Animals on long-distance sea journeys face a chain of risks rather than one isolated hazard. Heat or cold, humidity, poor airflow, thirst, hunger, fatigue, motion, handling, crowding, injury and disease can accumulate from farm or holding yard through port delays, the voyage and unloading. The severity depends on species, fitness, weather, vessel design, stocking density, journey length and whether trained people can observe and help the animals.

WOAH (the World Organisation for Animal Health) treats transport welfare as a whole-journey responsibility. A suitable vessel, fit animals, competent handlers, realistic weather and route planning, adequate feed and water, continuous records and a workable emergency plan are the main safeguards. No single published injury, illness or mortality rate describes every species, ship or route.

Where the risks begin and end

Sea transport does not start when a vessel leaves the berth. Welfare can be affected by selection and preparation, gathering and loading, waiting at the port, time aboard, weather-related delay, unloading and post-arrival handling. WOAH Chapter 7.2 covers live domesticated cattle, buffaloes, deer, camelids, sheep, goats, pigs and equines, and says its recommendations may also be relevant to other domesticated animals.

The same animal may therefore experience several stressors in sequence: a long wait in a vehicle, unfamiliar handling, restricted movement on a deck, vessel motion, a hot or cold microclimate and delayed access to water. A risk assessment that counts only sailing time can miss the exposure that occurred before departure or during an emergency.

Species and individual differences

Species differ in body size, thermoregulation, balance, social needs, feeding patterns and tolerance of handling. Individual condition matters as well. WOAH identifies very young or old animals, very large or obese animals, excitable or aggressive animals, animals prone to motion sickness, those inexperienced with people, animals in late pregnancy and animals in heavy lactation as requiring additional attention or special conditions. An animal that is technically healthy may still be unsuitable for the forecast conditions or the planned journey.

Heat, cold, humidity and ventilation

Animals must be able to lose or conserve heat and maintain a normal posture. A closed or poorly ventilated deck can reduce airflow and allow heat and humidity to build, particularly when stocking is dense or natural air movement is unavailable. Cold exposure, wet conditions and wind can also be harmful, especially for animals that are young, thin, ill or unable to rest comfortably.

WOAH calls for vessel design and ventilation appropriate to the species, the deck configuration and expected conditions. Space must permit normal posture and thermoregulation, not merely fit the number of bodies listed on a manifest. A weather forecast for the departure port is insufficient if the route crosses different climates or if a delay leaves animals waiting in a stationary vehicle.

  • Assess forecast temperature, humidity, wind and sea conditions for the complete route, including likely delays and the exit port.
  • Confirm that mechanical or natural ventilation will work on each animal deck, including when vehicles are parked and engines are off.
  • Check that animals can stand, lie and turn as required for their species without blocking airflow.
  • Define conditions under which loading should be postponed or transport cancelled; WOAH notes that extreme heat or cold may make transport inappropriate.

Thirst, hunger, fatigue and inability to rest

Long journeys increase the time between normal feeding, drinking and resting opportunities. A port queue, missed sailing or weather diversion can extend that interval. Fatigue may be worsened when animals must brace against vessel movement or cannot lie normally. Hunger and thirst are welfare consequences in their own right and can also reduce an animal’s ability to cope with heat, motion and handling.

Feed and water plans need to reflect species, age, lactation, journey duration and the actual schedule rather than an optimistic timetable. Supplies, drinkers and feeding systems should remain usable after loading and during foreseeable delays. Daily records should show what was offered and consumed, not just what was placed aboard. A sudden fall in intake is an early warning that requires inspection and, where necessary, veterinary attention.

Motion stress and sea conditions

Ship movement can make standing, walking and lying difficult. Repeated rolling or pitching may cause motion stress, exhaustion and falls, while rough conditions can increase the risk of collision with partitions or other animals. The effect depends on vessel stability, deck layout, restraint or pen design, the animal’s experience and the sea state; the available evidence does not establish one universal wave, wind or voyage-length threshold that is safe for every species.

EFSA’s 2022 assessment of horses and donkeys lists motion stress among relevant welfare consequences, alongside resting problems, restriction of movement, injuries and sensory overstimulation. EFSA’s separate assessment of cattle on roll-on/roll-off ferries also identifies motion stress, particularly when weather causes delays or cancellations. Those findings describe the specified species and ferry context; they are not a ranking of all ship types.

Handling, loading and unloading injuries

Loading is a welfare event, not a neutral transfer. Noise, unfamiliar ramps, slippery surfaces, hurried movement and forceful handling can cause fear, falls, bruising or other injuries. Animals unfamiliar with people may react unpredictably, and aggressive or excitable individuals can injure themselves or pen-mates. Unloading after a long voyage may be difficult when animals are fatigued, dehydrated or unsteady.

WOAH advises quiet loading without unnecessary noise, harassment or force and calls for trained, competent handlers. Before loading, staff should identify animals that cannot travel safely, verify that ramps and flooring are suitable, and ensure that gates and partitions can be operated without trapping limbs. During transfer, handlers should have a clear route to isolate an injured animal and access to veterinary assistance.

Space, crowding and restricted movement

Insufficient space can prevent animals from adopting normal standing or lying positions, increase contact injuries and interfere with heat loss. Excessive space can also be hazardous if animals are thrown against partitions in rough seas. The appropriate allowance depends on species, body size, coat or fleece, horn status, pregnancy, weather and deck design; a single animals-per-square-metre figure cannot be applied across all journeys from the evidence cited here.

Headroom matters as much as floor area. Animals need to hold their heads naturally, breathe freely and lie without obstruction. Pens and vehicle decks should be inspected after loading because practical crowding can differ from the planned calculation when animals vary in size or when partitions are moved.

