An AJC can explain local job-search help, training and credential funding, second-chance employers, and the state contact for the Federal Bonding Program. If you are still incarcerated, ask a facility reentry counselor about release-preparation classes, vocational programs, and services that continue after release.
Other national channels—including the U.S. Department of Labor’s Reentry Employment Opportunities program, Pathway Home, PROWD, Second Chance Act grantees, and Bureau of Prisons programs—are delivered through participating facilities, workforce agencies, governments, and nonprofits. Availability, eligibility, intake dates, and waiting times depend on your state, county, custody system, age, release timing, and destination community.

Start with the American Job Center in your destination area
American Job Centers are the most practical nationwide entry point for employment after incarceration. The U.S. Department of Labor says approximately 2,400 AJCs provide services under the Workforce Innovation and Opportunity Act (WIOA). Services differ by location, but an AJC may provide job-search assistance, career assessment, an individualized employment plan, résumé preparation, interview practice, occupational training, credentials, employer referrals, and follow-up.
When you call or visit, do not ask only for “job listings.” Say that you are seeking reentry employment services after incarceration. Ask these questions:

- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Does this center have a reentry specialist or a partner organization for people with records?
- Which training, credential, apprenticeship, or work-based-learning programs are open in my destination area?
- Are there employers that consider applicants with criminal records?
- What help is available for transportation, identification, housing, childcare, or legal barriers that affect employment?
- Who is the state contact for the Federal Bonding Program?
- What eligibility rules, documents, intake dates, and follow-up services apply to me?
An AJC can refer you to other providers even when it does not operate a specialized reentry program itself. Because local services change, the center serving your county is more useful than a national description alone.
A practical AJC contact sequence
- Identify the destination area. Use the county or city where you expect to live after release, not necessarily the location of the prison.
- Explain your timeline. Tell staff whether you are incarcerated, in a residential reentry center, on home confinement, or already in the community, and provide your expected release date if known.
- Describe your employment goal. Mention prior experience, an occupation you want to enter, and whether you need immediate work or can complete training first.
- Ask for a reentry-specific referral. Request a reentry specialist, WIOA intake, a funded training provider, or a community organization serving people with records.
- Confirm the next action. Get the appointment date, intake method, documents required, transportation instructions, and a contact name.
Which federal and grant-funded programs may be available?
Several federal initiatives support employment for justice-involved people, but they are not single national offices that enroll every applicant. They fund or coordinate local projects. A provider must be serving your area, population, and situation, and it must have an open intake.
| Program or route | Who it is aimed at | When support can occur | Employment-related help that may be included | What to verify locally |
|---|---|---|---|---|
| American Job Centers (WIOA) | Job seekers, including people facing reentry barriers | After release and, through partners, sometimes before release | Career assessment, job search, training, credentials, employer referrals, and follow-up | Reentry specialist, eligibility, funded courses, and local employer partners |
| Reentry Employment Opportunities (REO) | Justice-involved youth and adults, including people formerly incarcerated | Usually through a local grantee or partner | Occupational skills, credentials, apprenticeships, employment connections, and related support | Which grantee serves your destination area and whether enrollment is open |
| Pathway Home | Adults in participating state prisons or local or county jails | Pre-release services that continue after release | Continuity between facility preparation and community employment services | Whether the facility and destination community participate |
| PROWD | Eligible adults in federal incarceration | Federal correctional institution, residential reentry center or home confinement, then community after release from Bureau of Prisons supervision | Staged employment and reentry services across custody and community settings | Whether the facility and destination community participate |
| Second Chance Act programs | People returning from incarceration and other reentry populations | During incarceration and after release, through funded organizations | Education, employment, transitional support, and community-based reentry services | Which government or nonprofit grantee serves you and its eligibility rules |
| BOP Release Preparation Program | People in federal custody | Before release | Résumé writing, job search, job retention classes, vocational and occupational education, and possible placement in a Residential Reentry Center | What your institution offers and how to enroll |
Reentry Employment Opportunities (REO)
The Department of Labor’s REO program funds strategies and partnerships intended to improve workforce outcomes for justice-involved youth and adults who were formerly incarcerated. A REO-funded project may combine occupational training, industry credentials, apprenticeships, employer connections, placement, mentoring, and follow-up.

