Before investing in data center real estate, establish whether the project can receive power when promised, clear approvals, finish construction within its budget, and operate within local water and sustainability limits. Then assess the specific property’s tenants, leases, financing, operating resilience, insurance, and likely exit options. Sector growth figures cannot substitute for evidence about a particular asset.
What sector data can—and cannot—tell you
Market reports are useful for identifying pressures that can affect a project, but their figures describe markets or survey respondents, not the probability of success for an individual property.
As an Amazon Associate I earn from qualifying purchases.
- CBRE Research reported that 74.3% of North American data center capacity under construction was already committed in H1 2025. This is a market-level preleasing snapshot; it does not establish that a particular project has signed, enforceable leases, creditworthy tenants, or durable demand.
- In CBRE’s 2025 survey of 92 major global investors, 39% cited regulation and power availability as a leading challenge to data center investment. Ten percent cited debt availability as a top concern. These responses indicate investor sentiment in that survey year, not asset-level probabilities or a financing forecast.
- In the same year’s survey, 95% of respondents planned to increase data center investment and 41% planned to allocate at least $500 million in equity. Those are intentions, not completed investments, evidence of returns, or proof of demand for a given building.
Use these signals to focus diligence, not to fill gaps in a project’s documents. CBRE’s H2 2024 reporting also described elevated construction and equipment costs, shortages of generators, chillers, and transformers, and constraints involving labor, permitting, planning, zoning, and supply chains. Because that report predates this article, verify current availability and pricing in the project’s market rather than treating its conditions as current facts.

Power availability is not a single yes-or-no fact. A site’s theoretical capacity, a utility’s stated commitment, an executed arrangement, and electricity that can actually be delivered by the required date are different levels of readiness. CBRE identifies power availability and infrastructure delivery timelines as decisive factors in North American site selection, leasing activity, and pricing in H1 2025.

Ask the sponsor to map the power path from the property to the grid, and to identify the evidence and responsible party at every milestone. Review utility correspondence and executed agreements rather than relying only on a proposed capacity or an informal indication. Establish which substations, transmission upgrades, or other infrastructure must be completed, who is responsible for them, and whether their timing is within the sponsor’s control.
- What capacity is needed, by what date, and at what stages of the project?
- What interconnection and utility milestones remain, and which have been completed or contractually secured?
- Are upgrades or approvals dependent on third parties? Who pays if their scope or cost changes?
- What backup arrangements exist, and what do they protect against? Do not treat backup power as a substitute for the utility capacity the operating plan requires.
- What happens to the lease-up, operating plan, and financing if energization is delayed?
Run a delayed-energization case, not just the sponsor’s expected schedule. Determine whether debt covenants, construction funding, tenant commitments, and projected operating costs still hold if power arrives later. The Bipartisan Policy Center warns that development can outpace utility interconnection and grid expansion, creating a mismatch between infrastructure commitments and eventual demand. It notes: “There are economic and customer cost implications to both underestimating and overestimating the needed buildout of grid and generation infrastructure for these projects.”
Are permits and approvals firm enough to rely on?
Build an approvals schedule covering zoning, land use, environmental review, utility work, and any generation plan. For each approval, establish whether it is final, conditional, appealable, or dependent on another party. A project schedule that assumes every unresolved approval will arrive on time is not the same as a permitted project.
Identify what could cause a condition to change, a permit to be appealed, or an approval to arrive after a construction or power milestone. Ask who bears the resulting cost and delay under the purchase, development, utility, and construction agreements. Local rules and approval pathways vary, so confirm the requirements in the actual jurisdiction rather than assuming another market’s process applies.

If the investment case depends on on-site generation, diligence it as a distinct regulated component, not merely as a workaround for grid delays. Establish what approvals it needs, how fuel or other supply will be secured, how it relates to the grid, and who carries regulatory and delivery risk. CREDA notes that on-site generation may bypass some utility delays, while also adding regulatory risk and potentially being less cost-effective than grid power. It should not be assumed to eliminate power risk.
Can construction be completed on time and within budget?
Review the independent cost estimate, contingency, contractor capacity, procurement status, and schedule logic. The key question is not only whether the building can be completed, but whether the building, equipment, permits, and required power will be ready in a workable sequence. A finished shell that cannot be energized or commissioned on schedule may not meet the investment case.
Trace critical equipment through ordering, delivery, installation, and commissioning. Pay particular attention to electrical and cooling equipment with long lead times, including the generators, chillers, and transformers identified in CBRE’s H2 2024 market reporting. Get project-specific supplier commitments and current delivery estimates; sector-level reports cannot establish the availability of equipment for this job.

Ask for a downside case that combines a late equipment delivery with a delayed approval or energization date. Identify the resulting increase in carrying costs, the likely funding source, and whether the project remains leasable and financeable. The historical constraints CBRE described—alongside permitting, planning, zoning, labor, and supply-chain issues—are prompts for verification, not a basis for assuming identical conditions in every place or at every date.

