For a typical grid-connected rooftop solar installation, expect an electrical permit, an inspection, and utility interconnection approval before the system can operate. A building or structural permit may also be required, depending on the roof work, mounting method, system size, batteries, historic-district rules and local thresholds. The exact answer is tied to the property address and its utility territory.
Do not switch on a grid-connected system or export electricity until the utility has accepted the interconnection paperwork, completed any required meter work and issued written permission to operate (PTO). Installing panels without the required approvals can delay service, require corrective work or leave the system unable to receive export credits.

The approvals most solar projects need
Solar permitting involves two separate authorities: the local government that enforces building and electrical codes, and the electric utility or distribution-network operator that controls connection to the grid. One approval does not replace the other.

| Approval or step | Who handles it | When it applies | What it accomplishes |
|---|---|---|---|
| Utility interconnection application | Electric utility or network operator | Most grid-connected systems, including systems that export no energy unless the utility specifically exempts them | Reviews the proposed connection, export settings, equipment and service capacity |
| Electrical permit | City, county or other electrical authority | Normally required for photovoltaic (PV) wiring, inverters and associated equipment | Authorizes electrical installation under the adopted code |
| Building or structural permit | Building department or permitting office | Structural roof changes, some larger or ground-mounted systems, carports, canopies, PV shingles and projects above local size thresholds | Checks roof loading, attachment, wind and other structural or zoning issues |
| Historic, zoning or land-use review | Historic commission, planning or zoning department | Historic districts, ground mounts, special overlay areas and projects with land-use impacts | Confirms the project fits local appearance, setback and land-use rules |
| Inspection and code sign-off | Local inspector, electrical safety authority or both | After installation and sometimes at specified construction stages | Confirms the installed system matches approved plans and code |
| Meter and PTO close-out | Utility or network operator | Before a grid-connected system is energized for normal operation | Completes meter work, accepts final documents and authorizes operation and export |
Requirements and fees differ by jurisdiction. The U.S. Department of Energy (DOE) notes that local governments generally require installers to obtain a rooftop-solar permit before installation and that roughly two-thirds of a residential solar system’s cost can be “soft cost,” such as permitting, administration and other non-hardware work. That proportion is a broad industry observation, not a permit fee for any particular address.

Start by identifying the exact jurisdiction and project scope
You cannot determine the permit list from the panel count alone. Before signing a contract or ordering equipment, identify every authority that has a say in the project.
- Confirm the property address and governing building department. A city, county, township or regional authority may issue the permits. Ask which office handles residential solar, whether applications are electronic and whether a separate structural review is required.
- Identify the electrical authority. Some places use the building department; others use a separate electrical-safety organization. The inspection authority may not be the same organization that processes the building permit.
- Identify the utility or distribution-network operator. The company that bills you may not be the entity that approves the physical grid connection. Ask for its distributed-generation or interconnection procedure.
- Describe the installation accurately. Record whether it is roof-mounted or ground-mounted, the PV capacity, inverter type, battery or other energy-storage system (ESS), service-panel rating, and whether the system will export energy.
- Check property restrictions. Historic-district rules, zoning overlays, easements, condominium or multifamily ownership and homeowners-association (HOA) covenants can add review even when the electrical design is straightforward.
Ask for the current checklist and fee schedule from each authority. Local rules and fees can change, and administrative backlogs can delay otherwise complete projects.
Utility interconnection approval comes before grid operation
Interconnection approval is the utility’s permission to connect the inverter and associated equipment to its network. It is separate from the construction permit. A utility may approve the connection subject to export limits, a new tariff, a meter change, engineering conditions or a signed agreement.
Submit the application early
Utilities commonly request a site plan, a one-line electrical diagram, equipment data sheets, service information, an interconnection agreement and an application fee. The utility may also ask for the proposed inverter settings, battery operating mode, point of connection and evidence that the customer owns or controls the service.
Submitting late is a common cause of schedule problems. Philadelphia, for example, requires a private PECO interconnection application before the permit application. Other utilities use a different order, so follow the local written workflow rather than assuming that a permit must always come first.
Understand export, net-metering and tariff conditions
The utility determines whether the system may export electricity, how much it may export and how exported energy is credited. Net-metering or successor tariffs, export caps and meter requirements are utility-specific. A system designed to send energy to the grid may need different controls or a different agreement from a system configured to limit or prevent export.
Ask the utility to state in writing:
- Whether the project is eligible for the current export or net-metering tariff.
- Any maximum export or system-size limit.
- Whether a study, transformer upgrade or service upgrade could be required.
- Which meter will be installed and whether the existing meter can be reconfigured.
- Which documents are required after inspection.
- How and when PTO will be issued.
Do not energize before permission to operate
Passing a local inspection does not by itself authorize parallel operation with the grid. The utility must receive the final inspection or code sign-off, required interconnection documents and any signed agreement, then approve the connection. PG&E’s process, for example, requires final inspection and interconnection documents, a signed agreement and utility approval before PTO.