Pathway Home: look for services that start before release
Pathway Home is designed for adults in participating state correctional facilities and local or county jails. Its defining feature is continuity: services begin before release and continue in the community afterward. That can reduce the gap between a prison-based class and the first weeks of job searching.
If you are incarcerated, ask your case manager or reentry counselor whether your facility participates. If it does, ask how the provider will connect you with the AJC, training institution, employers, transportation, identification assistance, and follow-up after you leave custody. If your facility does not participate, request referrals to other pre-release or community programs instead.
PROWD for people leaving federal custody
PROWD is a Department of Labor, Department of Justice, and Bureau of Prisons partnership for federally incarcerated adults. Services are staged across three settings: a federal correctional institution; a Residential Reentry Center or home confinement; and the community after release from BOP supervision.
Recommended Free Tools
This structure can provide a planned handoff rather than a single appointment after release. Participation is not automatic for every federal prisoner. Ask facility staff whether your institution, planned Residential Reentry Center or home-confinement arrangement, and destination community are part of the initiative. Also ask what employment training, employer introductions, and follow-up are available at each stage.

Second Chance Act services through local providers
The Bureau of Justice Assistance supports Second Chance Act grants for education and employment during incarceration and reentry, as well as transitional and community-based services. Funded government agencies and nonprofits deliver the actual programs. A grant award does not prove that a particular provider has open intake or that every returning citizen qualifies.
Use the AJC or a facility counselor to identify a funded provider in your area. Ask whether it offers employment preparation, credentials, mentoring, placement, transportation, housing referrals, identification help, family support, or legal assistance. These services may be integrated with employment work or offered through partner agencies.
What employment assistance can include
Programs differ, but the following services commonly appear in federal workforce and reentry projects:

- Occupational training: classroom instruction, hands-on work-based learning, short-term certificates, and longer programs tied to local demand.
- Apprenticeships and credentials: registered apprenticeships or industry-recognized credentials where a local provider has a suitable opening.
- Employer connections: introductions to employers open to second-chance hiring, job fairs, placement assistance, and follow-up after hiring.
- Stabilizing supports: transportation, housing, childcare, identification, family-unification assistance, and legal assistance or referrals when those issues interfere with work.
No provider offers every item. Before enrolling, ask which services are delivered directly, which are referrals, and how long support continues after you start a job.

Federal Bonding can address an employer’s risk concern
The Federal Bonding Program provides fidelity bonds to employers hiring people whose backgrounds may create barriers to employment. The U.S. Department of Labor’s January 2024 fact sheet says the bond covers the first six months of employment at no cost to the applicant or employer.
That fact sheet reports a 99% success rate and 1% of claims processed. Those are program statistics reported by the Department of Labor in that dated fact sheet—not an independently evaluated current outcome and not a guarantee that a particular employer will hire or that a claim will never occur.
Ask your state workforce agency or AJC how bonding works in your location. A workforce specialist can explain participating employers, the application process, the period covered, and how the bond is issued. You can then mention the program when an employer raises concerns about hiring someone with a record.

The Bureau of Prisons describes the prospect of searching for meaningful work after release as “daunting,” particularly for people who have been out of the labor market for years. Its Release Preparation Program includes classes on résumé writing, job search, and job retention. BOP also describes vocational and occupational education and placement of appropriate inmates in Residential Reentry Centers before release.

Ask your facility reentry counselor for the current class schedule and enrollment process. Questions to raise include:
- Which vocational or occupational programs can you complete before release?
- Are résumé, interview, computer, or job-retention classes available?
- Can staff connect you with an AJC or community provider in your destination county?
- Does your facility participate in Pathway Home, PROWD, or another continuity program?
- Can you receive help obtaining identification, arranging transportation, or planning the first appointment after release?
How to choose among several referrals
When more than one provider is available, compare the options on four practical dimensions:
- Timing and continuity: Prefer a service that starts before release when possible, has a confirmed community handoff, and includes follow-up after employment begins.
- Employment pathway: Determine whether the program merely offers job listings or also provides occupational training, work-based learning, apprenticeship, credentials, employer introductions, and placement.
- Practical barriers: Check whether transportation, housing, childcare, identification, family needs, or legal issues are addressed directly or through referrals.
- Local fit and access: Confirm that the provider serves your custody system, age group, destination area, and supervision status, and that intake is open.
Keep the name and contact information for every referral. If a program is full, ask when the next intake opens and whether staff can refer you to an AJC or another provider while you wait.
What these services cannot promise
Federal program names do not guarantee a job, a training seat, a bond, payment for expenses, or acceptance by an employer. National descriptions also cannot establish local eligibility, available funding, enrollment capacity, or wait time. Those facts must be confirmed with the AJC, facility, state workforce agency, or named grantee serving your situation.
The strongest plan is usually layered: begin with the AJC, add facility-based preparation if you are still incarcerated, use a continuity program when available, pursue a credential or apprenticeship suited to your target occupation, and ask about practical supports and Federal Bonding at the same time.
