Short answer: Oracle AI agents do not share one universal approval rule. In Fusion AI Agent Studio, an agent can retrieve, create, update, or delete business records, send email, and call external REST or MCP services when those tools are configured and the executing identity is authorized. A human approval step is an administrator-configured workflow control, not an automatic requirement for every consequential action. Whether an action proceeds without a person depends on the product, exposed tools, running identity, workflow path, and approval gates.
“Oracle AI agent” is not one fixed capability
Oracle uses agent technology in more than one product, so the answer must be scoped. The most specific controls in this article apply to Fusion AI Agent Studio, documented in the Fusion AI 26B and 26C releases. Oracle Integration has a separate human-in-the-loop implementation pattern and should not be treated as the same control surface.

In AI Agent Studio, a builder assembles an agent from tools. Those tools determine what the agent can attempt. A business-object tool can be configured for retrieval, creation, updating, or deletion of Fusion records. Other documented tool types include email, deep links, External REST connections, and MCP connections. The presence of an agent therefore says very little by itself; the configured tool set and the workflow around it determine the practical capability.
What a Fusion AI agent can do
Read and change business records
Business-object tools can retrieve Fusion data and, when configured for the relevant objects and fields, create, update, or delete records. A builder chooses which business objects and fields are exposed. An agent cannot use a business-object operation that was not made available to it through its configuration.

Send messages and call other systems
AI Agent Studio also documents email tools, deep links, External REST connections, and MCP connections. These can let an agent communicate with people or invoke services outside the immediate Fusion record operation. The resulting risk is different from a read-only lookup: an external call or email can disclose information or trigger a process in another system.
Follow a workflow rather than act in one step
An agent can be placed in a workflow that contains checks, approval nodes, feedback handling, and error handling. In that design, the agent may prepare a change, pause for a human decision, and continue only after the workflow receives the configured outcome.
Authorization and approval are different controls
Authorization answers, “Is this executing identity allowed to access or change this data?” Approval answers, “Has a designated person or process authorized this particular step?” Passing one does not imply the other.
Oracle states that Fusion agents adhere to the application’s native role-based access controls. Its security guidance explains that the running user’s Fusion token carries native row- and data-security enforcement into Fusion actions. Agent use does not grant a user more Fusion access than that identity already has.

If the identity lacks the role, field access, or row visibility required for an operation, the operation should be denied by Fusion security. Conversely, an identity may be fully authorized to perform an update while the organization still requires a separate human approval gate before the update is committed.
When an agent can proceed without a person
There is no blanket Oracle rule that every email, API call, or record change must stop for human review. If a workflow path has no human approval node or associated approval process, the configured agent can attempt the tool operation subject to the executing identity’s permissions and any other controls in that path.
That does not mean every operation will succeed. Native Fusion authorization can reject it; a connector can fail; a required field or business rule can block a transaction; or an external service can return an error. “No approval required” describes the absence of a configured human checkpoint, not a guarantee that the action will complete.
For transactional POST, PATCH, or DELETE actions, Oracle’s July 27, 2026 AI Agent Studio security guidance says teams can require human approval before the transaction is committed. The wording is important: this is an available, configurable safeguard, not a universal default for every Oracle agent or every deployment.

How human approval works in Fusion AI Agent Studio
Add a review step at the point of risk
Oracle’s AI Agent Studio guide says a review step can be added at any point in a process for oversight and control over key actions, such as sending an email or updating a record. The placement matters. A gate on one branch does not automatically protect a different branch that can reach the same tool.
Use a human approval node
A workflow human approval node pauses execution for a human action. The available outcomes include approval, rejection, and a request for change. While the node is waiting, the workflow does not continue past that checkpoint.
Route the request through a published approval process
In the Fusion 26C documentation, an administrator can associate a published approval process with the human approval node. That process can define:

- which notification channels are used;
- approval levels;
- rules and conditions that determine routing; and
- what outcome is required before the workflow resumes.
The workflow resumes after the required outcome is received. Administrators can also configure feedback or retry behavior and an error handler for the node, so a rejection, requested change, timeout-like operational issue, or processing error has a defined path instead of silently becoming a completed transaction.

