In-store cameras can help retailers estimate how many people enter, where they move, and which areas attract pauses or queues. Those observations do not, by themselves, reveal a shopper’s name, purchase history, intentions, or reason for being in a particular place. Identifying someone or linking visits usually requires additional technology or data—and estimates from any system are not the same as verified facts.
What can a store learn from ordinary video analytics?
Video analytics turns visible activity into counts or patterns. Depending on the system and camera setup, a retailer may measure people crossing an entrance, estimate occupancy, observe movement through a zone, count a queue, or calculate how long people remain in view.

Heat maps can show where people moved or paused. They are records or estimates of activity in the camera’s field of view, not proof that shoppers noticed a product, liked it, or bought it. A pause near a display does not explain why someone stopped.
These measurements are affected by camera position, image quality, people blocking one another, and the system’s definitions—for example, what counts as an entrance crossing or a visit to a zone. The FTC’s 2015 retail-tracking explainer described video analytics as a way to count foot traffic and create heat maps of areas that might be more popular. It characterized typical systems at the time as not using facial recognition; that description should not be treated as a guarantee about every system in use today.

What does a camera show, and what requires another system?
| Capability | What it can support | What it does not establish on its own |
|---|---|---|
| Counting and zone measurement | Estimated traffic, occupancy, queues, movement, or time in view. | A person’s identity, motive, or purchase. |
| Aggregated activity patterns | Comparisons of visible activity by time or area, including heat maps. | Whether a shopper saw, liked, or bought a product. |
| Attribute estimation | A system may output estimated demographic or emotional categories. | A verified personal fact or a reliable explanation of an individual’s feelings. |
| Facial recognition or profile matching | A face may be compared with reference images, or activity matched to a profile. | Identity without a suitable reference or matching process; a match is not proof of wrongdoing. |
| Device-signal analytics | Signals and associated identifiers may be used to estimate repeat visits or other patterns. | Those inferences are not produced by ordinary camera footage alone. |
The distinction is important: anonymous video counting and identifying a person are different capabilities. In its 2015 discussion, the FTC said typical video retail analytics offered “practical obscurity” because it generally did not identify consumers or link them across locations. Facial recognition, profile matching, or device-signal tracking adds methods or data beyond that basic analysis.
Can cameras identify a shopper or recognize a repeat visitor?
A camera image alone does not automatically tell a retailer who someone is. Facial recognition can compare a captured face with a reference set, while a profile-matching system can connect activity to information held elsewhere. Linking visits or locations also requires an identifier or another means of association. The FTC has separately described device-signal analytics that use signal strength and an associated identifier to estimate visitor volume, repeat-visit frequency, passers-by behavior, or location-level demographics; those are not conclusions drawn from ordinary video footage alone.

The FTC’s 2020 PrivacyCon paper used scenarios involving anonymous counting, face matching, demographic or emotion estimates, individualized queue offers, and employee monitoring to study public attitudes. These were hypothetical scenarios, not a census of retailer practices or evidence that any particular store uses those capabilities. They also do not establish the accuracy of demographic or emotion estimates. Treat such outputs as system-generated estimates, not verified descriptions of a person.

In a 2023 announcement about a complaint and proposed order, the FTC alleged that Rite Aid used facial recognition in hundreds of stores from 2012 to 2020 to identify customers it believed might have engaged in shoplifting or other problematic behavior. The agency said false matches led employees to follow, search, order out, or publicly accuse consumers, and that the effects disproportionately impacted people of color. These are allegations described by the FTC in that proceeding, not a finding about every retailer or facial-recognition system.

The FTC also said Rite Aid’s system used images that included low-quality material and that the company did not adequately test accuracy before deployment or monitor false-positive rates afterward. The agency said the company collected tens of thousands of images for the system and that it generated thousands of false-positive matches. Those figures describe the FTC’s allegations in this specific case; they are not a general error rate for facial recognition. The case illustrates why an automated alert or match should not be treated as proof that someone did something wrong.
What should shoppers or retailers ask about a camera system?
A sign saying that cameras are present does not answer what the system does with footage. To understand a particular installation, ask about its actual capabilities and handling of data:

- Does it count activity or identify people? Ask whether it performs anonymous counting, face comparison, profile matching, or another form of identification.
- What is retained? Ask whether the operator keeps raw video, derived features or measurements, or both—and for how long.
- Can it link activity across visits or locations? Ask what identifier or system enables that linkage.
- What supports its accuracy? Ask for evidence relevant to the actual camera placement, image quality, and population, rather than a general claim about the technology.
- What happens after an alert? Ask whether a person reviews it, who can access the data, and how corrections or deletion requests are handled.
There is no universal accuracy figure for retail camera counts or facial-recognition systems established by the sources cited here. Performance depends on the system and conditions, so a result should not be assumed accurate merely because software produced it.
What privacy rules apply?
Rules depend on jurisdiction and on what the operator does with the footage. UK Information Commissioner’s Office (ICO) guidance says facial recognition often involves personal and biometric data. For unique identification, the controller needs an appropriate legal basis and must address any applicable special-category-data requirements. In a shopping-centre setting, the ICO says the operator must be able to justify that the use is lawful and necessary, including why a less privacy-intrusive method would not achieve the purpose. Its guidance also emphasizes image quality, algorithm limitations, demographic differences, and safeguards against bias.

For surveillance systems generally, the ICO says operators should document a lawful basis, collect only what is necessary, set retention according to the purpose, and secure recordings. It says a data protection impact assessment is legally required where processing is likely to result in high risk, and describes this as applying in most cases because of surveillance’s inherent privacy risks. These are UK requirements and regulator guidance, not a complete statement of law elsewhere. The ICO’s facial-recognition guidance is under review following the Data (Use and Access) Act, so operators should check the current guidance and applicable law for their circumstances.
How to read claims about in-store cameras
When a retailer or vendor says a camera system can “understand shoppers,” look for the specific output behind that phrase. A footfall count describes counted or estimated traffic. A heat map describes movement or pauses. An estimated age group or emotion is an inference. A named identity or repeat-visit history implies matching or an additional identifier. Each claim needs evidence appropriate to the capability being asserted.
