It is not an automatic rule: demand, product grade, energy and raw-material costs, freight, inventories, exchange rates and trade measures can outweigh the supply effect. The latest global data also require a qualification. World crude steel production fell to 1,849 million tonnes in 2025 from 1,887 million tonnes in 2024, so the relevant question is what a future rise in output would do—not whether global production has already risen.
The global baseline: production is down, while capacity is expanding
The World Steel Association’s 2026 publication reports 1,849 million tonnes (Mt) of crude steel production worldwide in 2025. That compares with 1,887 Mt in 2024 and 1,963 Mt in 2021. These are annual global production totals; they do not show that every country, grade or finished product followed the same path.

At the same time, the OECD estimates global excess steelmaking capacity at 640 Mt in 2025 and projects that figure could reach 745 Mt by 2028. It also identifies up to 138.8 Mt of planned capacity additions through 2028. Capacity is the ability to make steel if furnaces, mills and related equipment run. Production is the steel actually made. A country can add capacity while producing less because demand is weak, operating rates fall, maintenance increases or commercial conditions make running a mill unprofitable.

| Measure | Figure | What it tells a buyer |
|---|---|---|
| Global crude steel production, 2025 | 1,849 Mt | Steel made during the year, not installed capability |
| Global crude steel production, 2024 | 1,887 Mt | Previous annual production baseline |
| Global crude steel production, 2021 | 1,963 Mt | Longer-term comparison point |
| Estimated excess capacity, 2025 | 640 Mt | OECD estimate of capability beyond likely market needs |
| Projected excess capacity, 2028 | 745 Mt | OECD forecast, not observed production |
| Planned additions through 2028 | Up to 138.8 Mt | Potential future capacity, subject to cancellation or delay |
The distinction matters because a headline about a new furnace or a larger national capacity target can sound inflationary for supply even when actual output is flat. Conversely, a temporary production surge can affect prices quickly without any new capacity being built.

How higher output can lower steel prices
The price channel is a sequence rather than a guaranteed one-for-one response:
- Domestic demand is measured. Construction, machinery, automotive production, energy projects and other users determine how much steel local buyers can take.
- Mills compare output with orders. If production runs ahead of contracted or expected consumption, inventories rise or mills seek additional customers.
- Surplus reaches other markets. Producers may lower offers, extend payment or delivery terms, or export material that cannot be sold domestically.
- Competing supply changes negotiations. Importers can use additional offers to negotiate with domestic mills, while mills may reduce transaction prices to protect utilization and cash flow.
- Prices weaken where the extra tonnes are available. The effect is strongest for interchangeable products with open trade routes and enough logistics capacity.
The OECD describes this mechanism directly: “Excess capacity is putting pressure on international markets, driving prices down as producers, particularly in China, seek to maintain revenues by exporting surplus steel to foreign markets.” The statement describes pressure on international markets, not a promise that every local quotation will fall.

Why exports transmit a domestic imbalance
A mill facing weak home-market demand does not have to shut immediately. It can ship slabs, billets, hot-rolled coil, plate, rebar or other products abroad, depending on its equipment and market access. Those exports increase supply for buyers in destination markets. The size of the effect depends on whether the product matches local specifications, whether freight is economical and whether tariffs, quotas or safeguards block the route.
Why more production does not always mean a lower invoice
Steel is not one uniform commodity. A rise in basic oxygen furnace output may not increase supply of the precise grade, thickness, coating, width or certification a buyer needs. A buyer of a specialized alloy or a small batch can face a shortage even while headline crude steel production is high.

- Demand growth: Strong construction or manufacturing activity can absorb additional tonnes and prevent a price decline.
- Raw materials and energy: Iron ore, metallurgical coal, scrap, electricity and natural gas costs affect mill offers. Rising input costs can offset supply-driven pressure.
- Utilization and outages: A plant may have capacity on paper but be down for maintenance, constrained by labor or short of feedstock.
- Product mix: Crude steel figures include many forms and qualities that are not interchangeable in procurement.
- Logistics: Port congestion, vessel rates, rail capacity and inland trucking can make an apparently cheap import expensive delivered.
- Currency: Exchange-rate moves can raise or reduce an importer’s local-currency cost independently of the mill’s export price.
- Trade policy: Duties, quotas, safeguards, anti-dumping cases and licensing rules can change the delivered price or eliminate an origin from consideration.
- Inventory timing: A distributor carrying high-cost stock may keep selling prices firm after replacement costs fall, while a stockout can force a buyer to pay more during a brief supply squeeze.
For these reasons, there is no single “global steel price” that can be applied to every purchase. A valid comparison must identify the product, location and commercial terms.
Demand outlook: the counterweight to supply
Worldsteel’s 12 October 2026 outlook forecasts global steel demand at 1,722 Mt in 2026, described as essentially unchanged, followed by 1.7% growth to 1,752 Mt in 2027. The outlook attributes much of the softer recovery to China and expects stronger growth outside China.