Approval is not added automatically
The team must put the appropriate node or approval process on the relevant workflow path. Oracle’s shared-responsibility guidance makes the customer responsible for configuration choices involving identities, data access, tools, approval gates, monitoring, and recovery. A deployment can therefore have strong platform controls but still lack a gate on a sensitive path if it was not designed and published there.

A practical setup sequence for administrators
The documentation does not prescribe one universal screen path for every Fusion edition, but the control design can be implemented in a repeatable order.
- Inventory the tools. List every business object, field, email action, REST connection, MCP connection, and other tool the agent can invoke. Remove tools that are not needed for the use case.
- Identify the execution identity. Determine which user or service identity supplies the Fusion token at runtime. Review its roles, row-level access, data security, and any connector credentials.
- Classify each action by impact. Separate informational reads from record creation, updates, deletion, external communications, and calls that can trigger another transaction. Treat irreversible or externally visible actions as candidates for a gate.
- Place the human approval node. Add the node immediately before the consequential operation or before the branch that can reach it. Check alternate branches, retries, and error paths so an agent cannot bypass the intended checkpoint.
- Publish and associate the approval process. Define approvers, notification channels, levels, rules, and conditions, then associate the published process with the node.
- Define outcomes. Decide what approval, rejection, or a change request does next. Configure feedback or retry behavior and an error handler where the workflow needs them.
- Test with the real security context. Verify both cases: an authorized identity reaching the gate and an identity that lacks the required Fusion permission. Confirm that a rejection does not commit the change and that errors are visible to an operator.
- Monitor and maintain. Review run traces and approval activity, watch for tool or connector changes, and update approvers and rules when roles, data ownership, or business processes change.
Oracle Integration’s separate human-in-the-loop pattern
Oracle Integration documents another way to introduce a person into an agentic process. The implementation uses a form and workflow, assigns review tasks to users, connects that workflow through an integration, exposes the integration as an agentic tool, and then runs the agent.

This is an orchestration pattern built in Oracle Integration. It should not be described as proof that every Fusion AI Agent Studio agent automatically pauses for those events.
Decision framework: should this path require approval?
Use these questions when deciding whether an agent should act without a human in the loop:
- What is the impact? A read-only answer is different from a deletion, financial transaction, external communication, or change that is difficult to reverse.
- Who is running it? Confirm the user, role, or service identity and the exact data that identity can access.
- What tools are exposed? Narrow business objects and fields, connectors, APIs, and MCP servers to the minimum needed.
- Where is the gate? Identify the exact workflow node, approver set, conditions, and levels. Verify that every path to the operation encounters it.
- What happens after a negative outcome? Specify rejection, requested changes, retries, failures, and escalation so the workflow cannot silently proceed.
- How can someone intervene? Ensure run traces, approval records, notifications, and recovery procedures are available to an operator.
Common failure modes and fixes
“The agent changed a record without asking anyone.”
First check whether the workflow path actually contains a human approval node and an associated approval process. Then inspect alternate branches, retries, and direct tool paths. If the gate is absent, add it before the transaction; do not assume that the tool type itself creates an approval requirement.
“The agent cannot perform an operation that should be allowed.”
Review the running identity’s Fusion roles, row security, field access, and token context. An approval process does not elevate authorization. The identity must be permitted to perform the operation independently of whether a person later approves it.

Check the published approval process, approver routing rules, notification channel, and required approval level. Confirm that the assigned approver can access the task and that the workflow has a defined error or escalation path.
“The approval happened, but the external action failed.”
Approval authorizes the workflow step; it does not guarantee that a REST endpoint, MCP server, email service, or other connector will respond successfully. Use the node’s error handler and monitoring data to diagnose the external failure and decide whether a controlled retry is safe.
What Oracle’s documentation does not establish
Oracle’s published material describes capabilities and configuration patterns, not the settings of a particular customer deployment. It does not provide a universal percentage of actions that run without approval, a count of approval-gated transactions, or a guarantee that a customer’s implementation is safe merely because it uses AI Agent Studio. Those outcomes depend on the identities, tools, workflow design, monitoring, and recovery choices made for that deployment.
