Reduce risk by applying strong operational-technology (OT) security fundamentals: prioritize systems by their potential physical and service impact, restrict and segment connectivity, control third-party and emergency access, monitor network activity, and prepare a tested isolation and recovery plan. Include AI-enabled malware and automated social engineering in threat scenarios, but do not treat AI use as proof that attacks are more successful or more frequent. The official guidance discussed here does not quantify AI’s incremental effect on critical-infrastructure risk.

What AI-assisted attacks mean for infrastructure operators

Critical infrastructure depends on operational technology: programmable systems that monitor or control physical processes. Examples include industrial control equipment, water and wastewater operations, transportation systems, and building systems. A cyber incident in these environments can affect safety, essential services, equipment, or the environment, so defenses must account for how a system operates—not just whether its computers can be patched or disconnected.

AI-assisted activity is best treated as a plausible way to scale or modify familiar techniques, not as a wholly separate category of risk. ENISA’s Advisory Group, in its June 2025 Opinion Paper on AI, recommends threat modeling scenarios such as AI-powered malware and automated social engineering. It also recommends situational awareness of observed cases and preparation for detection, response, and recovery. Those recommendations support planning for scenarios; they do not establish that AI has caused a measured increase in critical-infrastructure incidents.

That distinction matters in practice. An operator does not need to prove that an attacker used AI before applying safeguards that limit unauthorized access, contain compromise, and preserve safe operations. Nor should an organization assume that an incident is more effective simply because AI may have been involved. The reviewed official guidance provides no reliable statistic for AI’s incremental effect on attack success, incident frequency, or the risk reduction produced by any specific safeguard.

Start with consequences, not a generic asset list

Prioritize systems and connections according to what their compromise could do to people, essential services, equipment, and the environment. OT sites differ: a device’s importance depends on the process it serves, the consequences of failure, and the protections around it. Ranking every asset equally—or choosing projects solely by cost—can direct effort away from the processes where a failure would matter most.

The UK National Cyber Security Centre’s (NCSC) OT connectivity guidance identifies several factors for prioritization: the role and impact of a device or process, whether fail-safe or redundant systems exist, implementation time, available funds, and current threat activity. Use these together. A safety-relevant process with limited redundancy may warrant attention ahead of a less consequential component even if the latter is easier to replace.

Build a consequence-based view

  • Identify which control systems, services, network connections, and supporting functions could affect safe operation or essential service delivery.
  • Record the process impact of loss, manipulation, or interruption, and note existing fail-safe or redundant arrangements.
  • Identify which protections can be implemented quickly and which require longer planning, funding, or operational change.
  • Use current threat activity as one factor in prioritization without assuming that every OT component faces the same exposure.

This is a planning method, not a numerical risk score: the cited guidance does not provide a universal formula or threshold. Sector rules, site-specific process requirements, and safety requirements still govern how safeguards can be applied.

Reduce reachable paths into and through OT

Harden the boundary between OT and other networks, and expose only the services and ports required for operation. Apply segmentation or segregation that fits the site’s architecture and process needs. These controls limit which systems can communicate, making it harder for a compromised connection or device to reach unrelated parts of an operation.

Legacy OT can be difficult to patch or replace. In those cases, protections at the boundary become especially important: a vulnerable endpoint may remain in service, but its reachable paths can still be constrained. NCSC’s Principle 5: Harden your OT boundary discusses modern, modular boundary assets and Layer 7 inspection firewalls as possible measures. They are architectural examples, not a universal product prescription; suitability depends on the site’s topology, support lifecycle, sector rules, and safety requirements.

Make boundary rules operationally specific

  • Document the connections and services that each operational relationship actually requires.
  • Allow only those required services and ports across the boundary; remove or disable unnecessary exposure where the system and change process permit.
  • Choose segmentation or segregation based on the communications the process needs, not on a generic network diagram.
  • For equipment that cannot be readily updated or replaced, assess whether a boundary control can reduce its reachable attack surface.
  • Validate that the deployed rules match the intended design, and monitor traffic to catch drift or misconfiguration.

Segmentation is useful only when its operation can be checked. A network drawing or written policy does not demonstrate that traffic is actually restricted; monitoring is needed to validate the boundary in practice.

Constrain vendor, remote, and emergency access

Third-party connections can provide necessary maintenance and support, but they also create paths that an operator must govern. Require vendor connectivity to meet the operator’s security expectations, and design access so that a particular route can be revoked or limited without unnecessarily disabling other approved connections. Decide who can authorize access, what scope is permitted, and how a connection will be ended when it is no longer needed.

NCSC’s isolation guidance gives just-in-time access as one example: temporary access can be revoked for a third party while other approved connections remain active. The relevant principle is controlled scope and revocability, not a requirement to use one particular access technology.

Emergency or “break-glass” access needs a separate policy. NCSC says it is intended solely for emergency situations and should not be used as a standard remote-access method. Because it bypasses typical security controls, its use should trigger the highest-criticality security operations center (SOC) alarm. Treat an emergency credential or path as a safety mechanism with explicit ownership and monitoring, not as a convenient routine workaround.

Monitor connections and data flows continuously

Log relevant connections and continuously monitor data flows within and between network segments. This gives operators a way to validate that segmentation policies are working and to identify early signs of compromise or misconfiguration. NCSC’s Principle 7 states that continuous monitoring of those flows is crucial for both purposes.

Monitoring can also support detection in OT environments, where repetitive process behavior may make unusual activity noticeable. But anomaly detection is not a replacement for technical controls. Where command sets, services, or ports are not needed, disable or block them rather than relying on an alert to identify their misuse.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make monitoring useful for response

  • Ensure logging covers the relevant connections and boundaries, rather than collecting events without regard to the paths that matter operationally.
  • Review whether observed flows align with intended communications between segments.
  • Establish how an alert will be assessed alongside operational conditions, so an unusual pattern can be investigated without assuming it is necessarily malicious.
  • Connect monitoring to response procedures that identify who can restrict a route, isolate a service, or escalate a potential safety issue.

