For an Indian construction contractor, proving a tax receipt requires a connected record trail: the contract or work order, a separate contract-wise payment ledger, correctly issued invoices and adjustment notes, customer and bank payment evidence, input and supplier documents, and tax ledgers linked to returns and remittances. First determine whether the transaction predates GST, because the governing records differ.
Start with the transaction date: Service Tax or GST?
The phrase “service-tax receipts” can describe two different Indian tax periods. The GST framework took effect on 1 July 2017. Under the current framework, an immovable-property works contract is treated as a supply of services. The GST Council’s official explanatory material states: “A works contract is treated as supply of services under GST.”

Before GST, the indirect-tax treatment described by the GST Council involved service tax on the service component and state VAT on the goods component. Therefore, a receipt dated before 1 July 2017 must be tested against the law, invoice rules, contract terms and return requirements that applied at that time. Do not apply current GST invoice or retention rules retroactively.

| On or after 1 July 2017 | GST; an immovable-property works contract is a supply of services | GST contract ledger, tax invoices and notes, payment evidence, input and supplier records, tax ledgers, returns and remittance proof |
| Before 1 July 2017 | Historic Service Tax and applicable state VAT rules | Period-specific contract, invoice, accounting entry, customer payment evidence, tax return and proof of remittance |
If a historic assessment, appeal or investigation is involved, have an Indian tax professional verify the exact rule for the relevant period. A historical audit example referring to Service Tax Rule 4A can help identify the type of documentation expected, but it is not a universal checklist for every old transaction.

The evidence chain an auditor should be able to follow
Organize records so a reviewer can start with a job and follow one amount from the signed agreement to the invoice, receipt, accounting entry, tax return and payment to the government. The following records form that chain for current GST works contracts.
| Record group | What to retain | What it establishes |
|---|---|---|
| Contract identity | Signed agreement, work order, amendments, customer name and address, scope, milestones and job reference | Which job was performed, for whom and under what commercial terms |
| Contract ledger | A separate account for each works contract, with every payment received and its invoice or milestone reference | How collections relate to the specific contract |
| Billing documents | Tax invoices, credit notes, debit notes and records showing when they were issued or received | What was supplied, the taxable value and tax charged |
| Payment evidence | Bank statements, customer remittance advice, payment-gateway records, cheque evidence and receipt or receipt-voucher records for advances | Whether and when the billed or advanced amount was actually received |
| Inputs and suppliers | Supplier names and addresses, supplier invoices, and records of goods or services received and used on the job | What resources supported execution of the contract and the related input trail |
| Tax and return trail | Accounts of tax payable, collected and paid, plus return workings and proof of remittance | How invoices and collections became reported and paid tax |
Build a separate file for every works contract
1. Capture the contract identity
Keep the executed agreement or work order at the front of the file. Record the customer’s legal name and address, the site, job or purchase-order number, scope of work, price or pricing formula, tax clause, milestones, retention amounts, advance terms and completion or variation provisions. File every signed amendment with the original rather than replacing the original document.
These details let you explain why an invoice amount differs from an earlier estimate, why an advance was received, or why a credit note was issued. They also satisfy the contract-level identification that the record rules expect, including the names and addresses of persons on whose behalf the works contract is executed.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
2. Maintain one contract-wise payment ledger
Rule 56 requires details of payments received in respect of each works contract. Use a separate account or clearly separated ledger for each job. At minimum, give each entry:
- receipt date and amount;
- customer and contract reference;
- invoice, debit-note or credit-note number;
- milestone, running-account bill or advance description;
- taxable amount and tax component where applicable;
- payment method and bank or transaction reference;
- date and amount of any adjustment, retention release, refund or reversal.
A contract ledger is more persuasive when its running balance agrees with the customer account, bank credits and outstanding invoices. Do not combine unrelated projects in one undifferentiated receipts list.
Issue and preserve invoices and adjustment documents
Keep the issued invoice, the customer’s copy or acknowledgement where available, and the system record showing its issue date. Rule 46 invoice particulars include the supplier’s identity and GSTIN, invoice number and date, recipient information as applicable, description of the supply, taxable value and tax charged. A service invoice is generally due within 30 days of the supply under the cited rule, subject to its exceptions. Treat 30 days as a statutory timing rule, not as a performance statistic.

Preserve credit notes and debit notes with the original invoice and a written explanation of the adjustment. If a milestone was revised, attach the measurement sheet, engineer’s certificate, customer approval or other contract document that explains the change. Keep cancelled invoices and the cancellation record so number sequences can be accounted for.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsProve receipt, not merely the right to bill
An invoice demonstrates that you billed a supply. It does not, by itself, establish that the customer paid. Pair each invoice with evidence of collection or a documented explanation for an amount still outstanding.
- Download bank statements for the account that received the money and mark the relevant credits.
- Retain the customer’s remittance advice, payment certificate or statement of account when one is issued.
- For electronic collections, retain the payment-gateway settlement report and the bank credit.
- For cheques, keep the cheque details, deposit slip and cleared-bank entry.
- For advances, keep the receipt or receipt-voucher record and connect the advance to the later invoice or adjustment.
- For withholding, retention money or net-of-deduction payments, keep the customer’s deduction statement and show the gross invoice, deduction and net receipt separately.
The cited rules require accounts of payments received and advances; they do not prescribe one universal bank document or receipt form that is sufficient in every case. The reconciliation is practical substantiation: match the contract ledger, invoice register, customer account and bank evidence by date, amount and reference, and investigate unmatched entries before filing a return.

