What Safety Standards and Risk Assessments Apply to Industrial AI?

There is no single “industrial AI safety standard.” The applicable requirements depend on what the AI does, whether it can influence a physical hazard, whether it is part of a safety-related control function, the machine or sector involved, and the jurisdiction. In practice, organizations combine a machinery risk assessment (usually starting with ISO 12100), AI-specific risk management (such as ISO/IEC 23894 or the voluntary NIST AI Risk Management Framework), and functional-safety standards such as ISO 13849-1 or IEC 62061 when the AI affects a safety-related control system.

Start by separating three different safety questions

Industrial AI projects often fail their compliance review because three different assessments are treated as if they were interchangeable:

As an Amazon Associate I earn from qualifying purchases.

  • AI lifecycle risk: Could data, model behavior, cybersecurity, human interaction, updates or foreseeable misuse create unacceptable risk?
  • Machinery hazard risk: Could the machine, process or robot injure people or damage property during its lifecycle, including setup, production, maintenance and foreseeable misuse?
  • Functional safety: Does a safety-related control function reliably move equipment to, or keep it in, a safe state when a dangerous condition occurs?

ISO/IEC 23894:2023 and the NIST AI RMF help organize the first question. ISO 12100:2010 provides the general machinery risk-assessment and risk-reduction method for the second. ISO 13849-1:2023 and IEC 62061 address machinery safety-related control systems for the third. They can be used together, but one does not replace the others.

Which standard applies to which industrial AI use?

Need Reference What it contributes Important boundary
Organization-wide AI risk management ISO/IEC 23894:2023 Guidance for organizations developing, producing, deploying or using AI products, systems and services; helps integrate risk management into normal activities and functions. Contextual and customizable guidance, not a machinery-specific safety standard.
Voluntary AI risk framework NIST AI RMF 1.0 A structure for incorporating trustworthiness considerations into AI design, development, use and evaluation. Voluntary; it does not itself establish legal compliance or machinery functional safety. NIST says the framework is being revised.
Machinery risk assessment ISO 12100:2010 Terminology, hazard identification, risk estimation and evaluation, risk reduction, documentation and verification across the machine life cycle. ISO lists a successor draft in development, so confirm the publication status before specifying an edition.
AI and machine learning in machinery ISO/TR 22100-5:2021 Explains how hazards from bounded AI/ML applications can be considered in machinery risk assessment. It excludes unpredictable AI acting beyond specified limits and AI used in safety systems, including safety-related sensors and control-system parts.
Safety-related control functions ISO 13849-1:2023 Methods and requirements for designing and integrating safety-related parts of control systems, including software, for high-demand and continuous modes. It does not specify every application-specific safety function or the performance level required for a particular machine.
Machinery functional safety IEC 62061 Design, integration and validation of machine safety-related control systems within the IEC 61508 family. It does not cover every machine-level safety requirement, safeguarding or certain electrical hazards.
Additional functional-safety guidance IEC TS 63394:2023 Additional guidance for applying IEC 62061 or ISO 13849-1. It supplements rather than replaces either standard.
EU high-risk AI obligations Regulation (EU) 2024/1689 Requires a continuous risk-management system for high-risk AI, including intended use and reasonably foreseeable misuse. Applicability depends on legal classification and use case; machinery, product-safety and other sector rules may also apply.

ISO 12100 is the machinery starting point

When an AI system is part of a machine or industrial installation, begin with the machine-level process in ISO 12100:2010. ISO describes procedures for “identifying hazards and estimating and evaluating risks during relevant phases of the machine life cycle, and for the elimination of hazards or sufficient risk reduction.”

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

What the assessment must cover

  • Define the machine, coordinated machine group or process boundary.
  • Identify hazards in design, transport, installation, commissioning, normal production, cleaning, maintenance, decommissioning and disposal.
  • Consider intended use and reasonably foreseeable misuse, including foreseeable human interaction with an AI recommendation or automated action.
  • Estimate and evaluate risk, then apply risk reduction in the required order: inherently safe design, safeguarding and protective measures, followed by information for use.
  • Document assumptions, protective measures, residual risks and verification results.

AI changes the assumptions in this analysis. A vision model may miss a person, a predictive-maintenance model may drift after a process change, or an optimizer may select an operating point outside the conditions used during commissioning. Those are inputs to the machinery risk assessment even when the model is not a safety function.

