What Monitoring Is Needed to Detect Leaks from Underground CO₂ Storage?

Detecting a leak from underground carbon dioxide (CO₂) storage requires a site-specific monitoring system, not a single surface sensor. Under the U.S. EPA Class VI program, operators combine continuous injection and well-annulus records, corrosion and mechanical-integrity tests, groundwater and geochemical sampling above the confining zone, pressure-front measurements, and CO₂-plume tracking. The permitting authority may also require soil-gas or surface-air monitoring.

Each method is selected and located using baseline measurements, geology, modeled pressure and plume movement, artificial penetrations such as old wells, and the risk to underground sources of drinking water (USDWs). Requirements outside the United States, and even details between Class VI permits, can differ.

Why leak detection uses several monitoring layers

A storage project can leak through more than one pathway: a damaged injection-well component, an abandoned well in the Area of Review (AoR), a fault or fracture, or an unexpected weakness in the confining zone. The first observable signal also varies. A well problem may appear as an annulus-pressure change, while migration above the confining zone may first appear as a groundwater chemistry anomaly. A plume can move without immediately producing a detectable surface concentration.

For that reason, the Class VI approach combines measurements that cover different depths and failure modes.

Monitoring layer What it measures What it can reveal Main limitation
Injection and annulus records CO₂-stream properties, injection pressure, rate and volume, tubing-to-casing annulus pressure, and annulus-fluid additions Departure from permitted operating conditions or a developing well problem An abnormal operating value identifies a condition to investigate; it does not by itself prove a leak or its location
Corrosion and mechanical-integrity testing Condition of well materials and barriers Corrosion, loss of containment, or failure of mechanical barriers Tests have defined coverage and sensitivity and must be interpreted with other data
Groundwater and geochemistry Water levels, chemistry, and geochemical indicators above the confining zone Possible movement of CO₂ or displaced formation fluids toward protected groundwater Natural variability and unrelated chemistry changes can create false alarms
Pressure-front monitoring Pressure in the injection zone and its spatial change Unexpected pressure behavior or a pressure front outside model expectations Pressure is indirect evidence of migration and depends on a reliable geological model
Plume tracking Extent and movement of the underground CO₂ plume, often with geophysical methods Migration beyond the predicted storage interval or plume boundary Resolution and detectability depend on geology, method and survey design
Surface air or soil gas CO₂ concentrations or flux near the ground surface Some pathways that bring CO₂ close to the surface Not universal for every project; background CO₂, wind and soil conditions affect interpretation

A consumer indoor-air CO₂ meter is not a substitute for this permitted professional network. Indoor instruments are designed for ventilation decisions, not for locating a subsurface plume, testing a well barrier, or demonstrating protection of USDWs.

What the U.S. Class VI framework requires

Class VI is the EPA Underground Injection Control framework for wells used for geologic sequestration. The rule at 40 CFR 146.90 requires an owner or operator to prepare, maintain and comply with a Testing and Monitoring Plan. EPA describes the plan as the mechanism for verifying that the project operates as permitted and does not endanger USDWs.

The plan is approved as part of the permit and is specific to the site. It must connect monitoring choices to site characterization, baseline data, the geological model, AoR modeling, likely leakage pathways and uncertainties in the confining zone. The permitting authority can require additional methods, locations or frequencies when the risk analysis warrants them.

EPA’s 2013 Class VI technical guidance summarizes several compliance intervals. Those intervals are guidance descriptions of monitoring requirements, not measured leak rates, probabilities or guarantees that every leak will be detected. The current rule and the individual permit control a project’s legal obligations.

1. Track injection operations continuously

Record the CO₂ stream

The operator analyzes the chemical and physical characteristics of the injected CO₂ stream. Composition, impurities, phase behavior and other properties affect corrosion, injectivity, pressure and plume behavior. Changes in the stream can therefore alter the assumptions used in the monitoring plan even when the well itself has not failed.

Record pressure, rate and volume

Injection pressure, injection rate and cumulative volume are recorded continuously. The same applies to pressure in the tubing-to-casing annulus and the volume of fluid added to that annulus. Data are compared with permitted operating limits and with the pressure and plume forecasts used in the AoR model.

A sudden pressure excursion, a persistent rate change at the same operating setting, or unusual annulus-fluid demand should trigger a documented review. Operators should preserve the time series, check instruments and operating changes, and determine whether the event requires a mechanical-integrity test or a permit-plan response.

2. Test the injection well and its barriers

Corrosion monitoring

Corrosion monitoring looks for deterioration of tubing, casing and other components exposed to the CO₂ stream or formation fluids. EPA’s 2013 guidance lists quarterly corrosion monitoring as a compliance interval. The measurement technique and locations must match the well design, materials, fluid chemistry and expected failure modes.

