Windows 11 has a low installation floor, but that floor is not a sensible buying target. A supported 64-bit processor, 4 GB of memory and 64 GB of storage can satisfy setup requirements while leaving little room for applications, updates or multitasking. Modern on-device Windows AI is a separate tier: Copilot+ PCs add a 40+ TOPS neural processing unit (NPU), 16 GB of DDR5 or LPDDR5 memory and at least 256 GB of SSD or UFS storage. Decide first whether you need ordinary Windows 11, cloud-based Copilot, or Copilot+ features that run on the PC.
Windows 11 minimum system requirements
Microsoft’s minimums are an eligibility checklist, not a performance recommendation. A PC must meet every applicable item below to install a supported edition of Windows 11.
As an Amazon Associate I earn from qualifying purchases.
| Component | Minimum requirement | What it means in practice |
|---|---|---|
| Processor | Supported 64-bit CPU, 1 GHz or faster, with at least two cores | Clock speed alone is not enough. The processor must also appear on Microsoft’s supported CPU list for the relevant Windows 11 release. |
| Memory | 4 GB RAM | This is enough for the installer to qualify the machine, but leaves very little headroom once Windows, a browser and security software are running. |
| Storage | 64 GB | The figure is a floor for the device, not 64 GB of free space after installation. Updates, recovery files and applications increase the amount required over time. |
| Firmware | UEFI firmware with Secure Boot capability | Legacy BIOS-only configurations do not meet the normal requirement. Secure Boot may be available but disabled in firmware. |
| Security chip | TPM 2.0 | Most recent systems provide firmware TPM, but it can be switched off in setup. Older hardware may lack a compatible TPM entirely. |
| Graphics | DirectX 12-compatible graphics with a WDDM 2.0 driver | The graphics processor and its Windows driver both matter; an otherwise adequate CPU does not compensate for unsupported graphics. |
| Display | High-definition display (720p) larger than 9 inches diagonally | This requirement applies to the built-in or connected display used by the PC. |
| Initial setup | Internet connection and a Microsoft account for Windows 11 Home and personal-use Pro | These requirements apply during first setup. Business-managed deployment follows different account and enrollment practices. |
TPM 2.0 and UEFI Secure Boot are security requirements, not optional performance extras. Before replacing a computer, check its firmware documentation and setup screen rather than assuming an older model can be made compliant with a software switch.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhy the minimum is too low for a comfortable PC
The minimum specification describes whether installation is supported. It does not promise responsive multitasking, generous update space or good battery life. On a 4 GB system, the operating system and a few browser tabs can consume most available memory, forcing slower storage-based paging. A 64 GB drive can also become constrained after Windows updates, recovery data, applications and personal files are added.

For a new general-purpose Windows 11 computer, treat the minimums as a compatibility screen and choose more headroom:
- Memory: 8 GB is a more workable entry point for light browsing and office use; 16 GB is a better default for many browser tabs, development tools, photo work and longer ownership.
- Storage: 256 GB is a practical starting point for a basic laptop, while 512 GB gives applications, updates and personal files more breathing room. Check whether the drive can be replaced before buying a small configuration.
- Graphics: Integrated graphics can handle everyday Windows tasks, but gaming, 3D work and GPU-accelerated creative applications need a stronger graphics processor than the Windows eligibility test requires.
- Thermals and battery: Two processors with similar core counts can behave very differently in a thin laptop. Review the complete model, cooling design and battery capacity rather than selecting by CPU name alone.
These are buying guidelines, not additional Microsoft eligibility rules. The correct choice depends on applications, file sizes, expected service life and whether the machine must run new AI workloads locally.