How ISO/TR 22100-5 treats bounded AI and machine learning

ISO/TR 22100-5:2021 addresses AI and machine-learning applications in machinery that are designed to act within specific limits. It helps the assessor consider hazards created by the AI application and the conditions under which its behavior is acceptable.

Examples within its intended scope

  • A quality-inspection model that flags products for a human or conventional reject mechanism.
  • A production optimizer constrained by hard speed, temperature and torque limits.
  • A monitoring model that recommends maintenance while a separate, deterministic protection system handles overspeed or overtemperature.

What it expressly does not cover

The technical report excludes unpredictable AI operating beyond specified limits and AI used in safety systems, such as safety-related sensors or safety-related parts of control systems. Therefore, citing ISO/TR 22100-5 does not justify putting an unconstrained learning model in a guard-interlock channel or emergency-stop function. That situation requires the applicable functional-safety analysis instead.

When ISO 13849-1 or IEC 62061 becomes necessary

If the AI is inside, drives, or is relied upon by a safety-related control function, evaluate the machinery functional-safety standards. Typical functions include preventing a robot from entering a protected space, stopping hazardous motion when a guard opens, or limiting energy after a dangerous condition is detected.

ISO 13849-1:2023

ISO 13849-1 specifies a method for designing and integrating safety-related parts of control systems, including software, for high-demand and continuous modes. It addresses architecture, reliability and diagnostic considerations used to determine a required and achieved performance level. The standard does not tell you which safety functions a particular machine needs or what performance level your risk assessment must require; those decisions come from the machine hazard analysis and applicable product standards.

IEC 62061

IEC 62061 covers the design, integration and validation of machine safety-related control systems as a machinery-sector standard within the IEC 61508 family. It is not a complete machine-safety rulebook: safeguarding, every electrical hazard and other machine requirements remain outside portions of its scope. Select IEC 62061 or ISO 13849-1 based on the control technology, architecture, applicable product standards and the competence of the engineering team; do not claim that ordinary AI accuracy testing is functional-safety validation.

Use IEC TS 63394 as supporting guidance

IEC TS 63394:2023 offers additional guidance for applying IEC 62061 or ISO 13849-1. It is useful when integrating modern software or complex control architectures, but it does not replace either normative standard.

A practical assessment sequence for an industrial AI project

  1. Define the system and boundaries. Record the AI’s intended purpose, inputs and outputs, model version, operating limits, connected equipment, autonomy, fallback behavior and lifecycle. Identify the supplier, system integrator, deployer and operator responsibilities.
  2. Classify the AI’s role. Separate monitoring, recommendation, optimization and quality inspection from commands that can create or mitigate physical hazards. Identify whether the AI is itself in a safety function or changes an assumption on which a safety function depends.
  3. Perform the machinery hazard assessment. Use ISO 12100 where machinery is in scope. Include all lifecycle phases, foreseeable misuse, human interaction, environmental conditions and interactions between machines. Record hazard identification, risk estimation, risk evaluation, risk reduction and verification.
  4. Run AI-specific risk management alongside it. Use ISO/IEC 23894 or NIST AI RMF to examine data quality, distribution shift, performance limits, monitoring, human oversight, cybersecurity, update controls, model failure modes and organizational accountability. Treat these as prompts for a documented lifecycle process, not as a substitute for machine safety engineering.
  5. Select functional-safety standards when controls are safety-related. Determine whether ISO 13849-1, IEC 62061, or a product-specific standard applies. Define the safety functions, required performance or integrity targets, architecture, diagnostic coverage, software constraints and validation evidence.
  6. Check jurisdiction and product law. For European deployment, classify the system under Regulation (EU) 2024/1689 and check machinery and other product legislation. Confirm the current consolidated law, national requirements, Commission guidance and applicable harmonized standards.
  7. Establish evidence and change management. Maintain traceable records of assumptions, hazards, safety requirements, model and data versions, verification and validation, incidents, monitoring results, operator instructions and reassessment triggers. Reopen the assessment after a model update, sensor change, process change, new operating environment or safety incident.

How the EU AI Act changes the compliance picture

Regulation (EU) 2024/1689 requires providers and deployers of high-risk AI systems to operate a continuous, iterative risk-management system. The analysis must address risks arising in the intended use and reasonably foreseeable misuse, and it must connect risk controls to technical documentation, monitoring and corrective action.

