California residents have enforceable privacy choices when covered businesses collect information through websites. The California Consumer Privacy Act (CCPA), as amended by the California Privacy Rights Act (CPRA), can let you learn what information a business collects, request deletion or correction, opt out of the sale or sharing of information, limit some uses of sensitive personal information, and receive equal treatment for exercising those rights.
Those rights do not create a universal tracking blocker. A Global Privacy Control (GPC) signal communicates an opt-out of sale or sharing to covered online businesses, while a direct privacy request addresses a particular business. California’s DROP platform is a separate route for asking data brokers to delete your information.

Which California law covers website tracking?
The CCPA is California’s consumer privacy statute. The CPRA amended it and added or strengthened several rights. Together, they govern qualifying businesses’ collection, use, sale, and sharing of personal information. The California Privacy Protection Agency’s current laws index lists the CCPA and its regulations as effective January 1, 2026, along with the Delete Act and related regulations effective that date (California Privacy Protection Agency laws and regulations).

Coverage is not automatic for every website. The business must meet the law’s scope criteria, and the right may have statutory exceptions. The California Privacy Protection Agency’s FAQ explains that browsing history, search history, device identifiers, IP addresses, and similar online identifiers can be personal information when they are linked, or reasonably linkable, to a consumer or household. Whether a particular site is covered still depends on the business and the statutory criteria (California Privacy Protection Agency FAQ).

In practice, a cookie banner or analytics script does not by itself tell you whether the CCPA applies. Look at the operator named in the site’s privacy policy, how it uses the information, and whether the business falls within the law’s coverage. A site can collect information without every collection being a sale or sharing that you can opt out of.
Your main rights when a covered business tracks you
The rights below are the practical tools most relevant to website activity. Each is a legal request or choice, not a promise that every tracking technology will disappear.
| Right | What you can ask for | What it means for website activity |
|---|---|---|
| Know | Information about personal information collected and how it is used and shared. | You can seek a clearer account of categories collected, purposes, and disclosures by that business. |
| Delete | Deletion of personal information, subject to legal exceptions. | You can ask the business to remove information it holds, although an exception may allow it to retain some data. |
| Correct | Correction of inaccurate personal information. | You can challenge an incorrect profile, account detail, or other personal information. |
| Opt out | Opt out of sale or sharing for cross-context behavioral advertising. | You can withdraw that kind of commercial disclosure without claiming that all first-party analytics or collection must stop. |
| Limit sensitive personal information | Limit certain uses and disclosures of sensitive personal information. | The limit applies to qualifying sensitive information and uses; it is not a blanket restriction on every data category. |
| Equal treatment | Exercise CCPA rights without discriminatory treatment by the business. | A business generally cannot penalize you simply because you made a valid privacy request. |
The rights and their exceptions are described by the California Privacy Protection Agency in its CCPA rights guide. The guide is the better reference for the exact wording of a request and for situations in which a business may deny or narrow it.
What “opt out of sale or sharing” actually changes
Under the CCPA, sale and sharing are defined privacy choices rather than synonyms for every form of tracking. The opt-out right is directed at sale or sharing of personal information, including sharing for cross-context behavioral advertising. A site may still use information for its own permitted operations, security, fraud prevention, or other first-party purposes, depending on the facts and applicable exceptions.

That distinction matters when you expect an opt-out to stop every cookie, pixel, log entry, or personalization system. The legal result is an opt-out signal or request concerning the covered business’s sale or sharing; it is not a guaranteed technical shutdown of all collection. A browser’s local storage, strictly necessary functions, or a separate company’s processing may continue.
Global Privacy Control (GPC)
GPC is a browser or browser-extension signal that communicates your opt-out preference to online businesses. California Attorney General guidance recognizes GPC as an acceptable method for covered online businesses to receive an opt-out. The Attorney General describes it as a “stop selling or sharing my data switch” (California Attorney General GPC guidance).
To use it, turn on Global Privacy Control in a browser or extension that supports it. The signal travels with visits made in that browsing environment. It does not automatically submit a know, delete, or correct request, and it does not erase information a business already retained. If you use multiple browsers or devices, check each one separately.

