An effective internal audit office needs accountable leadership, enough qualified people to deliver its approved risk-based plan, and a balanced mix of technical, business, analytical and communication skills. The chief audit executive (CAE) manages the function, while managers, auditors and specialists provide the capabilities required by the organization’s risks. The exact structure depends on the charter, sector, jurisdiction, complexity and use of outsourced resources; the IIA does not prescribe one universal team size, job-title list or auditor-to-employee ratio.

What an internal audit office is responsible for

Internal audit provides independent, objective assurance and advisory services designed to add value and improve operations. Its work may examine governance, risk management, controls, technology, compliance, major projects, financial processes, operational resilience or any other area included in the approved mandate and risk-based plan.

The governing document is the internal audit charter. It should state the function’s purpose, authority, service scope, reporting relationships, access rights and expectations for management support. A department can have talented auditors and still fail if the charter is unclear, the plan is unrealistic or the function cannot obtain records, data, people and physical access.

The current baseline is the Institute of Internal Auditors’ 2024 Global Internal Audit Standards, a mandatory component of the 2024 International Professional Practices Framework. The Standards were issued on January 9, 2024, and became effective on January 9, 2025. They are organized into five domains:

All internal audit functions are expected to conform. Local law, regulator requirements, collective agreements, sector rules and the organization’s size may impose additional conditions.

What roles should an internal audit department have?

Titles vary. A small office may combine several responsibilities in one person, while a large group may have specialist teams and multiple management layers. What matters is that the responsibilities below are covered and that accountability is unambiguous.

Role Core responsibilities Capabilities the role must provide
Board or audit committee Approves the charter and plan; protects independence, authority and access; reviews resources, results and significant issues; supports the CAE’s direct communication. Effective oversight, willingness to challenge management, understanding of governance and risk, and the authority to resolve interference or resource deficiencies.
Chief audit executive Leads and manages the function, aligns strategy and plan to the mandate, obtains and deploys resources, builds relationships, communicates results, and maintains performance and quality. Strategic planning, risk-based prioritization, leadership, resource management, professional judgment, communication and knowledge of the Standards.
Audit manager or supervisor Supports planning, scoping, scheduling, supervision, methodology, review, stakeholder communication and quality improvement. Engagement leadership, coaching, project management, technical review, constructive challenge and clear reporting.
Internal auditor or engagement team Performs assurance and advisory work; gathers and evaluates evidence; develops findings and conclusions; communicates with stakeholders; and follows up agreed actions. Risk and control analysis, interviewing, documentation, data analysis, writing, professional skepticism and teamwork.
Specialist, co-sourced or guest auditor Fills a defined gap in areas such as cybersecurity, engineering, privacy, data science, regulation or a specialized business process. Deep subject expertise, ability to work under the audit methodology, independence safeguards and willingness to transfer knowledge where practical.

The board or audit committee

The board or audit committee does not perform day-to-day audit work. Its structural role is to approve the charter, protect the function from inappropriate influence and determine whether the CAE has sufficient authority and resources. It should meet the CAE privately as needed, receive significant results and be able to require management responses when risks remain unresolved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The committee also considers whether the function has access to records, systems, employees, contractors and facilities. If management limits scope, delays information or pressures the CAE to change a conclusion, the issue should be escalated through the governance arrangements rather than quietly accepted.

The chief audit executive

The IIA Standards state: “The chief audit executive is responsible for managing the internal audit function in accordance with the internal audit charter and Global Internal Audit Standards.” The CAE therefore remains accountable even when work is delegated to managers, auditors or external specialists.

In practice, the CAE should:

  • Maintain a strategy and risk-based plan linked to organizational objectives and the approved mandate.
  • Assess whether the people, time, budget, technology and specialist access are sufficient to deliver that plan.
  • Assign work so that knowledge, independence and workload are appropriate for each engagement.
  • Communicate themes, significant findings, emerging risks, overdue actions and resource limitations to senior management and the board.
  • Recruit, develop and retain qualified auditors, with succession planning for the CAE role.
  • Operate a quality assurance and improvement program and use its results to improve the function.

Managers, supervisors and engagement leaders

Managers translate the plan into executable engagements. They confirm scope, schedule resources, supervise fieldwork, review evidence, resolve issues with management and ensure reports are accurate and useful. In a small office, the CAE may perform these duties directly. In a larger office, managers may specialize by region, business line or technical discipline.