Whether an industrial system is high-risk is a legal classification question, not a label that follows from using machine learning. The AI Act may apply alongside machinery, product-liability, workplace-safety, cybersecurity or sector-specific rules. A system integrated into a robot or industrial machine can therefore have obligations under more than one legal framework.

A July 2026 European Commission page describes draft, non-binding guidance and states that, under its revised enforcement timeline, rules for AI integrated into products such as robotics and industrial machinery apply from 2 August 2028. Treat that date as the Commission page’s stated timetable, not a permanent guarantee: verify the current consolidated regulation, amendments and guidance before making a compliance decision.

Harmonized standards and presumption of conformity

An AI or machinery standard does not automatically create legal compliance. In the EU, a harmonized standard can provide a presumption of conformity only after the relevant reference is published in the Official Journal, and only for the legal requirements covered by that standard. Check the exact edition, scope, exclusions and publication status.

What evidence an auditor or safety assessor will expect

  • A clear system description, intended purpose, operating envelope and allocation of responsibilities.
  • A machine risk-assessment file showing hazards, risk estimates, protective measures, residual risks and verification.
  • Traceability from each safety requirement to design, implementation, test and validation evidence.
  • Model cards or equivalent records covering training data, performance limits, known failure modes and version history.
  • Tests for normal, boundary and degraded conditions, including sensor faults, missing data, communications loss and out-of-distribution inputs.
  • Human-machine interface and alarm documentation showing what operators are expected to do when AI output is uncertain or unavailable.
  • Access control, cybersecurity and update procedures that prevent an unreviewed model or parameter change from altering a safety function.
  • Post-deployment monitoring, incident handling, rollback capability and explicit triggers for repeating the risk assessment.

Keep the AI evidence connected to the machine file. A high model accuracy measured on a test set cannot prove that a guard-interlock function meets its required performance level, and a compliant safety relay cannot compensate for an AI optimizer that violates its defined operating limits.

Common mistakes and how to correct them

“We used an AI risk framework, so the machine is safe.”

AI frameworks organize governance and lifecycle risks; they do not perform the machinery hazard analysis or functional-safety validation. Add the ISO 12100 process and, where applicable, ISO 13849-1 or IEC 62061.

“ISO/TR 22100-5 covers our safety camera.”

It does not cover AI used in safety-related sensors or control-system parts. Treat the camera as part of the safety function and apply the applicable functional-safety requirements.

“The model passed validation once, so no further assessment is needed.”

Industrial data, equipment, software and operating conditions change. Use monitoring, version control and predefined reassessment triggers; EU high-risk obligations expressly require a continuous and iterative process.

“A standard number proves legal compliance.”

Check whether the reference is voluntary guidance, a technical standard, a technical report or binding law. For EU conformity claims, verify harmonization and Official Journal publication for the exact requirements at issue.

Choosing the right combination

Industrial AI situation Primary assessment Additional work
Dashboard or predictive-maintenance recommendation with no automatic machine command ISO/IEC 23894 or NIST AI RMF plus the relevant machine risk assessment Human oversight, data and drift monitoring, cybersecurity and foreseeable misuse.
Bounded optimizer that changes production settings within engineered limits ISO 12100 with ISO/TR 22100-5 considerations Hard constraints, independent limit enforcement, abnormal-condition tests and change control.
AI output can initiate or suppress a protective action ISO 12100 plus ISO 13849-1 or IEC 62061 Safety-function specification, architecture, diagnostics, software controls and validation.
AI integrated into a robot or regulated industrial product sold in the EU Applicable machinery/product legislation and AI Act classification Continuous risk management, technical documentation, post-market monitoring and current harmonized-standard checks.

Bottom line for project teams

Map the AI to the hazard, not merely to its algorithm type. Use ISO/IEC 23894 or NIST AI RMF for AI lifecycle governance, ISO 12100 for machine hazards, ISO/TR 22100-5 only for bounded non-safety AI applications, and ISO 13849-1 or IEC 62061 when a safety-related control function is involved. Then verify the legal classification, product rules, harmonized standards and dates for the country and machine concerned. The resulting file should show not only that the model performs well, but also why the complete machine remains acceptably safe as the AI, equipment and operating environment change.
