Sanctions depend on the competition and governing body. Under UEFA’s 2026 rules, a club whose supporters engage in covered racist or discriminatory conduct must receive at least a fine and either a partial stadium closure or a restriction on selling away-match tickets to its supporters. UEFA can also impose further sporting sanctions, including a points deduction or disqualification, but those outcomes are not automatic.
What UEFA’s 2026 rules require
Article 14(2) of the UEFA Disciplinary Regulations, Edition 2026, sets a minimum for covered racist or other discriminatory behaviour by a club’s supporters: a fine plus one of two attendance measures.

- A partial closure of the club’s stadium; or
- A restriction on selling tickets to the club’s supporters for away matches.
The rule applies to the responsible club or member association. It does not set one universal fine amount in the cited provision, and the minimum attendance measure is an alternative: partial stadium closure or away-ticket restriction.
What additional sanctions are possible?
UEFA may impose further measures depending on the circumstances of a case. Article 14(3) lists:

- One or more matches behind closed doors;

- Forfeiture of a match;
- A points deduction; or
- Disqualification from a competition.
These are discretionary additional sanctions, not a fixed escalation that follows every incident. The regulations also allow sanctions to be combined with community football service or preventive directives.
Can a club lose points or forfeit a match?
Yes. UEFA lists points deductions and match forfeiture among the possible additional measures, but neither is an automatic consequence of supporter racism. A points deduction can also arise under a domestic competition’s rules; the governing body and the details of the case matter.

A French points-deduction case
On 18 January 2024, the Associated Press reported that Bastia received a one-point deduction after a fan racially abused an assistant referee. The disciplinary panel also considered fireworks and an object thrown onto the field, so the case does not establish a standard points penalty for racist abuse alone. Associated Press report.

How a match can be stopped
UEFA’s match-official guidance describes a staged response to serious racist behaviour in the stadium. The referee stops play and requests a public-address announcement. If the behaviour resumes after play restarts, the referee suspends the match and consults the UEFA match delegate, security officer, police and stadium-security authorities. Abandonment is a last resort, after other measures and safety implications have been assessed. UEFA match-official guidance.
The match response and the later disciplinary decision are related but separate: a referee may suspend a match, and UEFA’s disciplinary body may then consider whether the match should be declared forfeit.

How domestic and FIFA cases can differ
UEFA’s rule is not a universal tariff for domestic leagues or FIFA competitions. Each case should be read against the rules of the body that decided it, the conduct found, any other breaches, and whether the decision is final or suspended.
FIFA’s 2026 AFA decision
On 21 August 2026, FIFA announced a USD 321,000 fine for the Argentinian Football Association and attendance limits for its next two home matches, with 50% of spectators permitted. FIFA cited several breaches, including discrimination and racist abuse in light of discriminatory supporter chants and gestures, as well as other breaches. USD 100,000 of the fine was directed to an anti-discrimination plan. One attendance-restricted match and that USD 100,000 portion of the fine were suspended for a probationary period; FIFA said the decision remained subject to appeal. It is a multi-breach FIFA decision, not a general racism-only penalty. FIFA announcement.

UEFA’s 2013 Legia case
UEFA reported in August 2013 that Legia Warszawa had to close its north stand for a European home match and pay €30,000 after supporter racist behaviour. That is a historical enforcement example under earlier regulations, not a current UEFA fine level or present-day automatic sequence. UEFA’s Legia report.
Club penalties are different from individual sanctions
UEFA’s Article 14 separately addresses individuals subject to its regulations: a person who insults human dignity on protected grounds may receive a suspension of at least ten matches or another appropriate sanction. That individual sanction is distinct from the club measures for supporters’ conduct and should not be confused with the club’s minimum punishment.
How to compare two incidents fairly

- Status of the decision: determine whether a penalty is immediate, suspended, subject to probation or appealable.
