It is an availability signal—not confirmation that he will play, start, receive his usual workload, or be fully recovered.
What the phrase means
In practice, the phrase means the player is not shown with a limiting status on the relevant team or conference availability report. For example, an SEC report described Alabama running back Jam Miller as “off the injury report.” A Big Ten explainer says a player omitted from that conference’s report is considered available.

Those examples describe how particular conference reports are used; they do not establish one identical rule for every college football game. Check the report for the conference and matchup in question.
What it does—and does not—tell you
| What you can infer | What you cannot infer from the phrase alone |
|---|---|
| The player is not listed as unavailable or uncertain on the applicable report, or the report treats an omission as available. | That he will definitely participate, start, play a particular number of snaps, or have no workload restriction. |
| It is an availability designation for a particular report and time. | That he is fully healed, medically cleared in a clinical sense, or free of symptoms or limitations. |
A coach may choose not to use an available player, and a player’s role can depend on game plans and other factors that the report does not describe. Do not read “off the report” as a medical statement unless a separate, attributable statement establishes that.
Why the conference and report timing matter
SEC example
A 2025 explanation of SEC policy described updates on Wednesday, Thursday, and Friday, followed by a game-day update 90 minutes before kickoff. It said midweek reports used “probable,” “questionable,” “doubtful,” and “out,” while game-day statuses were “available,” “game time decision,” and “out.” These are SEC-specific details reported in 2025, not universal NCAA rules.
The same explanation quoted SEC policy as covering student-athletes who regularly participate in games, even on a limited basis; in football, it said this includes athletes regularly on the travel roster for an SEC road game. That scope should not be assumed to apply to other conferences.

Big Ten example
A separate Big Ten explainer says a player left off its report is considered available. Its description is conference-specific and secondary; status wording and omission rules should not be assumed to match the SEC’s.
How to check a player’s status
- Find the report for the actual game. Confirm the conference and matchup; absence from another conference’s list does not establish availability.
- Check the report date and time. Use the latest applicable release, especially close to kickoff.
- Read the exact label. Distinguish “available” or an explained omission from labels such as “questionable,” “game time decision,” or “out.” Do not assume different conferences define labels identically.
- Keep the conclusion narrow. Say the player is listed as available or not listed on that report. Treat participation, starting, workload, and recovery as separate questions unless separately confirmed.
Statuses can change during the week
A September 2026 SEC example showed Sam Leavitt moving from doubtful to questionable and then off the report across successive releases. A status is therefore a time-sensitive snapshot, not a lasting prediction. When discussing a player, identify the season, conference, opponent, report date, and the status shown on that report.