When to use a direct opt-out request instead
If GPC is unavailable, fails to register, or you want a record tied to a particular account, use the business’s privacy choices or privacy-request link. State guidance says those channels are usually identified in the privacy policy and may include a web form, email address, or telephone number (California Privacy Protection Agency: submit a privacy request). Keep a copy of what you submitted and the date.
How to submit a privacy request to a website
- Identify the business. Open the site’s privacy policy and find the legal business name and its privacy-request or privacy-choices link. A platform embedded in another site may be a separate business, so identify which company controls the relevant information.
- Choose the narrowest right that matches your goal. Use a know request for collection and use details, a delete request to remove information, a correct request for inaccurate information, or an opt-out request for sale or sharing. If the issue concerns qualifying sensitive personal information, ask about the right to limit its uses and disclosures.
- Submit through an identified channel. Complete the web form, send the designated email, or call the listed number. State the account email, device or cookie identifier, or other information the business requests so it can locate the relevant records, but do not provide unnecessary identity documents.
- Complete reasonable identity verification. A business may need to verify that the requester is the consumer associated with the information. Verification can vary by the sensitivity of the request. Do not assume that a request is invalid merely because verification is required, and do not send more information than the business’s instructions require.
- Save the confirmation and response. Record the request type, submission date, confirmation number, and the business’s answer. If the business asks you to clarify which account or information is involved, respond through the same official channel.
- Separate an opt-out from a deletion request. Opting out changes a qualifying sale or sharing preference. It does not ask the business to erase the information it already has. Submit a separate deletion request when deletion is your goal.
Requests can be limited by legal exceptions. For example, a business may need to retain information for security, legal compliance, transactions, or other purposes recognized by the statute. The business should identify the basis for a denial or partial response rather than treating every request as an automatic deletion.
Deletion, correction, and sensitive-information limits
Deletion
You can ask a covered business to delete personal information, subject to exceptions. Deletion is directed to the business holding the information; it is not the same as clearing your browser history, removing a cookie, or uninstalling an app. Those local actions may change what your device sends in the future but do not necessarily remove server-side records.

Correction
A correction request is useful when a business has inaccurate personal information, such as a wrong account detail or an incorrect profile attribute. Describe what is wrong and provide the accurate value through the business’s designated request channel. Correction does not require you to accept a marketing opt-out or deletion when a different remedy is appropriate.

Limiting sensitive personal information
The right to limit applies only to certain uses and disclosures of sensitive personal information. It is not a universal control for all browsing data. Read the business’s notice and the CCPA guidance to determine whether the information and processing at issue qualify.

California’s DROP platform is a consolidated route for requests involving data brokers. It is separate from asking an individual website or service to provide, correct, or delete its records. Use the state’s official privacy site to reach DROP (California Privacy Protection Agency).
Best Value
A data broker may obtain information from sources other than the site you visited. A DROP request therefore addresses participating data-broker records through the state process; it does not replace a request to a retailer, social network, publisher, or other website that is not acting as a data broker. If both kinds of businesses hold information about you, you may need both routes.
What these protections do not guarantee
- No universal tracking switch: CCPA rights do not promise that every analytics tool, security log, first-party function, or cookie will stop.
- No automatic coverage for every site: The law applies to businesses meeting its scope criteria, with exceptions.
- No automatic erasure from every recipient: A business may have lawful retention duties or other exceptions, and a separate business may hold a separate copy.
- No replacement for account security: Privacy requests do not substitute for changing a compromised password, signing out of sessions, or enabling multifactor authentication.
- No ranking of browsers: GPC availability is a feature to check in the browser or extension you choose; California guidance establishes the signal’s acceptability, not a comparative performance score among browsers.
2026 change: SB 923 and deletion requests
On September 27, 2026, CalPrivacy announced that Governor Gavin Newsom signed SB 923. The agency’s release describes an expansion of deletion rights addressing information a business obtained from third parties and says online-only businesses must offer an online submission method, such as a web form, rather than relying solely on an email address (CalPrivacy announcement, September 27, 2026).
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe announcement summarizes the signed bill but does not settle every effective-date, transition, or implementation question. Before asserting that a new duty is enforceable on a particular date, check the enacted SB 923 text and the current official rules. Until then, treat the release as a material legislative update and use the business’s currently listed request channels.
A practical decision guide
| Your goal | Best first action | Where it goes | What to expect |
|---|---|---|---|
| Stop qualifying sale or sharing | Turn on GPC, or submit an opt-out request. | GPC goes from your browser to covered online businesses; a direct request goes to the business. | An opt-out preference, not a promise that all tracking or collection ends. |
| Find out what a site has and does | Submit a know request. | The site’s privacy-request channel. | Information about collection, use, and sharing, subject to verification and exceptions. |
| Remove a site’s records | Submit a delete request. | The business that holds the information. | Deletion where required, with statutory exceptions explained by the business. |
| Fix wrong information | Submit a correct request with the accurate detail. | The business’s privacy-request channel. | Review and correction of inaccurate personal information. |
| Remove data held by brokers | Use California’s DROP platform. | The state’s consolidated data-broker process. | A broker-focused request that does not replace a request to another website. |
For a California resident concerned about website tracking, the most effective sequence is to enable GPC for the opt-out preference, use the individual business’s channel for know, delete, correct, or sensitive-information requests, and use DROP when the records are held by data brokers. Keep the scope and exceptions in mind: these are targeted legal controls, not a guarantee that every online activity record disappears.