Keep the system shut down or in the state specified by the installer and utility until written authorization is received.
Expect meter work
The utility may replace, reconfigure or program the meter to measure imports and exports. Meter work can occur after the local inspection and before PTO. In New South Wales, for example, a Type 4 or 4A smart meter is required before connection under the cited network process. Meter terminology and sequencing differ elsewhere, so confirm the requirement with the local network operator.

Electrical permits are normally required
An electrical permit covers the conductors, disconnects, inverter, rapid-shutdown equipment where applicable, service connection and other electrical components. Philadelphia states that all solar projects require an Electrical Permit. San Diego requires an electrical permit for PV systems and for batteries or other ESS.
The permit application generally identifies the equipment, circuit ratings, grounding and bonding method, overcurrent protection, service connection and one-line diagram. The authority may require a licensed electrician or an appropriately licensed solar contractor to submit or perform the work. Rules about who may pull the permit vary, so verify them before hiring a contractor or planning do-it-yourself work.

- Equipment is listed and installed according to its instructions and the approved plans.
- Conductors, disconnects and overcurrent devices are correctly sized and accessible.
- Grounding, bonding and labeling are complete.
- The inverter and any rapid-shutdown or isolation equipment operate as designed.
- The connection to the service equipment does not exceed the permitted rating.
- Battery wiring, protection and separation meet the applicable requirements when storage is included.
An inspector may require corrections and a reinspection. Do not assume that a utility approval cures a failed local inspection, or that a passed inspection substitutes for utility PTO.
When a building or structural permit is triggered
Whether a separate building permit is required depends on the mounting and local thresholds. A basic roof attachment may use a streamlined electrical-and-structural plan, while a project that changes the building or adds a new structure can require a full building review.
Roof-mounted systems
Structural review can be triggered by roof reinforcement, unusual attachment, heavy equipment, a roof replacement, PV shingles or local size thresholds. Toronto, for example, requires a building permit for certain rooftop systems larger than 5 m². That threshold is a Toronto rule, not a universal standard.
Provide roof age and construction information to the designer or permitting office. A permit reviewer may need attachment details, loading calculations, wind or snow design values and a plan showing equipment access and pathways. If the roof requires structural modification, the building permit and electrical permit may be separate or combined, depending on the jurisdiction.

Ground-mounted arrays
Ground mounts can involve setbacks, lot coverage, grading, fencing, excavation and land-use review. Toronto’s permitting table calls for zoning review for ground-mounted projects. Other jurisdictions may treat a small accessory array differently from a large field installation, so ask the planning office for the applicable size and setback rules.
Carports, canopies and other new structures
A solar carport, patio cover or canopy is a new structure as well as an electrical project. Expect structural plans and a building permit, with zoning or drainage review where applicable. The electrical permit remains necessary for the PV equipment.
Multifamily, commercial and unusual buildings
Non-residential and multifamily projects often have additional structural, fire, accessibility, roof-access or ownership requirements. A project on a shared building may need authorization from the owner or association in addition to government permits. Do not assume a single-family rooftop checklist applies.

