Runtime identity controls bind every AI-agent action to an identifiable principal, then authorize that action against the requested tool, resource, scope and context. They separate who is acting from what that actor may do, using attributable identities, narrowly scoped permissions, short-lived credentials, explicit delegation and approval gates.
These controls reduce blast radius and improve accountability when an agent makes a mistake, is manipulated or has a credential exposed. They do not make an agent inherently trustworthy: authorization must be enforced at the tool or resource boundary and combined with validation, monitoring, secure execution and human review for consequential operations.

What a runtime identity control is
A runtime identity control is a mechanism that binds an action to an identified principal and decides whether that principal may perform the action in the current context. In an agent system, the principal can be the person who initiated a task, the orchestrating agent, a sub-agent, the workload executing code, or the service receiving a request.
That distinction matters because a language model can produce a plausible tool call without having any legitimate authority to make it. A prompt, system instruction or policy written in natural language is not an access-control boundary. The enforceable boundary is the combination of an identity, a credential, an authorization policy and a tool or resource that checks the request.

NIST’s February 2026 NCCoE concept-paper effort treats identification, authorization, auditing and non-repudiation as related parts of the agent-identity problem. The proposal is exploratory rather than a finalized standard, but it captures the practical requirement: an organization must be able to tell which agent acted, under whose authority, what it attempted and whether the decision can be defended later.
Identity is not authority
An identity answers “which principal is this?” Authority answers “which operations may this principal perform?” A valid identity should still receive only the tools and permissions required for its current task.
| Layer | Question it answers | Typical control |
|---|---|---|
| Attribution | Which user, agent or workload requested this action? | Distinct service, bot or workload identity, with the initiating user retained when applicable |
| Authentication | How does the system verify that identity? | Short-lived token, workload credential or another approved runtime credential |
| Authorization | May this principal perform this operation on this resource now? | Policy check at the tool or resource boundary |
| Delegation | Who passed authority to whom, and what limits came with it? | Explicit, bounded delegation record |
| Accountability | Can the decision and outcome be reconstructed? | Audit event containing identity, scope, decision and result |
Confusing these layers creates dangerous designs. Giving an agent a unique name but attaching a broad standing role only improves labeling; it does not reduce what a compromised or manipulated agent can do.
How an authorization check works at runtime
A useful mental model is a request that carries both identity and context through every enforcement point.
- Task initiation: Record the human requester when a user starts the task. If the work is scheduled or autonomous, record the owning service or operator instead.
- Agent selection: The orchestrator identifies the agent and workload that will execute the step. Persistent or autonomous agents should use a distinct workload or bot identity rather than a developer’s personal credential.
- Credential issuance: Obtain a credential limited to the task, resources and duration. Avoid placing a long-lived production secret in a prompt, configuration file or agent environment.
- Tool request: The agent submits the operation, target resource and relevant context to a tool gateway or directly to the protected service.
- Policy evaluation: An authorization mechanism checks the principal, requested action, resource, token scope, time limits and any required conditions. The model’s claimed intent is evidence for the workflow, not the enforcement mechanism.
- Additional approval: If the operation is sensitive, irreversible or high impact, pause for an explicit approval or a stronger authorization step before execution.
- Execution and logging: The tool performs the allowed operation and emits an event containing the initiating user when present, agent and workload identities, requested tool and resource, policy decision and outcome.
- Revocation or expiry: End the credential and delegated authority when the task completes, the lease expires or an incident requires revocation. Define what happens when renewal or policy evaluation fails.
Controls that limit an agent’s access
Give autonomous work an attributable identity
Use a separate service, bot or workload identity when an agent persists beyond an interactive session, runs without a user present or acts outside the user’s permission scope. OWASP recommends giving an agent its own identity instead of reusing a developer’s personal credentials so activity can be attributed and access can be revoked independently. CNCF makes the same distinction for autonomous cloud-native workloads.

User-identity propagation can be appropriate for a short, user-initiated task that genuinely remains within that user’s authority. In that model, preserve both identities when they matter: the user represents the request, while the agent or workload represents the executor. This supports access review without pretending the two principals are interchangeable.
Minimize scope and duration
Grant only the tools, actions and resources needed for the current task. A token that can read one project for ten minutes is safer than a token that can administer every project for months. Short lifetimes reduce the window for reuse if a credential is copied; narrow action and resource scopes reduce what that credential can do.
OWASP describes this as least agency: “The guiding principle is least agency: give an agent only the autonomy, tools, and access its task requires, for only as long as it needs them.” Scope must cover more than an API name. Include the operation, target, environment and any constraints such as a maximum amount, approved data class or allowed time window.
Document issuance, renewal, revocation and failure behavior. A design that limits a token to five minutes but silently renews it forever has not established a meaningful task boundary.
Enforce authorization at the tool or resource boundary
Put the decisive check in the tool gateway, API, database, file service or other resource that can refuse the operation. Validate the requested verb, target, parameters and identity-derived context there. Do not rely on an instruction such as “never delete data” being obeyed by the model.

Minimize the agent’s tool catalog. An agent that only needs to create a draft should not receive a production-delete operation. Sensitive actions should require explicit authorization, a second policy decision or human approval. Microsoft’s guidance highlights least-privilege scopes, short-lived tokens and approval for high-risk actions as defenses against unauthorized use and confused-deputy behavior.

