What Quantum Computers Can and Cannot Break in Modern Cryptography

Short answer: A sufficiently large, fault-tolerant quantum computer could use Shor’s algorithm to break widely used public-key systems such as RSA, elliptic-curve cryptography (ECC), and other schemes based on factoring or discrete logarithms. That is a conditional future threat, not a capability of today’s quantum machines.

Quantum computing does not make every cipher suddenly useless. Grover’s algorithm gives an idealized quadratic speedup for brute-force search, but hardware cost, error correction, circuit depth, and the difficulty of parallel attacks reduce the practical advantage. NIST says AES-128, AES-192, and AES-256 remain usable under its current guidance. The sensible response is a planned move to post-quantum standards, especially for public-key encryption, key establishment, and digital signatures.

Which cryptographic systems are most exposed?

Cryptography uses different mathematical problems for different jobs. Public-key systems let strangers establish keys or verify identities; symmetric ciphers protect data after a shared key exists; hash functions provide integrity and other building blocks. Quantum algorithms do not affect all of these categories in the same way.

RSA: factoring becomes tractable in the quantum model

RSA security depends on the practical difficulty of factoring a large composite number into its prime factors. Shor’s algorithm provides an efficient quantum method for that problem in theory. A cryptographically relevant quantum computer could therefore recover RSA private keys from public keys, decrypt traffic protected with RSA key transport, and forge RSA signatures. The word “could” matters: the algorithm requires a machine with enough logical qubits, error correction, and reliable circuit depth. No current consumer or laboratory device has demonstrated that capability.

Elliptic-curve systems: discrete logarithms are the target

ECC relies on the difficulty of solving discrete-logarithm problems on elliptic curves. Shor’s algorithm also applies to this class of problems. That places elliptic-curve key exchange, elliptic-curve signatures, and related protocols in the same long-term migration category as RSA. The public-key algorithm may be different, but the quantum failure mode is similar: a future machine could derive private information from public parameters quickly enough to defeat the scheme.

Diffie–Hellman and related discrete-log schemes

Finite-field Diffie–Hellman and other public-key mechanisms based on discrete logarithms are also treated as quantum-vulnerable in NIST’s transition planning. A future Shor-capable machine could undermine their key-establishment security, even if an organization has already replaced RSA with a different classical public-key option.

Digital signatures are not exempt

Signatures use public-key mathematics to prove who authorized a message and whether it changed. If the underlying RSA or elliptic-curve signature is vulnerable, an attacker could create apparently valid signatures, not merely decrypt old data. Software-update systems, certificate authorities, code-signing keys, device identities, document-signing workflows, and access tokens therefore belong in a quantum-migration inventory.

Primitive or function Quantum algorithm and effect Practical reading
RSA encryption, key transport, and signatures Shor’s algorithm attacks integer factorization Potentially breakable by a sufficiently capable fault-tolerant quantum computer; not broken by current machines
ECC encryption, key exchange, and signatures Shor’s algorithm attacks elliptic-curve discrete logarithms Potentially breakable at cryptographically relevant scale
Finite-field Diffie–Hellman and related schemes Shor’s algorithm attacks discrete logarithms Included among quantum-vulnerable public-key approaches in NIST transition planning
Symmetric encryption such as AES Grover’s algorithm gives a theoretical quadratic search speedup Not an instant collapse; AES-128, AES-192, and AES-256 remain allowed under current NIST guidance
Hash functions Quantum search changes some security estimates, but does not make every hash unusable Assess the specific construction and security level; hash-based signatures are part of the post-quantum standards

Can a quantum computer break AES?

Not in the same way it can threaten RSA or ECC. Grover’s algorithm reduces the number of evaluations needed for an ideal unstructured search from roughly the size of the search space to its square root. That is a theoretical quadratic improvement, not a universal rule that a quantum computer simply “halves every key.”

