1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIndia has no single all-India “wind-farm permit.” A developer must assemble a project-specific approval matrix covering land and state permissions, MNRE/NIWE siting, Defence and aviation safeguards, environmental and biodiversity triggers, construction and electrical safety, and grid evacuation. The route changes with the state, onshore or offshore location, forest or protected-area exposure, inter-State or intra-State evacuation, pooling-substation design and the chosen power-sale model.
Start with an approval matrix, not an application form
Before buying turbines or beginning civil works, map every approval against the exact turbine coordinates, access roads, collector lines, pooling substation, transmission corridor and point of interconnection. Record the authority, legal trigger, submission documents, dependency on an earlier approval and evidence required at commissioning.

| Approval area | What to establish | When it becomes mandatory |
|---|---|---|
| Land and state permissions | Ownership or lease, land-use conversion, access, right-of-way and local construction permissions | Depends on state law, land classification and the works proposed |
| Wind siting and Defence | NIWE resource and siting checks, turbine coordinates, radar and airfield safeguarding, Ministry of Defence (MoD) NOC | Check before fixing coordinates or starting civil works |
| Environment, forest and wildlife | EIA status, forest diversion, protected-area, eco-sensitive-zone, wildlife and coastal-zone triggers | Triggered by the site and associated works, not simply by the fact that generation is wind-based |
| Construction and safety | Structural and fire approvals, electrical inspector or CEIG approval, pollution-board and water permissions | As required by the building, electricity, pollution-control and water regimes applying at the site |
| Grid connection | CTU/GNA or STU/SLDC route, evacuation studies, bay, protection, metering, testing and agreements | Depends on whether the connection is inter-State or intra-State |
| Power sale and operation | PPA or bid award, captive/open-access or merchant structure, forecasting, scheduling and operating-code compliance | Must be aligned with the connection application and continues after commissioning |
1. Secure the site and complete state-level permissions
Land title, lease and conversion
Obtain documented ownership or a legally enforceable lease for each turbine pad, substation, access road, construction yard and transmission corridor. Confirm whether agricultural, revenue, government, coastal or other classified land can host the proposed use. Where the state requires conversion to non-agricultural or another permitted use, obtain that order before construction. State portals, statutes, fees and sequencing control the forms; a national checklist cannot replace the relevant state procedure.

Access and right-of-way
Wind projects need more than a turbine plot. Secure rights for heavy-haul roads, crane pads, underground or overhead collector circuits, the pooling substation and the line to the grid node. A route crossing several survey numbers, villages, forest parcels or public infrastructure can require separate consents and compensation arrangements. Include temporary construction access and restoration obligations in the land package.

Local construction permissions
Check the local building, panchayat, municipal, road-crossing and excavation rules for foundations, substations, control buildings and storage areas. Obtain any tree-felling, utility-crossing or road-opening permission that the state or local authority requires. Keep a parcel-by-parcel register; a missing permission on an access road can delay a project even when the turbine site itself is approved.
2. Complete NIWE/MNRE siting and Defence checks before civil works
Use NIWE maps and current siting conditions
Use the National Institute of Wind Energy (NIWE) wind-potential maps and the current general conditions for Ministry of Defence NOC. NIWE’s listed map packages cover Andhra Pradesh, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Tamil Nadu; the page records updates including 5 June 2024. That list describes available state map packages, not a nationwide capacity or project-cost figure.
Screen every proposed turbine coordinate, not merely the centre of the wind site. Check map-cell restrictions, setbacks, height and location conditions, and preserve the coordinate version used in the application. A micro-siting change after approval can create a fresh review, so freeze the turbine layout only after the siting and Defence constraints are understood.

Defence, radar and aviation safeguarding
An MoD NOC may be required where turbines could affect radar, communication systems, airfields or other safeguarded installations. Separately check civil-aviation and obstacle-marking requirements for the selected location and turbine height. Obtain written outcomes—NOC, clearance, conditional acceptance or a reasoned rejection—and retain the coordinate files and correspondence for lenders, the grid authority and later compliance audits.
3. Determine which environmental, forest, wildlife and coastal approvals are triggered
Environmental clearance is not a blanket wind-project requirement
A 2018 Forest Advisory Committee record under the Ministry of Environment, Forest and Climate Change (MoEFCC) stated that wind projects, irrespective of size or capacity, did not require EIA studies under the cited schedule. That is a general rule about the cited EIA requirement, not a promise that every site is environmentally unrestricted. Screen the turbine pads, roads, transmission lines, borrow areas, batching plants, substations and construction water sources under current rules before relying on the exemption.
Forest diversion
If any part of the project diverts forest land for a non-forest purpose, obtain forest clearance under the applicable Forest (Conservation) Act framework before using that land. The approval can cover more than the foundation: access roads, underground or overhead lines, substations and temporary work areas may also matter. Map forest boundaries early and keep the approved alignment identical to the constructed alignment.

