What Schools Can Do When Teacher Shortages Disrupt Student Learning

When vacancies or absences leave classes uncovered, schools should protect instructional continuity in a deliberate sequence: identify the students and services at greatest risk, deploy qualified cover consistently, adjust schedules and workloads transparently, add targeted tutoring where a specific learning gap is documented, and invest in retention and recruitment for the subjects most affected. No single measure replaces a regular classroom teacher, and licensing, safeguarding, labor and funding rules differ by location.

What a teacher shortage does to a school

A shortage is more than an unfilled job advertisement. Persistent vacancies and short-term absences can combine to produce larger classes, repeated substitute-teacher changes, teachers working outside their certified subject, canceled interventions and, in extreme cases, school closures. The U.S. Department of Education described the wider effects in a December 16, 2021 Dear Colleague Letter: “These impacts include difficulty providing student transportation, interrupted access to meals and critical services such as mental health services, larger class sizes, a greater number of students being taught by substitute teachers and teachers who are not certified in the area assigned to teach, and, in the most extreme cases, disruptive school closures.” That description is not a claim that every school experiences all of those effects.

Shortages also consume the time of teachers who remain. They may cover another class during planning periods, supervise students outside their normal duties or repeatedly reteach material after an unstable sequence of covers. Leaders therefore need to protect both student learning and the capacity of the existing workforce.

Separate an absence from a vacancy

A one-day absence, a long-term leave and an unfilled post require different plans. Record the expected duration, subject, year group, timetable, essential services and the qualifications required for each gap. A temporary absence may be solved with a familiar substitute and prepared work; a persistent vacancy needs a timetable, curriculum and staffing plan that can operate for weeks or terms without exhausting permanent teachers.

Use prevalence figures carefully

Two U.S. figures often cited in discussions of shortages are historical, not current worldwide estimates. The U.S. Department of Education’s 2021 letter cited an Ed Week Research Center survey in which “one in four district leaders and principals” reported severe staffing shortages, and a National Association of Secondary School Principals survey in which 68 percent of principals said they were concerned about shortages and that hiring qualified teachers had become more difficult since COVID-19. Survey populations and methods matter, so neither percentage should be presented as today’s rate in every country.

First response: protect the classes and services at greatest risk

Within the first day of a serious gap, make one operational picture rather than allowing each department to improvise. A short daily staffing meeting should identify which lessons have no qualified teacher, which students receive legally or contractually required services, and which activities can be postponed without creating a larger learning loss.

Create a risk register

  • Instruction: list classes with no teacher, the qualification or subject knowledge needed, and the next unavoidable assessment or practical task.
  • Student support: flag special educational needs provision, language support, counseling, safeguarding supervision, meal provision and transport dependencies.
  • Continuity: note whether students will see the same adult, receive a coherent sequence of lessons and have access to materials or a learning platform.
  • Workforce load: record additional cover periods, lost planning time and staff already approaching contractual or safety limits.

Prioritize safety-critical supervision and required services first, then classes where a missed sequence will block later learning. Publish the decision rule to staff so that changes do not appear arbitrary.

Prepare a minimum-continuity lesson

For every high-risk class, keep a short plan that another appropriately authorized adult can deliver: the learning objective, prerequisite knowledge, accessible materials, attendance method, independent task, behavior expectations and a handoff note for the next teacher. This is not a substitute for curriculum planning; it prevents each cover teacher from starting from zero.

Make substitute coverage planned and consistent

Emergency calls can fill a room, but a stable pool and predictable deployment reduce the number of instructional resets. The U.S. Department of Education’s 2021 guidance recommended building a high-quality substitute pool and gave assigning substitutes to one school for a year as an example of a continuity measure. It is a recommendation, not a guaranteed result or a model every district can afford.

Build a coverage hierarchy

  1. Use the regular teacher or an approved long-term replacement when available and within the person’s authorized role.
  2. Draw from a screened substitute pool with records of subject, grade, availability, prior placements and required credentials.
  3. Place substitutes consistently in the same class, year group or school where the assignment is long enough to justify continuity.
  4. Use internal reassignment only as a bounded exception, preserving planning time and avoiding assignments outside a person’s authorization.
  5. Escalate an uncovered class to the leader responsible for a documented safe arrangement rather than silently combining students.

England’s Department for Education study on the use of supply teachers (September 27, 2024) examined deployment, procurement, management, professional development and workforce characteristics. Its published methods included surveys of 1,500 supply teachers and a representative sample of schools, plus interviews with 60 supply teachers, 22 school leaders and seven providers. Those counts describe who was consulted; they do not prove that one procurement or deployment method improves attainment.