Real attacks must build a large, error-corrected quantum circuit, run it for many sequential operations, and supply enough hardware to perform the computation. The full Grover speedup is difficult to parallelize, and the cost of preparing, correcting, and measuring quantum states can dominate the abstract algorithmic gain. NIST’s post-quantum FAQ therefore says organizations may continue using AES with 128-, 192-, or 256-bit keys under existing guidance. NIST also says systems providing less than 112 bits of classical security should not be used.

What about hashes and passwords?

It is inaccurate to say that quantum computers break “encryption” as one undifferentiated category. Password hashing, message digests, authenticated encryption, and public-key signatures have different security goals and different attack costs. Grover-style search can affect brute-force estimates for some hash or password problems, but the result depends on the construction, password entropy, rate limits, memory-hardness, and the attacker’s available quantum resources. A password that is weak against classical guessing is not rescued by quantum technology; strong password policies, multi-factor authentication, and secure key management remain necessary now.

Hash-based signatures illustrate the distinction. NIST’s SLH-DSA standard uses hash-based techniques for signatures and is intended as a post-quantum option. That does not mean every existing hash deployment is automatically safe or unsafe; the algorithm and security level must be evaluated in context.

Why today’s quantum computers are not breaking deployed encryption

Shor’s algorithm is a mathematical result, not a claim that any available quantum processor can run it at Internet scale. A machine capable of attacking real RSA or ECC keys would need a very large number of reliable logical qubits. Physical qubits are noisy, so error correction requires many physical qubits and continuous fault-tolerant operation. The computation also needs substantial circuit depth, precision, memory, and orchestration.

Current quantum devices remain limited and error-prone relative to those requirements. The sources do not establish a dependable date for a cryptographically relevant machine, and NIST describes both major technical challenges and uncertainty about whether and when the required capability will arrive. Treating a demonstration on a small or specially chosen problem as evidence that production RSA or ECC can already be cracked is a category error.

What “harvest now, decrypt later” means

An adversary does not have to wait for a quantum computer to create risk. In a harvest-now-decrypt-later (HNDL) strategy, the attacker copies encrypted traffic or archives encrypted files today, stores the ciphertext, and hopes to obtain a capable quantum computer in the future. If the data will still be sensitive then, a later break of the public-key protection could expose it.

HNDL is most serious for information with a long confidentiality lifetime: national-security records, medical histories, intellectual property, industrial designs, legal archives, credentials embedded in long-lived devices, and diplomatic communications. A short-lived web session may be obsolete before a future machine exists, while a ten- or thirty-year secret may remain valuable. Organizations should therefore rank systems by the time data must remain confidential, not only by the probability of a quantum breakthrough next year.

When will quantum computers break encryption?

No reliable arrival year is established by the cited NIST material. Predictions vary because progress depends on qubit quality, error-correction overhead, manufacturing, control systems, algorithms, and engineering breakthroughs that cannot be scheduled with confidence. A precise deadline presented as settled fact overstates the evidence.

The uncertainty is not a reason to do nothing. Public-key infrastructure is deeply embedded in certificates, firmware, identity systems, VPNs, messaging, cloud services, and software updates. Replacing algorithms, validating implementations, updating hardware, and coordinating suppliers can take years. HNDL also makes the relevant deadline the required secrecy period for the data, not the date on which a quantum computer is publicly announced.

Post-quantum standards available now

On August 13, 2024, the U.S. Secretary of Commerce approved three NIST Federal Information Processing Standards (FIPS) for post-quantum cryptography. They cover both key establishment and signatures, the two public-key functions most directly affected by Shor’s algorithm.

Standard Algorithm Function Status and role
FIPS 203 ML-KEM Key-encapsulation mechanism for establishing a shared secret over a public channel Finalized standard, approved August 13, 2024
FIPS 204 ML-DSA Digital signatures for authentication and detecting unauthorized changes Finalized standard, approved August 13, 2024
FIPS 205 SLH-DSA Stateless hash-based digital signatures Finalized standard, approved August 13, 2024
HQC Code-based key-establishment algorithm General encryption backup to ML-KEM Selected by NIST in March 2025; not a finalized FIPS standard in the cited announcement

In a March 11, 2025 announcement, NIST selected HQC as a backup algorithm for general encryption because it is based on a different mathematical foundation from ML-KEM. The same announcement kept ML-KEM as the recommended general-encryption choice and said, in the words of NIST mathematician Dustin Moody, “Organizations should continue to migrate their encryption systems to the standards we finalized in 2024.” Planned dates for an HQC draft and final standard are not the same as a completed standard, so procurement and compliance decisions should use the status that is current when the decision is made.

