It increases refinancing and interest-bill risks, while the eventual effect depends on real growth, real interest rates, primary budget balances, investor confidence, monetary-policy credibility, and each country’s institutions. The latest IMF figures show why the issue matters: global gross government debt was nearly 94% of GDP in 2025 and is projected to reach 100% by 2029 on current trajectories.
How large is global public debt now?
The International Monetary Fund’s April 2026 Fiscal Monitor estimates that global gross government debt reached nearly 94% of world GDP in 2025. On the policies and economic conditions underlying that report’s baseline, the ratio is projected to reach 100% by 2029. Both figures are estimates or projections, not settled outcomes.

A debt-to-GDP ratio compares the face value of government liabilities with the economy’s annual output. It is useful for judging carrying capacity, but it does not show the whole risk. Two governments with the same ratio can face very different pressures depending on the currency in which they borrow, the maturity of their bonds, the share held by domestic or foreign investors, tax capacity, growth prospects and the credibility of fiscal and monetary institutions.
| Indicator | Latest figure in the cited IMF material | What it means |
|---|---|---|
| Global gross government debt | Nearly 94% of GDP in 2025 | April 2026 Fiscal Monitor estimate |
| Global gross government debt | 100% of GDP by 2029 | April 2026 baseline projection, conditional on its assumptions |
| Global government interest payments | Rose from 2% to nearly 3% of GDP in four years | Higher refinancing rates increased the fiscal cost as maturing debt was rolled over |
| Global debt-at-risk | 117.2% of GDP for 2028 | 95th-percentile downside estimate, about 20 percentage points above the baseline; not the central forecast |
The increase in interest payments is an important warning, but it does not prove that debt alone caused market rates to rise. Governments were refinancing obligations at higher rates, and those rates also reflected inflation, monetary policy, growth expectations and risk compensation.

Why higher debt can raise borrowing costs
More bonds must be serviced and refinanced
A larger debt stock means more principal and interest eventually have to be paid or rolled over. If new borrowing costs more than the bonds reaching maturity, the average interest rate on the debt gradually increases. The adjustment is usually delayed because governments refinance at different dates rather than all at once.
Persistent budget deficits add to the supply of bonds. Investors may absorb that supply without difficulty when they trust the government’s medium-term plan. If they become concerned about future deficits, inflation or repayment capacity, they can demand a higher yield. That yield is the government’s borrowing cost and also influences rates elsewhere in the economy.
The debt dynamics that matter
Debt sustainability depends on the interaction of four variables: the debt ratio, the real interest rate, real economic growth and the primary balance. The primary balance is the budget balance before interest payments. A surplus helps stabilize or reduce debt; a deficit adds to it.
A useful approximation is that debt becomes harder to stabilize when the real interest rate exceeds real growth and the government continues to run a primary deficit. Faster growth, a stronger primary balance or lower real rates can offset a large existing debt stock. This is why “more debt always means higher rates” is too simple: the same debt ratio can be manageable in one country and destabilizing in another.
| Condition | Effect on debt dynamics | Typical implication for rates |
|---|---|---|
| Real growth exceeds the real interest rate | Existing debt is easier to stabilize, especially with a modest primary deficit | Can reduce pressure on risk premia if investors believe the advantage will persist |
| Real interest rate exceeds real growth | Debt tends to rise unless the primary balance improves | May increase yields as investors price refinancing and solvency risk |
| Persistent primary deficits | New borrowing compounds the debt stock | Can increase supply of bonds and sensitivity to fiscal news |
| Credible institutions and long maturities | Provide more time to adjust and reduce rollover concentration | Can keep risk compensation lower than the debt ratio alone would suggest |
Why one country’s experience does not describe the world
Countries that issue debt in a widely held currency, have deep domestic markets and a credible central bank may borrow at lower risk premia than countries dependent on foreign-currency financing. A government with long average maturities is less exposed to an immediate rate shock than one that must refinance a large share of its bonds each year. Advanced, emerging, frontier and low-income economies therefore face different combinations of market access, currency risk and fiscal capacity.
Does rising government debt automatically cause inflation?
No. Public borrowing can coexist with stable prices when monetary policy remains credible, taxes and spending are consistent with the government’s financing capacity, and investors expect debt to be serviced without relying on unexpected inflation.

The fiscal-monetary pressure channel
Inflation risk rises when high debt and limited fiscal space create pressure on a central bank to keep interest rates below the level needed for price stability, purchase government debt for fiscal reasons or tolerate a period of above-target inflation to reduce the real value of liabilities. This is sometimes described as fiscal dominance. It is an institutional and policy risk, not an automatic law linking every increase in debt to higher prices.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →If households and investors conclude that monetary authorities will accommodate fiscal needs, inflation expectations can rise. Lenders may then demand higher nominal yields, and a weaker currency can make imported goods more expensive. The result can be a self-reinforcing combination of higher financing costs and weaker confidence. Countries with clear fiscal rules, independent monetary institutions and a credible medium-term adjustment plan are better positioned to prevent that outcome.
Separating debt mechanics from the 2026 inflation forecast
The IMF’s July 2026 World Economic Outlook update projected global headline inflation at 4.7% in 2026 and said core inflation was broadly unchanged, with the disinflation trend that had been under way since early 2024 stalled. The briefing linked the revised near-term outlook to an energy and conflict shock. Its projections assumed the Strait of Hormuz would begin reopening in mid-July and normalize by March 2027. Those assumptions make the forecast conditional; they do not establish that global debt caused the 2026 inflation rate.
The April 2026 WEO reference forecast had put 2026 growth at 3.1% and inflation at 4.4%. The July update superseded those headline figures. They should not be presented as simultaneous current estimates.
How debt can affect economic growth
Interest costs can displace useful spending
When interest payments consume more revenue, governments have fewer resources for infrastructure, education, health services and targeted support during downturns. Cutting productive investment to meet near-term debt service can reduce future productivity, which in turn makes the debt ratio harder to stabilize.
Financial conditions can tighten
Sovereign stress can raise yields for banks and companies that use government bonds as benchmarks or collateral. Higher financing costs can delay investment, weaken construction and durable-goods demand, and increase defaults among borrowers with variable-rate debt. These effects are stronger when banks hold large quantities of government securities or when a country’s debt is issued in foreign currency.