Protected areas, eco-sensitive zones and wildlife
A project inside or near a national park, sanctuary, conservation reserve, protected habitat or notified eco-sensitive zone can require additional scrutiny. Depending on the location and impact, obtain approvals or recommendations from the National Board for Wildlife and/or the competent state wildlife authority. Wildlife studies, seasonal restrictions, lighting controls, route changes and mitigation conditions can affect both schedule and design.
Coastal regulation and the PARIVESH route
For sites or works in regulated coastal areas, determine whether Coastal Regulation Zone (CRZ) approval applies. PARIVESH is the government application and tracking platform used for environment, forest, wildlife and CRZ proposals. Submit the correct proposal type and maintain consistency among cadastral maps, geospatial files, land records, environmental documents and the final engineering layout.
4. Obtain construction, electrical and pollution permissions
Structural and fire safety
Foundations, towers, substations, control rooms and other buildings must satisfy the applicable structural regime. Where the local building authority or project conditions require it, obtain plan approval, structural certification and fire-safety clearance. MoEFCC compliance conditions expressly refer to structural safety and fire protection; treat those conditions as deliverables, not post-construction suggestions.

Electrical inspector or CEIG approval
Coordinate design reviews and energisation permission with the state Electrical Inspector or Chief Electrical Inspector to Government (CEIG), as applicable. The submission normally needs approved single-line diagrams, earthing and protection details, equipment certificates, test reports and the interconnection scheme. Do not energise a collector system, pooling substation or transmission bay until the competent authority and grid owner have accepted the required tests and safety documentation.
Pollution control and water
Ask the state pollution-control board whether construction and operating activities require Consent to Establish, Consent to Operate or another consent. Batching plants, workshops, diesel storage, waste handling, sewage systems and transformer-oil management can be relevant even when the turbine itself has no process emissions. Obtain water-abstraction permission where groundwater or surface water will be drawn; MoEFCC compliance conditions specifically identify pollution consents and water permissions as items to verify.

The connection route follows the point of interconnection, not the turbine technology. A project evacuating across State boundaries generally uses the Central Transmission Utility (CTU) process. A project connecting wholly within one State generally follows the State Transmission Utility (STU), State Load Despatch Centre (SLDC) and state-regulator procedure. Confirm the boundary with the proposed substation owner and the applicable electricity regulations before filing.
Best Value
Inter-State connection: CTU and GNA
- Define the injection point and capacity. Identify the pooling substation, proposed transmission path, requested connectivity capacity and the date by which the project can meet milestones.
- Apply under the CERC Connectivity and General Network Access Regulations, 2022, as amended. Submit the application to the CTU/CTUIL in the form and sequence then in force, including site, generating-station, land, implementation and financial-security information required by the procedure.
- Prepare feasibility and system studies. Model power-flow, short-circuit, stability, reactive-power and fault-ride-through performance as applicable. Confirm that the pooling transformer, collector voltage, line rating and the receiving grid can handle the requested injection.
- Design the evacuation facilities. Provide the pooling station, dedicated transmission line, CTU bay, protection, control, communication, metering and synchronising arrangements. Define ownership and construction responsibility for each interface.
- Submit detailed bay, protection and metering data. The grid authority needs approved equipment ratings, relay settings, instrument-transformer data, time synchronisation, revenue-metering architecture and communication channels before energisation.
- Execute connection and transmission agreements. Resolve cost allocation, milestones, security, outage coordination, testing obligations and consequences of delay in the applicable agreements.
- Complete commissioning tests and verification. CEA connectivity standards set minimum technical requirements. The Ministry of Power states that compliance by renewable-energy plants is verified jointly by CTUIL and Grid-India/RLDCs before connectivity or interconnection to the national grid is granted.
Connectivity approval does not itself authorise commercial sale. The project still needs scheduling, metering, forecasting, open-access or PPA arrangements and compliance with the applicable operating code.
Intra-State connection: STU and SLDC
For an intra-State evacuation, follow the state STU’s application, system-study, bay-allocation and commissioning process, together with SLDC procedures and the State Electricity Regulatory Commission’s open-access and connectivity rules. State documents determine application forms, security, line ownership, transmission charges, scheduling, forecasting, deviation settlement, metering and the permissions needed to use another licensee’s network. Obtain the current state procedure directly from the STU and SLDC before financial close; requirements differ materially among states.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. Match the connection to the power-sale model
| Sale structure | Approvals and operating consequences |
|---|---|
| Competitive bid or long-term PPA | Align the bid award, scheduled commissioning date, contracted injection, metering point, transmission responsibility and delay remedies with the connectivity application. |
| Captive or group-captive use | Confirm ownership, consumption, banking, open-access and state captive-compliance rules; arrange scheduling and metering for the consuming facilities. |
| Third-party open access | Obtain the applicable open-access approval, transmission and wheeling arrangements, scheduling permissions and payment-security structure. |
| Merchant sale | Secure connectivity and market-access arrangements without relying on a PPA; comply with forecasting, scheduling, metering and deviation rules for every injection. |
Forecasting and scheduling, protection settings, metering accuracy, communications and SLDC/CTU operating-code compliance continue after commissioning. A plant can be mechanically complete yet unable to inject if its telemetry, protection or scheduling package is incomplete.

