The law also lists washable elasticated or compressible supports, bandages, dressings and thin tape. It does not make every compression garment legal: shorts or leggings with padding sewn in are prohibited, and all clothing remains subject to safety rules and the referee’s judgment.
What can you wear under rugby kit?
World Rugby Law 4 identifies a player’s ordinary clothing as a jersey, shorts and underwear, socks, and boots. For an additional leg layer, the rule expressly permits “Cotton blend long tights or leggings, with single inside leg seam under their shorts and socks.” That wording is specific: it does not establish that every synthetic compression tight or padded undershort is permitted. Underwear, supports and dressings
Underwear is part of the standard kit. Law 4 also lists washable supports made of elasticated or compressible materials, plus bandages, dressings, thin tape or similar material. A product’s marketing label alone does not settle whether it qualifies; its construction and the overall safety rules still matter.
Protective equipment is a separate category
Law 4 lists headgear, shoulder pads or approved chest pads, a mouthguard or dental protector, shin guards and limited ankle supports among permitted equipment categories. These are not all garments worn under clothing, and any padded item must meet applicable requirements. World Rugby’s player-equipment guidance says a good mouth guard protects teeth and surrounding soft tissue and can prevent a broken jaw; that guidance does not establish that a mouthguard prevents concussion.

What is prohibited or needs particular care?
Shorts or leggings with padding sewn into them are prohibited under Law 4. The law also bars contaminated clothing, sharp or abrasive items, jewellery, gloves, and clothing with specified rigid parts or projections unless specifically allowed. Even an item that is normally permitted can be rejected if, in the referee’s opinion, it could cause injury.
For padded clothing, World Rugby Regulation 12 and the applicable performance specification are relevant. The technical specification describes body padding secured by a tight-fitting undergarment or inserted into compartments in the undergarment or jersey, while restricting rigid materials that could harm players in normal use except where allowed. This is not blanket permission for generic protective clothing: confirm the item’s approval and applicable specification rather than relying on broad product claims.

How to check fit and comfort
World Rugby’s clothing rules set boundaries; they do not compare fabrics or rank warmth, moisture management or comfort. Treat the following as practical checks, not official test findings:

- Check the exact garment: for the expressly listed long tights or leggings, verify cotton-blend fabric, one inside leg seam and wear beneath shorts and socks.
- Inspect its construction: look for sewn-in padding, rigid parts, sharp edges or projections that could breach the rules.
- Try rugby movements: make sure the layer stays in place and allows normal movement without pulling or bunching.
- Match the item to its purpose: a base layer for coverage or warmth is different from a mouthguard, headgear or shoulder/chest pad.
- Check approval where relevant: for padded gear, verify compliance with the applicable World Rugby specification; do not infer approval from generic marketing.
If warmth is the priority, the expressly named cotton-blend leggings are the clearest rule-backed option. If protection is the priority, choose from permitted protective categories and verify the requirements for the specific item. Ask a coach or match official about local union or competition interpretations, which may affect what is accepted for a particular match.