Adjustment can help or hurt
A credible, gradual improvement in the primary balance can lower risk premia and protect market access. But a sudden, poorly designed spending cut or tax increase can reduce demand faster than private activity replaces it, pushing an economy into recession. IMF analysis recommends rebuilding fiscal buffers gradually and credibly while protecting productive public investment and essential services. The appropriate pace depends on inflation, employment, financing conditions and the country’s immediate access to markets.
The July 2026 IMF update projected global growth of 3.0% in 2026 and 3.4% in 2027. These are global forecasts under the update’s assumptions, not estimates of the growth effect of debt alone and not a prediction for every country.
What “debt at risk” means
The April 2026 Fiscal Monitor’s global debt-at-risk estimate of 117.2% of GDP for 2028 is a downside-tail measure. It represents the 95th percentile of modeled outcomes and sits about 20 percentage points above the Monitor’s baseline projection. It does not mean the IMF expects global debt to reach 117.2% in its central case.
Tail measures are useful because a baseline can conceal vulnerabilities to higher rates, weaker growth, larger primary deficits or a loss of investor confidence. They are not promises that the worst-case number will occur. Readers should treat them as an indication of how far outcomes could deteriorate under adverse combinations of shocks.
What determines whether debt becomes a crisis?
- Refinancing profile: A large volume of debt maturing soon exposes the budget to current market rates.
- Currency denomination: Foreign-currency debt can become more expensive when the domestic currency falls.
- Investor base: Dependence on mobile foreign capital can make yields more sensitive to global risk sentiment.
- Primary balance: Repeated deficits require continuing borrowing even before interest costs are counted.
- Growth capacity: Weak productivity or demographics can reduce the future tax base.
- Policy credibility: Clear institutions and a credible medium-term plan can limit risk premia.
- Shock exposure: Energy disruptions, conflict, disasters and banking problems can raise spending while reducing revenue.
These factors interact. A country can carry a high debt ratio safely for years if growth, maturities and institutions are favorable, while a lower ratio can become unstable after a currency shock or sudden loss of market access.

Is the pace gradual and credible?
Investors need evidence that the primary balance will improve over time, not just a one-year announcement. A medium-term budget framework, realistic assumptions and enforceable measures are more persuasive than an abrupt target that is unlikely to survive political or economic pressure.

What spending is protected?
Reducing low-value spending can improve the primary balance with less damage to potential growth than cutting maintenance, infrastructure, education or basic services. The composition of adjustment matters as much as its headline size.
Does the plan work under different interest and growth assumptions?
A resilient plan tests what happens if real borrowing rates remain high, growth slows or refinancing costs rise. It should not depend entirely on a favorable interest-growth differential continuing indefinitely.
Is monetary policy still focused on price stability?
Fiscal measures should reduce, rather than intensify, pressure on the central bank to finance deficits or tolerate inflation. Clear separation of fiscal and monetary responsibilities helps anchor expectations.
Does it rebuild buffers?
Debt reduction is not only about meeting the next interest payment. A government also needs room to respond to recessions, natural disasters, financial stress or security shocks without losing market access.

What higher global debt means for households and businesses
Global averages do not translate one-for-one into a household’s loan rate. Central-bank policy, local banking competition, credit history, currency and the borrower’s fixed or variable rate are usually more immediate. However, sovereign yields often form a floor or benchmark for domestic borrowing. If fiscal concerns push those yields higher, mortgages, business loans and government services can become more expensive over time.
Inflation expectations also matter. If debt-related fiscal pressure contributes to persistent inflation, wages, rents and imported goods may rise faster than they would under stable prices. Conversely, a credible fiscal repair that lowers risk premia can improve financing conditions even before the debt ratio falls substantially.

Rising global debt increases the amount governments must refinance and the share of revenue that can be consumed by interest. It can raise market rates when deficits persist, growth weakens or investors demand more compensation for risk. It can contribute to inflation when fiscal pressure undermines monetary credibility, and it can reduce growth when debt service crowds out investment or when abrupt adjustment damages demand.
None of those outcomes is automatic. The decisive variables are the real interest rate relative to real growth, the primary balance, the debt’s maturity and currency structure, investor confidence, and the credibility of fiscal and monetary institutions. The IMF’s 2026 debt and forecast figures describe a more exposed global starting point, not a single guaranteed path for every economy.
