue time, and time to a human-approved result Slow automation may not improve the real workflow
Consistency Variation across repeated runs, equivalent inputs, and different users Unstable output increases review burden and operational risk

Define the judging method before looking at results. State who labels an answer, how disagreements are resolved, whether evaluators are blinded to the source, and how many cases are tested. Keep representative examples of both successful and failed outputs. If the system generates text or recommendations, evaluate factual support, relevance, and harmful or misleading content separately rather than collapsing them into one rating.

Test reliability and robustness, not just a demo

A polished demonstration establishes that the system can work on selected examples; it does not show that it will remain dependable in production. Test representative input ranges, languages, formats, devices, user roles, and workload levels. Include incomplete, ambiguous, out-of-distribution, and adversarial inputs that the deployment is likely to encounter.

Track whether performance changes by user group, data source, operating condition, or time period. Record model, prompt, retrieval data, software, and configuration versions so a later result can be reproduced. State where the evidence does not generalize. NIST’s Measure guidance covers validity, reliability, safety, and robustness, and asks organizations to monitor changes between pre-deployment and production behavior (NIST AI RMF Measure).

Predefine responses to failure

Set limits before interpreting the results. A limit might concern a maximum error rate, a minimum recall for a safety-critical class, a maximum review time, or a zero-tolerance event such as unauthorized disclosure. For each limit, specify the action: add human review, restrict the use case, roll back a model or prompt, pause the pilot, or stop deployment. The Playbook recommends documenting measures that cannot be obtained or are unsuitable, together with the reason (NIST AI RMF Playbook: Measure).

Measure the human and workflow effects

AI performance is socio-technical: outputs interact with people, incentives, procedures, and surrounding systems. Observe the complete workflow rather than asking users only whether they like the tool.

  • Work completed: cycle time, throughput, backlog, escalation rate, and time spent correcting or verifying outputs.
  • Human judgment: whether reviewers detect errors, over-trust confident outputs, or become less able to perform the task without assistance.
  • Training and accessibility: whether users understand limitations and whether people with relevant disabilities or language needs can use the workflow.
  • Feedback and appeal: whether users and affected people can report a problem, request correction, or challenge an outcome, and whether those reports receive a response.

Combine operational data with structured interviews, observations, surveys, and domain-expert review. Compare intended and actual use; a system that improves speed while increasing rework, unsafe shortcuts, or staff workload has not demonstrated the intended benefit.

Measure risks and trustworthiness dimensions

Identify relevant risks before choosing metrics. The applicable set depends on the use, data, users, and potential impact. NIST’s guidance names safety, security and resilience, privacy, fairness and bias, transparency, and accountability among the trustworthiness considerations to measure (NIST AI RMF Measure guidance).

Safety

Test whether outputs could cause physical, financial, health, or other consequential harm. Record near misses and unsafe recommendations, not only confirmed incidents. For systems that can trigger actions, verify authorization, confirmation, rate limits, and a safe failure mode.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Security and resilience

Probe for prompt injection, unauthorized data access, leakage of secrets, manipulation of inputs, denial-of-service conditions, and unsafe tool calls where those threats apply. Measure recovery time, logging coverage, and whether the system continues safely when a dependency or data source fails.

Privacy

List the personal or confidential data entering, retained by, or returned from the system. Test access controls, redaction, retention, deletion, and leakage through prompts, logs, outputs, and retrieval sources. A useful average score does not offset an unacceptable disclosure.

Fairness and bias

Compare error types, quality, access, and adverse outcomes across relevant groups and intersectional cases. Use domain knowledge to select groups and outcomes; an aggregate metric can hide disparities. Document limitations where a group is underrepresented or a meaningful comparison cannot yet be made.

Transparency and accountability

Measure whether users receive enough information to understand the system’s role, limitations, data sources, and confidence or uncertainty where applicable. Keep ownership clear: identify who approves release, monitors incidents, handles complaints, and can suspend the system. Preserve records of model versions, evaluations, decisions, and corrective actions.

Connect pilot results to business and operational value

Link the scorecard to the business problem that justified the pilot. Potential measures include completed work per staff hour, turnaround time, revenue or cost effects, service quality, avoided losses, and capacity released for higher-value work. Pair each benefit with the resources and controls required to obtain it: inference or licensing cost, integration work, data preparation, reviewer time, security controls, monitoring, and incident response.

Use a benefits-versus-risks view rather than a single return-on-investment number. The NIST AI RMF Playbook: Manage says organizations should decide whether the system achieves its intended purpose, weigh benefits against negative risks, and determine whether to proceed. The AI RMF effectiveness guidance likewise emphasizes that measures should support organizational decisions; it does not prescribe universal business targets.

Use one scorecard when comparing candidate pilots

If several systems are under consideration, evaluate them on the same task, data slice, user group, and operating conditions. Keep the dimensions visible so a cheaper or more fluent system cannot win by ignoring a serious risk.

Comparison axis Questions for the decision team
Task quality and error severity Which system produces more correct, complete, and useful results, and which errors are most harmful?
Reliability and robustness Does performance hold across representative inputs, users, workloads, and changing conditions?
User and workflow impact Does the system reduce total effort and improve the process without encouraging unsafe reliance?
Safety, privacy, security, and fairness Are risks identified, measured, mitigated, and within the organization’s tolerance?
Operational burden What data, integration, review, monitoring, support, and recovery work is required?
Business benefit Does the improvement over the baseline justify total cost and residual risk?

NIST does not set a universal weighting for these axes. Management should make trade-offs explicit and consistent with its risk tolerance rather than hiding them inside one composite score.

Turn the pilot into a documented go/no-go decision

  1. Define the use and stakeholders. Name the task, intended users, affected people, deployment setting, owner, and decision date.
  2. Capture the baseline. Measure the existing process or relevant comparator with the same outcome definitions.
  3. Write the evaluation plan. Specify test populations, inputs, metrics, reviewers, uncertainty treatment, versions, and known exclusions.
  4. Set limits and actions. Record minimum performance, maximum risk, incident triggers, escalation paths, rollback conditions, and stop authority.
  5. Run deployment-like tests. Include normal, edge, ambiguous, adversarial, and failure-recovery scenarios with representative users and tools.
  6. Collect quantitative and qualitative evidence. Combine task results, error analysis, workflow observations, user feedback, incident logs, and affected-person reports.
  7. Assess residual risk and value. Decide whether mitigations are adequate and whether benefits remain after counting human review and operating controls.
  8. Record the outcome. Approve expansion with conditions, restrict the scope, repeat the pilot, redesign the system, or stop. Preserve the evidence and rationale.

A conditional approval can specify a limited user group, permitted tasks, mandatory human review, monitoring frequency, retraining or re-evaluation triggers, and an expiry date for the decision.

Continue measuring after launch

Deployment changes the data, users, incentives, and threat environment. Compare production measures with the pilot’s pre-deployment results and investigate drift, new error patterns, incidents, complaints, and unintended effects. Keep channels open for users and affected communities to report problems. Review whether the original assumptions still hold when workload, model versions, upstream data, or connected tools change.

NIST’s TEVV-Athlon announcement, dated August 7, 2026, describes an adaptable evaluation approach because requirements differ across AI applications (NIST TEVV-Athlon Framework). NIST’s ARIA program also emphasizes technical and contextual robustness (NIST ARIA). These resources reinforce the practical point: a pilot scorecard should evolve with the application, and organizations should verify the current revision of AI RMF materials because NIST states that AI RMF 1.0 and its Playbook are being updated.