A title alone does not establish competence. A person called “manager” must have enough experience and authority to review work, coach staff and make sound judgments; conversely, an experienced auditor may lead an engagement without holding a formal management title.

Internal auditors and engagement teams

Auditors perform the work that stakeholders see: planning, interviews, walkthroughs, testing, analysis, documentation, findings, conclusions and follow-up. Teams should be assembled for the engagement’s risks rather than by seniority alone. A technology review, for example, may require information-security knowledge even when the rest of the audit is operational.

Collectively, the team must cover the actual audit plan and risk universe. Individual staff do not each need every skill, but the office must be able to obtain every capability its approved work requires.

Specialists, co-sourcing and guest auditors

When the core team lacks a capability, the CAE can use a subject-matter specialist, co-source or outsource a defined portion of work, invite a qualified guest auditor, or apply technology to improve efficiency. These options are complements to the office’s mandate, not a transfer of accountability: the CAE remains responsible for obtaining appropriate and sufficient resources and for the quality of the resulting work.

What skills should an internal auditor have?

The IIA’s Global Practice Guide: Internal Auditing Competency Framework, dated July 10, 2025, groups competencies, role expectations and proficiency levels into a flexible framework. It is intended for each organization to reflect its own priorities in its desired mix of competencies and proficiency levels. The following capabilities should be covered collectively.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Professional practice and ethics

Auditors need working knowledge of the applicable Standards and the organization’s methodology, along with integrity, objectivity, confidentiality, due care and professional skepticism. They must recognize conflicts, protect sensitive information, document judgments and distinguish evidence from assumptions. Ethical behavior is not a compliance module that can be delegated to one specialist; it is expected in every engagement.

Governance, risk, controls and the organization

An auditor must understand how the organization is governed, how it creates and protects value, what risks could prevent its objectives, and how controls are designed and operated. That requires business and sector understanding, not accounting knowledge alone. Depending on the organization, the team may need expertise in supply chains, clinical operations, software delivery, manufacturing, public services, privacy, environmental obligations or regulated markets.

Engagement delivery and project management

Core delivery skills include risk assessment, scoping, planning, interviewing, walkthroughs, sampling or other testing, evidence evaluation, root-cause analysis, finding development, conclusion writing and follow-up. Project management keeps work within agreed scope and timing, identifies dependencies, allocates effort and escalates barriers early.

Data analysis and technology awareness

Modern audit work often requires extracting, validating and analyzing data rather than relying only on small manual samples. Teams should understand the reliability of source data, access controls, automation risks and how analytics supports—not replaces—professional judgment. Technology awareness should match the organization’s exposure to applications, cloud services, artificial intelligence, infrastructure and information security. A specialist can supply deep technical expertise when permanent staffing is not justified.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Communication and relationship skills

Auditors need clear writing and speaking, active listening, interviewing, negotiation and constructive challenge. They must explain risk and control issues to process owners, senior management and the board without overstating certainty or hiding uncomfortable facts. A technically correct report that stakeholders cannot understand or act on is not effective assurance.

Leadership, resourcing and continuous improvement

CAE and manager roles add strategy, talent development, resource management, stakeholder relationships, performance measurement and quality improvement. Staff at every level need supervision, feedback, mentoring and development appropriate to their responsibilities. The office should treat lessons from engagement reviews, stakeholder feedback and quality assessments as inputs to its methodology and training plan.

Are certifications mandatory?

Certifications can demonstrate professional education and commitment, but the available IIA guidance does not establish one credential as a universal requirement for every role. Qualifications should be selected against the mandate, jurisdiction, risk coverage and gaps in the team’s collective competence. A credential cannot substitute for independence, relevant experience, sound judgment or the ability to perform the planned work.

How do you staff an internal audit function?

Use the approved charter and risk-based plan as the starting point, not an arbitrary headcount ratio. The Standards distinguish three related questions: whether resources are appropriate (the right mix of knowledge, skills and abilities), sufficient (enough quantity), and effectively deployed (assigned to optimize achievement of the plan).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define the demand. List planned engagements, advisory work, follow-up, reporting, quality activities and mandatory reviews. Record the risk, complexity, timing and proficiency required for each.
  2. Map current capacity. For each employee, document relevant experience, technical knowledge, availability, independence considerations and development needs. Include time for supervision, leave, training and administration.
  3. Identify gaps. Compare required capabilities and hours with what the office can provide. Separate a quantity shortage from a knowledge or proficiency shortage; the remedy may differ.
  4. Choose the response. Recruit permanent staff, train or mentor current employees, redeploy work, use a specialist, co-source or outsource a defined activity, invite a guest auditor, or apply analytics and other technology.
  5. Protect independence. Check reporting lines, conflicts, nonaudit responsibilities and access rights before assigning work. Put safeguards in place where a potential impairment exists.
  6. Approve and communicate. Present the plan, resource assumptions and unresolved deficiencies to senior management and the board. Do not promise coverage that the available resources cannot deliver.
  7. Review the mix continuously. Reassess when strategy, regulations, systems, threat levels or operating models change, and maintain succession planning for critical roles.

