Before a U.S. commercial nuclear reactor can raise its maximum licensed power, its operator must submit a plant-specific license amendment request and receive approval from the U.S. Nuclear Regulatory Commission (NRC). The operator must show that the proposed higher-power configuration remains safe; NRC staff review the technical case, issue a safety evaluation, and decide whether to approve the change. The review is not one fixed checklist: its scope depends on the plant and the proposed uprate.
What must happen before licensed power increases?
A power uprate changes a reactor’s maximum licensed power, not simply its output during an operating maneuver within existing limits. Under the NRC licensing process, the licensee applies to amend its license and technical specifications under 10 CFR 50.90, with the notice and standards in 10 CFR 50.91 and 10 CFR 50.92. The plant cannot change its licensed maximum until the NRC approves the application. NRC glossary: Power uprate

The operator develops and submits the safety justification; the NRC evaluates it. NRC describes the core question as whether the new configuration remains safe and continues to protect public health and safety. NRC: Background on Power Uprates
What does the safety review examine?
The application must explain how the plant will perform at the proposed higher power. NRC reviews the licensee’s data and accident analyses, along with the relevant design and operating changes. There is no universal equipment checklist because the affected systems and analyses vary by plant and uprate.

- Fuel: The application may involve fuel choices or changes and their implications for operation at the proposed power.
- Steam and water flows: Higher power can mean higher flows that need to be evaluated against the plant’s design and operating limits.
- Affected equipment: Depending on the design and proposal, this can include pipes, valves, pumps, heat exchangers, electrical transformers, and generators. Modifications or replacement may be needed; some projects involve major equipment such as the main turbine.
- Safety and accident analyses: The licensee must demonstrate that analyses support the proposed configuration and that the plant can operate safely at the new level.
NRC technical and legal staff and agency management review these complex applications. Other NRC offices or the Advisory Committee on Reactor Safeguards (ACRS) may be involved in some cases. NRC staff documents its findings in a safety evaluation.
How do uprate categories affect the review?
NRC distinguishes measurement uncertainty recapture (MUR), stretch, and extended power uprates. The category helps indicate which guidance applies, but it does not replace review of the plant-specific application. NRC’s LIC-112, Revision 2, “Power Uprate Process,” provides general process guidance and points to more specific guidance for MUR and extended uprates.

| Uprate category | What it generally means for review | NRC guidance or context |
|---|---|---|
| Measurement uncertainty recapture (MUR) | Uses improved measurement accuracy to recapture power previously held in reserve for measurement uncertainty. The specific technical case remains plant-specific. | NRC identifies specific MUR guidance through LIC-112, Revision 2. |
| Stretch | Review scope depends on the proposed change and plant. NRC says it has no separate specific stretch-uprate guidance. | Staff uses previously approved stretch uprates and RS-001 as guidance. |
| Extended | Typically involves more substantial changes; significant modifications to major non-nuclear equipment are usually needed. | NRC identifies RS-001, Revision 0, “Review Standard for Extended Power Uprates.” NRC’s January 2022 fact sheet says extended uprates had been approved for increases as high as 20 percent. That is a historical range, not an automatic allowance for a plant. |
The categories and review approach are described in NRC’s power-uprate background and LIC-112, Revision 2. The extended-uprate historical context is from the NRC January 2022 fact sheet.

What are the public and environmental review steps?
After receiving an application, the NRC publishes a Federal Register notice that it is considering the request. The NRC process described for power uprates provides 30 days for public comment and 60 days to request a hearing. The agency reviews the application and comments and addresses any hearing requests. A hearing is possible if requested and pursued; it is not an automatic technical-review step for every uprate. When review is complete, NRC publishes a safety evaluation and another Federal Register notice announcing whether it approves or denies the request. NRC: Background on Power Uprates

Environmental steps vary. NRC says staff prepares environmental assessments (EAs) for some applications. For each extended power uprate, staff typically issues a draft EA for a 30-day public comment period, considers comments, and finalizes the assessment. Not every uprate follows an identical environmental review path. NRC: Background on Power Uprates
How long does NRC review take?
NRC review goal targets announced May 7, 2024, are 12 months for an extended uprate, 9 months for a stretch uprate, and 6 months for a MUR uprate. These are agency goals, not guaranteed completion dates; a particular application’s schedule can differ. NRC: Power Uprate Review Readiness

How should two proposed uprates be compared?
A useful comparison starts with the proposed change and the evidence NRC will evaluate, rather than the category name alone. For each application, check:

What the historical totals do—and do not—show
As of January 2022, NRC reported 171 approved uprates, adding approximately 24,089 MWt of thermal capacity and 8,030 MWe of electric capacity. These agency totals describe approvals through that date; they do not establish whether a specific plant’s proposal is acceptable or predict its review outcome. NRC, January 2022