Keep the input and supplier trail for each job
Do not preserve only customer-facing invoices. Rule 56 also calls for records of goods and services received and of goods and services used to execute the works contract, together with supplier names and addresses and relevant supplier invoices.
Tag purchase invoices, subcontractor bills, transport or professional-service bills and material receipts to the contract or to a documented shared-cost allocation. Keep goods-received notes, delivery challans, work-completion certificates and stock or consumption records where they explain what was used on site. If an input relates to several projects, retain the allocation working rather than forcing the entire amount into one contract.
Connect tax ledgers, returns and remittances
Maintain accounts showing tax payable, tax collected and tax paid. The tax ledger should reconcile to the invoice register and contract-wise collections, while return workings should explain differences caused by advances, credit notes, timing, reversals or other permitted adjustments.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

For each tax period, retain the filed return, calculation or working papers, challan or electronic payment confirmation and the bank entry showing the payment. Keep a correction log for amended invoices, late entries and reversals. A tax payment without the underlying invoice and contract trail is incomplete evidence; an invoice without the tax ledger and return trail leaves the reporting outcome unexplained.
Electronic records, access and retention
Electronic records are permitted, subject to the applicable digital-authentication requirements. Store files in a format that remains readable, preserve the original data and metadata where practical, restrict unauthorized changes, and maintain backups in a separate location. A scanned contract is useful only if it can be opened and produced throughout the retention period.
For records covered by section 36 of the CGST Act, the general statutory period is 72 months, counted from the due date for furnishing the annual return for the year to which the records relate. Parliament of India set this duration in 2017. If an appeal, revision, proceeding or investigation is pending, the Act requires retention until one year after final disposal or the ordinary period, whichever is later.

The Income Tax Department separately discusses business books and supporting bills and signed expenditure vouchers. Income-tax retention and book requirements depend on the taxpayer type, tax year and applicable provisions. GST records do not automatically replace the contractor’s income-tax accounting records.
How to assemble a receipt-proof file: a practical procedure
- Classify the date. Mark the transaction as pre-GST or GST-era and identify the governing law before selecting a checklist.
- Assign a job code. Use the same contract or project reference on the agreement, ledger, invoices, purchase records and payment reconciliation.
- Index the contract. Add the signed work order, amendments, customer details, milestones and tax terms.
- Record the billing event. Enter each invoice, note, advance and adjustment with its date, taxable value and tax.
- Match the collection. Link the invoice to the bank credit, remittance advice, cheque clearance or advance receipt; explain any short payment or retention.
- Attach execution evidence. File supplier invoices, subcontractor records, delivery documents and usage or allocation workings.
- Reconcile tax. Tie the contract ledger and invoice register to tax payable, collected and paid, then to the relevant return and remittance.
- Archive and review. Check that files open, references agree, cancelled numbers are accounted for and the retention end date is recorded, with an extension flag for pending matters.
Common gaps and how to correct them
| Gap | Why it weakens the proof | Corrective action |
|---|---|---|
| One receipts spreadsheet for several projects | The reviewer cannot identify which contract received the money | Split the ledger by contract and add invoice and bank references |
| Invoice register without bank or customer evidence | Billing is shown, but actual receipt is not | Obtain statements or remittance records and document unresolved balances |
| Bank credits with no invoice reference | The receipt cannot be tied to a taxable supply | Use customer advice, amount, date and contract details to complete the match |
| Missing credit or debit notes | Differences between billed and collected amounts appear unexplained | File the note with the original invoice and approval or adjustment reason |
| Customer invoices retained but supplier records discarded | The input and execution trail is incomplete | Recover supplier invoices and job-use or allocation records; document any irretrievable item |
| Old Service Tax receipts tested under GST rules | The wrong legal period is being applied | Reconstruct the period-specific file and obtain advice on the historic rule |
What the file should show at a glance
A complete current-GST file should allow an independent reviewer to answer five questions without relying on oral explanations:
- Which customer and contract generated the receipt?
- What work or milestone was billed, and which invoice or note records it?
- When and how was the money received, and does the amount reconcile?
- What goods and services were used to execute that contract?
- How were tax payable, tax collected and tax paid reported and remitted?
For a pre-1 July 2017 receipt, add the historic Service Tax and applicable VAT records and verify the period-specific requirements. Keep the contract, invoice, accounting entry, payment proof, return and remittance evidence together rather than treating any single document as conclusive on its own.