What makes a PC a Copilot+ PC?
Copilot+ is a hardware class within Windows 11, not simply a Windows edition or an icon in the taskbar. Microsoft defines the class around a neural processing unit capable of at least 40 trillion operations per second (40+ TOPS), plus minimum memory and storage.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Copilot+ requirement | Threshold | Why it matters |
|---|---|---|
| NPU | 40+ TOPS | The NPU is a specialized processor for sustained AI operations with lower CPU and GPU overhead. TOPS is a throughput measure, not a guarantee of identical performance across chips. |
| Memory | 16 GB DDR5 or LPDDR5 | On-device models and Windows features need substantially more working memory than the Windows installation floor. |
| Storage | 256 GB SSD or UFS | Fast solid-state storage is part of the platform requirement; a large but slow mechanical drive does not substitute for it. |
| Processor families currently listed by Microsoft | AMD Ryzen AI 300/400, Intel Core Ultra 200V/300V and Snapdragon X families | Confirm the exact processor in the manufacturer’s specification. A product name that includes “AI” is not, by itself, proof that the model qualifies. |
TOPS means “trillion operations per second.” It describes the NPU’s theoretical integer or mixed-precision throughput under a vendor’s measurement method. It should be used as a qualification threshold, not as a complete benchmark for application speed, image quality or battery runtime. CPU performance, GPU capability, memory bandwidth, software support and thermal limits still influence the result.

A 40+ TOPS NPU alone is insufficient. The Copilot+ designation also depends on the 16 GB memory and 256 GB SSD or UFS requirements, along with a supported platform and Windows feature availability.
Which Windows AI features need Copilot+ hardware?
Cloud Copilot and ordinary Windows 11 PCs
A Windows 11 computer that is not Copilot+ can still use Microsoft Copilot when the service and account are available. In that case, processing is primarily performed in the cloud, so the PC does not need a 40+ TOPS NPU. A normal Windows 11 installation can therefore be sufficient for users who want conversational assistance, web-connected answers or other cloud features.

On-device Copilot+ experiences
Copilot+ targets AI processing on the computer. Microsoft cites uses such as real-time translation and image generation, and identifies newer experiences including improved Windows Search and Click to Do as requiring Copilot+ hardware. These features can change as Windows updates and regional rollouts change, so check the current feature notice for the specific device and language.