7. Apply the separate offshore framework where relevant
Offshore wind is not an extension of the ordinary onshore land checklist. The Offshore Wind Energy Lease Rules, 2023 were notified on 19 December 2023 and are administered by the Ministry of New and Renewable Energy (MNRE). A selected offshore area may require a seabed or maritime lease, coastal and environmental approvals, navigation and port clearances, offshore-construction permissions, cable-landing consents and a marine transmission connection. Coordinate the lease boundary, survey plan, export-cable route and onshore landing substation before committing to the generation layout.
Onshore versus offshore and CTU versus STU: choosing a route
| Decision | Lower-complexity case | Higher-complexity case | What to verify first |
|---|---|---|---|
| Location | Onshore, private or converted non-forest land | Offshore, coastal, forest, protected-area or eco-sensitive-zone exposure | Lease/title, CRZ, forest and wildlife maps; offshore lease eligibility |
| Evacuation | Existing intra-State substation with available capacity | New pooling station and inter-State transmission corridor | STU/SLDC or CTU/CTUIL point of interconnection and system study |
| Sale model | Contracted PPA with a defined delivery point | Captive, open-access or merchant sale across multiple jurisdictions | Scheduling, metering, open-access and deviation rules |
| Land risk | Single-owner parcels with clear access | Multiple owners, forest strips, public roads or utility crossings | Parcel register, right-of-way and conversion orders |
A practical approval sequence to financial close and commissioning
- Freeze a preliminary polygon for turbines, roads, collector lines, pooling station and export corridor.
- Run NIWE wind and siting checks, Defence/aviation screening and a coordinate-level map review.
- Complete title, lease, conversion and right-of-way due diligence for every affected parcel.
- Screen forest, wildlife, protected-area, eco-sensitive-zone, CRZ, water and pollution triggers through the applicable authorities and PARIVESH where relevant.
- Obtain state and local construction, structural, fire, road-crossing and excavation permissions.
- Select the CTU/GNA or STU/SLDC connection route and submit feasibility, system, bay, protection and metering information.
- Align connectivity milestones with the PPA, bid award, captive arrangement, open-access application or merchant plan.
- Execute connection, transmission, land and sale agreements; satisfy financial-security and milestone conditions.
- Build only to the approved coordinates and alignments, then complete CEIG/electrical, pollution, water and grid-owner inspections.
- Pass commissioning tests, obtain CTUIL/Grid-India/RLDC or state approvals, and activate scheduling, forecasting, telemetry and operating-code procedures.
Common failure points and how to prevent them
- Moving a turbine after Defence or wildlife review: treat any coordinate change as a possible reapproval and obtain written acceptance before construction.
- Assuming “no EIA” means “no environmental approval”: separately test forest, wildlife, eco-sensitive-zone, CRZ, water and pollution triggers.
- Leaving roads and lines out of the environmental file: map every associated facility, not only the generator foundation.
- Applying for connectivity with an unproven evacuation concept: complete pooling-station, transmission, protection, metering and system studies first.
- Confusing connectivity with sale permission: arrange PPA, open access, captive compliance or market scheduling independently.
- Using an outdated state procedure: confirm current STU, SLDC, CEIG, land-use, pollution-board and regulator requirements immediately before filing and again before financial close.
- Energising before test evidence is accepted: maintain signed relay, meter, earthing, communication and commissioning records for the grid owner and inspectors.
What the developer should retain in the project file
Keep the approved coordinate set, NIWE and Defence correspondence, land and conversion orders, right-of-way instruments, forest or wildlife decisions, PARIVESH filings, CRZ documents where applicable, structural and fire certificates, pollution and water consents, CEIG approvals, system studies, connection and transmission agreements, protection and metering settings, commissioning test results, PPA or open-access documents, and scheduling and telemetry approvals. This single evidence trail helps lenders, auditors, regulators and grid operators confirm that the built project matches the approved project.