How organizations should prepare

Migration is an engineering program, not a single software toggle. The following sequence addresses the highest-risk dependencies first.

  1. Inventory public-key use. Record every certificate, key exchange, signature, library, appliance, protocol, firmware image, cloud service, and vendor integration that uses RSA, ECC, Diffie–Hellman, or another classical public-key scheme. Include systems maintained by suppliers and systems that are difficult to update.
  2. Classify data by confidentiality lifetime. Mark information that must remain secret for years or decades. Those systems deserve priority because captured ciphertext may be valuable long after it was collected.
  3. Map trust and signature dependencies. Identify certificate authorities, code-signing keys, update manifests, identity tokens, secure boot chains, and audit records. Encryption migration alone does not prevent forged signatures.
  4. Plan for cryptographic agility. Separate algorithm choices from application logic, define upgrade paths, and ensure protocols can negotiate or roll forward to approved post-quantum schemes without replacing an entire product.
  5. Evaluate ML-KEM, ML-DSA, and SLH-DSA implementations. Use the finalized FIPS specifications, documented security levels, implementation guidance, and validated modules where your regulatory environment requires them. Test performance, message sizes, certificate handling, hardware support, and failure recovery.
  6. Use transition designs deliberately. Some deployments may use classical and post-quantum mechanisms together while compatibility is being established. Such a design must be specified and tested; combining algorithms casually can create downgrade, validation, or key-management flaws.
  7. Test operational systems. Exercise TLS or other transport protocols, VPNs, directory services, device enrollment, software updates, backups, disaster recovery, logging, and monitoring. Larger keys or signatures can affect bandwidth, storage, latency, and constrained devices.
  8. Track standards and supplier commitments. NIST’s IR 8547 page describes an initial public draft published November 12, 2024, outlining an expected transition approach. It is draft guidance, not a universal deadline. Recheck standards, validation requirements, and vendor road maps as they change.

Common claims that mislead readers

“Quantum computers can break all encryption today.”

False. The relevant Shor attack requires a future, cryptographically relevant machine. Today’s devices do not provide dependable attacks on deployed RSA or ECC at ordinary security sizes.

“Quantum computing just cuts AES key lengths in half.”

That slogan compresses an idealized Grover analysis into an operational claim. Hardware overhead, serial depth, parallelization limits, and the chosen security margin matter. NIST’s current guidance continues to allow AES-128, AES-192, and AES-256.

“Replacing RSA with ECC solves the problem.”

It does not. RSA and ECC rely on different classical problems, but both are vulnerable to Shor’s algorithm at sufficient scale. A migration that changes only the classical public-key family has not become post-quantum.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Only encryption needs to change.”

Digital signatures are equally important. An attacker with a future quantum capability could forge signatures on software, certificates, transactions, or documents unless those trust systems migrate too.

“A draft transition document is a mandatory deadline.”

NIST IR 8547 is identified as an initial public draft. It can inform planning, but it should not be represented as a final rule or a single deadline that applies to every organization.

What this means for individuals

Most individuals cannot replace the cryptography inside a major web service, operating system, or bank. Practical steps are still useful: keep devices and browsers updated, enable multi-factor authentication, use unique long passwords, and choose services that explain how they handle security updates. For personal archives containing information that must stay private for decades, encrypting backups and controlling access today reduces the value of later theft, even though the underlying public-key ecosystem will ultimately depend on service-provider migration.

For engineers and administrators, the immediate task is visibility: know where classical public-key cryptography is used, which data has a long secrecy requirement, and which components can be upgraded. The risk is conditional and future-facing, but migration work is necessarily present-facing.