Monitoring should preserve enough visibility to inform decisions during an incident. If an isolation action removes the only useful view of a process, responders may have less information to maintain safe operations; plan the visibility requirement before an incident occurs.

Choose an isolation approach before an incident

An isolation plan should define how to contain a cyber incident while accounting for process safety, service continuity, and visibility. There is no single isolation pattern suitable for every site. NCSC describes site disconnection, application- or service-specific isolation, and designs that retain trusted, hardware-enforced one-way telemetry while isolating other traffic. The right choice depends on the process, the paths that must be cut, and the information operators still need.

Isolation pattern Connectivity scope Potential operational trade-off
Site disconnection Disconnects the site from external connectivity. Can remove external paths broadly, but operators must assess the effect on service continuity, safety, and visibility.
Application- or service-specific isolation Restricts a particular application, service, or connection while leaving other approved connectivity in place. Can preserve unrelated connections, but depends on knowing which routes are safe to retain and being able to control them reliably.
Isolation with trusted one-way telemetry Blocks other traffic while retaining a hardware-enforced one-way telemetry path where appropriate. Can preserve selected monitoring or logging flows; it is not suitable if the process requires bidirectional communication on that path.

A hardware-enforced one-way link, sometimes implemented with an industrial data diode, can prevent bidirectional flows from being accidentally re-enabled through network or device misconfiguration. NCSC describes retaining telemetry and logging in some isolation designs. This is specialized infrastructure equipment for an appropriate one-way-flow architecture, not a generic requirement for every operator. If a system needs responses to travel back on the same path, one-way directionality may not meet its operational requirements.

Rehearse the decision, not just the diagram

  1. Map which connections or services could be restricted at the site, segment, or application level.
  2. For each option, assess the effect on safe-state requirements, service continuity, process control, and operator visibility.
  3. Identify which approved communications, if any, must remain available and how their trust and directionality are enforced.
  4. Define who can authorize isolation, who carries it out, and how the organization will confirm that the intended traffic has been restricted.
  5. Exercise the plan so the organization can uncover operational dependencies before a live incident forces a decision.

NCSC’s Principle 8: Establish an isolation plan emphasizes planning these choices in advance. The plan should be adapted to the site’s process and safety obligations; no generic instruction to disconnect every OT network can account for every operational consequence.

Include AI scenarios in risk governance and incident preparation

Threat modeling can ask how malicious use of AI might affect familiar attack paths, including AI-powered malware and automated social engineering. Use the exercise to examine whether existing controls limit access, contain a compromise, surface relevant activity, and support recovery. Keep the scenario grounded in assets and processes that the operator has identified as consequential.

ENISA’s June 2025 opinion paper also recommends maintaining awareness of observed cases and developing detection, response, and recovery guidance. Its discussion notes unresolved terminology questions, including whether it is materially important that AI was used in an attack. For operators, the practical test is whether the scenario changes a decision: an access rule, monitoring need, response action, or recovery preparation. Avoid treating an AI label alone as a measure of severity.

NIST’s AI Risk Management Framework (AI RMF) is voluntary and is intended to incorporate trustworthiness considerations into AI design, development, use, and evaluation. NIST announced a concept note in April 2026 for a profile on trustworthy AI in critical infrastructure. A concept note does not establish a universal binding requirement for infrastructure operators. Applicable sector regulation and existing organizational obligations should be assessed separately.

Use current OT guidance carefully

NIST published the initial public draft of SP 800-82 Rev. 4, Guide to Operational Technology (OT) Security on September 21, 2026, with comments due November 30, 2026. NIST describes the guide as addressing how to secure OT while accounting for its performance, reliability, and safety requirements. The draft covers safeguards and countermeasures aligned with CSF 2.0 and expands asset-management, monitoring-and-detection, system-management-function, and zero-trust architecture guidance. It is a draft, not a final revision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The final SP 800-82 Rev. 3, published in September 2023, remains a prior reference. Operators using the new material should account for its draft status and for sector-specific requirements. The NCSC connectivity-principles pages are listed as published January 14, 2026, while their metadata reports a review date of March 18, 2024; check the live pages for revisions before relying on fast-changing details.

NIST’s OT publications catalogue also lists two implementation references relevant to specific needs: the OT Backup Quick Start Guide, dated June 17, 2026, and a water and wastewater OT remote-access architecture publication, dated June 24, 2026. These can inform backup and remote-access planning in their respective contexts; neither date alone establishes that a particular procedure will fit every site.

A practical order for reducing risk

  1. Prioritize by consequence: identify the devices, processes, and connections that could affect safety, essential service, or the environment, and account for fail-safe and redundant arrangements.
  2. Constrain reachability: harden OT boundaries, allow only required services and ports, and apply segmentation suited to the process and site architecture.
  3. Govern access: set security expectations for third parties, make access revocable, and reserve break-glass access for emergencies with the highest-criticality SOC alert.
  4. Check the design in operation: log relevant connections and continuously monitor data flows to validate segmentation and identify signs of compromise or misconfiguration.
  5. Prepare for containment: select and rehearse an isolation approach that balances safety, continuity, directionality, and visibility.
  6. Exercise AI-related scenarios: include plausible AI-enabled changes to familiar tactics in threat modeling and incident preparation without claiming unmeasured AI-specific risk.

These safeguards address the practical paths by which a cyber incident could reach or disrupt OT, whether or not AI is involved. Their implementation must fit operational conditions, safety requirements, uptime needs, and applicable sector regulation.