Multi-agent systems create a second identity problem: one agent may ask another to act. Record the delegating principal, receiving principal, task identifier, allowed operations, resources and expiration. The downstream agent should not gain authority merely because the upstream agent can call it.
Delegated authority should be no broader than the delegator’s authority and no broader than the specific task requires. CNCF recommends preventing an agent from reaching resources or performing actions through another agent without explicit authorization. If a sub-agent attempts an operation outside the delegation, deny it rather than allowing the upstream agent’s broad credential to flow through.
Keep an auditable, non-repudiable record
For every consequential action, capture the initiating user when present, agent identity, executing workload, delegated-by identity, tool and resource, requested operation, policy decision, approval evidence, timestamp and outcome. Correlate related events with a task or request identifier.
There is no universal log schema or retention period established for every deployment. Set those details according to the sensitivity of the system, regulatory obligations and the assurance needed for incident response. Protect the logs themselves from alteration and restrict who can read sensitive parameters.

Choosing an identity model
The correct model depends on whether the action should represent a person, an autonomous service or both.
| Situation | Identity approach | Important safeguards |
|---|---|---|
| Single, user-initiated task within the user’s authority | Propagate the user identity, while recording the executing agent | Limit the task duration and preserve the user-to-agent link |
| Scheduled, persistent or autonomous agent | Distinct workload or bot identity tied to an owner | Independent review, revocation and narrowly scoped roles |
| Agent acting for a user but invoking a sub-agent | Explicit delegation from the user-facing agent to the sub-agent | Pass only bounded authority and retain the full delegation chain |
| High-impact or irreversible operation | Agent identity plus an approval or stronger authorization step | Require a human or designated approver before execution |
Do not treat workload identity as a substitute for ownership. Every autonomous principal needs an accountable team or operator, an access-review process and a revocation path.

- Inventory actions and resources. List every tool an agent can call, the resources each tool reaches and the operations that change state, disclose data or create financial, legal or safety consequences.
- Define principals. Name the initiating user, orchestrator, individual agents, sub-agents and execution workloads. Decide which identity should appear as the actor and which should appear as the sponsor.
- Separate read, write and administrative capabilities. Create permissions around concrete operations and resources instead of attaching a single broad role to the whole agent.
- Issue task-scoped credentials. Set an expiration, resource boundary and action scope. Keep secrets out of prompts and source-controlled configuration. Provide a controlled renewal path only when the task legitimately continues.
- Place the policy check where refusal is possible. Enforce it in the API, tool gateway or service that owns the resource. Ensure a missing, expired or unverifiable credential fails closed for sensitive operations.
- Add approval gates. Define which actions require a person or designated approver, what information the approver sees and how approval is cryptographically or operationally tied to the exact request.
- Implement delegation tokens or records. Include delegator, delegatee, task, permitted operations, resources and expiry. Reject attempts to exceed those terms.
- Instrument and test. Generate audit events for successful and denied calls. Test expired tokens, revoked identities, altered parameters, unauthorized resources, replay attempts and sub-agent escalation.
- Review and revoke. Periodically remove unused tools and permissions. Revoke the agent identity and outstanding credentials when ownership changes or compromise is suspected.
What these controls address—and what they cannot
Runtime identity and authorization can block an agent from calling tools it was never granted, reduce standing access, limit the effect of a stolen credential and make responsibility easier to establish. They are especially valuable when agents are interconnected: a compromised component should not automatically inherit every downstream capability.
They cannot determine whether an allowed objective is wise, whether retrieved content is truthful or whether a permitted transaction is safe in its particular context. A manipulated agent can misuse legitimate permissions, and a valid identity can still issue a harmful request. CISA and international partners identify autonomy and interconnectedness as sources of privilege-escalation and accountability risk; their recommended response is layered defense and constrained autonomy.
Pair identity controls with input and tool validation, data-loss protections, sandboxing or other secure execution, monitoring, anomaly detection and human review for high-impact actions. Treat an authorization decision as “this principal may perform this operation under these conditions,” not as proof that the resulting outcome will be safe.

Current standards and maturity
NIST’s February 2026 NCCoE announcement describes a concept-paper effort to explore how existing identity standards and practices could apply to software and AI agents. It is a proposal and call for input, not a finalized universal agent-identity standard.
A NIST blog published in September 2026 reports stakeholder interest in identity registries, credentials, rights delegation, policy management and governance. It also notes the difficulty of consumer scenarios in which an enterprise cannot control the agent or reliably distinguish it from a human. Those observations are design considerations, not a certification of any particular implementation.
CNCF’s March 2026 discussion covers cloud-native workload identity, scoped tokens and emerging agentic standards. These are implementation options in an evolving landscape. No single interoperable mechanism should be assumed to be universally adopted or sufficient by itself.

Failure modes to test before deployment
- Credential reuse: An agent runs with a developer’s personal token. Replace it with a revocable service or workload identity and preserve the user as request context.
- Prompt-only restriction: The system instruction forbids deletion, but the delete API accepts the call. Move the decision to the API or tool gateway.
- Overbroad role: A summarization agent can read every tenant. Split permissions by resource and task.
- Silent renewal: A short token is renewed indefinitely without a new task decision. Require an explicit continuation policy and re-evaluate scope.
- Implicit delegation: A sub-agent inherits the parent’s unrestricted credential. Issue bounded delegation and deny calls outside it.
- Missing attribution: Logs show only an API key. Record user, agent, workload, delegation and outcome so an action can be investigated.
- Approval mismatch: A person approves a general plan while the agent executes a different target. Bind approval to the exact operation, parameters and resource.
- Fail-open outages: The policy service is unavailable and sensitive calls continue. Define and test safe failure behavior before production use.
The operational test is straightforward: for any consequential event, can you identify the principal, prove the authority was limited to the task, show where the decision was enforced and revoke further use without disabling unrelated systems? If any answer is no, the identity design is incomplete.