Compare cover options before assigning them

Option Useful when Check before use
Dedicated or recurring substitute A vacancy or long leave needs a familiar adult and a coherent sequence. Availability, grade and subject fit, qualifications, continuity, supervision, cost and local employment rules.
Short-term agency or casual cover A brief, unpredictable absence must be covered safely. Screening, safeguarding checks, lesson information, handoff process and whether repeated changes will disrupt learning.
Internal teacher reassignment Specialist knowledge is essential and another qualified teacher can cover without unsafe workload. Certification, contractual limits, planning time, class size and impact on the teacher’s original students.
Combination or split timetable Resources are limited and a temporary schedule can protect core lessons. Room capacity, supervision ratios, accessibility, student support and the duration of the arrangement.

Do not treat an adult’s availability as proof that the person may teach a regulated subject or provide a protected service. Verify local licensing, background-check, labor-agreement and safeguarding requirements before placement.

Rework schedules and resources without normalizing overload

When a shortage persists, a timetable review is more useful than a series of daily emergencies. England’s “School workforce planning” guidance, updated October 21, 2024, sets out six principles and school case studies for reviewing workforce and resources. It is guidance for England, not a universal staffing formula, but its planning approach illustrates the questions any school can ask.

Run a structured workforce review

  1. Map the current offer: compare the planned timetable with the lessons, interventions and services that are actually staffed.
  2. Identify the highest-cost pressure: quantify cover periods, canceled planning, overtime, agency fees, oversized classes and lost specialist time.
  3. Protect non-negotiables: preserve safeguarding, required accommodations, practical-lab safety, examination rules and essential student services.
  4. Redesign lower-risk activities: sequence units, combine compatible groups temporarily or move independent work while retaining teacher feedback.
  5. Set an end date and review trigger: every temporary arrangement needs an owner, a date for reassessment and a condition that ends it.

Resource decisions should include student voice and staff workload data where feasible. A schedule that appears efficient on paper can increase absence and turnover if it removes every planning period from the same teachers.

Keep communication predictable

Tell staff what has changed, why a class was prioritized, how long the arrangement is expected to last and where to report a safeguarding or workload concern. Families need a factual explanation of schedule changes and the work students should complete, without promising that a temporary cover teacher can deliver the full role of a subject specialist.

Use tutoring for defined learning needs, not as a blanket replacement

England’s Department for Education guidance “Tutoring in education settings” (May 16, 2024) describes tutoring as intensive one-to-one or small-group support that can support academic progress. That description supports tutoring as a targeted response; it does not establish tutoring as a replacement for regular classroom instruction or quantify its effect during a teacher shortage.

When tutoring is a sensible addition

  • A diagnostic check shows a specific prerequisite or misconception that can be addressed in a small group.
  • Students have missed a defined sequence and need a short catch-up plan connected to the class curriculum.
  • The tutor can receive lesson objectives, student information and feedback from the classroom teacher.
  • The timetable provides regular sessions without removing students from essential instruction or support.

Design a tutoring cycle

  1. Identify the gap: use classwork, assessment evidence, attendance and teacher observation rather than a general label such as “behind.”
  2. Set a bounded goal: state the skill, starting point, session frequency, group size and review date.
  3. Verify the tutor: check subject competence, safeguarding clearance, supervision, accessibility and the legal status of the provider or employee.
  4. Align materials: give the tutor the class sequence and require a brief record after each session.
  5. Monitor progress: compare the agreed skill measure at the review date and stop, adapt or extend the cycle based on evidence.

Schools should also check access. Transport, disability accommodations, language needs, fees and family schedules can make an apparently effective program unavailable to the students who need it most.

Use local safeguards before volunteers or reassignment

Rules for volunteers, paraprofessionals, retired teachers, remote instructors and cross-subject teaching vary by country, state, province, sector and collective agreement. Before anyone takes responsibility for students, confirm:

  • the person’s license, registration or permitted role for the age group and subject;
  • background checks, safeguarding training, supervision and reporting duties;
  • labor-contract provisions on cover, class size, preparation and maximum hours;
  • privacy rules for attendance, health, special educational needs and online access;
  • funding eligibility and procurement requirements for tutoring or agency services;
  • assessment, examination and practical-work rules that require a qualified teacher.