Alfonso Hidalgo de Calcerrada, Chair of the worldsteel Economics Committee, said on 12 October 2026: “The trajectory we set out in April holds, but the anticipated recovery is proving slower and more gradual than we had expected.” A flat demand year gives extra production less room to find buyers; a stronger-than-expected construction or manufacturing cycle can absorb the same tonnes.

Regional imbalances and China’s export channel
Steel markets clear regionally even when production statistics are reported globally. OECD analysis points to stronger production growth prospects in India and parts of ASEAN, alongside subdued or declining demand in other markets. A new mill may put downward pressure on prices in its immediate trading region while having little effect on a distant market protected by freight costs or import controls.
China illustrates how an internal imbalance can cross borders. The OECD reports approximately 131 Mt of Chinese steel exports in 2025, described as a record level, in a context of weak domestic demand. Those exports can influence offers in markets that accept the relevant products. They do not prove that every buyer received a lower price: destination tariffs, product standards, shipping costs and local inventories determine how much of the export pressure reaches a transaction.
The OECD also reports that trade measures intensified in 2025, with multiple countries raising tariffs on basic steel products. A buyer may therefore see global supply increase while the delivered price in its country stays firm or rises because a new duty or quota absorbs the decline in the mill’s base price.

When evaluating offers, normalize the commercial terms before deciding that one supplier is cheaper. Use the following like-for-like checklist:
| Comparison item | Questions to answer | Why it changes the decision |
|---|---|---|
| Grade and specification | Is the chemistry, standard, strength class, tolerance and certification identical? | A lower-grade or nonconforming substitute is not a real saving. |
| Dimensions and form | Are thickness, width, length, coil, sheet, bar, billet or plate form the same? | Conversion and processing costs can erase a nominal price gap. |
| Origin and mill | Is the material domestic or imported, and which mill produced it? | Origin determines freight, duties, quotas and lead-time risk. |
| Price basis and currency | Is the quote ex-works, delivered, free-on-board or another basis? Which currency and validity period apply? | Freight, insurance and currency movement can change the landed cost. |
| Delivery and availability | What is the confirmed ship date, production slot and inventory position? | A cheaper offer that arrives late may stop a production line. |
| Trade requirements | Do tariffs, safeguards, quotas, licensing or documentation apply to this product and origin? | Policy can alter eligibility and cost after the quote is issued. |
| Price exposure | Is the price fixed, indexed or subject to a surcharge? When must the buyer reorder? | The best choice depends on tolerance for future price movement. |
A practical buying process when output is rising
- Define the specification. Record grade, standard, dimensions, surface or coating, test certificates, quantity and acceptable substitutions before requesting prices.
- Request comparable quotations. Ask each supplier for the same delivery location, tax treatment, currency, validity period, payment terms and freight basis.
- Check current trade rules. Confirm duties, quotas, safeguards and documentation for every proposed origin immediately before placing the order.
- Separate base price from landed cost. Add freight, insurance, port and handling charges, financing, inspection, cutting or processing and any applicable border charges.
- Map timing risk. Compare promised delivery with your consumption schedule and safety stock. A lower price is less useful if a delay creates an outage.
- Use staged commitments when uncertainty is high. For noncritical demand, split volume between near-term needs and later purchases rather than making an unsupported all-at-once forecast.
- Monitor replacement cost. Track fresh local quotations and relevant input or freight changes so that inventory decisions reflect what the next shipment will cost, not only what existing stock cost.
Three scenarios to keep separate
| Scenario | Likely market effect | Buyer implication |
|---|---|---|
| Output rises faster than demand and exports remain open | More available supply and stronger mill competition can weigh on prices, especially for standardized products. | Solicit multiple origins, negotiate validity and avoid assuming a short-term low quote will persist. |
| Output rises while demand accelerates equally or faster | Additional tonnes are absorbed; prices may remain firm or rise with inputs and logistics. | Secure allocation and delivery capacity instead of waiting solely for a production headline. |
| Output is high but trade barriers or logistics restrict access | International surplus may not reach the buyer’s market; local prices can diverge from global pressure. | Calculate landed cost and verify policy before substituting imports for domestic supply. |
Common interpretation mistakes
- Treating capacity as production: A planned furnace does not create tonnes until it operates, and operating rates can remain low.
- Reading a global total as a local quote: Annual world output does not specify your grade, delivery point or currency.
- Ignoring the demand side: The same increase in output has different consequences in a construction boom and a manufacturing slowdown.
- Comparing unlike offers: Different grades, dimensions, terms or delivery dates can make a headline discount meaningless.
- Assuming forecasts are commitments: The 2026 and 2027 demand figures are outlook values and may be revised.
- Overlooking policy lag: A tariff or safeguard can change the delivered price after a mill has reduced its base offer.
What to monitor each month
Procurement teams can build a compact dashboard rather than rely on one production headline. Record actual output and capacity announcements separately; demand indicators for the sectors you serve; mill utilization or outage notices; import offers on the exact specification; freight and currency; inventory cover; and current duties, quotas or safeguards. Compare the delivered replacement cost with your budget and reorder point. This approach shows whether a supply increase is reaching your market and product, instead of assuming that it must.