Disease and respiratory problems

Close confinement, stress, poor air quality and mixing unfamiliar animals can increase the opportunity for disease transmission. Respiratory disorders are among the welfare consequences identified in EFSA’s horse-and-donkey assessment. Illness may also be harder to detect when observation is infrequent or when animals are on a closed deck with limited access.

Pre-trip fitness checks, appropriate grouping, hygiene and prompt isolation of sick or injured animals reduce the risk. Transport records should capture morbidity, mortality, treatments and actions taken so that problems are not hidden by the movement of the consignment. A ship’s ability to deliver care matters as much as its ability to carry animals.

Why port waits and disruption can be as serious as the voyage

For cattle carried on roll-on/roll-off ferries, EFSA identifies the combined time spent inside vehicles during port waiting and the crossing as a central concern. The same assessment highlights weather-related delays or cancellations, reduced ventilation when natural airflow is absent and difficulty attending animals or unloading them during an emergency.

Vehicles may arrive together, loading slots may change or customs and documentation problems may stop a consignment from proceeding. The European Commission’s 2020 report on animals exported by sea found that consignments could be approved with incomplete or incorrect paperwork and without adequate consideration of weather en route or at the exit port. It also reported that failed schedules, a lack of contingency plans and insufficient animal facilities at ports can have a major welfare impact.

Emergency access and evacuation

A plan that works only in normal operations is incomplete. Fire, mechanical failure, severe weather, illness, a missed sailing or a blocked ramp can leave animals aboard or in vehicles for longer than intended. Emergency responders may be unable to reach a deck quickly, and unloading may itself be unsafe.

Before departure, the responsible parties should agree:

  • which events trigger a response and who has authority to act;
  • how the captain, transporter, port, veterinarian, shipper and authorities communicate;
  • where animals can be watered, fed, sheltered or unloaded if a sailing is cancelled;
  • how injured or dead animals are handled and recorded; and
  • how decisions, inspections, weather and consumption are documented.

Comparing vessels, routes and plans without oversimplifying

There is no defensible blanket ranking of “safe” and “unsafe” ships from the cited evidence. Compare like with like, using the same species and journey type. The following questions expose meaningful differences:

Factor Questions to ask Why it changes risk
Vessel configuration Are animals in open, naturally ventilated areas or enclosed decks? Is mechanical ventilation redundant and monitored? Airflow, heat and humidity can change sharply when natural air movement is unavailable.
Total elapsed time What is the planned time from first loading to final unloading, including port waits and likely delays? Longer confinement extends exposure to thirst, hunger, fatigue and restricted rest.
Space and headroom Can each animal stand, lie and thermoregulate normally for its species and size? Both crowding and poorly controlled excess space can cause welfare problems.
Weather and sea state What conditions are expected along the route, and what happens if the sailing is delayed? Heat, cold, humidity and motion interact with vessel design and animal fitness.
Observation and care Can trained staff inspect every group regularly, reach them quickly and record intake and condition? Early signs of illness, injury or dehydration are easier to treat when access is reliable.
Contingency capacity Are there written roles, communications and port facilities for cancellation, diversion or emergency unloading? Disruption can turn a manageable journey into prolonged confinement.

Controls that reduce risk across the whole journey

1. Select and prepare animals

  1. Confirm that each animal is fit for the expected journey, weather and handling conditions.
  2. Exclude animals whose age, disease, injury, pregnancy, body condition or temperament makes travel unsuitable.
  3. Separate groups that could injure one another and identify individuals needing closer observation.
  4. Make sure required health certificates and other documents are complete and accurate before loading.

2. Plan the route and vessel

  1. Calculate total elapsed time, not only sailing time, and include port queues, border procedures and likely weather delays.
  2. Match deck space, headroom, pen design and ventilation capacity to the species, body size and forecast conditions.
  3. Check feed and water systems, lighting, flooring, drainage, gates and backup power or mechanical systems.
  4. Set a clear no-go decision for extreme heat, cold, unsafe seas or a delay that would exceed the welfare plan.

3. Load and monitor carefully

  1. Use trained handlers and move animals quietly, without unnecessary noise, harassment or force.
  2. Inspect animals after loading and at regular intervals during the journey; look for abnormal breathing, collapse, injury, heat stress, dehydration, inability to rest or failure to eat and drink.
  3. Record climatic conditions, feed and water consumed, medication, morbidity, mortality, mechanical defects and significant events.
  4. Escalate findings promptly to the designated veterinarian or responsible officer rather than waiting for the next scheduled inspection.

4. Manage disruption and arrival

  1. Activate the contingency plan for cancellation, diversion, equipment failure or an animal emergency.
  2. Provide water, feed, shelter, ventilation and veterinary care during any extended wait.
  3. Unload only when the route, ramp and receiving facilities are safe; isolate animals needing treatment.
  4. Review records and outcomes after the journey so recurring failures in timing, equipment or communication are corrected.

What the current evidence does—and does not—show

The sources identify hazards, welfare consequences and controls, but they do not provide a single cross-species incidence or mortality rate that can be applied to all long-distance sea transport. EFSA’s findings on horses and donkeys are a species-focused assessment; its ferry findings concern cattle on roll-on/roll-off vessels. The European Commission report concerns the EU export context in 2020, while WOAH Chapter 7.2 provides international recommendations rather than a prevalence study.

WOAH’s statement published on 19 January 2026 captures the broader operational problem: “Long-distance transport can represent serious risks due to—missing or incomplete health certificates, unclear customs rules, commercial disagreements, and unexpected problems.” The statement assigns shared responsibility to owners, operators, transporters, government agencies and Veterinary Services. In practice, the most credible safety judgment comes from examining the specific animals, vessel, route, forecast, schedule and contingency arrangements—not from a universal percentage or a simple ship ranking.