Which staffing model should you choose?

No single model is required. Compare alternatives against the coverage of the approved plan, collective proficiency, independence, speed, continuity, cost, and access to specialist, sector, technology and data-analysis skills.

Option Useful when Trade-offs to test
Permanent internal staff Risks are recurring, organizational knowledge is important and the plan needs steady capacity. Recruitment time, fixed cost, retention and the danger of skill gaps becoming entrenched.
Develop current staff Gaps are reachable through training, mentoring, supervised assignments or rotation. Learning time, supervision demand and the possibility that proficiency will arrive after a near-term deadline.
Co-sourcing or outsourcing Specialist or surge capacity is needed, or a capability is not economical to maintain permanently. Vendor independence, confidentiality, continuity, knowledge transfer, contract oversight and CAE accountability.
Guest auditors or specialists A short engagement needs deep knowledge of a process, technology or sector. Availability, onboarding, methodology alignment and conflicts with the area being reviewed.
Technology and analytics Repetitive testing, large data sets or continuous monitoring can improve coverage and efficiency. Data quality, access, model risk, implementation cost and the need for human interpretation.

Independence and quality are part of the design

Skills cannot compensate for a function that lacks authority or independence. The board establishes and protects independence, while the CAE should be positioned to work without interference and have necessary access to records, people, data and physical property.

If the CAE or auditors hold nonaudit responsibilities, the board and CAE should assess possible impairments and apply safeguards. Safeguards may include separate supervision, independent review, disclosure to the board, temporary reassignment or use of an external party, depending on the circumstances.

The CAE must maintain a quality assurance and improvement program covering conformance with the Standards, performance objectives, assessments and continuous improvement. Quality is therefore a continuing management responsibility, not an optional role to add only after problems appear.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common staffing mistakes and their fixes

  • Using a universal ratio. No responsible ratio is established here. Build capacity from the plan’s risk, complexity and required proficiency.
  • Hiring only accounting backgrounds. Add operational, technology, data, regulatory and sector knowledge where the risk universe demands it.
  • Counting bodies instead of capability. Measure available hours and proficiency, including supervision and follow-up time.
  • Delegating accountability to a vendor. External resources can perform defined work, but the CAE retains responsibility for the function and results.
  • Ignoring independence while filling a gap. Check conflicts and nonaudit duties before assigning an otherwise qualified person.
  • Treating quality as a final inspection. Build supervision, review, performance measures and continuous improvement into normal management.
  • Failing to tell the board about shortages. Document what the plan cannot cover, the risk created and the decision required.

A practical capability checklist

Before approving the annual plan or changing the team, verify that the office can answer “yes” to these questions:

  • Is the charter current and explicit about mandate, authority, scope, reporting and access?
  • Can the CAE communicate directly with the board or audit committee?
  • Does every planned engagement have an identified leader and the required proficiency?
  • Are governance, risk, controls, business operations, technology and data-analysis capabilities covered collectively?
  • Are ethics, objectivity, confidentiality and conflicts addressed in assignments?
  • Is there enough capacity for supervision, reporting, follow-up, quality work, leave and development?
  • Are specialist or co-sourced arrangements governed, independent and aligned with the methodology?
  • Are resource deficiencies and their effect on plan coverage reported to senior management and the board?
  • Is succession planning in place for the CAE and other critical roles?
  • Does the quality assurance and improvement program generate actions, owners and dates?

Bottom line

An effective internal audit office is a governed capability, not simply a group of people with audit titles. Put the board behind a clear charter, give the CAE accountability and access, staff to the approved risk-based plan, and build a mix of professional-practice, business, control, technology, data, project-management and communication skills. Reassess that mix as risks change, use specialists where gaps are genuine, and make independence and quality non-negotiable.