Mechanical-integrity testing

Mechanical-integrity tests evaluate whether the well’s pressure barriers and casing system are functioning as intended. The guidance summary lists external mechanical-integrity testing at least annually. A test can identify a loss of integrity that operating data alone might miss, but the test design determines which barriers and pathways are actually examined.

Pressure fall-off testing

Pressure fall-off testing observes how pressure declines after injection is reduced or stopped. EPA’s guidance lists this test at least once every five years. It can improve understanding of formation transmissivity, pressure behavior and whether observations remain consistent with the storage model. It is not a stand-alone surface-leak detector.

When a test fails or produces an unexplained result, the operator may need to suspend or modify injection, investigate the well, repair or rework the barrier, repeat the test, and notify the permitting authority according to the permit. The response and reporting deadlines are permit-specific.

3. Sample groundwater and geochemistry above the confining zone

Groundwater monitoring wells are placed above the confining zone to detect changes that could be associated with CO₂ migration or displaced formation fluids. A plan can include water levels, pH, alkalinity, dissolved inorganic carbon, conductivity, major ions, trace constituents or isotopic indicators, but the analyte list must be justified by site geology and baseline chemistry rather than copied from another project.

Monitoring-well depth and screen interval matter. Wells should intersect the formations and flow paths where a signal could arrive, while avoiding construction that creates a new pathway. Locations and sampling frequency are selected using the AoR model, injection data, confining-zone properties and artificial penetrations such as existing or abandoned wells.

Build a usable baseline

Baseline sampling establishes the natural range before injection and distinguishes a project-related change from seasonal variation, nearby industrial activity or a sampling error. Baseline work should document field methods, laboratory methods, detection limits, quality controls and the timing of samples relative to injection and local hydrology.

Interpret changes as evidence, not automatic proof

A pH shift, rising dissolved inorganic carbon or another geochemical change can prompt investigation, but none is conclusive by itself. The operator should compare the result with baseline variability, nearby control wells, pressure data, plume observations and the predicted arrival time for a pathway. Repeated, spatially coherent changes are generally more informative than one isolated result.

4. Measure the pressure front and track the CO₂ plume

Direct pressure-front measurements

Pressure sensors in the injection zone provide direct observations of pressure changes. The plan compares those observations with the modeled pressure front and expected site behavior. Pressure outside the predicted range can indicate an incorrect model, a change in injectivity, an unrecognized connection or possible migration; it should lead to model review rather than an automatic leak declaration.

Indirect plume-tracking methods

Geophysical methods can track the underground CO₂ plume indirectly. Depending on the geology, a project may use time-lapse seismic, electrical, electromagnetic or other approved surveys. The permitting authority may determine that indirect methods are inappropriate for a particular site, but the plan must explain that decision and provide an alternative basis for tracking plume movement.

For every method, the plan should state performance expectations and limitations, including detection limits or sensitivity where relevant. Survey spacing, depth of investigation, repeat interval and data-processing uncertainty determine whether a small or diffuse plume change can be distinguished from background conditions.

5. Add surface air or soil-gas monitoring when the permit requires it

Surface-air and soil-gas monitoring are conditional rather than universal elements in EPA’s guidance summary. The UIC Program Director may require them when the site’s risk assessment identifies plausible pathways to the surface or when nearby USDWs and background conditions justify the additional coverage.

A surface network needs baseline CO₂ concentrations or fluxes, sampling points tied to suspected pathways, meteorological context and a response plan for elevated readings. Wind, vegetation, soil respiration, topography and nearby combustion sources can all change surface CO₂. A high reading should be checked for instrument error and background causes, then compared with subsurface and well data.

How to design a site-specific Testing and Monitoring Plan

  1. Characterize the site. Document stratigraphy, faults, confining-zone properties, injection-zone properties, existing wells, abandoned wells and other artificial penetrations in the AoR.
  2. Establish baseline conditions. Collect groundwater, pressure, plume-survey and, where relevant, surface-air or soil-gas data before injection. Define natural variability and analytical detection limits.
  3. Model pressure and plume movement. Use the geological model and planned injection schedule to estimate the extent, timing and uncertainty of the pressure front and CO₂ plume.
  4. Map credible leakage pathways. For each pathway, describe what could fail, where a signal would first appear, how long it might take to arrive, and which USDWs could be affected.
  5. Match methods to signals. Select well, groundwater, pressure, geophysical and surface methods that can detect the expected signal at the required depth and distance.
  6. Set deployment and frequency. Specify sensor and well locations, sampling intervals, survey repeat times, laboratory procedures, data quality checks and responsible personnel.
  7. Define interpretation rules. Set alert levels, confirmation steps, model-comparison procedures and escalation thresholds before ambiguous data arrive.
  8. Plan adaptive monitoring. State when an unexpected pressure trend, geochemical change, plume expansion or operating deviation will add monitoring, change sampling frequency or require a plan revision.
  9. Reassess the AoR and network. New measurements can change the modeled extent. If the pressure or plume boundary changes substantially, the monitoring network and Testing and Monitoring Plan may need redesign and approval.