How to check an existing PC before upgrading
- Run Microsoft PC Health Check. Install or open the current PC Health Check utility and use its Windows 11 eligibility check. It reports whether the processor, TPM, Secure Boot and other baseline conditions pass.
- Check Windows Update’s eligibility assessment. Open Settings > Windows Update and look for the Windows 11 upgrade assessment. If the result is pending, install outstanding updates and restart before checking again.
- Confirm the processor model. Go to Settings > System > About and record the exact CPU model, not just the brand or marketed series. Compare that model with Microsoft’s supported processor information for your Windows release.
- Inspect TPM status. Press
Windows + R, entertpm.msc, and verify that the specification version is 2.0 and that the TPM is ready for use. If no compatible TPM is found, consult the system manufacturer’s firmware instructions before changing settings. - Check Secure Boot and UEFI mode. In System Information, review BIOS Mode and Secure Boot State. A machine in Legacy mode may need a carefully planned disk and boot-configuration conversion; back up important data before attempting it.
- Measure available storage. Open Settings > System > Storage. The 64 GB device floor does not guarantee enough free space for an upgrade, feature updates or your applications.
- Look for NPU information separately. Windows 11 eligibility tools can approve a PC that has no NPU. To determine Copilot+ status, use the manufacturer’s complete specification and verify the exact processor family, 40+ TOPS NPU, memory type and capacity, and SSD or UFS capacity.
Do not bypass a failed eligibility check by editing registry values or using an unofficial installer unless you accept unsupported updates, missing drivers and recovery problems. An approved upgrade path is easier to maintain.
Feature-specific hardware that the Windows minimums do not cover
Windows 11 eligibility is only the platform baseline. Individual features can require additional hardware:
- DirectStorage: requires an NVMe SSD and graphics support for DirectX 12 and Shader Model 6.0. A PC can meet Windows 11’s graphics requirement yet lack the combination needed by a particular game.
- Voice features: need a working microphone. Noise cancellation and speech quality also depend on the microphone’s placement and audio drivers.
- Video effects and conferencing: can require a camera, suitable drivers and enough processing headroom. An NPU may accelerate supported effects, but it does not create a camera where none exists.
- Biometric sign-in: needs compatible fingerprint hardware or an infrared-capable camera, plus firmware and driver support.
- HDR: depends on an HDR-capable display, graphics output and a correct driver path. A 720p display satisfies the minimum size and resolution rule but says nothing about HDR.
- Wireless connectivity: depends on the installed Wi-Fi or Bluetooth adapter, antennas, drivers and the capabilities of the access point or peripheral.
How to compare Copilot+ candidates
Use the following checklist when comparing laptops or compact PCs. Record the exact model number because manufacturers often sell several configurations under one family name.
Recommended Free Tools
| Comparison point | Questions to ask |
|---|---|
| Windows 11 eligibility | Is the processor supported, and are UEFI, Secure Boot, TPM 2.0, DirectX 12/WDDM 2.0 graphics and the display requirements satisfied? |
| NPU | Does the specification state at least 40 TOPS, and is the NPU part of a currently listed Copilot+ processor family? |
| Memory | Is there at least 16 GB of DDR5 or LPDDR5? Is it soldered, and can it be upgraded? |
| Storage | Is the drive an SSD or UFS device with at least 256 GB? Is there a spare slot or a practical replacement path? |
| CPU and application compatibility | Will your required desktop applications, drivers, plug-ins and games run on the processor architecture and Windows edition? |
| Graphics | Does the GPU meet the needs of your games, video work, 3D software or external displays rather than merely passing Windows 11’s baseline? |
| Camera, microphone and biometrics | Are the sensors present and suitable for the AI effects, calls or sign-in features you plan to use? |
| Upgradeability and ownership | Can memory or storage be replaced, and are battery service, ports, cooling, warranty and regional support acceptable? |
For shopping searches, the phrase Copilot+ PC laptop 16GB 256GB 40 TOPS NPU can narrow results, but treat it as a starting query. Open the full specification and verify all three thresholds and the exact CPU family; marketplace titles frequently omit a lower configuration’s limitations.
Choosing the right tier
Choose a standard Windows 11 PC when
- You need office applications, browsing, streaming, local files or conventional development tools.
- Cloud-based Copilot is sufficient and you do not need Copilot+-only experiences.
- Your existing computer passes PC Health Check and has enough practical storage and memory for your workload.
Choose Copilot+ when
- You specifically want supported on-device Windows AI features such as improved Search or Click to Do.
- You value local acceleration for supported translation, image-generation or other AI workloads.
- You are buying new hardware and the price, application compatibility, repairability and battery characteristics make the platform worthwhile.
Replace rather than upgrade when
- The processor is not on the supported list and the system lacks a realistic manufacturer-supported path.
- TPM 2.0 or UEFI Secure Boot capability is absent, not merely disabled.
- The device cannot provide practical storage or memory for your applications after installation.
- You need an NPU but the platform has no NPU or falls below the 40+ TOPS Copilot+ threshold.
Common mistakes to avoid
- Confusing installation with usability: 4 GB RAM and 64 GB storage can pass the floor while producing a cramped everyday system.
- Buying by the “AI” label: verify TOPS, memory, storage and processor family instead of trusting marketing language.
- Assuming every AI feature is local: cloud Copilot and Copilot+ experiences have different hardware dependencies.
- Ignoring architecture: confirm that essential applications, drivers and peripherals support the chosen CPU family.
- Overlooking firmware settings: a disabled TPM or Secure Boot setting is different from missing hardware, but changing it without a backup can create boot problems.
- Using the wrong storage comparison: capacity alone does not satisfy DirectStorage or Copilot+ requirements; interface and device type matter.
The practical decision is simple: first establish whether the machine is supported for Windows 11, then size memory, storage, graphics and peripherals for your workload. Only add Copilot+ hardware when its on-device features justify the higher platform requirements and the exact model meets every threshold.