If the local authority or regulator has not confirmed an arrangement, keep the adult in a supervised support role rather than assigning independent teaching responsibility.

Track whether continuity is actually improving learning

Attendance alone cannot show that a class has recovered. Use a small dashboard reviewed weekly by the leader responsible for the shortage:

Indicator What it reveals Possible response
Uncovered or merged lessons Whether the schedule is stable and safe. Increase the pool, change deployment or redesign the timetable.
Number of different adults per class How much handoff and relationship disruption students experience. Prioritize recurring placement and a common lesson sequence.
Lost planning or cover hours per teacher Whether the response is creating a retention risk. Cap additional duties, restore planning time and rebalance assignments.
Completion of essential curriculum checkpoints Whether students are reaching prerequisite knowledge. Provide targeted tutoring or reteach a specific concept.
Student support incidents and referrals Whether mental-health, safeguarding or behavior needs are being missed. Restore specialist services and review supervision.

Disaggregate results by year group, subject, disability, language status and attendance where lawful and appropriate. Averages can hide that one class or student group is carrying most of the disruption.

Address recruitment and retention together

Short-term cover cannot solve a workforce pipeline problem. Australia’s National Teacher Workforce Action Plan, agreed December 15, 2022 and presented on a page updated in September 2025, organizes action around five connected priorities: improving teacher supply, strengthening initial teacher education, retaining teachers through support and workload reduction, elevating the profession and improving information about future workforce needs. It is an Australian policy framework, not a prescription for another jurisdiction.

Support the teachers already in the building

  • Remove low-value administrative tasks and protect planning and collaboration time.
  • Provide mentoring and practical support for early-career teachers and staff moving into shortage subjects.
  • Use workload data to identify recurring cover, unfilled duties and timetable designs that drive burnout.
  • Offer professional development connected to the classes staff are actually being asked to teach.
  • Recognize specialist expertise and create pathways that do not require every experienced teacher to leave classroom teaching to progress.

Strengthen the future pipeline

  • Forecast vacancies by subject, location, grade and likely retirement or attrition rather than counting total posts only.
  • Work with preparation providers on high-need placements and supervised routes into teaching.
  • Evaluate recruitment incentives by retention, not just the number of people hired.
  • Make the profession’s workload, support and advancement conditions visible to candidates.

Each measure has a different time to impact. A school may need emergency cover this week, a stable long-term replacement this term and a preparation or retention partnership whose benefits appear over several years.

Common mistakes and better alternatives

  • Rotating a new substitute every day: use a recurring placement when the gap is long enough to justify continuity.
  • Filling every gap by taking planning time: set workload limits and monitor the teachers absorbing the cover.
  • Calling tutoring a cure for a vacancy: use it for an identified academic need while restoring qualified classroom teaching.
  • Assuming a volunteer can teach independently: verify role, safeguarding and supervision rules first.
  • Measuring success only by whether a room was supervised: track curriculum checkpoints, student support and staff load as well.
  • Using old survey percentages as current prevalence: label the year, population and jurisdiction whenever a figure is cited.

How to adapt the plan to your jurisdiction

The examples above draw on official material from the United States, England and Australia because the title does not specify a school system. They should be treated as examples of planning choices, not as a universal legal or staffing standard. Before changing assignments, hiring tutors, using supply teachers or reallocating funds, consult the applicable education authority, licensing body, safeguarding rules, labor agreement and funding guidance. The available official material does not provide a current cross-country shortage count, a controlled comparison of these responses or proof that any one intervention restores learning outcomes in every setting.

Frequently Asked Questions

How should a school decide which class gets a scarce substitute?

Use a published risk rule that weighs safety and legally required services, the effect of missing prerequisite instruction, student support needs, and whether a stable adult can maintain continuity. Document the decision and review it when the staffing picture changes.

Can volunteers cover lessons during a teacher shortage?

Only if local law and school policy allow the role and the person has the required screening, safeguarding supervision and authorization. Without confirmation, keep volunteers in a supervised support capacity rather than assigning independent teaching responsibility.

What should families ask when their child has repeated substitute teachers?

Ask how long the staffing gap is expected to last, what curriculum sequence is being used, how attendance and missed work are recorded, and how the school will identify and address a specific learning gap. Families can also ask whom to contact about safeguarding or support concerns.

How long should a tutoring intervention run?

Set the duration from the student’s documented need, session frequency and review date. Recheck the agreed skill measure at that date and stop, adapt or extend the intervention based on progress; tutoring should not be left open-ended by default.