Batteries and energy storage can add approvals
A battery is not merely another panel. It adds electrical equipment, operating controls and stored energy that may require separate electrical, building or fire-code review. San Diego requires an electrical permit for batteries and ESS and distinguishes that permit from combination or building permits used for structural work.
Tell both the permitting office and utility about storage, even if the battery is configured for backup and normally does not export. The utility may need the battery’s inverter model, operating mode, export-control settings and one-line diagram. The building or fire authority may require location, clearances, ventilation, access and emergency-shutoff information.
Ask whether the battery:
- Needs a separate permit or can be included in the PV electrical permit.
- Requires a building or fire review because of its location or capacity.
- Changes the utility interconnection application or export agreement.
- Requires additional inspection after installation.
- Must be installed by a contractor with a particular electrical or storage credential.
Historic districts, HOAs and special areas
Historic status can add an approval before the ordinary permit application. Philadelphia notes that historic-commission approval may be required before applying for the permit. The commission may review visibility, roof placement, equipment screening or attachment details.
HOA or condominium rules are private restrictions, not substitutes for government permits. Obtain written association approval where required, but continue with the building, electrical and utility processes. An HOA approval cannot authorize unsafe wiring or grid operation without PTO.
Also check easements, leased roofs, shared electrical service and property-line setbacks. These issues can change who is allowed to sign the application or where equipment may be placed.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThe usual approval sequence
The exact order varies, but this sequence keeps the major dependencies visible:
- Scope the project. Record the address, mount type, PV and battery capacity, service details and export intention.
- Get the jurisdictional checklist. Confirm building, electrical, zoning, historic and fire requirements, plus fees and submission methods.
- Prepare the design package. Assemble the site plan, roof or foundation details, one-line diagram, equipment specifications and service information.
- Submit the utility interconnection application. Follow the utility’s required order; some utilities require this before the local permit.
- Submit local permits. File the electrical permit and any building, structural, zoning or fire applications that the project triggers.
- Install only after the required authorization. Use the approved plans and appropriately licensed workers.
- Schedule inspections. Correct deficiencies and obtain the final electrical or building sign-off.
- Send close-out documents to the utility. Provide inspection results, the signed agreement and any requested as-built or equipment documents.
- Complete meter work and wait for PTO. The system may begin normal grid operation only after the utility confirms approval in writing.
Documents to prepare
A complete package reduces resubmissions. Requirements differ, but the following items are commonly requested:
- Property address, customer account and service information.
- Site plan showing the roof or ground array, equipment, property lines and access.
- Roof attachment or foundation details and structural calculations when required.
- Electrical one-line diagram and equipment schedule.
- Module, inverter, battery and disconnect specifications.
- Service-panel rating, proposed point of connection and export-control information.
- Installer and electrician license details where required.
- Utility interconnection application, agreement and fee.
- Historic, zoning, HOA or owner approvals when applicable.
- Inspection certificate, final permit sign-off and meter information for utility close-out.
Ask the installer to identify which party owns each document and deadline. Keep copies of submitted forms, approved plans, inspection reports, the signed interconnection agreement and PTO notice.
Who is responsible for each task?
| Party | Typical responsibility | What to verify in the contract |
|---|---|---|
| Homeowner or property owner | Provides account information, authorizes access, discloses HOA or historic restrictions and signs owner declarations | Whether the owner or installer pays fees and responds to agency questions |
| Solar contractor and electrician | Designs the system, prepares drawings, pulls permits where allowed, performs installation and schedules inspections | License status, permit scope and responsibility for corrections |
| Building or electrical authority | Reviews applications, issues permits and performs inspections | Required submission format, inspection stages and reinspection process |
| Utility or network operator | Reviews interconnection, sets export conditions, changes the meter and issues PTO | Application status, agreement terms, meter timing and exact PTO trigger |
Some installers offer permit and interconnection assistance, but the property owner should still receive copies of every approval. A contract that says “handled by installer” should state whether that includes fees, revisions, inspection attendance, meter coordination and PTO follow-up.