How operators should respond to warning signals

The plan should separate an instrument alarm from a confirmed release. A practical investigation sequence is to verify calibration and data transmission, check for recent operating changes, compare the reading with baseline and control locations, and examine coincident pressure, annulus, groundwater and plume data.

If the signal persists or multiple methods agree, the operator should follow the permit’s escalation process. That may include reducing or stopping injection, performing a targeted mechanical-integrity test, sampling additional groundwater wells, repeating a geophysical survey, inspecting nearby artificial penetrations and notifying the permitting authority. The response should be documented, including the original observation, uncertainty, decisions and corrective actions.

Monitoring thresholds should account for detection limits, false-alarm rates, natural variability and the time needed to protect a USDW. A threshold that is too low can produce constant nuisance alerts; one that is too high can delay action. EPA guidance recommends stating each method’s performance expectations and limitations so that decision-makers understand what a negative result does—and does not—exclude.

Monitoring after injection stops

Leak detection does not end when injection ends. Pressure can continue to redistribute and the plume can keep moving during the post-injection period. Class VI requirements continue through post-injection care until the permitting authority determines that further monitoring is no longer needed to ensure the site does not endanger USDWs.

The post-injection program should therefore retain appropriate pressure, groundwater, plume and well-integrity measurements, with frequencies justified by modeled stabilization and observed trends. A premature reduction in monitoring can miss a delayed signal, while a phased reduction supported by stable data and model agreement can reduce unnecessary burden.

Class VI and Subpart RR are different programs

Class VI controls injection-well permitting and protection of USDWs. Subpart RR is part of EPA’s Greenhouse Gas Reporting Program and applies to facilities that meet its source-category requirements. A project can have obligations under both programs, but they should not be described as interchangeable.

Program Primary purpose Monitoring or reporting focus Technology rule
Class VI Permit and lifecycle protection for geologic sequestration wells Well integrity, operating conditions, groundwater, pressure front, plume movement and post-injection care Methods, locations and frequencies are justified in the approved site-specific Testing and Monitoring Plan
Subpart RR Greenhouse gas reporting for covered facilities Approved MRV plan, monitoring-area delineation, leakage pathways and their likelihood, magnitude and timing, surface-leakage detection and quantification, baselines and mass-balance variables EPA does not prescribe one monitoring technology for every facility

Meeting a Subpart RR reporting requirement does not by itself satisfy every Class VI well-integrity or USDW-protection requirement, and a Class VI monitoring record is not automatically a complete Subpart RR MRV plan.

Common mistakes to avoid

  • Using one surface detector. Surface measurements can miss a plume still underground and cannot test a buried well barrier.
  • Copying another site’s network. Depth, geology, faults, well inventory and background chemistry determine where monitoring is useful.
  • Ignoring abandoned wells. Artificial penetrations in the AoR can be preferential pathways and need characterization or targeted monitoring.
  • Treating a model as a measurement. Pressure and plume models guide placement and expected timing; observations must be used to update them.
  • Skipping baseline work. Without pre-injection data, natural groundwater and surface-CO₂ variation can resemble a leak.
  • Calling a regulatory interval a sensitivity claim. Quarterly, annual and five-year intervals describe guidance requirements, not the probability of detecting every release.
  • Stopping at injection shutdown. Post-injection migration and pressure redistribution can produce later signals.

A permit-review checklist

  • Are injection pressure, rate, volume, annulus pressure and annulus-fluid additions recorded continuously?
  • Does the plan specify CO₂-stream analysis, corrosion monitoring and mechanical-integrity testing?
  • Are groundwater wells and analytes justified by baseline data, geology, the AoR model and artificial penetrations?
  • Are pressure-front observations and plume-tracking methods tied to modeled predictions and stated detection limits?
  • Has the permitting authority required surface-air or soil-gas monitoring?
  • Does every method have a location, depth, frequency, quality-control procedure and interpretation threshold?
  • Does the plan explain what happens after an alert, including confirmation, notification and corrective action?
  • Does post-injection monitoring continue until the authority determines that USDWs are not endangered?
  • If Subpart RR applies, is there a separate approved MRV plan covering leakage detection, quantification and mass balance?
