What Pakistan’s NCCIA Investigates—and How It Differs From the FIA Cyber Crime Wing

Pakistan’s National Cyber Crime Investigation Agency (NCCIA) investigates offences under the Prevention of Electronic Crimes Act (PECA). The FIA Cyber Crime Wing’s PECA functions and associated matters transferred to NCCIA under the amended law; the FIA itself did not cease to exist.

What does NCCIA investigate?

PECA defines the agency’s statutory remit. NCCIA’s official mandate describes cyber investigations, digital forensics, prosecution, technical investigations, information-system security audits, penetration testing and training. Its laws page lists example cybercrime categories, including:

  • Child pornography
  • Hacking and unauthorized access
  • Cyber terrorism and extortion
  • Identity theft
  • Intellectual-property-rights violations
  • Money laundering
  • Denial-of-service attacks

These are agency-level descriptions, not a substitute for the offence definitions and elements in PECA. Which provision applies to a particular incident depends on the facts and the amended statute. See the NCCIA mandate, its laws page and the official Pakistan Code.

How is NCCIA different from the FIA Cyber Crime Wing?

The distinction is the transfer of a specific FIA unit’s PECA role—not the abolition of the FIA. Under amended PECA section 29, NCCIA is the agency named for inquiry, investigation and prosecution of offences under the Act. After NCCIA’s establishment, the FIA Cyber Crime Wing ceases to exist, and its personnel, cases, inquiries, investigations, assets, property, budget, liabilities, rights, obligations, privileges and connected matters transfer to NCCIA. The section also deems NCCIA officers police officers of equivalent rank for inquiry and investigation, with corresponding powers under the Code. Read the amended PECA text.

Question NCCIA FIA Cyber Crime Wing
PECA role Named in amended PECA as the agency for inquiry, investigation and prosecution of offences under the Act. Ceased to exist after NCCIA’s establishment; its PECA work and related matters transferred to NCCIA.
What was transferred? Received the wing’s personnel, cases, inquiries, investigations, assets and other listed matters. The transfer applies to this wing and its connected matters, not the FIA as a whole.
Investigative authority Officers are deemed police officers of equivalent rank for PECA inquiry and investigation, with corresponding powers under the Code. The law’s provisions establish the transfer, rather than a continuing independent PECA role for the wing.

The legal text does not establish that the two organizations have different effectiveness, staffing levels or response times.

When did the change take effect?

The Prevention of Electronic Crimes (Amendment) Act, 2025, identified as Act No. II of 2025, was published in the Gazette on January 29, 2025, and came into force at once. Use the amended law for the current institutional arrangement, rather than older descriptions that identify FIA’s wing as the PECA investigation agency. The Gazette’s commencement clause says, “It shall come into force at once.” See the official Pakistan Code and the Gazette publication.

The transition also had an implementation period. In a parliamentary answer, the government said the 2024 NCCIA Rules took effect through Gazette notification on April 29, 2024, and that FIA ceased performing functions as PECA’s designated investigation agency. It also described a one-year transitional provision under which existing staff of the defunct FIA Cyber Crime Wing continued those functions for NCCIA while regular staffing was arranged. That history helps explain why older materials may still use the FIA Cyber Crime Wing name. See the National Assembly answer.

Should you report a cybercrime to FIA or NCCIA?

For a complaint about an offence under PECA, NCCIA is the agency identified by the current amended law. NCCIA’s official FAQ links to its complaint portal, and its download page provides complaint proformas in English and Urdu. The agency instructs complainants to complete the appropriate form and submit it with relevant supporting evidence to the nearest NCCIA office.

  1. Check the current instructions and portal on the official NCCIA website.
  2. Use the relevant English or Urdu proforma available on NCCIA’s downloads page.
  3. Complete the form and submit it with supporting evidence to your nearest NCCIA office, following the latest directions on the official site.

Forms, office jurisdictions and submission details can change, so confirm them with NCCIA before filing. The formal transfer does not, by itself, establish how every case is routed in practice today.