Costs and timing: what can and cannot be predicted
There is no universal solar-permit price or approval timeline. DOE states that local rules and fees vary by jurisdiction, and backlogs can delay projects. Utility review may be quick for a small standard system or require additional engineering for a larger array, battery, export-limited design or constrained service.
Request a written estimate that separates:
- Local electrical, building, zoning, historic and fire fees.
- Utility interconnection application or study fees.
- Engineering, structural calculations and drawing revisions.
- Meter, service or network upgrades if required.
- Reinspection or correction charges.
Treat any quoted schedule as conditional on complete plans, agency workload, inspection availability and utility acceptance. Do not schedule final energization based only on the installation date; PTO and meter work can occur later.
Common mistakes and how to avoid them
Assuming panels only need a building permit
Most grid-connected projects also need an electrical permit and utility approval. Confirm all three tracks before work starts.
Applying to the utility after installation
Some utilities require interconnection approval before the local permit or before equipment is installed. Submit at the earliest point required by the utility’s procedure.
Ignoring batteries in the original scope
Adding storage can change electrical, building, fire and utility requirements. Include the battery in the first application whenever possible.
Using an old checklist
Forms, tariffs, export rules and inspection procedures change. Ask each authority for the current checklist and retain the version submitted.
Turning on the inverter after a passed inspection
Inspection sign-off is not PTO. Wait for the utility’s written authorization and complete meter work.
Overlooking special property status
Historic districts, HOAs, multifamily ownership and ground-mount zoning can add approvals that do not appear on a standard rooftop checklist.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteLeaving responsibility unclear
Put permit filing, fees, revisions, inspections, meter coordination and PTO follow-up in writing between the owner and installer.

How to compare installer proposals
Two proposals can show the same panel capacity but leave very different approval work to the homeowner. Compare them against these questions:
| Comparison point | Question to ask |
|---|---|
| Permit scope | Does the price include electrical, building, structural, zoning, historic and fire permits that apply? |
| Utility work | Who submits the interconnection application, signs the agreement and tracks utility comments? |
| Design assumptions | What roof, service-panel, export and battery assumptions were used? |
| Inspection support | Who schedules inspections and corrects deficiencies? |
| Meter and PTO | Who coordinates meter replacement and confirms written PTO? |
| Fees and upgrades | Which agency fees, studies, service upgrades or reinspection charges are excluded? |
| Timeline | Which dates depend on permit review, utility approval, inspection or meter availability? |
Practical answers to the questions homeowners ask
Do I need a building permit for solar panels?
Sometimes. A structural or building permit is more likely for roof modifications, PV shingles, carports, canopies, larger ground mounts, multifamily or non-residential work, and projects above local thresholds. A simple rooftop array may use a different local process, but only the relevant building department can confirm the address-specific requirement.
Do I need an electrical permit?
Plan on one for a grid-connected PV system. Philadelphia requires an Electrical Permit for all solar projects, and San Diego requires one for PV and batteries or ESS.
Can I connect solar before the utility approves it?
No. Do not operate a grid-connected inverter in parallel with the utility until final documents are accepted, meter work is complete where required and written PTO is issued.
What paperwork does the utility usually need?
Expect some combination of a site plan, one-line diagram, equipment data, service information, an interconnection agreement, application fee, inspection sign-off and final equipment or as-built documents. The utility’s checklist controls.
Who gets permission to operate?
The utility or distribution-network operator issues PTO after reviewing the interconnection package and completing its close-out requirements. Local inspectors issue code sign-off; they do not issue utility PTO.
Do batteries require another permit?
They may. Batteries can require a separate electrical permit and additional building or fire-code review, and they must be disclosed in the utility application. San Diego specifically requires an electrical permit for batteries and ESS.

Before work begins, obtain a written, address-specific checklist from the building or electrical authority and the utility. Without the installation address and utility territory, no broader permit answer is reliable.
