What does it actually take to support Hebrew RTL? More than translating strings or flipping a screen. A release needs correctly directed text, layouts and resources that adapt to the locale, translation work that includes context, and QA on real Hebrew content—including Hebrew mixed with digits, URLs, and Latin names.
“Eleven languages” describes a scope, not a usable locale list. Without the actual locale tags, target markets, platforms, and supported OS versions, no one can determine the precise release matrix. The steps below show what a team needs to define and verify.

What does “11-language release” tell you?
It tells you the intended language count, but not which eleven languages or locales are included. A language, script, and region are distinct parts of localization scope. Hebrew may be needed for one or more regional settings; other languages may have script or regional variants that affect spelling or formats such as dates. Unicode CLDR treats language-script combinations as meaningful for support, and regional variants can differ in data and conventions.

Why Hebrew RTL is more than mirroring
Text is stored in logical order
Hebrew reads from right to left, but a Hebrew string can contain left-to-right content such as digits, URLs, file names, identifiers, and Latin product names. Unicode’s Bidirectional Algorithm determines how mixed-direction text is displayed while preserving the underlying logical character order. As the Unicode Consortium puts it: “When working with bidirectional text, the characters are still interpreted in logical order—only the display is affected.” That statement appears in Unicode Standard Annex #9, Version 18.0.0, dated 2026-09-01.
Do not reverse stored Hebrew strings manually. Most text can rely on the bidirectional algorithm, but some mixed-direction cases need explicit formatting controls or isolation to display clearly. Those controls affect display order; they do not change how text should be compared, parsed, or analyzed as a number.

Language and direction are separate metadata
A language tag such as he identifies a language; it does not by itself set the direction of every displayed string. W3C’s 2026 guidance says the base direction needs to be known for correct display and that direction metadata should be available for individual natural-language strings. When arbitrary user data is inserted into a localized sentence, mark or isolate that run as appropriate rather than relying on the surrounding paragraph to infer its direction. The W3C HTML RTL guide offers practical implementation examples, but it is a 2014 Working Group Note, not an endorsed W3C Recommendation.
How to plan the release
1. Establish the locale and market scope
Get the actual locale tags and intended markets from the release owner. Record which product surfaces and platforms each locale covers, whether users can choose a language, and what fallback should happen when a translation or resource is missing. Keep language, script, region, and UI direction explicit where the product needs them.

2. Internationalize before translation begins
Move user-facing strings and localizable resources out of application logic so translators can work on them without editing code. Avoid concatenating sentence fragments: Android’s pseudolocale guidance warns that languages may use different word orders and sentence structures, so fragments that work in one language may not form a correct sentence in another.
Keep placeholders and variable data distinct from translatable text, and give translators context for ambiguous labels. Design layouts to accommodate text growth and variation before translated copy arrives. Pseudolocales can expose expansion, clipping, and concatenation assumptions early, but they do not establish whether real Hebrew wording or mixed-direction text is correct.

3. Set direction and handle mixed-direction content
Set the base direction for Hebrew blocks and preserve left-to-right runs for content such as digits, URLs, identifiers, and Latin names. Check that punctuation and parentheses appear with the intended text. Use the platform’s or format’s direction mechanisms where necessary; never solve a display problem by reversing the Hebrew string.
4. Apply platform support, then inspect custom UI
| Platform | Documented mechanism or guidance | What the team still needs to verify |
|---|---|---|
| Android | Android documents -ldrtl and -ldltr resource qualifiers from Android 4.2 (API 17), and says most framework UI elements support RTL automatically from that release. Home-screen widgets require android:supportsRtl="true". |
Review custom components and documented exceptions, including ViewPager, on the OS versions the product supports. Android uses ICU and CLDR for Unicode and internationalization support; record OS and runtime versions in the test matrix rather than assuming all devices use identical locale data. |
| Apple platforms | Apple’s localization workflow supports localizable resources and language variants, localization previews, and testing in supported languages and regions. Its Human Interface Guidelines say interfaces should adapt to RTL languages such as Hebrew. | Check actual behavior for the project’s supported OS versions and components. Export localizable files, import translated resources, preview them, and run the app in each supported language and region. |
Framework support helps, but it does not prove that a custom control, icon, navigation pattern, or reading order is right for a particular app. Inspect the rendered interface on the supported platforms and OS versions.

5. Give translators context and review the imported copy
Export the localizable resources with screenshots and explanations for strings whose meaning depends on context. After translations return, import them and review the rendered product, not only the resource files. Apple’s Xcode guidance describes screenshots for localizer context, export and import, localization preview, and testing in each supported language and region.
For Hebrew, include a native-language review of linguistic accuracy and product terminology. Engineering and QA should separately verify layout and behavior; linguistic review cannot replace those checks.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do you test a Hebrew RTL app?
Use real Hebrew content and cover more than a mirrored home screen. Include combinations likely to expose direction, layout, and interaction problems:
- Hebrew-only text and Hebrew mixed with Latin brand names or technical terms.
- Phone numbers, dates, currency, URLs, file names, and identifiers embedded in Hebrew.
- Parentheses, punctuation, and other marks around mixed-direction runs.
- User-entered text, forms, validation messages, and error messages.
- Long and short strings, line wrapping, truncation, and text growth.
- Navigation icons, custom components, and accessibility reading order.
These are recommended test cases based on documented bidirectional behavior and platform support; they are not a report of tests performed on a particular app. Pseudolocales help find structural weaknesses before real translations are ready, while actual Hebrew builds are needed to assess bidi rendering and linguistic quality.
Build a release gate that covers the whole localization job
- Resource integrity: Confirm expected strings and assets are present, placeholders remain intact, and missing-resource fallback is intentional.
- Structural coverage: Run pseudolocales to catch expansion, clipping, and assumptions caused by concatenated strings.
- Real-locale visual and functional QA: Inspect Hebrew screens, mixed-direction cases, interactions, and accessibility on supported platforms and OS versions.
- Release-surface completeness: If store pages and release materials are in scope, include them in localization planning. Apple’s localization guidance notes that App Store information can be localized for the territories where an app is offered.
- Release evidence: Record locale coverage, resource completeness, fallback behavior, visual defects, and market or store metadata so the release decision has a traceable basis.
For comparing all eleven locales, track the dimensions that can change the work: script and direction, regional formats, text length and layout growth, plural and message variation, platform support and fallback behavior, and native-language review needs. A language count alone cannot describe that workload.