Do water, cooling, and sustainability assumptions fit the location?
Cooling design links power use, water demand, operating costs, local resource constraints, and sustainability commitments. Evaluate them together: a cooling choice can shift pressure between resources rather than remove it. The Bipartisan Policy Center emphasizes assessing water and power infrastructure together, while CREDA frames the development challenge as balancing market requirements, adequate power, and sustainability risk.
Establish the actual water source, rights, restrictions, and any conditions on access. Check the cooling design assumptions against local availability and the project’s expected operating needs. Determine whether restrictions, local scrutiny, or changing requirements could affect operations or require an upgrade during the investment horizon. The available sector-level findings do not establish the water position or obligations of a specific property; those need local and project-level evidence.
Also examine how sustainability commitments are documented and funded. Distinguish a stated target from a contractual obligation, a permitted design, or a completed improvement. If operating performance or future upgrades are part of the value proposition, identify who must deliver them, when, and at whose cost. Avoid treating a sustainability label or general promise as evidence that local power and water constraints have been resolved.

Are tenant demand and lease protections real?
Obtain the rent roll and executed leases, then test the income stream that the investment actually owns. Market-wide preleasing does not establish the credit quality, contractual protections, or concentration of a particular asset’s tenants. Separate signed, enforceable commitments from letters of intent, announced plans, or anticipated leasing.

For each tenant, review credit information, the ultimate customer where relevant, lease term remaining, renewal options, expansion rights, termination rights, and security or parent guarantees. Measure concentration both by named tenant and, where information permits, by the underlying customer or business relationship. A portfolio that appears diversified by contracting entities may still depend on a narrower demand source.
- How much of the property’s income depends on its largest tenant or a small number of tenants?
- How much lease term remains, and when do renewal, termination, or expansion rights become exercisable?
- What does the lease require if power, cooling, or delivery milestones are missed?
- Can the property be re-leased for its intended use if a tenant delays, cancels, or reduces expansion?
- Are tenant obligations supported by guarantees or other security, and what are the limits and conditions?
Model a tenant delay, cancellation, or reduced expansion scenario. Track its effect on occupancy, rent, operating costs, debt service, and the timing of any additional capital. Do not infer lease quality from aggregate investment intentions or the percentage of construction capacity reportedly committed across a market.

Use the actual debt documents to test interest-rate and refinancing sensitivity, maturities, covenants, and funding needs. Check whether the project has enough capital for planned expenditure and plausible overruns, including those triggered by schedule delays or required upgrades. CBRE’s 2025 investor survey found that 10% of respondents cited debt availability as a top concern; that survey result does not tell you whether this project can refinance or meet its covenants.

Assess the operator’s capability against the property’s requirements. Review maintenance responsibilities, capital expenditure plans, outage response, and the arrangements for restoring service. Determine how a power interruption or equipment failure would affect tenants and who is contractually responsible for response and recovery. The available sector data do not quantify these risks for an individual asset; the operating agreements, maintenance records, plans, and service obligations are the relevant evidence.
Best Value
Read the insurance policies, including exclusions, limits, deductibles, and conditions. Confirm what is and is not covered for the risks the project faces, rather than treating the existence of a policy as proof that a loss is insured. Consider whether coverage and available capital remain adequate under a scenario involving delayed power, reduced occupancy, or elevated capital expenditure.
Is there a credible exit if the plan underperforms?
Identify plausible buyers and financing paths under more than the sponsor’s expected case. Consider whether a buyer would still value the asset if power is late, occupancy is lower, or capital spending is higher than projected. The answer depends on the property’s evidence, the buyer pool, and the market at the time; the cited sector reports do not establish exit liquidity for a named asset, fund, or jurisdiction.
Compare exit assumptions with the project’s remaining lease term, power readiness, approvals, equipment condition, and obligations to fund upgrades. Test whether a sale or refinancing would be possible before major debt maturities or lease events. A valuation that assumes stabilized operations should be checked against the time and capital needed to reach them, not treated as a substitute for that path.

| Underwriting axis | Evidence and comparison questions |
|---|---|
| Power readiness | Contracted and deliverable capacity, expected energization date, utility dependencies, redundancy, and responsibility for upgrades. |
| Approvals and delivery | Status and conditions of permits, unresolved approvals, construction schedule, equipment procurement, contractor capacity, and contingency. |
| Demand quality | Executed leases versus anticipated leasing, tenant credit and concentration, remaining term, renewal rights, and contractual flexibility. |
| Resource and sustainability exposure | Water source and restrictions, cooling design, power strategy, local requirements, and potential upgrade obligations. |
| Capital and exit resilience | Total cost, financing needs, downside funding, operating capability, insurance terms, and plausible buyers under a stressed case. |
Score each opportunity against the documents and unresolved dependencies, not a generic claim that one market or asset class is safer. The sector sources identify important risk themes but do not rank individual assets or replace legal, engineering, utility, environmental, credit, insurance, and financial diligence. Tenant credit, lease enforceability, leverage, refinancing, cybersecurity, outage history, tax treatment, title, and liquidity all require deal- and jurisdiction-specific evidence.
